Fears that India may be falling behind China, Mexico and Brazil in healthcare for the people. A planned budget increase was never implemented. Today the Indian government spends only $20 billion on healthcare for a population of over 1 billion people. Annual spending on healthcare is about 1.4% of GDP. Now the Indian government is planning to increase this to 2.5% of GDP. One senior health official Amarjeet Sinha, says other emerging economies such as Brazil, Mexico, Malaysia, now have better public health indicators than India. In 1990 India's public health indicators were similiar to those countries. Another serious problem in India is malnutrition with an estimated 4 of 10 children malnourished. Underinvestment in healthcare is a significant problem as needs grow but there is a shortage of resources and trained healthcare personnel. Arvind Singhal, chairman of consutancy Technopak, says India needs an additional 1 million doctors and 2.5 million nurses to meet the needs of the current level of the Indian population. To do this 600 new medical colleges and 1,500 nursing colleges are needed. The child care advocacy group Save the Children UK, points out that just to meet India's committment to reduce the infant mortality rate by two thirds of the current level by 2015- to meet India's commitment to the UN Millenium Development Goals- India will need 2.6 million additional trained health workers. This shortage is most acutely felt in rural areas, especially in the large states of Uttar Pradesh and Bihar....

The government sets a goal of reducing the number of automakers in China from 70 currently to a much smaller number by 2015. With slower growth in the Chinese market, 55 of these companies sell only 11% of the total cars sold, and no sales for 10 manufacturers. Foreign car companies are investing heavily and control 58% of the 18 million cars sold in China. Domestic car companies are faring poorly. Cherry sales dropped by 30% in November 2011 acccording to the China Association of Automobile Manufacturers. Changan, Guangzhou Automobile Group and BYD have seen sales declines of 10% in 2011 for domestic sales.

California has lots of water after record breaking rains in 2024 but this is not the situation in the Central Valley leading agricultural region of California and the nation. Farmers in the San Joaquin Valley in California say they are getting a reduced allottment of water because of concern about endangered fish species. Farmers in the Central Valley the fruit and vegetable basket of California will get just 40% of their usual alottment of water this year and will plant less crops. Some ranches planting only 60% instead of 80% of their land. In 2014, 2015 and 2022 droughts the farmers lost about $7 billion and it cost 40,000 jobs, say University of California researchers. This area is a top producer of almonds, pistachios, and tomatoes. Westland Water District, which covers this area and is largest irrigator in the US, has a study that shows correlation between water and poverty in this part of California. Texas under new state law S.B. 4 can  impose criminal penalties of upto 6 months in jail on non citizens who illegally enter Texas from Mexico. It allows state judges to order deportations to Mexico- without Mexico's consent- and allows local law enforcement to carry out the orders. The US Supreme Court upheld the US Court of Appeals 5th Circuit decision that says the law S.B. 4 passed in Texas can be enforced temporarily till it is submitted to the Court for final decision. Both Biden and Trump have visited the Texas border with Mexico. This was after Biden and Schumer passed a immigration bill 70- 30 in the Senate which Jim Lankford  Republican of Oklahoma had negotiated with Democrats. Biden said he would sign it to close the border- it would also change parole and asylum law to stop large illegal migration entirely. The former president intervened to stop passage in the House to keep the issue alive for 2024.

The nomination of Harvard economist Jeremy Stein, who has experience in monetary policy and financial regulation, to the U.S. Federal Reserve Board of Governors. The nomination of Stein was presented to Congress by the Obama administration with the nomination of a Republican, Jay Powell. Powell served in the Bush administration as undersecretary of the Treasury for domestic finance. Powell has experience in investment banking and private equity. Powell graduated from Georgetown Law School and is now a visiting scholar at the Bipartisan Policy Center. Former Fed governor Laurence Meyer's firm, Macroeconomic Advisors, said in a letter to clients that the nominees would significantly help deliberations at the Fed, and bring expertise in areas that the Fed needs to strengthen. Stein's published work has endorsed higher capital standards for banks.

China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change. India has also committed to climate change action and meeting targets early under PM Modi so that India as it industrializes will not follow the path of jumping fossil emissions China had. This is useful to know as the US and EU, UK, expand solar and wind. It is important that the US stay committed to climate change action something missing from the Republican platform for 2024. Delaying climate change action will impose huge costs on the US that could be about 1 trillion dollars if it is stalled now and is taken up in 2028. ...
