The cutting of export taxes is helping farmers. Removing most currency controls is designed to help increase foreign investment by letting foreign companies freely repatriate profits. Also expected to be removed are bureaucratic procedures that limit imports of new equipment for manufacturers. Middle class voters see the moves helping the economy in the long run with new foreign investment and changing the outlook for investment. A former central bank president Mario Blejer points out that after 12 years of the previous Kirchner administration Argentina needs investment- by improving the outlook for investment and removing import controls the government plans to stimulate investment to lead to economic growth. This is a very informative interview with Joe Biden. So far Biden has given few interviews where he talks freely at length about how he plans to run his administration and what is most important to his heart. The title is very misleading in this respect. Unlike the inexperience of Obama with his "we won" we must be doing something right, Biden with his years of experience comes closer to Lyndon Johnson or Truman and the same drive to get things done. He says in this interview "there is no elation." He just wants to get somethings done as quickly as he can and he knows Congress as well as Lyndon Johnson did when he tried to get his vision of "the Great Society." It is almost as if the Biden sequel to the inexperience of Obama, is like the Johnson sequel to the inexperience of Kennedy.   To understand Biden is to know what hurts him most. Biden feels the pain that every rural county in America did not vote for him. He knows something is deeply wrong that this should happen as it has never happened before. It may be time to define diversity differently - people of diverse backgrounds not just ethnic or race but also whether with rural or urban backgrounds as they are today totally different. He also feels the pain that seventy two million Americans voted for Trump. He will judge his success or failure in winning over about half of them to bring this down from 47-48% to 25%. These issues will define and shape the Biden presidency. Can he deliver to the rural counties, health care, education, broad band connectivity, everything that has disrupted life in rural America from the way it was in the Truman and Eisenhower administrations when it comes to the social fabric. The China issue simply fits into this. European societies are feeling the pain of the fragmentation in their social fabric with starkly different opportunities for life in rural vs urban. Respect for fellow Americans comes before respect for China- or Japan, or India, or Europe. Biden understands what three decades of shift of manufacturing jobs to China and other countries have done to American communities, to small towns and the rural areas surrounding them in America. For this reason Biden does not plan to change the Agreement China made with the Trump administration for 25% tariffs on a portion of imports from China and China's written agreement to buy $200 billion of American products. For this reason his response to China's challenge emerging from trade policy set in motion by the Clinton administration, and allowed to continue by the Bush and Obama administrations with the addition of foreign wars that dissipated the country's finances urgently needed for infrastructure building and investments in education and advancing science and technology, is to reverse all the negative trends. Biden plans to make the investment in America that Mr. Trump started but to do this more effectively, he says.   ...

Apart from being slow in giving the correct figures about how much oil is coming out of the pipe, Biden says BP as responded to every request of the Obama administration. Charlie Rose specifically asks Biden, hasn't his administration lost its story and isn't it looking more and more like the Carter Administration during the Iranian Crisis. Biden's response is that the President has acted swiftly. Rose asks about the talk of a new norm for unemployment as unemployment remains sticky on the way down, and hiring has not picked up though layoffs have slowed down. Biden's response is that he and Obama don't buy into a new norm and are out to build anew economy. It appears there is a misconnect somewhere between the questions about genuine concerns and the responses.

Weymouth interviews Colombian President, Juan Manuel Santos. Santos was finance minister, foreign trade minister, and defense minister under former president Alvaro Uribe. The U.S. is negotiating a free trade agreement with Colombia. Santos has improved relations with neighboring Venezuela, which under Uribe were strained upto the breaking point. He is also improving relations with Ecuador, and working to strengthen the Andean Development Council. Santos says Colombia has a smaller drug problem after defeating the major cartels, though mini-cartels still operate in the country. On fiscal responsibility Colombia has introduced a rule in the constitution to limit deficits to 1% of GDP. Santos expects 5% growth in 2011. He hopes to protect Colombia's growth in a global financial crisis by strengthening regional reserve funds, multilateral cooperation of Andean countries, and central bank monetary policies. Santos plans to abolish the DAS intelligence agency in 3-4 months. He plans to create a new intelligence agency and transfer functions such as immigration that were under DAS to other agencies. He has also launched investigations and action against corruption in the government and against public officials working with local mafias. To do this he is working with the attorney general, prosecutor general, the controller general, and police. This has led to criticism from Uribe who sees the changes in policy pointing to deficiencies in the Uribe administration. Colombia is a country with a population of 46 million and plays a significant role in the northern part of Latin America. Santos assumed office in 2010 and was the choice of Alvaro Uribe. His policies have won him a 71% approval rating....

This sets the stage for the US president to visit China on March 31 -April 2, even as the US and Israel are at war with Iran over its use of ballistic missile programs and development of nuclear weapons.  After a landslide win in the recent election with 56% of the vote, Gabriel Boric, 36 years, will work for a fair deal for ordinary Chileans. His win comes after years of street protests calling for a fair deal including pensions, transport services, and better income distribution. The protests called for writing a new constitution to replace the one written by dictator Pinochet. Chile has grown increasingly polarized with younger generation favoring change and fairness and many of the older generation favoring the system left by dictator Pinochet.

Chile is described as an economic success story but it is a highly unequal society with 1% of the people owning 25% of the wealth, and about half of the people seen as economically vulnerable, says this report in The Guardian.

Iranian president Ahmadinejad's populist agenda covers- 1. Social goals: A $4 billion national school renovation program. Raised salaries for workers in Iran's government run companies and raised minimum wage 50%. Has plans to give shares in government controlled companies to the poor and working classes. Iran subsidizes basic staples and gasoline. These subsidies existed before Ahmadinejad. Gasoline costs 40 cents a gallon. Against these social goals are committments by Iran as part of its plan to join the WTO, which includes limiting the subsidy on gasoline to only a certain number of gallons per user. 2. Economic costs of the programs. Dipping into the Oil Stabilization Fund to finance subsidies. Iran imports about half of its gasoline as it lacks enough oil refineries to supply itself. This means as gasoline prices go up Iran has to dip into the stabilization fund to finance subsidies. Inflation is running at 15%. Will oil spending fuel inflation further is a looming question. In 2005 $7.7 billion was taken out of the Oil Stabilization Fund to fund subsidies for wheat, gasoline and other items. 3. Ahmadinejad's election promise was "to put the oil revenue on the dinner table of every Iranian." 4. After the runup in oil prices Iran now generates $49 billion from oil and natural gas. This is twice the amount compared to four years ago....

Moussavi described Ahmadinejad's foreign policy as engaging in " adventurism, illusionism, exhibitionism, extremism, and superficiality. He also described Ahmadinejad's denial of the Holocaust as harming Iran's standing with the rest of the world, and undermining its dignity. The debate was intense with Moussavi at one point saying the Iranian president was moving towards a "dictatorship." Ahmadinejad said that Moussavi was being supported by Khatami and Hashemi to bring him down. A video showing this simple home was circulated before the debate to contrast Ahmadinejad's simple style with that of some of his opponents like Nateq Nouri, a conservative Speaker of Parliament.
