Rising wages and rising production costs for Chinese exports of low tech products like shoes, clothing, toys, clothing, furniture, means a lot of these factories will shut down and move to lower wage countries like Vietnam and India or elsewhere. Elimination of rebates on more than 2000 export items raises cost of manufacturing 14-17% according to Guangzhou based American Chamber of Commerce in South China. And the the tough new labor law enforcing worker rights would increase manufacturing costs by 40% according to the Textile Council of Hong Kong. Additional costs would be incurred to meet tougher environmental controls and anti pollution laws and stricter enforcement. As a result of this Adidas wants its suppliers like Taiwan based Apache Footwear with 18000 employees in Guangdong to move as fast as they can to India where it opened a second factory. This process will unfold over several years till India and Vietnam bercome the new sources of cheaper goods because of the large supply of manufacturing labor for lower value added products, as it will take years to build the logistics and infrastructure for these plants in these countries. But because wages will also rise in India and the laws in India are more likely to be enforced than they were in the atmosphere in China where the Communist led government may have turned a blind eye to enforcement and worker rights in the interests of growth, the export of deflation to the west in the way of cheap Chinese products may be a thing of the past. China is doing this as a planned move it appears. Why? On the surface it makes sense that the heavily polluting factories making lower value added products like shoes, clothing, toys, furniture, would not receive rebates from te state and to improve living conditions and promote consumption at home the government woud pass tough new laws to ensure employee benefits and collective bargaining rights, and employee job security. It also reduces trde tensions at a time when the US economy will be in poor shape and jobs lost become a political issue in the 2008 presidential campaign. But there may bigger pressing concern and urgency in these moves after so many years of this being discussed and this may be that China finally may be at a moment when it is confronted with a sober fact that the US consumer is heavily in debt and may not support China's export growth model much longer and with it China faces a really significant slowdown in its growth rate from 11% to maybe half that if China does not develop its own domestic markets for growth. The old foreign investment model may not work anymore. See the link to Ireland where growth is falling off quickly. Higher wages and longer term jobs with benefits would enable a large middle class to develop from this huge manufacturing worker base especially as China moves to more value added products where even higher wages would be paid. This in turn creates a domestic market over time that would insulate China to some extent from the winds that would be blowing from a US economy suffering from a deep recession that may last several years. This may be evident in the words of the Governor of Guangdong when he says that the government is not abandoning the exporters but that selling domestically is good for the country and good for the people. Something deeper is at work here and one would expect an about turn in policy where instead of workers not receiving back wages and lax enforcement that went on freely in the last decade we would see an effort to build the kind of middle class that would provide the market for Chinese goods that would sustain growth at a more modest but sustainable pace. Which means in the short term all those workers at factories that make toys, shoes, clothing and furniture in provinces like Guangdong would be jobless. Some of these factories may move to provinces in the interior like Sichuan and Hunan provinces which may pickup employment. A report by the American Chamber of Commerce in Shanghai written by Booz Allen says that a fifth of the companies surveyed are considering relocating outside China, and that over half of foreign manufacturers surveyed think that mainland China is losing its competitive advantage to places like Vietnam and India....

How temp services companies such as Kelly Girl and Manpower were started in the post war period. What this means in today's economy with the increase in temp and part-time workers without worker protections and benefits. The trend to temp workers without contracts or protection is seen in Germany, Spain, Japan and other countries. Hatton cites Census Bureau statistics showing one third of adults experiencing poverty are working, one fourth of jobs in America pay less than the federal poverty line of $23,050. In the U.S., Europe and Japan it is not only the jobs that matter but the kind of jobs. Even in countries such as Germany that reduced the unemployment rate this came with a downside in the higher number of lower paying jobs. Temporary workers almost doubled in two decades in Japan to 33% of workers by 2007. Some of the difficult work after the nuclear accident in Japan was performed by temporary workers.

Nicholas Kristof says the strategy adopted during the Clinton administration of negotiations with the North and a partial lifting of sanctions worked better than the situation today. One criticism leveled at that agreement was that North Korea cheated and developed uranium weapon technology on the side. Yet says Kristof the situation is worse today. Under the "Agreed Framework" of the Clinton administration North Korea's Kim regime did not add to its nuclear weapons. Kristof says that policy of putting pressure on China has not worked. It would help if China did not transfer any technology to North Korea. Yet the basic policy of China remains in that it does not want renunification on the Korean peninsula that would put bring a U.S. ally on its southern border. The Bush administration and the Obama administration's policies did not lead to diplomatic progress and the world is a more dangerous place with North Korea's intercontinental ballistic missile capability in 2017. Stephen Bosworth was appointed by Hillary Clinton as U.S. Representative for North Korea Policy. He is one of America's best diplomats who served in several postings overseas before becoming Dean of the Fletcher School of Law and Diplomacy, Tufts University, Medford, Massachusetts. Prof. Drezner points to the work done by Bosworth in keeping dialogue with North Korea alive, till a solution can be found. He also cites Chinese analysts who say pressuring China comes from a worn playbook, that China would not agree to reunification on the Korean peninsula, to bring U.S. influence right up to its borders. South Koreans have been wary of reunification because of the decade long experience of integrating East Germany. As a result new solutions need to be found and the valuable work of diplomats like Bosworth is badly needed to keep dialogue alive for a solution to be found.

Russian prime minister Putin makes a road trip that stretches for 1,240 miles from Khabarovsk, near the Pacific coast, to Chita, a city near the Mongolian border. For half of the distance Putin drove a Russian made Lada compact, and for the other half he used a minivan. He seemed to be enjoying the trip shown on state media. The Wall Street Journal shows a picture of him filling gas in his yellow Lada car at a gas station somewhere in Siberia. Political analyst Alexei Makarkin, says the Medvedev-Putin partnership seems to work well, with Medvedev appealing to educated urban middle class, and Putin to the working classes with his informal style and manner. Driving on the soon to be completed Amur highway -which is historic because it links eastern and westen Russia for the first time- Putin was able to connect with local people and working class folk in small towns on the way.

Improving performance of Toyota, Nissan and Honda in the U.S., Japan and emerging markets. Japanese automakers report higher profits in the fiscal fourth quarter. Sales for 2012 are expected to quadruple for Toyota in the 2012 fiscal year compared to fiscal 2011, according to analyst estimates. Part of the recovery is from weakening of the yen from 75 to the U.S. dollar in October 2011 to 81 in the March-April 2012 period. Profit margins are expected to improve for Toyota from 1.5% to 5.1% for Toyota, 5.4% to 7% for Nissan and 2.5% to 6.8% for Honda.

Honda's market share slipped from 11% in 2009 to 9% in 2011 in the U.S. after the tsunami and earthquake led to shortages of cars. Sales are expected to be 50% higher in May 2012, as inventory shortages are reduced, according to Edmunds.com. With increased competition, and new models such as the Crosstour Accord in 2009, CR-Z hybrid coupe, Insight hybrid in 2010 failing to catch on, Honda is increasingly falling back on its best selling Accord, Civic, and CRV sport utility vehicles for increasing sales. The Ridgeline pickup truck introduced in 2005 may be discontinued. The Honda Fit subcompact sales declined by 61% in April 2012 from the prior year. Fiat and Kia small vehicles have increased sales compared to the Fit. The Fit is manufactured in Japan and the strengthening yen makes it unprofitable. A cost competitive Fit will be made in Mexico starting in 2014. Honda's strong point is its higher customer retention rate of 60%, second to Hyundai's 64% repeater ratio, according to January 2012 survey of J.D. Power. Honda normally relies on the U.S. market for over half its operating income, and for the year ending March 31, 2012 most of the operating income, 223 billion of 231 billion yen, was from the U.S., which gives some idea of how much rests on the U.S. market. For now Honda is using incentives to recover market share at the expense of operating profit. During the last fiscal year Honda's operating profits declined to 2.9% of sales. Honda's goal is to move this up to 6% in the coming fical year, still short of the 9% in 2002, and between Nissan's estimated 4.5% and Toyota's 6.8% in the coming year. ...

Medvedev set up athink tank last year with Igor Yurgens as head , which was to come with new ideas for Rusian economy and foreign relations. He called for Russia to change course and work with the US and Europe t o work its way out of the crisis. T do this he told a seminar organized by the American Chamber of Commerce in Moscow, that Russia should create dialogue with the people, and experts should be brought into the discussions, and the government guys need to dialogue with both the people and these experts inside Russia and abroad. The suggestion is that policy should come out of vigorous discussion, and the government guys should consult, listen and they should win honestly in the discussions in this policy debate or change course as necessary. On Georgia and Ukrainian gas supplies cutoff, these wounds he says should be healed by making symbolic gestures to Europe and the USA, like the one that Vice President Biden made, in saying in Munich that the US needed to press the reset button in its relations with Russia. The Russian government says that the economy will contract by 2.2% in 2009....

Who is Medvedev. Acccounts about his background from his days at St Petersburg State University. He was 25 when he was selected by his law profesor Sobchak as an aide. Sobchak had just been elected chairman of the city council of St Petersburg. Sobchak had another student as an aide this was Vladimir Putin. Its here that Putin became Medvedev's mentor and friend. They both felt strongly about what had happened to Russia as it collapsed economically after the collapse of the political structures of the communist state. Its this deeply felt humiliation and the need to restore Russia to its proper position and bring dignity and respect to the ordinary Russian and the Russia people without all the unrest, disorder and suffering of the upheavals of the 20th century that seems to motivate both. Because things were simpler then in the late 1990's till today because anything that brought Russia back economically was clearly to be desired, there seems to be a marching together of soldiers in a shared feeling of loktya the expression Putin used for the mutual trust and closeness he felt for his much younger friend, younger by 13 years. From the age of 25 to today when he is 42 Medvedev worked 17 years in close association with his mentor Vladimir Putin. First as Deputy Chief of Staff to the new President at age 34, then as Chairman of the Board of Gazprom, Mevedev would spend hours in the Kremlin with Putin working on the details of Gazprom's plans as they sought to make Gazprom Russia's biggest and and most influential company. Their shared feeling was that the consolidation under Gazprom of oil asets across Russia was "good for Russia." Since 2005 he was groomed as Putin's successor.
