US and Iran accept Pakistan's mediation of the war with a 2 week ceasefire and opening of Straits of Hormuz- April 7 2026. The mediation by prime minister Sharif of Pakistan gave both sides in the war a way to back down. Both sides agreed to talks in Islamabad, Pakistan. As a partner of Pakistan, China may also have a role in setting up a settlement as China and Japan have the most to lose from the Straits of Hormuz being closed, oil prices rocketing up to $115 and higher, and even a prolonged shutdown of Hormuz Straits. Both China and Japan get 90% of their imports from Hormuz Straits. Oil prices drop to the $100 level from $115 after the announcement of talks in Islamabad. This is not a long term settlement. After the two weeks US president meets president Xi of China in Beijing shortly afterwards on May 14-15. It is likely that preparations for that trip will involve China and Pakistan working together to get the US and Iran to agree to an extension of the ceasefire. One outcome of this war is as Le Monde has noted- the unreliability of Hormuz supplies and shift to imports from US and Venezuela and other parts of the world for fossil fuels. And with this a renewed effort to reduce the fossil fuels needed by accelerating renewable energy supplies in Europe, India and China. More attention will also be focused on reducing the proliferation of nuclear weapons by all major powers. Removing US involvement in NATO may also turn out to be positive in some ways to bring Russia and US as nuclear powers to better working relationships, and reduce the nuclear arms race and weapons race. For Europe it means meeting needs of Ukraine and improving military capabilities. The overall result may be positive for all countries. The Middle East region will be seen as one in which no powers should get involved in and the Middle East will also find it has squandered its valuable oil dividend in five decades of wars and mismanagement and fall behind the rest of Asia and Europe, the US in economic progress and development. ...

The Organization for Security and Cooperation in Europe, is at the center of talks for resolution of the crisis in Europe over Ukraine. This report says the sentiment has shifted as people in Kharkiv have seen the economy deteriorate in Donestsk and Luhansk after 2014 after Russian installed militias assumed control. The economy in Kharkiv and the rest of Ukraine has done much better say experts. Kharkiv is where the Soviet Ukrainian government was established about on hundred years ago after an independence drive for Ukraine at that time failed.

Manage the relationship in the Indo-Pacific with India and South and Southwest Asian investments in economic infrastructure that will offset China's rapid growth of the last three decades by incentivizing South Asia and South western Asia parts of which were called the Middle East by the Britons and now can be rengaged in the South /Southwest Asian group of nations led by the US. This is the policy for the next 25 years to 2050 that a Russia, Germany, US, China, India consensus sees as a constructive future for the people of the world.   ...

Is time slipping away for Russia to restore what it sees as its special relationship with Ukraine, as Ukraine finds its own identity through its language and independent Orthodox Christian Church since 2019. This WSJ podcast report is by James Marson who lived in Kiev from 2007 to 2012, and Ryan Knutson, with the Archbishop of St Michael's cathedral in Kiev, and the editor of Elle magazine edition in Ukraine joining in.  To understand Ukraine one has to know that Russian is the language of the cities, which means people in Kiev speak Russian. People in the countryside Ukrainian. This is very unusual for a nation and it shows the condition of the country for centuries where intellectuals in cities dominated cultural and political life distant from the people in the countryside. For centuries Ukraine was dominated alternately by either Poland and Lithuania or Russia other than a period of 200 years around 1250-1400 when the Mongols were dominant. The peasants and countryside suffered greatly as in India and other parts of central Europe in the long history till the modern period in 1900.  Russians see their origins in the Kyivan Rus, a state bringing together the different ethnicities Ukrainian and Russian in the period 1000-1240 under the Byzantine Church in Constantinople. Kyiv, the modern capital of Ukraine called Kiev today being the capital of this state. This is the cultural connection that president Putin and Russians see as one they do not want to see drift away. After the Russian state drove out the Mongols in 1240 the northern provinces and Kiev became part of the Polish-Lithuanian Commonwealth, and the rest became part of a new Russian state. After 1650 Ukraine became part of the Russian Empire and by 1800 with the partition of Poland was fully made part of the Russian Empire. Russian is now after 1800 the language of the intellectual class in Kiev and the cities, and Ukrainian language persists in the countryside. In 1804 Ukrainian is banned as a language and subject of instruction in schools. The end of the Russian Empire under the Tsars in 1917 ended the ban on the Ukrainian language and a period of respect of the cultures of the different soviet republics including Ukraine ensued. Putin has strong feelings on Kyiv, or modern Kiev, as the place where Russia as a country began. He wrote a 7000 word essay says this report in WSJ in 2010 on this relationship as he sees it.  Yet the period of protests in Kiev since 2010 has resulted in Ukraine building  its own identity as a nation. Magazines in the country are required to use Ukrainian for 50% of their circulation. People in Kiev now use Ukrainian instead of Russian as the sense of national identity is being revived. During 1917-1921 Ukraine fought a war with the Bolsheviks after the Russian Empire collapsed. This history is why Russia is acting now to push for Ukraine not drift completely away. It is also what makes Ukraine different from Poland which has cultural ties to Western Europe. It is why the US or Germany is not willing to go to war with Russia over Ukraine, as it would over Poland. It is also why Russia may not see war as the best option as about one third of Ukrainians say they will fight to defend their country, according to this report. The situation is complex and this is why both sides want to negotiate some way out in which Russia wants the US and NATO respecting its sense of connection with Ukraine in its history with Kyiv as the place Russian state started, and Russia not going further. Russia's tangible proposal is for no to Ukraine joining NATO or the European Union. The US and Germany want something else- the right of Eastern European nations that suffered from Tsarist or Soviet domination or German Hapsburg domination to finally be able to assert their own right of self-determination as democratic countries. This would include Finland. And also Sweden. Ukraine is not another small Eastern European country. Population is 44 million and it is the second largest by area in Europe after Russia.  Russia may also see the move to bring this up at this time as a way to unify the country against what it sees as threat from NATO. As Brendan Simms of Cambridge notes in his recent book -Europe, France went through a period after 1600 when it needed external danger as a way to unify the country, as much as unity of the country to fight external danger. The economic costs after building Nordstream II pipeline are to0 great for both Russia and Germany, and for the US and Russia during the pandemic, which means there is a real need to find a way out for all sides.     ...

India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Von Der Leyen also from CDU now joins the former premier of Portugal Antonio de Costa as heads of EU to attend the Republic Day parade celebrations in New Delhi on January 26. Nothing happened by chance. It took the hard work that in Robert Frost's words in Mowing ( "the fact is the sweetest dream that labor knows my long scythe whispered, for the earnest love that laid the swale in rows"). Germany and the European Union are improving their defenses as the conflict drags on. The US position DJT has articulated is to bring an end to the war to end the daily loss of lives on both sides. Looking back was it worth loss of hundreds of thousands of lives on both sides and the damage to the economy, to housing from bombing, and the millions of refugees many older people, just for the Association Agreement with the European Union in 2013-2014. This has been completely mismanaged by all sides, the EU officials responsible, the governments in Europe including Russia and Germany, and Ukraine's political parties and their appeal to the people, and by the administration of Obama in the US. DJT and administration officials have long made it clear that they don't want this war, the war in Ukraine. A conflict that has been going on in some form or other between parts of Ukraine in the west and Russian influenced regions in the east as governments changed before and after protests in Kviv in 2013 over an agreement on association with the European Union long before the current war; some favorable to Putin and some not like the current government. So it is surprising that Medvedev would make remarks about DJT and the US to draw a confrontation between the two powers US and Russia in this way in X, remarks DJT calls "inflammatory."  Especially when the US is trying its best to negotiate and end to the war by pressuring both sides. It's defending of Ukraine only to stop the missile attacks on it's cities to give peaceful resolution a chance, not to aggravate the conflict.   ...

Zeit Online shows in this article the continued efforts of the Russian government of president Putin to discredit Chancellor Merkel, following efforts to do this for Hillary Clinton in the U.S. presidential election.  During the Ukraine crisis and the settlement accords of 2014 Germany was seen as a partner by Russia, following sanctions, and renewal of these sanctions Russia no longer sees Germany as a partner. This report shows Russian efforts to discredit chancellor Merkel and the use of RT German channel, WikiLeaks reports of Chancellor Merkel and the TTIP agreement, for the same purpose. The refugee crisis following what is happening in Syria with Russian involvement, terrorism, financial crisis aftermath from 2008, are being used  says Zeit Online to support a movement for "order" as the state ideology now put forward from the Russian government. This could be an early indicator for the 2017 German federal elections, says Zeit Online. Merkel has said that she supports continuation of western sanctions on Russia. It is hard to see what Russia has gained in improving its economy and the standard of living of the people from this type of political action. Putin was able to achieve economic goals during 2005-2010 using good Germany- Russian relations as shown in LyrArc. This was the earlier period of Putin's terms in office, with a broad group of advisors, including finance minister Kudrin, who set forward a prudent economic course for Russia including foreign investment. The world and Russia are poorer from the departure from this earlier set of policies which would have enhanced Russia's economic growth. Kudrin was fired in September 2011, and the economic course has gradually drifted away from what is most prudent for the Russian economy and growth, and for the global economy. Nationalism was part of an earlier period before 1950, that led to frequent wars and economic catastrophes. A new course has been set since then, especially by American presidents Truman and Eisenhower, and people in India, China, the developing world, in Europe and in the U.S., would see little to gain from the politics of that earlier period in world relations.  ...

Will a war in Ukraine affect the world's food supplies? Yes here is how. It would affect mainly the countries of North Africa that depend on wheat imports from Ukraine and Russia. Egypt is the largest importer. Many of these countries depend on imports to keep their people fed. The cost of shipping it is less from the Black Sea ports of Ukraine and Russia than if this wheat came all the way from America or Australia.  Much of Ukraine's wheat grows in the Kharkiv Oblast region in eastern Ukraine close to the border with Russia. With Russia putting 100,000 troops and prepared for an invasion of Ukraine both sides could be affected. Of the approximately 200 million metric tons of exports of wheat each year Russia and Ukraine make up about 29% or about 65 million metric tons. About two thirds of this from Russia and one third from Ukraine. Prices of wheat are already at an high of $310 a metric ton. Experts say this could double in the case of war or go up 20% even in a minor incursion. Western sanctions would affect Russian exports of wheat on top of the effects of war and devastated agriculture in Ukraine. The fighting is taking a heavy toll on Ukraine and the U.S. is considering arms aid to the Ukrainian government in Kiev. Lt. Gen. Hodges, the U.S. Army Commander in Europe says Russian Special Forces in uniform rip off their badges, pulling off his own insignia, and Russia simply claims it has no men in eastern Ukraine.

As the focus shifts to the east, the war in April in Ukraine shifts to a prolonged war. It also means that the focus now is also on economic separation of US and European economies from Russia and China. As it was this overdependence that lacked prudence or good sense, that emboldened Russia in its relations with the US and Europe, and China in its relations with neighbors in Asia. This report looks at the arms aid Ukraine may need to defend the region on its eastern border with Russia. Russia plans to focus on the separatist Luhansk and Donbas regions in the east which have sought closer ties with Russia. The war in the east has dragged on already for over 10 years.The rest of Ukraine and particularly western areas near Poland such as Lviv and areas near the Baltics have shown strong sentiment for an independent Ukraine able to choose her own path. Throughout history the Baltics and Poland have had a strong influence on western Ukraine and Russia on eastern Ukraine bordering Russia, with influence swinging one way or the other throughout Ukraine depending on the period in history. After the westernization and modernization of Russia under Peter the Great in the 17th century and of Prussia as a German state independent of the Hapsburgs in Vienna around the same period, geopolitics shifting the balance of power took on a bigger dimension. Putin's actions can only be seen as a throwback to using the tactics of invasion going back to this period in history from 1700 to 1950, when dominant powers France, Austria led by Hapsburg dynasty, and Britain with the Dutch fought wars seeking advantage mostly on territory of German states and Italian states, and in all parts of the world. This also laid the grounds for colonization of large parts of Asia and Africa by Europeans in this contest for dominance through trading companies that traded for profit, and used tax revenues from acquired lands for profit making and military activity. In some ways poor economic choices such as the excessive dependence of the US and European economies and their integration with China and Russia have led to the war. As they created advantages Russia and China did not have in technological capabilities and stronger economies that make war an alternative to support foreign policy goals. In the long term it is this these unsustainable economic choices that will be pulled back following the pandemic for shorter supply chains closer to home. This prudent economic separation could not have happened without recent events, as even now Germany industry says its dependence and integration with Russia is hard to reverse for gas supplies, and American business is only now making the changes away from dependence on China in its supply chain.   ...

President Biden and Russian president Putin held a two hour virtual meeting on December 7, to discuss Ukraine. Biden stated that the US would take action to support defense arrangements in Ukraine, Poland, Romania, and other Eastern European countries, if Russia invaded Ukraine. He urged Russia to return to diplomatic talks to settle differences over Ukraine. US National Security Adviser Jake Sullivan described the virtual meeting in this way- "There was a lot of give and take. No finger wagging. At Lyrarc we pointed out how US president Harry Truman had to persuade the US Congress to get aid to Greece and Turkey bills passed to prevent an imminent Communist takeover with Soviet bloc aid in 1948. Paul Krugman points out that this happened before when FDR had to persuade the US Congress to pass bills for Lend Lease agreement aid to Europe in 1942. Much of that aid was in food and other non military aid because the US arms manufacturing was beginning to ramp up.  Krugman also corrects the former president's statements regarding Ukraine aid that the European have done less. Counting all assistance to Ukraine he says the EU has done more than the US. It is because the arms production in the EU has to be ramped up and the US has arms production factories better prepared in military aid the US has done more in military aid, not overall or in other aid. He also points out that $13 billion FDR got from Congress for Europe in 1942 was 10% of US GDP, whereas Ukraine aid is only one fourth of one percent of US GDP, and much of it going as Mr. Biden pointed out, going into investment in American factories and jobs to supply Ukraine. ...

This leaves only a limited role for sanctions acting as a deterrent in the Ukraine crisis giving Russia more room to act in Ukraine.
