Pat Schumer Democratic Senate leader takes a position to support passage of the spending bill in the US Senate proposed by Republicans, as not doing so would hurt ordinary Americans. Schumer sees this as important as a shutdown would not be good for the American economy. Other Democrats see things only from the point of partisan politics and not the interests of the Nation as a whole. It is to Pat Schumer in the US Senate that president Biden looked to for the legislation that supported rebuilding American infrastructure in the Inflation Protection Act. The same responsible attitude is taken by senior Republican senators and governors who are keen on working together on a bipartisan basis in the interests of the Nation. This was on display at the recent Governors conference when Oklahoma Governor (Republican) discussed how to address US needs in various areas with Beshear of Kentucky and Shapiro of Pennsylvania, both Democrats. The strength of the US economy with growth, lower inflation at 3% and low unemployment at 4% is a result of the farsighted thinking, and efforts to work together of senior members of the Senate from both parties, and of governors in different states. ...

US unemployment rate was at about 3.7% for the third quarter 2022 and 263,000 jobs were added in November according to the Labor Department. Other estimates show that these numbers could be overstated by 500,000 for the year and likely to be revised. There is a shortage of labour after the pandemic and the labor participation rate is lower than before the pandemic. The Fed chairman Jay Powell discussed the strong labor market and his plan to attack inflation with rising housing, food, energy costs coupled with wage increases using Fed policy of raising interest rates. Rates could go up to 4.5% with another 0.75 % increase in December 2022.  Powell said in response to questions at the Brookings Institution last week that he was feeling his way through this inflation episode that was very different from previous bouts of inflation having started with supply chain issues that stemmed from the pandemic. It then became widespread with fears that it could get entrenched if a sharp stand is not taken by the Fed. Powell also says that he is acutely aware that he wanted to pause and see the effects of interest rate increases so that there is no overreaching that would hurt the lower income groups. He emphasized that lack of aggressive action by the Fed could let inflation go on for 4 or 5 years hurting these lower income groups the most because the wage increases would be more than wiped out by inflation. Finding the right balance is important to Powell as he looks to manage the risks on both sides of this issue- to hit inflation hard without hurting the lower income groups of society. ...

Bernanke defended the Fed's QE II decision to buy $600 billion in Treasury bonds, at a central bank conference in Frankfurt. He said "the US risks millions of people being unemployed or underemployed for years and as a society, we should find such an outcome unacceptable." Rebutting the Germ, Chinese and Brazilian criticism, he said the policy would maintain a strong dollar over the long run. Senator Shelby told reporters, Bernanke estimates creating 700,000 to 1 million jobs over the next 2 years. Philadelphia Fed President Charles Posner said that he was very concerned about unemployment, but was "worried that monetary policy isn't the right set of tools at this juncture."

The Labor Department says the US lost 598,000 jobs in January 2009. And the figure for December 2008 was revised upwards from 524,000 to 577,000. The figures from December 2007 were revised upwards by 400,000 and is at 3.6 million jobs lost. First time jobless claims reached ahigh of 626,000 last week. The current unemployment rate of 7.6% does not correctly reflect the true unemployment rate because it excludes those adults who have given up looking for a job after failure to find anything. One estimate of this based on labor force participation at the level it was when President Bush took office, is 9.4%, by Peter Morici, economist at the University of Maryland. Though the Fed is creating money at a prolific rate to support failing financial institutions and support consumer debt, having more than doubled its reserves from $900 billion to $2 trillion, the problem remains one of creating demand. Falling demand as nervous and shaken consumers reduce buying of all kinds of products, leads to buildup of inventories, cutting production, layoffs, and even more incentives to save leading to the downward spiral. As more companies layoff there is a general tendency for all businesses who already face tight credit to plan on a longer downturn and not to invest. The self reinforcing pattern is just as strong in a downturn as it is in an upturn....

The July 2017 unemployment rate drops to 4.3% from 4.4% the prior month. The Labor Department reported nonfarm payrolls up by 209,000. One in four of these jobs were in the restaurant business, resulting in more lower paying jobs. Economic growth remains low at 2%.

A better gauge of the jobless situation is the U-6 which includes underemployment and people on parttime jobs looking to work full time, and people who have stopped looking-it is at 8.6% in July, same as the prior month. It was 7.9% in late 2007 before the financial crisis.

Italy's prime minister Berlusconi is changing the terms of the 45.15 billion euro austerity package after political protests. He has to weigh what is doable in the political context with demands from the European Central Bank, which is buying Italian bonds to prevent a surge in borrowing rates for Italy. The new measures as the old package unraveled are: an increase in the value added tax to 21% from 20%, increasing the retirement age for women in the private sector to 65 from 60 in 2014, two years earlier than expected, and a 3% tax on Italians earning above 300,000 euros annually. The street protesters in Bolgna, Milan Rome and other cities, protested that the earlier package unfairly put the burden on the working class. The cuts in local government spending in the earlier package would have impacted spending on items such as nurseries for children, drawing protests from teachers. The debate on an equitable sharing of the burden of reducing deficits is ocurring both in the U.S. and Europe, especially with high unemployment and lack of economic growth....

The WSJ's Peter Nicholas, Carol Lee and John McKinnon describe the events leading to the election of Obama to a second term as U.S. president. A significant move by the Obama campaign was to spend heavily in the early part of the campaign to show Romney as a predatory capitalist by focussing on his record a a private equity business executive who focussed on profits. More voters perceived Obama as caring about people like themselves. The voter turnout was also carefully executed especially for minority voters. For the first time since Mondale's loss to Reagan fewer white voters supported a presidential candidate- only 38% of the white vote went for president Obama compared to 60% for Romney. Obama's campaign focussed on protecting the middle class and working class from sharp spending cuts. Voters major issue was the economy, with unemployment at 7.9%. Yet voters largely did not hold Obama responsible for the economy and considered Wall Street and the previous George W. Bush administration responsible for the events leading to the 2008 financial crisis....

The difficulties the new U.S. Treasury Secretary faces as she tries to navigate the politics in Congress and the tries to reach out to moderates and progressives within the Democratic party. All have different views on spending, and where stimulus money should go in a second stimulus. Her long experience with the Fed is seen as not preparing her for the political role of evaluating different opinions that are described by some experts as ten times more political than anything going on in Fed meetings. As a student of Prof. Tobin Yellen sees government intervention as needed in times of economic crises. Twice in ten years the U.S. and the rest of the world has been struck by economic crises- the bank leveraging behaviours and poor lending practices that induced the 2009 financial crisis and in 2020 the coronavirus pandemic. Lessons learned Yellen says about the 2009 recession are that not enough stimulus was provided after the initial stimulus to get a strong enough recovery. Democrats are eager to spend over $2 trillion in a second stimulus. Republicans much less so particularly with a new president. Even under Mr. Trump spending was set at under $700 billion by Republicans for a second stimulus. Another economic crises is one of the U.S. strategic economic position in the world. On this issue of trade Yellen's husband George Akerloff, also a economist is more skeptical of the value of free trade. The failure of the World Trade Organization to ensure a level playing field as China subsidized key industries, and the loss of America's manufacturing advantage over three decades is now the defining issue in American politics. It takes the shape of manufacturing communities that were once a part of Democratic party support shifting away after devastated local economies from the loss of manufacturing plants to China. It takes the shape of a Republican party that is committed to bring back American manufacturing, and a Democratic party that under Biden is seeking the same result. How much each party will invest in terms of making things happen to get this done is one of the issues facing all parties, Congress, the administration, Ms. Yellen, and the new president. Economics does not have the answers. As economists could not have predicted the increase in women participation in the workforce, the drop in Black and Hispanic unemployment rates under the Trump administration. The lack of moral will to get trade to work for the American worker was more of an issue under Democratic and Republican administrations for the last 2 decades, so that issues of growing inequality were never better addressed by any party. It depended more on focus of the president elected to help American workers, and to avoid the cost and distraction of foreign wars when American interests could be protected in other ways. Yellen was not able to make a difference at the Fed because of these reasons and low interest rates have both helped and hurt the middle class, as low interest rates meant Americans were less able to accumulate savings for retirement since 2000. Determination and action counts for more than ideology or policy is the lesson learned in building strong economies and manufacturing.   ...

Current responses to China's different posture in international relations obscure the huge investments made by US and European Union business in China that lead to about $1 trillion in exports from China to US and EU in 2021. This could not happen without the hyper investment in China by business in the US and EU that not only neglected manufacturing technologies in the home country but did this on a immense scale that would end up shipping almost the whole of the manufacturing supply chains to China from the US and EU. Done as a carefully planned shift of some manufacturing operations it could have benefitted both China and the US and EU. In what way was this hyper move in pace and scale damaging? China's water, air and land was contaminated at a rapid pace never before seen in history, seen as early as 2005. And the hyper shift by 2015 and in 2020 is now showing the severe effects of climate change with droughts, floods and fires all over the world. The German Environment Ministry today counts the cost at 90 times in the use of coal and fossil fuels over time. On the scale that this massive and fast shift was done of manufacturing to China even more so- a hugely imprudent response of US and EU business management and executives. Instead of tackling and confronting head on the challenging problems of quality control and cost in the 1990's through 2000 and beyond at home, management at Apple and other companies simply shifted all manufacturing to China. The other ill effect of the imprudent response of American business was in the massive and wholesale shift of supply chain to China by offshoring practically the entire manufacturing base. It was to lead to the massive losses that workers, families  and communities in the US and EU that countries could not cope with as it moved on an accelerated hyper level and pace. The result was to lead to intense criticism of China and a level of rancor that has poisoned the relations with China. Some of this counsel to China was given to leaders of the Communist party who had little knowledge of American capitalism operating within constraints of social democracy in 1990. Some of that counsel was self interested given by investment banks to Chinese officials- investment bankers that have now disappeared from view- who themselves lacked an understanding of the social constraints of American and European democracies. It is that rancor that is now leading to China and the US disconnecting the supply chains leading to questions one is certain within China about how this will affect unemployment in China in the years to come. The pandemic simply accelerated this realization on both sides of this untenable situation. Still a trillion dollars in exports are taking place even as the political situation is now totally adrift -as the situation in Taiwan in August 2022 shows- the political and trading relationships at opposite ends and seemingly at war with each other. ...

67,000 factories closed down in China in the first half of this year. Things got a lot worse in the importing countries of the US and western Europe after October 2008 so the closedowns will have accelerated. This will have asignificant impact on the export sector and foreign investment that has propelled the economy so far. It will also create unemployment, and if back wages are not paid local governments may have to step in or there will be unrest among the laid off workers. Much of the rural migrant workers who came to the coastal provinces might now have to go back to their villages in fact reversing some of the urbanization tht has happened.

Efforts to impeach two previous presidents including Democrat Clinton failed in the Senate where the vote requires a two thirds majority. The first impeachment vote against Mr. Trump failed in the Senate. In the House of Representatives only a simple majority is required. Majority Leader McConnell says he will not reconvene the Senate before president Biden takes office. Vice President Pence has refused to invoke the 25th Amendment. House Democrats have moved ahead to vote for impeachment of president Trump for the storming of the Capitol offices in Washington D.C. Their impeachment statement says president Trump's remarks that his supporters had to fight like hell or they would not have a country, constituted incitement of supporters. President Trump won 74 million votes in the last election more than in the 2016 election and lost with Mr. Biden winning 81 million votes after polarization of the country. With such a large portion of the country voting for Mr. Trump Mr. Biden risks his agenda of fighting the pandemic, and other parts of his program, becoming immersed in partisan infighting. This would also result in continuing the division of the country, and continue polarization.  About 5 House Republicans are expected to support impeachment. In the Senate some Republicans say there are impeachable offenses yet only Mr. McConnell and the senator from Utah, Mr. Mitt Romney, favor impeachment.  Mr. Trump's style of governing was controversial from the beginning of his campaign in 2016, strident and taking on critics. He governed through relative moderation compared to his aggressive posture towards critics. For instance on Mexico his remarks offended critics, yet he negotiated a new trade agreement with Mexico replacing NAFTA to ensure worker protections in Mexico, and worker jobs and wages in the U.S. Negotiations with China on trade were conducted by a seasoned veteran, Mr Lighthizer,  who was deputy Trade Representative under Reagan, and negotiated the trade agreement with Japan that worked to reduce Japanese trade surplus in the eighties. On the economy before the pandemic hit in March president Trump made significant progress reducing unemployment.      ...

Dennis Berman takes a very instructive and reflective look at what happened in history, the thirties when something like what we are seeing now happened, a huge global downturn. One thing that is being repeated is the tendency to think that things will recover maybe in 2009 or 2010. But oftentimes this is not the way it turns out. President Hoover said to the American people in May 1930, " I am convinced that we have now passed the worst and with continued unity of effort we shall rapidly recover." Hoover is now seen negatively but a visit to the museum section of the Hoover Institution at Stanford University shows that he was a geological engineer, well travelled to other countries, was President of Stanford when it was a small school, and was active in relief efforts for Russia in the years of civil war after the first world war. Was he less compassionate than FDR, was he less educated, and less aware of conditions in other countries than FDR, and less determined than FDR? Could it be that he did not realize the depth of the downturn that lay ahead and for this reason failed to take more aggressive action? WIth FDR, less well known as Berman points out, is the period of 1936 and 1937 covered in the book "The Forgotten Man", a popular history of the Depression by Amity Shlaes. The Federal Reserve used New Deal laws to tighten reserve requirements on the nation's banks. The goal was to make the banks stronger, but the unanticipated result was that the banks tightened still further. This aggravated things in the economy when it was still stuck in difficulties. The Dow Jones Average fell by more than a third between August 1937 and January 1938. Unemployment jumped. Historians call it the 'depression within the Depression. Just a year before this period, FDR predicted in 1935, "Never since my inauguration in March 1933, have I felt so unmistakably the atmosphere of recovery." Berman reminds us that the main force in the economy at this time however well intentioned is the government. And the government is at the whims of politicians, and the error proneness of human beings in positions of responsibility, with so many decisions taken on an ad hoc basis, responding to emergencies and dire situations as they arise, with not enough time for careful thought, and often with little sleep. The AIG intervention has already taken $177 billion in government money in a few months, and everything is being done on a crash basis with little preparation mostly in response to surprises popping up in financial markets. As Frank Rich points out the danger to the President's plans and vision is not from the work outlined for education, energy, health care, or Republicans, as much as it is from this uncertain element about available capital to make the wheels of the economy move again to sustain employment and incomes....

A broader measure that takes into account Americans who are in part time work having difficulty finding full time work was at 7.9%. Yet wage growth remains sluggish. The wars in Afghanistan and Iraq by one estimate have already cost 1 trillion dollars. By comparison World War II cost 4 trillion dollars in inflation adjusted dollars. The figures are from the Congressional Research Service, and show the pressures to control spending. The reason that civil society is not very disturbed even as these wars cost so much, is that so far these costs in 2008 for example were 1.2% of GDP, creating the danger that these wars can be carried out by a political leadership without the nation feeling the strains of the war. This may change with higher unemployment, and the feeling that not much is gained, that this money can be used in better ways to rebuild the US economy and infrastructure.

The Wall Street Journal CEO Council which met in Washington for a 1 day conference provided some idea about what CEO's are thinking. Laurence Meyer a former Federal Reserve governor said he projected a 4% annualized contraction in output in the 4th quarter and a 2% annualized contraction in output in the first quarter of 2009, and the US unemployment rate exceeding 8% by the end of 2009. That does not include impact of alarge stimulus program by the incoming Obama administration. Asked to vote by electronic device only one out of 93 CEO's said it will be 6 months before the economy returns to a normal growth rate, almost 80% were expecting a slow economy through 2009 and 2010.

All the extreme rhetoric on how Project 2025 is going to be adopted under a DJT administration has led to unease that there will be deterioration in the government and society.  Yet it simply may not work that way.   A second objective look at Project 2025 and how it's value to Republicans will be carefully evaluated piece by piece by DJT is needed. Keeping in mind 2026 House and Senate elections, winning broad support for the traditional Republican conservative line of thinking, and maintaining the support of all Republicans in the business, government, media and other sectors.  1. Replacing federal employees with party loyalists. This happens at the top of every agency of the government for every government in the US and Europe after an election for the last century. At today's unemployment level of 4 percent, adult males actually 3.9% and adult females 3.6%, and considering the higher salaries paid in the private sector, the tenuous nature of joining as a party loyalist as the national mood can shift at any time and things change again in 2027; where was the federal government going to find employees to be replaced at mid and lower levels? There is also the situation seen in 1928 when a Republican Hoover victory made Democrat NY Governor Al Smith compel a reluctant Franklin Roosevelt, who was just recovering from polio, to run for NY Governor. By 1931 over 3 years Franklin Roosevelt and Columbia University's Frances Perkins tested programs to stabilize employment in the US, introduce unemployment insurance as a new concept, and a 40 hour week also new, in the entire northeastern + midwestern states, all governors working together. By 1931 in just 3 years Franklin Roosevelt was on the clear path to sweeping victory in 1932 with a tested program to stabilize employment. 2.  The No. 1 goal is to restore the traditional family. It is clear in 2024 that the vast majority of Americans, whites, women as well as men, of all age groups, whites as well as Latinos and Asians, blacks, see that things like transgender "have somehow gone too far." 3. Cultural Literacy is needed for any nation to long survive. This is not even on any platform. Yet knowledge about America's history of settlement of the continent -correcting for treatment of American Indians, blacks, Chinese, Japanese without pointless race controversies- is being rapidly lost, and with it an understanding of America's civic institutions and Constitution, its founders and presidents, and evolution of the nation over the 20th century with the Industrial Revolution. The very terminology that has defined public knowledge about these United States is fast disappearing. It is a cause for unease in the minds of people in rural and urban, conservative and other parts of the political spectrum alike of what will happen to America as this is lost. 4. On immigration  a consensus was reached by president Biden that migrant flow was mishandled and the Lankford legislation offered by Republican leaders accepted by both parties to stop the flow. During his first term president Eisenhower conducted a program of returning illegal migrants to their home countries, Germany is doing this now and the UK's Labor party has made it No. 1 priority to stop migrant smuggling. 5. An effort to increase oil and gas production. This will help bring down the cost of living by reducing energy costs in the US and also helping Europe to do the same. Biden had already accepted the idea of the temporary need to do this to ease cost of living burden on the people of this Nation. The economic cost of wind and solar, are ultimate drivers for expanding renewable energy as major form of climate change action. In the first term of DJT 2016-2020 the lower cost of natural gas made it economical to switch from oil to gas. In the Biden term 2020-2024 all the effort to increase EV's on the road ran into the problem of lack of charging stations. It is possible that spread of charging stations could reverse this in the second term of DJT. It is the private sector and also the local governments that play a big part, climate change action will continue, and new R&D breakthroughs will happen to jump start it again.    ...

Karen Eliott House was a former publisher of the WSJ. Now with WSJ in Murdoch's News Corporation's hands, she is a fellow at Harvard's Belfer Center. Here she points to the diverging situation between the USA and Saudi Arabia. She thinks the US cannot protect the Saudi monarchy (which dates back to Abdul Aziz and his support from President Roosevelt first by recognition of the new state of Saudi Arabia in 1932 and support during the war), from its domestic challenges. One of these domestic challenges is changing demographics as the young or people below 15 years age make up 40% of the population, rising unemployment, and pressures for modernization which the monarchy has done little to respond to, and the lack of democratic forms which would give people a chance to vent their feelings. For the U.S. the frustration is that the Saudis have done little or can do little for the USA in the way of moderating oil prices as they move still higher, because of speculative trends, decline of production in its own maturing oil fields, and needs to finance huge new plants and cities to provide employment to a growing population. In fact Libyan oil officials has been more of a moderating influence recently than the Saudi oil officials. So it appears that what Karen is saying is that the Saudis are pursuing their own interests in their region and the wider region that includes South Asia and Northern Africa, and the US is pursuing its own interests, which at this time are not as clearly defined, except securing oil supplies and protecting Israel. The 2 countries USA and Saudi Arabia are going their diverging and different ways in a way that is irreversible....

The American consumer is becoming frugal since the crisis hit in 2008. But it will take along time to reduce the debt piled up over the years. By 2008 end American households had $13.8 trillion in debt, which is close to the $14.3 trillion output of the entire US economy, not adjsted for inflation in 2008. American households started 2008 with debt at 133% of disposable income. At the end of 2008 this had only dropped 3 percentage points to 130% of disposable income. With unemployment higher, companies reducing hours, and local governments having a certain number of days of furlough, and wage growth slow or nonexistent, the debt will take longer to reduce. WIth this debt overhang, and the lack of easy credit even though the credit markets are working again, its going to be harder to see a consumer driven V shaped recovery. In the 2001 recession consumers took on more debt to provide aconsumer driven V shaped recovery. At that time the debt to disposable income ratio went above 100%. See graph. And its gone up steadily since, with super low interest rates encouraging borrowing, and then as the Fed raised rates consumers went heavily into mortgages and housing in a speculative bubble. This time not only is the credit not there to finance such a recovery, but a number of conditions such as permanent loss of a large number of manufacturing jobs, rising unemployment and use of parttime workers, the need to payoff debt, create definite constraints to consumer spending....

Bridgewater Associates estimate of the cost of the TARP (Troubled Assets Rescue Program) that Treasury is initiating and should have the legislation in place this week, "could reach $2 trillion". Other problems on the horizon. Psychologically a collapse of additional investment banks like Goldman or Morgan Stanley or of smaller midsize banks could rattle nerves over the next few months. Manhattan College finance professor Charles Geisst says "I don't think Goldman and Morgan Stanley could survive too many rounds of this." And BW says it sees a world without Goldman and Stanley as quite conceivable. Where are problems shifting to in the horizon for 2009? The socalled Alt A loans pose a real problem as default rates there approach 15% and it involves larger loan numbers than subprime, and the default rate is rising on prime mortgages with higher unemployment and weaker economic conditions. So the next area of serious danger to the economy will be the difficult economic conditions from tight credit, declines in consumption spending, declining production and higher unemployment, and defaults on corporate loans. These declines affect Chinese exports and would affect China's ability to take in higher US exports of capital goods and advanced machinery as China's growth rate slows even down to as low as 5% in a global slowdown of consumption and international trade. This is where the attention will turn to as we get into 2009. And riding out the storm will mean riding out these economic conditions after and alongside TARP....
