With president Biden ending these wars period. And with Mr. Biden getting the legislation passed to put workers and families, American manufacturing, American infrastructure to the top of the agenda, the focus has shifted to China and Russia two countries that gained during the largely failed Clinton, Bush and Obama presidencies. The Ukraine war and China's belligerence over Taiwan remain an ever present risk. President Biden has articulated American resolve in this situation in a way that matches another president Harry Truman when he addressed the Soviet expansion in Berlin, then Greece, then across Eastern Europe, not seeking conflict yet not shirking responsibility for the free world. In the meeting in the Oval Office Biden and Modi had this to say about India US relations. Modi called it a "transformative" decade. Mr. Biden called it a "new chapter" in ties, taking on tough challenges in coronavirus vaccines for the rest of Asia outside India and China, tackling climate change, and ensuring rule of law in the Indo-Pacific region.  Biden's view- "I think that the relationship between India and the US, two of the largest democracies in the world, is destined to be stronger, closer, tighter, and I think it can benefit the whole world." A look at the US under the Biden administration shows a US that is very different from that of the US in the period of presidents since Harry Truman when he met Jawaharlal Nehru at the White House in October 1949. Biden sees the US needing renewal of its infrastructure, reviving worker incomes and families, regaining its leadership of the free world, for its role and place in the world. Throughout the period 1949 to 2020 for 70 years India was never seen as a modernizing nation of 1.2 billion people. For most of this period it lacked the good governance and speedy implementation of modernization of economy that is essential for a truly good relationship. By releasing the potential of the younger generation in a country where people under 35 years form the major part of the population, with good governance and development agenda, the Indian prime minister has changed the entire dynamics of the India US relationship. This is happening in the way China had done in its relationship with the US after 2000 by modernizing the country. India is now the country with huge potential and the country the US sees as helping it build its own role and place in the world. The sheer size of India and its population with countries around it in the east such as Bangladesh, Indonesia, Malaysia and Vietnam with shared values in south and southeast Asia bring together a population of close to 2 billion people much larger than China, to determine the direction of Asia.  This is the new chapter that president Biden has in mind, and it is also the "transformative decade" in the eyes of prime minister Modi as India finally puts behind it years of bad governance, and speeds up modernizing its economy.   ...

A universal tariff of this type is similar to Herbert Hoover's Smoot Hawley that brought on the Great Depression in the 1930's in outright beggar thy neighbor policies which don't work, says WSJ. This opinion describes the impact of such a tariff in failing to reverse the trade deficit which is $951 billion in 2022, but fails to point to the lack of effectiveness of tariffs alone in bringing back American manufacturing jobs. As president Biden has pointed out the Trump administration made much talk about returning American jobs but did not accomplish much for American manufacturing to lead the world in the way the Biden administration has done. To do this the Biden administration passed laws to fund a entire new electric car industry, renewable energy industry, and promoting other industries in advanced technologies, including aerospace, to bring back America's leadership in manufacturing of most of the twentieth century with a bold vision for the future. Mr. Trump lacks the experience on this issue and is simply playing the rhetoric to his base without any plan to deliver the goods to sections of the American public that have already suffered the most from decades of neglect of manufacturing by Republicans going back to Reagan and Bush, Democrats Clinton and Obama. ...

The editorial says the US Congress is not showing interest in the origins and the US president Biden has to take up this- some readers might have a question what would make the US Congress not interested in this when coronavirus has affected the US, India, Brazil, Europe, and the poorest countries on earth in unimaginable ways. Can such important matters as world public health fall under the authority of one person, such as Dr. Fauci and other health officials from one country or two countries, when other countries such as India, Brazil, UK, France, Italy, Germany, EU countries, are gravely affected. Global public health has suffered badly and billions of people around the world, in the poorest countries as well as the people in US and Europe have suffered unimaginably in 2020 and 2021 as a consequence of poor decisions. Much needs to be done to get the people themselves informed about public health and how it can be shaped in the future. ...

Chris Coon accidentally calls her "Attorney General," and says he looks forward with working with her. Coons is the Senator from Delaware that was closest to president Biden.  Senators questioned Pam Bondi, a former Attorney General of Florida who has done work for companies seeking to work with DJT, and defended DJT in the first impeachment hearing, at her confirmation hearing in the US Senate. The back and forth exchanges happened with Democrats Adam Schiff and Hirano. With Padilla Pam Bondi was not given the opportunity to respond as he insisted on a yes or no answer. Democrats Schiff wanted to know whether she would investigate Lynn Cheney or Jack Smith. Bondi said she had not seen the file and it would e improper for to say anything without studying the matter, and that she did not want to drag politics into the work at the Justice Department as had been the situation before. On Jan 19, 2023 the US hit its debt ceiling of $31.4 trillion. Republicans control the House of Representatives by only a few votes after a strong showing in midterms by Democrats who control the Senate. A small section of the Republican party insists that raising the debt ceiling- a task performed by the House of Representatives- should only be done with serious cuts to Biden programs to help workers and families during a cost of living crisis. Biden says he will not negotiate, simply won't.  This report in NYT by Jim Tankersley, says president Biden in the last resort could resort to the 14th Amendment which says: "The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions shall not be questioned." What this means is that in the last resort if Republicans insist on serious cuts because of a faction within the party, and not because the whole party supports it, Mr. Biden could continue public borrowings to pay social security and make other payments. Moody's says this would lead to a rise in borrowing costs temporarily but would not lead to a recession, and have long term benefits as the debt ceiling could not be applied in the future. It would be challenged by Republicans and go to the Supreme Court which would have to decide on the issue: "the validity of the public debt of the United States shall not be questioned." With stricter border control asylum seekers have dropped to 3500 a day at the US border with Mexico and the new government of Mexico under Caludia Sheinbaum is likely to cooperate with Biden to take back people of other nationalities. President Biden is about to pass an executive order that effectively closes the border with Mexico. Once daily crossings reach 2500 the border will be closed. The legal basis of the action is Immigration and Nationality Act clause 212F which says the president can take this action when he sees that "the entry of aliens or any class of aliens to the United States would be detrimental." This lowers the threshold from 4000 in the Senate bill negotiated by the president with Republican Senator Lankford to 2500 daily crossings. Mr. Trump had the Republican Speaker of the House not bring the Senate bill to a vote in the House. At the time Republicans in Congress said Biden should use his executive authority to do this and lower the threshold. The former president Trump also issued this kind of executive order in 2018 which was blocked in a federal court on grounds of humanitarian protection no matter how immigrants entered the country. This time there is a sense that the Congress, the president and public opinion supports this action and the president's authority. Mexican president Sheinbaum's support will also ease its implementation in 2024 and cut down border crossings from asylum seekers to lows below 2500 till a new Senate bill is taken up and passed with bipartisan support that exists in US Congress. ...

The move is one DJT made on his trip to Saudi Arabia in May 2025. DJT signed agreements that let the Saudis (and UAE, Qatar) have access to US made AI chips in exchange for $1 trillion in investments in US AI infrastructure. This is the only way the Saudis can access AI technologies in the US. For the US and for Saudi this is a way to efficiently utilize funds that go from the rest of the world to the Saudis for oil, much of it being wasted on foreign wars not development and science in other oil producing regions. To do this DJT rescinded the Diffusion prevention rule made by the Biden administration to not let even allies have a way to invest in American AI and have AI chips exported to allies.

One result can be seen in the 73% growth in Nvidia's data center sales in 2025, which makes AI chips, even after a $4.5 billion charge for DJT administration rules blocking sales of AI chips to a competitor China.

The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. The 65 million Americans called generation X sandwiched between baby boomers and the millenials are one that are also the 401 K experiment generation, and ones that experienced both the 2009 corporate greed and recklessness caused financial crisis and the pandemic. And experience financial anxiety at a different level.  Without the steady pension checks of their parents these Generation X middle aged people with their 401 K's are much worse off. This is the group Biden Harris, and Biden Walz, has to assuage and bring back up. The 2009 financial crisis left many in disarray with loss of jobs or lack of pay increases, or part time work. Many have not recovered after the pandemic delivered another blow to finances and cost of living surprises. Median household wealth of Generation X people 45 years to 54 years old was $250,000 in 2022, 7% lower than that of baby boomers in 2007, the only age group that experienced drop in median wealth.

This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. In the past market forces pushed the US out of the chip business to highly subsidized chip companies TMC and SMIC in Taiwan and China. US cannot have it both ways. It cannot compete with China in chips and allow temporary market forces do the job of decimating its chip industry.    Market forces are rags to riches and mostly short term ignoring long term. Nvidia now valued at $1 trillion under market forces would not exist today. WSJ showed recently that only with the help of a loan from a Japanese Sega videogame executive Iramijiri to Nvidia founder Jensen Huang was Nvidia able to survive market forces in 1998. Qualcomm a maker of phone chips has made a takeover offer of Intel in 2024. Intel shares dropped 60% this year and is valued on share basis at $90 billion- yet was recently at $290 billion closer to its true value as America's chip pioneer and leader. Qualcomm is at $185 billion. Yet share values can be rags to riches as Nvidia story of going up to $1 trillion in 2021 and $3 trillion in 2024 shows. Such a deal draws anti trust concerns with too much control under one company. A deal for takeover of British owned ARM by Nvidia was stopped by regulatory authorites in UK and the EU in 2022. The US government is giving $8.5 billion to Intel to build up its chip making technology in competition with China. The Gelsinger plan is for manufacturing to be boosted up, so is the effort of the Biden administration. It may take time yet it is the right approach for the US. Electric vehicles (EV's) get a tax credit under the Biden Climate Bill also called the Inflation Reduction Act of 2022. To qualify for the tax credit of upto $7500 buyers of EV's have to meet income and other requirements. Only cars with final assembly in the US qualify for the tax credit which should help boost American EV manufacturing capabilities and technology. This removes the problem of automobile job losses for factories shipped overseas.  EV's must not be priced above $25,000 for 2 year used cars, and $55,000 for new cars. SUV's can go upto $80,000. Income limits (as AGI) are $300,000 for joint filers, 150,000 for single filers for new cars. For old cars it is $150,000 for joint filers and $75,000 for single filers.
