The Republican party has split shows the New Hampshire and Iowa Republican  primaries says WSJ in this video that is essential to understand 2024. Demographic expert that the Wall Street Journal (WSJ) talked to in this video say Donald Trump has brought in working class voters into the Republican party, no question about that. Yet in doing so and with his style he has alienated what are suburban Republican voters, higher educated with college degrees, the country club type that was long been associated with the Republican party since 1900. Taking the Iowa and New Hampshire voters the WSJ shows in visual dynamic graphs that half of voters in both states did not vote for Trump. There are no differences between Republican voters who voted for Trump and who voted against Trump when it comes to gender, age, they are evenly divided for gender and age. Difference is in education and suburban. Higher educated, suburban Republican voters acted to vote against Trump. This means says WSJ is that the Republican party has now effectively split up. Immigration is not as important to these Republicans who voted against Trump, foreign policy is also important which is not so for Trump voters. Ukraine matters for these voters who voted against Trump. Abortion also matters and the economy matters for these Republican voters who did not vote for Trump. In the backdrop of all this is the advisers who surround the president, the chief of whom may be Jake Sullivan, not just for foreign policy but also on issues such as immigration. Where Michael Shear of the NYT who has covered the White House for 30 years shows Jake Sullivan actively pushing to close down the asylum and parole avenues that are surging migrant flows, and to get Biden to close the US Mexico border under a bipartisan deal worked out by Lindsay Graham and Chuck Schumer in the US Senate. Sullivan, Michael Burns and other thoughtful, careful advisers are helping the Biden administration navigate the Israel Palestinian conflict and the Ukraine Russian conflict. The Middle East is what tripped Jimmy Carter with the Iran hostage crisis, leading to the Reagan period and Reagan economic culture that is unwinding today with huge gaps in incomes and educational opportunities that never existed before in the US. What also tripped Jimmy Carter was the split with the party that John Kennedy and LBJ built on the foundations of the FDR Truman period, and his handling of the Kennedys that effectively split the Democratic party. This is the situation that is now happening in the Republican party as the Reagan era and its culture of extremes comes to a close. Hancock County, Iowa, is one of those rural counties in the American heartland that did not support Mr. Trump in 2016. This county now supports Trump by a large margin because they see his policies benefitting rural America, and see him as a way for the Republican party to be back in power to pursue a conservative agenda. WSJ reports from Hancock County in Iowa. The American voting system gives more importance to states with smaller populations in the Electoral College relative to larger states. States with large farming communities such as Wisconsin, Michigan and Iowa play a larger role in elections in the US than population alone would suggest. John McCormick of the WSJ talks to farmers in this rural county in Iowa with a higher proportion of less educated voters than the rest of the counties in Iowa. One of five voters have a bachelors degree in Hancock County compared to one in three in Iowa as a whole and 38% nationally. The median age is 44 years compared to 39 years nationally and in Iowa. This part of rural Iowa is also in farmland that is many miles away from large cities and urban areas and more isolated and homogenous as 9 out of ten people are non-Hispanic and white. About a fourth of these voters are supporting his candidacy over Nikki Haley because they see it as more likely to win because of polls, even though Haley is according to the WSJ editorial opinion the stronger candidate for Republicans across the suburbs critical for 2024, which are slightly younger, more educated, and less isolated from the rest of the country. Biden and Obama are a sharp contrast when it comes to rural America. Where his own Agriculture secretary felt rural America was neglected by president Obama, Biden truly cares for rural America and has huge investments in rural America as part of the rural infrastructure effort. ...

Seen in a larger context, the Biden tax pledge seen from the southern and midwestern and less well off states is not about taxes, it is about federal revenues that build the infrastructure and services in these states that increase the standard of living. This happened in the 1930's and 1940's under FDR and Truman, in the 1950's under Eisenhower, in the 1960's under Kennedy/LBJ. And is happening again under Biden today. Lets not forget that president John F. Kennedy says in his speeches that these regions in America in the 1860's under Lincoln were in development close to what prevailed in the 1960's in India, Ceylon, Chile, Turkey or China. The Biden pledge not to increase taxes on anyone making less than $400,000 is significant because it grasps the situation in America where extraordinary gains in wealth since 1980 have gone only some of it to the top 1-2% in midwestern states and southern states, and most of it to the top 3-5% in coastal states population in the east and west, New York and California, where the finance and tech industry are based. In Michigan and Wisconsin only 2% of households make more than $400,000, in Pennsylvania, Nevada, Arizona and Florida 3%. WSJ shows a map of the US showing this for individual states. The core southern states have 2% of households with incomes over $400,000- including Arkansas, Tennessee, South Carolina, Alabama, Louisiana, Oklahoma, with Mississippi less than 1%. It is only segregation in the late 1960's and culture issues such as abortion that have turned them from Democratic states to Republican states as they were the largest beneficiaries of taxes diverted into investment in these places since FDR/Truman and John Kennedy/LBJ. It was JFK who came up with the phrase "a rising tide lifts all boats" when he opened federally funded projects in Arkansas. Seen objectively the large investments made under Lincoln, FDR/Truman, Kennedy/LBJ from tax revenues are what changed this region from conditions that prevailed in less developed countries that John Kennedy points out in his speeches, true for the midwest, parts of the west, and the southern states alike.  President Kennedy said on Feb. 25, 1963 to the American Bankers Association Symposium on Economic Growth: "Today, many Americans tend to think of developing underdeveloped countries in terms only of faraway nations. But in 1863, even measured by 1963 dollars, our own per capita income--and this should be a source of encouragement to many who are laboring with the problem of underdevelopment in far-off countries--our own per capita income was less than $1 a day, approximately the same as Chile's. Nearly 60 percent of our labor force was engaged in agriculture, the same percentage as is today engaged in the Philippines. An estimated 20 percent of our population was illiterate, the same percentage of the population of Ceylon. Only one-fifth of our 34 million people lived in towns or cities of over 5,000 in population, as is roughly true now of Turkey. OECD forecasts show an acceleration of US economic growth in 2021 with the $1.9 trillion aid package of the Biden administration. And making a huge investment in children at a time when everything has gone up in price from diapers, to baby food, to childcare and early childhood learning crucial for the future of America. We believe it is imperative to invest in children after the pandemic has cost 1 million lives and left for each dead person 8-9 persons in precarious situations financially. Educationally it has left children behind from missing crucial school years. These gaps will need to be filled and this is only one investment in the right place to correct this problem to prevent America from being handicapped forever by these problems and gaps in education in early years.  ...

Which dilapidated or broken road and bridge infrastructure will be rebuilt first under president Biden's plan? The WSJ looks at the $110 billion in new funding over 5 years to do this. In addition $66 billion for rail, and $39 billion for public transit. So much needs to be done. The list goes on and on. The head of the American Association of State Highway and Transportation, Mr. Tymon, says projects that were not going to get done in 6 years will now get done in 2 years. This is the big difference today, compared to the period under president Obama when little got done. After president Trump put a big spotlight on broken American infrastructure enough of a consensus exists to get on with the work in a big way. Normally the federal government provides about 50% of the funding for state highway and bridge projects. Take Rhode Island, Biden's bill would provide $300 million a year over 5 years, over $60 million over previous yearly levels. Of Rhode Island's 777 bridges 19% are deficient or dilapidated. The longer the bridge is deficient the costlier it becomes to fix. Bad infrastructure affects industry in multiple ways, a problem ignored for too long. Some of them date back to 1903, some to 1958.  In Woonsocket Rhode Island, 5 older bridges are deficient that are vital for local companies, including textile mill, and plastics manufacturer.  One deficient bridge at Naval Station, Newport, to Quonset Business Park with 200 companies is handling steady truck traffic. These are critical bridges for manufacturing says the city's Mayor.  Another state Missouri shows how the Biden investment will change infrastructure in the states. Annual capital funding of $1 billion will go to $1.5 billion over 5 years, says the Director of Missouri's Department of Transportation. That puts within reach all $3 billion of wish list projects that were considered high priorities. ...

Guiding the debt ceiling talks in a safe way that does not distract in any way from the stronger economy that is taking shape with large investments in every sector, and which people can see and feel in their own lives, is the goal of president Biden. It would be a win for Biden if overall spending can be kept at the level of 2023 for the next two years. How he does this is by maneouvres that concede somewhat in some areas- one example is by reducing spending on the Internal Revenue Service by $10 billion from $80 billion to $70 billion, and shift the $10 billion saved to education and other similar spending. The idea is to mitigate the effects of small cuts by shifting money from other places in the budget spending plan. These maneouvres are designed to keep the overall investment largely intact and deliver results in 2023 and 2024 in a rebuilding of America that the people can see.
