New Zealand Finance Minister Nicola Willis says there are 39 human resource departments that can be consolidated. Minister for Youth, Minister for children , Minister for child poverty reduction, many different ministries often overlapping. Public service jobs grew by three times the rate of increase inthe private sector jobs. The plan is to bring it down to 55,000 by 2029 about the same percentage as it was of the population in 2017. It would be achieved by productivity and AI, closing offices, simplifying operations, attrition in the first 3 years.

For US automakers each component of the savings above may cover all or more of the $2.5 billion in tariffs some of which may be returned in rebate form to the automakers over 4 years. For example GM CFO is cited as as saying the shift in EV's alone could reduce losses by $2 billion in 2025. That more than makes up for GM's  $1.1 billion losses from tariffs shown in this WSJ report. It is more accurate to say foreign automakers in the US pay $9 billion in tariffs if they don't raise prices, Toyota alone will take on $3 billion in tariffs. And American makers Ford, GM, Chrysler Stellantis pay $2.5 billion of which some of it will be returned to the automakers inthe form of favorable policies to increase market share of US automakers with the 15% on imported cars and savings from not having to make electric vehicles in volumes that don't sell without the charging infrastructure, and savings from not having to invest on rapid conversion away from gas powered vehicles.    ...

European perceptions of recent happenings in the Ukraine war and the war's progression from the beginnings over three years will matter in 2025 as Europe, as Germany, France and Britain take on the role of bringing a fair peace to Europe that closes the war and does the reconstituting of defense architecture of Europe under new institutions that needed to be taken up in the 1990's after the fall of the Berlin Wall. Republicans and DJT's perception of Europe as 27 states is likely to be false. Germany and France in the 21st century may just be stepping into a role that was prepared since the formation of the European community in the 1950's with Germany and France at the core of Europe. It may surprise many that Europe just steps into this role. Ukraine has made progress in securing its situation in the Black Sea region through better surveillance and by reducing Russian naval advances in the Black Sea, according to one report. NYT's French says a look at different scenarios for the war in Ukraine shows a stalemate the most likely option. Ukraine's offensive in 2023 has advanced very slowly with Russia having heavily fortified its defences and having superior airpower. A route for Ukraine's grain exports was possible with UN & Turkey negotiated agreement for a Black Sea shipping route. Now that Russia has withdrawn from this agreement a new corridor is being established in the Black Sea using shipping routes that stay close to NATo countries borders on the Black Sea.

The wars in Afghanistan and Iraq by one estimate have already cost 1 trillion dollars. By comparison World War II cost 4 trillion dollars in inflation adjusted dollars. The figures are from the Congressional Research Service, and show the pressures to control spending. The reason that civil society is not very disturbed even as these wars cost so much, is that so far these costs in 2008 for example were 1.2% of GDP, creating the danger that these wars can be carried out by a political leadership without the nation feeling the strains of the war. This may change with higher unemployment, and the feeling that not much is gained, that this money can be used in better ways to rebuild the US economy and infrastructure.

German chancellor Scholz is making a 2 day trip to the US to meet president Biden. There is a surge in discussion on looking for a way out of the Ukraine war after meeting between US's Blinken and Russia's Lavrov at the G20 meeting in India. India is pushing for both sides to engage in talks to end the war. Brazil has also offered to mediate to bring an end to the conflict.

Xi Jinping's 3 day visit to Russia and his meetings with Mr. Putin. China presents the trip as an effort to start peace talks between Russia and Ukraine based on its proposals. China is also affected by the war in Ukraine as it works against China's recovery from the economic effects of the pandemic. China sees Russia as a partner in what it sees as a multipolar world, yet it is too close to Germany and the European Union, relations which provide it with access to western technology needed for its continuing growth. Plans for a peacekeeping force for Gaza. President Biden opposes Israel running the Gaza region after the end of the war. The US looks to Qatar, Egypt, Jordan for assistance in a peacekeeping force. No Arab neighbors support this option of a peacekeeping force while the war is going on. A UN peacekeeping force similar to the one in Korea that settled the Korean War is also an option, as is multinational peacekeeping force that remains in Gaza including Arab neighbors. This would require a settlement for a Palestine state to secure support of Arab neighbors.

Russia is raising taxes on the rich, high earners and companies to keep military spending at levels not seen since the height of the Cold War of 6% of GDP. This is part of effort to keep the economy growing and standards of living stable as it pursues a long term policy of trying to push its borders further to the west in the Ukraine region and confront what it sees as unwarranted NATO expansion to its borders. Russia also with China's support is conducting its policy to show that it is undeterred by Sweden and Finland joining NATO or the early setbacks in its Ukraine war effort. This happens as China is moving to less strident positions in its relations with the EU and the US and working for some level of working relations on trade and economy with EU and the US as its economy slows down.

Us efforts led by Piedmont Lithium in North Carolina to build supplies for the lithium needed in electric vehicle batteries. The effort to get the first US big new lithium mine into operation is part of a broader effort to  build a US supply chain for the ultra light lithium metal that is highly conductive. In fact the modern lithium mining industry started in the rolling hills of the Piedmont region in North Carolina. At that time in the 1950's it was needed for nuclear bombs. Today China mines 10% of world's supplies. Abermarle Corp of the US based in Charlotte extracts lithium from mines in Australia and Chile which have large deposits of lithium. President Biden has signed an executive order calling for a review of supply chains for critical materials, including lithium as the US looks to build its own supply chains and become independent of supplies of metals from China. The lack of such supplies has become a strategic vulnerability for the US.  The growth of the electric vehicle industry and the efforts to reduce climate change emissions means higher demand for lithium. ...
