Today Justice Barrett is a lone voice among Conservatives willing to listen to all opinions on both sides along with but more than Justice Roberts. This is heartening to both sides. Barrett like Justice Sandra O'Connor before her puts great importance on the Constitution's intent and wording, its pages are in her book. O'Connor from a rural ranch in Arizona carried the Constitution with her at all times and had her own books- the Lazy B about growing up on a ranch on the Arizona- New Mexico border in the middle of big country, big sky, so wide an expanse that she writes about it in her preface to her next book The Majesty of the Law citing Wallace Stegner. ...

Constraints being lack of enough charging stations, price of electric cars still high, driving range limited before recharge. California, New York and Washington are  three states, with 30 other cities in the U.S., and 100 large businesses, forming the U.S. Climate Alliance, saying they will  follow the Paris agreement on climate change. Former Mayor Bloomberg of New York City is organizing the effort, and he says in the U.S. it is cities, states and businesses that actually do the work of reducing emissions, not the federal government. Bloomberg said: "The fact of the matter is Americans don't need Washington to meet our Paris commitment." Governor Jerry Brown of California says the response will be for California and other states to set even bolder standards for reducing emissions.

In an interview with the Wall Street Journal Deutschland, Hans Werner Sinn, head of the Ifo Institute in Germany, says Greece's bondholders are overly exaggerating the effects on the eurozone of an exit by Greece. He sees it in the best interests of Greece to improve its competitiveness and return to growth by going back to the drachma. Just to get to the level of Turkey Greece would need to reduce prices by 31%, which is impossible to do within the eurozone without risking a complete breakdown in civil order. Veering between reckless intervention and doing nothing has led to some of the problems the US faces even today.  Barrack Obama created the hope for Arab Spring at Cairo University in 2009, which he failed to follow up on. Le Monde of France recounts how Barrack Obama hesitated to followup on his warnings in 2011 after the Arab Spring. This led to Obama doing nothing in the face of just what he had stated at Cairo University of people "having the ability of speaking their mind and having say in how they are governed," and US intention "we will support them everywhere." Another instance of no action was with a failed state situation and  millions of refugees in Venezuela after a Bolivarist Chavez ideological economic collapse similar in some ways to Arab ideologies Iraq and Syria. US did not follow the Monroe Doctrine on non intervention of foreign European powers on the American continents. Obama's speech and then inaction may be at the root of today's problems of migration and the divisions it has caused. Millions of Syrian refugees left for Greece, Hungary and Germany in 2015-2016. It was followed by Brexit again on migration. And in 2016 migration and the Border in the US election. And again in 2022 and 2024 the Border and migration the big issue in the US election. In a speech at Cairo University in 2009 during a visit to Egypt. Obama said: "I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn't steal from the people; the freedom to live as you choose. These are not just American ideas; they are human rights. And that is why we will support them everywhere." On September 11, 2012 following the death of Libyan dictator Muammar Khadafi and the beginning of civil war in Libya, the Libyan mission in Benghazi was attacked with US ambassador Christopher Stevens killed just 2 months before the US presidential election.  Faced with use of chemical weapons Obama issued a warning to Syrian regime in Damascus- then following the Libyan experience did nothing. Le Monde cites an interview with president Hollande of France in 2015 who expressed his frustration with France willing to act.  Obama underestimated the ISIS in the region says Le Monde, leading to the situation by 2015 of the eastern part of the country linked to the region around Mosul going under ISIS. By 2016 the problem of ISIS was left to next US president DJT to tackle by Obama, a result of the inaction in 2012-2013 on Syria, says Le Monde. Driving on the soon to be completed Amur highway -which is historic because it links eastern and westen Russia for the first time- Putin was able to connect with local people and working class folk in small towns on the way.

This New York Times Editorial Board says the Indian border with Pakistan is a more dangerous place for escalation into nuclear conflict than North Korea. The lull and the calm after the initial hostilities is deceiving says NYT. It says the Trump administration needs to take an active role to reduce tensions and China needs to take firm action in opposing terrorist activities conducted from Pakistan into India. 

It also points out that even though this is seen as not possible there is still the need for India, Pakistan and Kashmir to talk about solutions that could work instead of just giving up and continuing as before. Without mentioning it NYT appears to be saying that other intractable conflicts have been resolved including in the Balkans (religious conflict), in Ireland (religious conflict), with the right kind of effort and determination, and men of goodwill on all sides.

Chancellor Merkel tells the newspaper "Sachsische Zeitung," that she sees a follow through on policies on refugees after reestablishing control over EU borders as one of the lessons learned from last years refugee crisis. This has reduced the flow of refugees and Merkel says the process of deportation of non-German nationals who had no residency permit had to be done rigorously and speeded up.  Having said this Merkel defended her policy on refugees as "coherent," and was clear about it- "I do not see a change of course, but coherent work over many, many months." Responding to Pegida and anti-immigrant sentiment in Dresden, Merkel said it is important to remember the lessons of history, that "we are the people" slogan used by the far-right is misplaced, that in a free society "we all are the people."

The WSJ calls it a chaotic runup while conceding that the stated purpose was clearly to stop fentanyl and migrants coming across the US land Borders with Canada and Mexico. In reality its purpose is clear and it is the recalcitrant positions of Canada and Mexico and the failure of previous administrations since Clinton-Bush-Obama to act forcefully in the face of such an attitude that was the problem. Of what amounts to indifference from Canada and Mexico to fentanyl flows  and the destroying of America, that made it imperative for America to use all the powers at its disposal to get action to stop fentanyl and migrants.  These powers at America's disposal include economic power tariffs being one, and other powers as necessary, as no nation can long endure such indifferent attitudes to harm done against another for long. Thomas Grove of the WSJ describes the underground defense system prepared by the government in Helsinki, Finland, in the event of an advance into Finnish territory by Russia. Russia is holding a large military exercize at the Finnish border called Zapad 2017. All 600,000 residents of Helsinki can go underground and the country can function in the event of a Russian advance. Finland faced a Russian advance for 3 months in 1940, leading to a loss of 10% of territory but leaving the government and country intact. Lessons from this experience are kept alive today. Finland is also working closely with NATO of which it is not a member. NATO is also expanding its presence in the Baltic region.

The WSJ provides a fact check of Trump statements on crime, debt, and taxes. Trump says he is looking at a new plan for taxes not the $10 trillion in tax cuts over 10 years reducing tax collection by 22%, but something about a third of the size. No details are available on the plan. WSJ disputes Trump's statement that the U.S. is "one of the highest taxed nations in the world." WSJ points out that the U.S. in 2014 for federal, state and local government taxes collected 26% of gross domestic product in taxes, compared to average of 34% for about 30 countries, according to OECD. Debt to GDP ratio is about 75% that is high, but because of low interest rates the budget deficit is less than 3% of GDP, which is close to the long run average. For this reason economists say the government should invest in infrastructure and R&D that supports long run economic growth. On crime the record is mixed with increase in Chicago, Los Angeles, and New York City, but decreases in Washington D.C. and Baltimore. Police shootings were 67 in 2016 compared to 62 in July 2015, and the high being 280 officers in 1974 when Nixon was President. Crime was an issue in the 1968 Republican National Convention during the Vietnam era protests, police shootings and terror incidents attracted attention in July 2016, yet the situation today is very different from the war protests of the Vietnam era. On terrorism fact checks by the NYT and in Lyrarc shows Clinton at State Department and Panetta at Defense Department taking hawkish stands only to hit a barrier from President Obama for taking action needed in Syria, Iraq and Libya. Panetta's new book calls for robust action where needed. A Clinton administration would take action with allies in the Middle East. Even Hollande and Obama who pulled the U.S. and France out of following up in the French-British Sarkozy-Cameron led intervention in Libya, have changed policy, with Obama calling it his biggest mistake. France under Hollande with the U.S. is now actively engaged in the Middle East, having changed policy. It is highly unlikely that a Trump led policy which alienates most allies in the Middle East- Iran, Iraq and Saudis- is likely to work better than a determined Clinton-Panetta led effort which has support of the local countries on the ground actually currently on both sides because of complexities of Middle Eastern politics.  On trade a new administration will still have to work with China, India, the European Union, and other countries, as global trade supply chains are not likely to evolve overnight. Lessons will have been learned by Clinton about the need to bring back jobs and ensure the strength of U.S. manufacturing. Economic and jobs growth will require prudence in strengthening U.S. manufacturing coupled with global cooperation, which a Trump administration that alienates trading partners without the possibility of making any serious immediate gains in jobs, is highly unlikely to do better.      ...

Working class voters are about 60% of voters mostly not college educated, to 40% for non working class voters who are college educated. Will it be able to transform itself by drawing from the working class communities working class leaders? ...

Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. Apple has told the president it will start making inside America investing hundreds of billions in the US from now on. ...

They're thinking, 'We don't control our borders. Wages are going nowhere. College and healthcare keep getting expensive. ISIS continues to spread. And what are Republicans going to do about it?' Prime minister Theresa May's Conservative party needs the 10 seats of the Democratic Unionist Party of Northern Ireland to have a slim 3 seat majority in Britain's 650 seat parliament. Yet many members of May's Conservatives oppose an agreement with the DUP which is seen as not similar in social views. The DUP is the party of Rev. Ian Paisley which was in conflict with the Irish nationalist Sinn Fein party in Northern Ireland for many years. Former Conservative prime minister John Major says an alliance with the DUP would be in violation of the 1998 Good Friday Agreement that brought peace to Northern Ireland. Under that agreement the UK and Irish governments stated they would have "rigorous impartiality" towards all the different groups in Northern Ireland. Sinn Fein sees a new Conservative government with DUP support as preventing the power sharing agreement with DUP that brought peace to Northern Ireland. Complicating this further is the vote on Brexit with 56% opposed and 44% in favor in Northern Ireland. And the DUP wants a "frictionless border," an open border with Ireland so that it would not affect the way of life Irish people have enjoyed since the peace agreement. So that even as talks are supposed to begin this week on Brexit with the EU, Brexit is looking more and more in doubt. Negative impact on Britain's economy through increased uncertainty and rising prices, and increased participation of young people opposed to Brexit in the parliamentary election leading to the vote for Labor party of about 40% of voters, also contributes to this sentiment. He says there should be a hardening of France's doctrine of law and order.

Compared to chancellor Scholz Merz sets his goals and is clear about his goals. His active style is different from previous chancellors. His first meeting with Trump showed this personal style which is proving to be more effective than Merkel or Scholz. Merz had to wait for a long time in the private sector till Merkel retired to come back to politics. Merz is also unique and very different from the disinvestment period under Merkel which let German infrastructure deteriorate and fall apart, another failure of Merkel's years as chancellor. Merz's first action was to get close to a trillion dollars of new funding to rebuild defense and infrastructure over the next decade. Merz is head of a coalition with the SPD with SPD's leader Lars Klingbeil as finance minister. Scholz headed a coalition that was dysfunctional as the Free Democrats Lindner was opposed to investment in German economy from the outset. Under Merkel the Christian Democrats took no action to rebuild Germany, and were preoccupied with eurozone finances. ...
