  The hundreds of billions of dollars these American AI people talked about are needed to rebuild the nation's infrastructure, schools, water, housing, education, healthcare and other needs that directly raise living standards. DeepSeak is the AI model of Liang Wenfeng's $8 billion hedge fund Deep-Flyer. It does what Microsoft's OpenAI does at a tiny fraction of the cost. It proves that smaller competitors with less funding can tackle AI. This includes AI Mistral from France and AI startups from India and other countries.  Another immediate effect of DeepSeek as an open AI model is to provide serious competition for Nvidia and OpenAI and the big spenders such as Google, Meta Platforms that seek to dominate every niche in the IT world. It proves that the latest cutting edge chips such as Nvidia are not needed and that one can come up with other methods and software to do what others can do without the latest and most powerful chips that cost a lot lot more by huge magnitude. It is what happened in the Space Race to put satellites in space- the entities that can do it at less cost such as the Indian space program entities are the ones that dominate the field- cost matters. Surges in capital value can be wildly misleading. Nvidia a rapid computing company propelled in stock value. From the growth of crypto currency that led to losses and was perceived as a danger to the financial system by central banks and governments. This is happening when capital investment is a dire need in education and schools, good teachers and good classrooms, when only a third of American students pass NAEP tests on reading comprehension. Today's capital allocation system was never designed to accomplish this even as it sends hundreds of billions of dollars in one single day to a single company. Nvidia is now seeing a surge from chatbots computing coming out of ChatGPT,  leading to $184 billion change in its market value on May 25, 2023.  Nvidia was mostly a graphics processing company setup to make graphics on PC's look better. In 2006 Jensen Huang made the decision to open it up to developers to tinker with it and develop more computing capabilities. This has led to Nvidia designing much more powerful computing chips that perform thousands of calculations at the same time.   Nvidia designs the chips and sends production out to Taiwan Semiconductor Manufacturing. Suddenly Nvidia sees its share price surge and it joins companies such as Apple, Amazon, Microsoft, and Tesla that have seen one day surge in the value of the companies by over $100 billion shown in this WSJ graph by date. Huang says he thinks that this is the beginning of a ten year period in which companies will redo their data centers to build them up with AI computing capabilities. WSJ also says China's top nuclear weapons research institute has bought these advanced chips even though it is on a US export blacklist since 1997. In 2022 the Biden administration imposed new licensing requirements on export of the most advanced chips. Since then Nvidia is following specifications for chips that allow it to export to China, says the WSJ.     ...

Today September 9 the G20 leaders from 20 nations meet, absent will be Mexico's Obrador, China's Xi, and Russia's Putin. China's premier will attend the meeting. China's Xi met with India's Modi at the BRICS meeting in Johannesburg, last month. China's premier is a close associate of Xi's and his chief of staff for decades, so that any suggestion that Xi is reducing contact with other world leaders in 2023 is incorrect. Xi will meet Biden at the APEC meeting US is hosting San Francisco Nov. 12-18 that will focus on Asia Pacific nations.

The message is clear from Paris - anybody can do AI at the profligate overspending and cost of people like OpenAI, and Microsoft. After DeepSeek in China proved it can be done at a tenth of the cost, there is the tremendous potential of the largest pool of young engineers and scientists in India to do it for a fraction of the cost in China.This is why this Action Summit in Paris is being done by sharing the cost keeping at  13 million euros, and having India under PM Modi as co sponsor with France's Macron. Modi called it and extension of similar efforts working with France on solar and renewable energy. Here is how the French did it- the Ministries each pitched in. The Economy ministry 3 million euros to attract foreign investors, the Foreign Ministry 2 million euros to welcome world leaders Vance and Modi, the armed forces 1.5 million euros, the Culture Ministry 1 million euros and staff to coordinate the summit. The buildings used were familiar ones- the Summit at the Grand Palais build for the Pais Exposition of 1900, the Institut Polytechnique for science themed events, and the Bibiliotheque Nationale France for the cultural weekend Feb 8-9. ...

Flannery O'Connor says it well when he says he doesn't know what he ithinks until he reads what he writes. And Philippe Bernard in Le Monde points out that writing is a critical skill for reading comprehension, as we read what we write, and ask ourselves is it written to get our ideas across, how coherent is it, and can we present a complex idea in words as we write and rewrite what we have written? Chats, social media, messages are shrinking the amount we write so that it is becoming a forgotten skill. Which is why Sweden has chosen to go from screens to binders that contain pens and paper to write with and learn to organize one's thoughts for children in its schools. It is a project that fits in with Lyrarc's Movement for Global Literacy. And we need for more countries to join this effort that Lyrarc is promoting in the interests of the children of the world and of adults.

As president Jinping begins a second five year term his focus is on the small communities like Chashan, only a 6 hour drive from Beijing, that were neglected in the rush to industrialization. He has vowed to get rid of poverty in China by 2020. About 43 million people live in rural communities that have mostly older people and live on 95 cents a day. There is another challenge say experts which is the much larger popuation that lives in rural and urban areas- including urban migrants without property and residence rights- who live on less than $5.50 per day, $165 a month, according to the World Bank. This is about 1070 yuan per month, or in Indian rupees for a comparison with India- which was at a similar stage of development in 1990- of Rs 10,000 per month. About 40% of China's population or 560 million people are in this group. With a rapidly aging society as a result of the earlier one child policy, China faces the risk of not advancing from the level of a middle income country, in the way that South Korea and Japan have moved to levels similar to Western Europe and the U.S. As China's growth level slows and with an aging society this remains a major challenge. As this report shows there is great pressure on local officials to eliminate the poverty level of people living below $30 or about 200 yuan a month, as targets are set at local levels and corruption weakens the effort. There is concern at the lack of an effort to improve the living conditions of the 200 million rural migrants living in cities, who under China's "hukou" system are not considered residents and are not getting education and health benefits. ...

Through improvements the entire river is regenerated and connection to the Narmada river ensures a flowing river all year long just as it once was in the 1950's, a river that we have seen, one that brought serenity to the mind walking on the old span Ellis Bridge.  Clean rIvers, and an environment that is clean so that we can maintain health and wellbeing. A river in Thiruvannamalai and Vellore districts in Tamilnadu, the Naagnadi river, is revived through the action of women villagers digging up canals, restoring not just the river but mental health that comes with seeing rivers flow. Every generation doing its work for cleanliness, for Clean India, for Clean India in all ways. This idea is taken forward with Economic Cleanliness as an indispensable condition for economic freedom, for development and modernization. Hundreds of millions of bank accounts for rural farmers and villagers and urban residents is part of this effort. So is the digital transformation of India with 3.5 billion transactions made over digital system UPI in August 2021. ...

This article in the WSJ remembers Prince Philip for his remarkable service during World War II, coming from a generation that sees the British struggle against Germany in World War II in almost mythological terms. Prince Philip and Queen Elizabeth navigated both that period and the transition of the British Empire into free nations in Asia and Africa. The significance of this achievement is understated in America. It can only be fully appreciated in the nations of the British Commonwealth, for no other colonial nation has been able to make that kind of transition, not the Dutch in Indonesia, not the French in Algeria without war. Another significant achievement of that period was the sense of duty that pervaded Britain not only for this generation in Britain, but the generations that preceded it going back to the conflict with Napoleonic France and the British Navy under Admiral Horatio Nelson. It is forgotten that much of the sense of duty to country and the people, and one's fellow citizens, helped Britain prevail against Napoleonic France in the period around 1800. This shaped Britain and Prince Philip, and is also part of what India and other free nations in Asia and Africa can learn from. It is also what makes Global Britain not just a slogan but a way to bring together a partnership with UK, US, Australia, and India, the largest democracies with a common history. ...

The Standing Committe of the Politburo of the Chinese Communist party will have seven members including Li Keqiang, the new prime minister and Xi Jinping, the new president. Most of the other members are close allies of former president, Jiang Zemin, who began the now three decade old the modernization effort after Deng Xiaoping initiated economic reforms. This leaves a clear imprint on the Standing Committee of 86 year old Jiang Zemin. The incoming president Jinping is supported by Jiang Zemin, and this should make it less difficult for him to make economic changes say experts. Hu Jintao, the current president could not get his way in making appointments to the Standing Committee, except for selecting his protege Li Keqiang. Hu was able to select members for the 25 member Politburo who are likely to become members of the Standing Committee in 2017, when many of the current members in their mid 60's retire as required by party rules.
