The new plan of the Obama administration in August 2016 to tackle climate change is to cut power plant emissions of carbon dioxide by 32% by 2030 from 2005 levels. This will increase the energy from renewables to 28% of the total by 2030 from about 13% in 2014. The power industry was given more time to comply by shifting the first year to begin complying to 2022 from 2020. The final rule will also provide for generating more energy from nuclear power which provides 20% of the electricity, and which will help reach the 32% target for cutting emissions by 2030. It will also give more flexibility for the shift to natural gas from coal by giving credits towards compliance for projects starting early, rather than mandating a large shift early.

Increasing supplies of natural gas in the U.S. will play out over 3 decades and reshape industry and manufacturing in the U.S. A new study by the University of Texas and funded by the Sloan Foundation of the Barnett shale rock formation shows that large quantities of natural gas are available that can be drilled at a cost of $4 per million BTU. This is only slightly higher than the current price of $3.43. This makes the increasing supply of lowcost natural gas a multi decade development, according to the Bureau of Economic Geology at the University of Texas.

Several experts point to a dangerous change in the nature of unemployment in this downturn. Heidi Shierholz of the Economic Policy Institute, says people are more likely to get stuck with unemployment now than at any time in the post war period. Andrew Stettner, deputy Director of the National Employment Law Project, says a larger share of the unemployed are not going to be able to go to the same line of work. They will need new skills, just like an auto worker in a permanently downsized industry would have to find new skills to make a product in the renewable energy field or health care. And the law as it currently stands does not help either. Because if an unmeployed worker looks for training or goes back to school he loses his unemployment benefits, something the Obama administration proposes to change. What this means is that many of the unemployed will end up as permanent job losers. Rob Valetta, an economist at the San Francisco Federal Reserve Bank says that throughout the the last 3 decades including good times, the unemployment pool is shifting towards permanent job losers. Lawrence Katz, a Harvard University economist, points out that once workers exhaust their unemployment benefits and don't get new training, they become disconnected to the labor market, and bascially end up on disability or become permanently unemployed. The statistics bear this out. In April 2009, 47.1% of the people collecting state unemployment insurance exhausted the usual 26 weeks of benefits without finding work, according to the Bureau of Laor Statistics, that is the highest rate on record. In December 2007, there were about 2 unemployed workers for every job opening, according to Labor Department data. In March 2009 there were five unemployed workers for every opening. Mark Beaupre, 49, of Providence, R.I. lost his $8 an hour manufacturing job an year ago, one of many manufacturing jobs he has held since the 1980's. His wife Cathy lost her customer service job a year ago. This couple who together made $50,000 a year, are now behind on their mortgage payments and have applied for food assistance. At a recent job fair in Providence he says three thousand people turned up and he could not even get into the parking lot. ...

Tom Friedman explains why Applied Materials is one of the largest solar panel manufacturers in the world but makes its panels in 5 factories in Germany, four in China and one each in India, Taiwan and Italy. With no factory in the USA. And all 14 factories put up in the last 2 years, put up overseas. Applied Materials is opening its largest worldwide research facility in Xian, China, in October 2009. Applied develops the knowhow for solar energy at its research facilities for manufacturing technology. These solar panel factories says Applied CEO Splinter go for about $200 million each. Solar panels technology can vary from thin film coated onto glass with nanotechnology using crystalline silicon, to other technologies. Germany is at the forefront of the world solar energy industry. It is the second largest industry in Germany employing some 50,000 people. China is putting a new emphasis on pollution free energy. What Germany has done says Friedman after visiting Applied Materials research facilities, is to allow any business or homeowner to generate solar energy, and if they decide have the power utility to connect them to the grid as well as buy the solar power at apric and duration attractive to the homeowner or business user. Something the USA has still to do. As a result solar energy consumption in the USA lags way behind these countries. Applied Materials largest USA customer is a German owned company in Oregon says Applied CEO Splinter. Splinter points to the fact that solar energy is becoming an important industry, similiar to the way the auto industry assumed importance. For Applied Materials this means revenues of $1.3 billion in the last 12 months, according to Splinter. ...

Darren Woods of Exxon gives the view of many in business in the U.S. when he says of the Paris climate change accords of 2015- "We need a framework like that to address the threat of climate change." GE's CEO Immelt says a decision to leave the Paris accords "is not going to change one thing we do for energy efficiency, and I think all business is going to feel the same way." Most utilities including AEP see the political changes in government as coming and going, making it important to base their long term strategies on the economics and the general trends worldwide. Only support for the move to leave is coming from some coal companies and the steel industry, a small fraction of the overall industry in the U.S. Not mentioned here is the moves worldwide, by China motivated by health and pollution concerns to shift away from coal after disastrous pollution effects seen in China, and the decades old effort in Germany that has made the country self sufficient in renewable energy through use of solar and wind energy. India has set aggressive targets for renewables energy and is likely to join this long term trend as the economics shift in favor of wind and solar, especially when the health costs are counted in.   ...

Keir Starmer and the Labor party's plans for Britain are laid out in this interview in The Observer. He says "This will be a bold and reforming Labor government bringing about real change, that I hope will be felt through the generations." On the 13 years of Tory Conservatives in government- "It is important that everybody asks themselves: am I better off now than when this government started 13 years ago? Is the health service working better? Have my wages gone up in real terms? Is the criminal justice system better? Is anything better? And the answer to those questions is going to be no, no, no, no, no, no." On change even though Labor will be fiscally savy and prudent- "So therefore we need change. We have to be the party of change. Are we going to inherit a very broken country including the economy? Yes, we are. I accept that. But I don't accept that that means we can't inject real purpose and meaning into change." Starmer wants to get the economy of Britain growing again. He plans to do this by making Britain a world leader in a green industrial revolution and through redistributing power to the regions to take advantage of opportunities to tackle climate change. "Clean. energy by 2030 is critically essential. And we will be part of the global race in renewables." "There is a theory of growth that you grow London and the southeast even faster and redistribute to the rest of the country. I reject that model, as I want growth in every part of the country." Home ownership for first timers- "I want Labor to be the party of home ownership." Starmer wants to build 300,000 houses every year and first time buyers given preference, no foreign buyers.  ...

The Potential Gas Committee 2013 report showing the U.S. has 2384 trillion cubic feet of natural gas resources. The report did not identify the resources that can be extracted at a reasonable cost. This figure is 90 times the gas used in the U.S. in 2012, and about 26% higher than a report by the same industry group in 2010. About 20 companies have applied for permits to export liqufied natural gas from the U.S. to other countries.

BP's global oil outlook 2013-2030 shows demand from China is still a big part of the story two decades from now. Factor in demand from Russia, the Middle East and India, yet China still dominates the picture for growth in demand. For 2000-2011 China's share of global demand growth for energy was 55%, under BP's outlook China's share for 2011-2030 drops to 43%. Fossil fuels still dominate. The continuing dependence on fossil fuels is also the perspective of Shell CEO Voser in an interview with the WSJ in Jan 2013, who also sees strong growth in shale gas supplies from China. Coal will account for 61% of global demand growth to 2030, oil 43%, gas 25%, in BP's outlook. If Voser is right and with the need for cleaner burning natural gas gas considering high air pollution in Chinese cities, gas may take a bigger share than 25%. Shell CEO Voser looks out 4 decades from now and sees one third of global demand coming from renewable energy, 10% from nuclear, and the rest from fossil fuels.

Surprisingly very little can be found on the internet on how the relationship between Apple's Tim Cook and Foxconn started and how it evolved over the two decades- a key to understanding the two decade rise of Apple since 1998 when Tim Cook, an Alabama engineer, joined Apple's Steve Jobs to rebuild an almost demolished Apple. It is also key to understanding the rise of China in manufacturing to the point of excluding all other countries, including the US, for major investments. It is also key to understanding how the social relations have been disrupted in the US, how the US workers and families suffered from outshoring on this massive scale never before seen in the US for 100 years of the Industrial Revolution since Lincoln in the 1860's. This has not significantly changed to this day as the US goes into the midterms to elect a new Congress. Mr. Trump ruffled sentiment on this issue but had little action or results to show for it to reverse this. Mr. Biden is making some headway as the US elects a new Congress in November 2022 to take up the tasks to restore American leadership in manufacturing and in technologies that support advanced manufacturing from semiconductors to renewable energy. What happens now depends on many things. Mr. Cook talks about intuition as a main driver along with preparation and hard work in his project which has done little for America and the American people, in the sense of how its communities look like, and how its families live, as they are largely excluded from Cook's Apple project. Even as it employs about 3 million workers of contract manufacturers, for the most part in China with Foxconn. Total employees in the US are 37,000 mostly highly paid engineers and technical workers. The 270,000 working in what it calls its ecosystem are mostly workers in retail stores paid much lower wages. Of manufacturing there is little on the scale in China. Not since the days of Lincoln in the 1960's who fought a civil war so that the rights of labour in the US were protected as seen in his message to Congress in the 1860's, and through the Industrial Revolution for 100 years, has something like this happened in the US. It is not about some manufacturing taking place in Asia, it is the sheer scale that excludes America from significant manufacturing, about 300,000 workers in the US mostly in lower paid retail jobs, and 3 million in China with contract manufacturers that is an aberration from history. It is about delegating an entire supply chain in manufacturing that constitutes this huge aberration.     ...

Prime minister Modi says India is achieving its aggressive climate change goals and has set the goal of 450 gigawatts from renewable energy by 2030. Solar energy will play a key role. A new Green Hydrogen Mission will be set up for a quantum leap in hydrogen. 

Indian railways will be a zero carbon emitter by 2030. Indian Railways is moving forward to achieve 100% electrification. CNG, PNG networks will span the whole country. 

He said India imports 1.2 trillion rupees of fossil fuels. Renewable energy will reduce this import bill and release resources for other vital investments for India's rapid modernization goals.

Much of the information Friedman says comes from Ruchir Sharma could be seen through simple observation. By the time it is written about so much has already happened. For example Tech firms crowding out innovative new firms starting from scratch is happening since 2000, from the Clinton, Bush and Obama administrations. By the time the concept makes it into the economics textbooks many years later it is obsolete. In economics textbooks of the eighties crowding out referred to governments crowding out private firms in the competition for capital. Concepts of comparitive advantage in economics textbooks were similarly obsolete when Japanese and Chinese competition in the last three decades brought into play a very different model of competition of subsidized private and state run companies focussed on dominating key industries that never made it into textbook economics and theories of experts. Comparitive advantage theory in textbooks were too simplistic not able to account for real life situations in which a determined national competitor could move up the ladder every few years in sophistication and technology to compete in products at many levels. The old textbooks simply said Portugal would make wine because it had some advantages and America with its advantages in steel production would make steel. This kind of theory put many people to sleep as other nations took over American markets- first steel, then electronics, then telecom, and then renewable energy. To protect American workers Robert Lighthizer and other American negotiators of trade with China, Japan, South Korea, used their own head and observation of what was happening. This was a better guide to the best response to protect American workers. Doing what makes sense, doing what works for final delivery point to the intended beneficiary, the American worker, or European worker, or Indian worker, provides a better way to get things done.   ...

The UN badge and logo for sustainable development goals is becoming highly popular in Japan. It has 17 colors for the 17 Sustainable Development goals set by the UN- ending poverty, reducing inequality, improving education, other aspirations of the people of the world. It is something India, the US, Canada, Britain ,Germany, France and other nations should adopt in the way Japan has done. India has taken up specific goals, clean India, clean water, electrification, and made it available to all 1.2 billion people, in its own version of SDG. Introduced into Japan by 2016, this badge is now so popular that there it is everywhere says this report in NYT. In children's playgrounds, in comic books, on NHK broadcaster's video with about 1 million views, on Buddhist temple websites, and used by businesses. In 2016 it was made official national policy by Mr Abe's government and a task force established on them by the government. In 2017 it was adopted to its charter by Keidanren, the business federation.  In the US very few know about S.D.G.'s but in community oriented Japan it has been taken up with zeal. It is part of the conversation and one survey shows 40% of Japanese business were working towards the goals in 2021. It has been adopted by Education Canada Network and it is a good way to bring this idea in education to schools and colleges in North America, Britain, EU, India and China, as well as Africa and Latin America, other parts of Asia. In India some of the SDG's are already the focus of campaigns by the Modi government Goal 0  Clean Nation one that has not been coined yet one that is called Clean India or Swacch Bharat Goal 1 Zero Hunger was taken up during the vaccination for covid campaign to get free foodgrains and vegetables to all 1.2 billion people. Goal 2  Clean Water and Sanitation or Har Ghar Jal getting clean tap water to all rural homes by 2024. Goal 3 Infrastructure, Industry, Exports Goal 4 Renewable Energy The sequence is different from the UN SDG's. The difference is it is a goal set for universal meaning everyone and delivery meaning by a specific date, and the priorities are set in the numbering. The Indian SDG campaigns under the Modi government and at federal and state levels are unprecedented in history for a population of this size, and now present a model for all nations in Asia, Africa, Latin America on how to go about doing the SDG's in practice. ...

Germany's Economic Ministry is part of aconsortium to fund aproject called Desertec, which plans to to generate soalr energy in the Maghreb desert in North Africa and transmit it through anew grid of high-voltage transmission lines. IT would use low-tech methods using mirrors in the deseertto jeat up water, which drives turbines in alocal power plant. The new initiative could provide 15% of the energy needs of Europe, and would require cooperation from different European countries. The consortium also includes Siemens, Deutsche Bank, energy company RWE and Munich Re.
