HP CEO in aplanned reorganization will merge the printer business with the PC business. It is ameasure of how far the PC business has come since Mr Hurd was made CEO 4 years ago, and after he hired Mr Bradley a former Palm CEO to shake up the PC business. Mr. Bradley has made the PC division supply chain more efficinet especially in the fast growing consumer netbook PC business, and has cut costs. Meantime the printer business under Joshi has stagnated. The PC business was merged into printer business by Fiorina in the hope that Joshi could make a difference. Hurd separated the two and put Bradley at the PC division.Now its the PC business that is taking off and its head who will try to improve the printer business. Bradley has run alean business and improved PC margins even as prices of PC's have tumbled. HP also passed Dell in PC's sold. In the quarter ending July 31,2009 HP PC sales were$8.43 billion and $386 million in earnings, accounting for 12% of profits, printer and ink were $5.66 billion and $960 million in earnings for 30% of overall profit. H-P alleges that Autonomy Inc. misrepresented its revenue before its acquisition for $11.1 billion in Oct. 2011. H-P made a surprise announcement Nov. 20, 2012, about a $9 billion charge it is taking for the Autonomy acquisition. Mike Lynch, founder of Autonomy Inc. says he cannot see how 300 people doing due diligence and Deloitte doing its accounting could have missed such a big elephant. Lynch tells the WSJ that he has not been contacted about this by the Serious Fraud Office. The Autonomy Inc. acquisition is unusual because it reflects a period of high CEO turnover at H-P with the hiring of former SAP CEO Apotheker to run the company, following the resignation of CEO Mark Hurd for relations with a female employee. Apotheker made the highly criticized decision to shift H-P away from its main business of PC's and into software. The Autonomy acqusition was the first step and it was widely observed that he had overpaid for the acquisition. A few months later Apotheker was fired by the H-P Board, with the Board itself coming under severe criticism. Lynch says most of the best Autonomy employees in the company he founded over ten years ago had left the company because of culture conflicts with H-P managers. Standard & Poors drops Russia's credit ratings to below investment grade on Jan. 26, 2015. It sees economic growth in Russia slowing to 0.5% for the next 3 years. This downgrade puts Russian bonds to the level of junk bonds. Fitch and Moody's have downgraded Russian debt but not to the level of junk bonds. The Russian ruble declined to 68 rubles to the dollar in currency trading. S&P's analysis states that "stresses could mount for Russian corporations and banks that have foreign currency debt service requirements without a concomitant foreign currency revenue stream." The Russian government, says S&P, will then have to chose between supporting the ruble and supporting these foreign corporations seeking help with foreign currency debt service requirements.

At the conclusion of the summit of the G-8 the Obama administration had to drag along other countries to get to the $12 billion goal for 3 years of food aid to the rural poor and farmers, which is well short of the $15 billion discussed a few days earlier at the summit. Of this $4 billion a year, the USA will provide $500 million a year. THe $15 billion is itself a floor for such assistance in prior years. says Gawain Kripke, policy director for Oxfam International, "at this point the money is not looking all that good." Internal Bank of England data showing Britain inside European Union 6-8% higher GDP and 75 billion pounds of higher exports of goods in 2025. This is the only objective assessment one can accept in judging what would be best for British workers and their families.  Also lost on the 2014 -2016 period that led to referendum on Brexit in 2016 just three years later is that it came after the 2009-2011 period for recovery from the financial crisis, the first entry of Conservatives and sharp austerity cuts in public spending by 2012, and the period of Covid that followed just 3 years after 2016 in 2019. The process of improving productivity and increasing competitiveness that could have happened, is a cost Britain suffered from Brexit becoming topic No.1, skewing priorities from reindustrializing to debate on a non priority item Brexit- with a lost decade as a result in addition to the 8% of GDP and 75 billion pounds that could add to these numbers. In this way UK lost about 10% of its GDP and 100 billion pounds of exports that without the that  additional public investment  did not happen from 2009 financial crisis, from Brexit divisiveness, followed by Covid. The result is 1.5% growth in GDP in UK compared to closer to 3% in the US. The lower growth alone can mean additional losses in exports in 2025 than are seen in numbers, and additional losses in GDP. This is the economic weakness  that hangs over Britain as it tries out a new leader in 2026. Only a bold action plan under a bold leader can reverse this decline. As shown elsewhere on these pages in Lyrarc, this is why a new leader needs to articulate a bold and well thought out plan to execute with the support of the British people. Andy Burnham has the potential to make this happen starting in 2026 over the next 5-7 years. He has to build on the work he did in the Greater Manchester region, and like Modi in India applying the lessons learned in his home state of Gujarat, step by step, year by year, build the industrial and economic capacity of Britain by 2035. It is not a feat for the timid, struggles will abound, yet it can be done with one step following the previous step in a continuous stride. In fact Burnham can now work with India to add about 1% of GDP because of the close trading relationship and centuries long synergies with India to get closer to 3% growth in GDP per year. At that point public spending and investment would rise to propel further growth. It is in the interest of every sector in Britain to pull together, the same in India, to lift these two main countries of the Commonwealth by the bootstraps. ...

George Washington shown in the early parts of the Seven Years War (1756-1763) that drove the French from Quebec and North America. In these early battles Washington fought in the Pennsylvania country near Pittsburgh under the British commanders against the Indians and the French. This taught George Washington many things about a war in America's vast forests, the risks and dangers, the best way to keep on fighting a long war in which the British would eventually fail to prevail. After defeat on 2 nights on frozen ice on a lake fleeing French and Indian forces Washington survives, and grasps the idea of divine providence in the struggle against colonial powers France and then Britain. This prepared Washington for a different strategy in the war against the British, learning from the defeats of the British by Indians in forest conditions with quick offense and quick retreats and no large engagements. The entire war was characterized by this quick offense, strategic retreats, and preserving the American army's strengths, as an approach to conduct the fight. Montgomery tried a direct march on Quebec and failed in the early days of the war of independence against British forces. This also reinforced Washington's strategic approach that the British would only lose in a long drawn out war under certain conditions, to avoid direct engagement with large armies or decisive battles till the right moment. Washington enlisted a young French officer Lafayette as a commander in his army knowing the importance of the French to neutralize the British naval power on the seas. When this stage was reached Washington could quickly move his army north to surprise the British by surrounding their forces under Lord Cornwallis resting at Yorktown, Virginia after being harassed in small engagements by American forces in the South. For that to happen Washington had the logistics feat to accomplish of moving cannon and forces up rivers and forests to the north, something practiced in the Pennsylvania region in the fight against the French and their Indian allies. The early part of the war the engagement with the French and Indians was formative for Washington and is the experience that is covered in the book "Young Washington," now made into a movie. The night spent on the frozen river in Pennsylvania country fleeing the Indians and French and surviving was always for Washington an act of divine protection. It may be also the reason why Washington saw his role not as his own but for a larger purpose, leading to handing over his appointment as commander in chief back to Congress in Annapolis in 1783 after the war had ended and peace treaty was signed. WSJ Editorial Board on the closure of Hormuz and US efforts to strike Iranian coastal missile sites to open it after Iran's IRGC rejected the terms of the Memorandum to open Hormuz. What purpose did the Memorandum serve? DJT let JD Vance come up with a negotiated settlement -accepting efforts of Pakistan, Turkey and Qatar  to mediate a way out to open Hormuz- to make some concessions such as ending Iran sanctions, and opening oil markets to Iranian oil exports, ending the naval blockade, putting nuclear weapons development for negotiations during the 90 day period after the ceasefire.  The IRGC military inside Iran accepted it under pressure from the elected president Pezeshkian and Turkey, Pakistan. Yet its approach has been to accept one day and the following day issue statements contradicting this the next day. Some of the clauses were kept deliberately vague on the insistence of IRGC or worded in a way that IRGC could point to their interpretation and reject efforts for a ceasefire  and opening Hormuz. In the light of this experience 2 conclusions were reached by the US- the IRGC makes decisions for Iran not the elected president Pezeshkian and IRGC does not want to open Hormuz except by charging tolls as away to finance its missile operations. In this kind of a situation how does the US respond effectively without getting into a land conflict that distracts US from its domestic goals of building a strong economy, cost of living action, and rebuilding US infrastructure? This Editorial says Schumer's effort to block defense bills does not serve the national interest. Schumer's point to exercise caution to focus on domestic goals of rebuilding the US economy serves the Nation well, yet continuously blocking the president to gain in the midterms is not a good strategy. Lyrarc points out that the best way is for the US to continue the naval blockade if Iran won't allow Hormuz to be opened to all ships without tolls. And step two would be to find enough alternative sources of oil to make up for the 20 million barrels from Hormuz. Some of this could come from reducing use of oil and gas which China has done by importing less oil from 12.5 million barrels a day to 8.5 million barrels a day, effectively doing without the 4 million barrels a day it got from Hormuz. By doing this the US can avoid the effort to open Hormuz through alternative sources of oil supplies,  avoid being drawn into a prolonged conflict it does not need. Achieving its objectives on nuclear and Hormuz in a different way exercizing patience and using wisdom alongside strength. That course means the US would work with the European Union, UK, China, India, oil companies and other oil producing regions to forgo Hormuz oil as Lyrarc has proposed as the most effective answer to threats about Hormuz, and continuing the naval blockade.  ...

To cut the deficit estimated at 5.5% of GDP, the Indian government is cutting fuel subsidies. It is reducing the $5.6 billion spent on fuel subsidies. About $4.4 billion is also is spent on subsidies by state owned energy companies. Prices for gasoline will rise only moderately by 3.5 rupees a liter to about 55.7 rupees a liter. This should improve the situation for state owned energy companies and for private sector companies like Reliance and Essar.

Keith Bradsher's NYT interview with Raghuram Rajan, Governor of the Reserve Bank of India, comes when Rajan has come under criticism from the business sector and the small business support base of prime minister Modi's party. The criticism centers on the drop in oil prices since Nov. 2014, and Rajan's failure to drop interest rates at the Dec. 2, 2014 central bank meeting. Rajan says it was not clear whether oil prices would remain low for an extended period at the Dec. 2, 2014 meeting. Since then new inventory data, EIA estimates and OPEC policy guidance have confirmed low prices will remain for an extended period. Rajan lowered interest rates on Jan. 14, 2015, by one quarter of a percentage point. Under India's setup the central bank chief makes decisions on interest rates, compared to the decisions made by the Federal Open Market Committee at the U.S. Federal Reserve. Rajan says there is full understanding between the central bank and the Modi government economic team led by finance minister Arun Jaitley, Jayan Sinha, deputy minister of state for finance, and chief economic advisor Arvind Subramanium. Modi and Jaitley prefer to rely on the advice and policy direction of economic policymakers with long experience in the U.S. and international circles. Both Subramanium and Rajan bring this level of experience and expertise. Subramanium brings experience from his years at the GATT which preceded the WTO, the IMF, and the Peterson Institute of International Economics, and Rajan brings experience at the University of Chicago, and as chief economist of the IMF. Modi is a dilgent listener and policymaker giving careful attention to the best advice, making it unlikely that Rajan would be seen as a holdover from the administration of Manmohan Singh. Other criticism that the business sector has made of Rajan are as financial regulator in asking state banks to increase collateral required from large business firms for large bank loans. Rajan points out the need for business to bear the costs as well as the benefits of taking risks. Under previous governments the state banks allowed large firms to keep their holdings at companies even when the risk taking resulted in losses. Rajan has also not tried to reverse the sharp decline in the rupee, which hurts business firms which took on dollar denominated loans. Rajan has instead followed policy of building up the reserves by buying dollars. The reserves were depleted in 2013 by a policy of currency interventions to reverse that decline. Inflation in India reached 9.9% in Dec. 2013, with policy of the central bank under Rajan set to bring it down to 8% in 2014, and below 6% in 2015, so that India could get out of the trap of persistently high inflation with slow growth. This is critical for a new Indian success story. A goal set by Rajan in Oct. 2012 when he was appointed as central bank chief, was to increase foreign investment and encourage new business so that India was no longer dependent on large companies for growth. This is also critical for a new Indian success story, as the Modi administration and the central bank are both keenly aware. Just as Bernanke and now Yellen at the U.S. Fed face criticism for quantitative easing monetary policy, focus on the high long term unemployed, and not focussing on inflation- with their focus on the long term economic recovery in an environment of low inflation below 2% in the U.S.- India's Reserve Bank faces a different kind of criticism for careful and prudent policies to ensure long term growth....

Maria Corina Machado's  attempts to return to Venezuela following the earthquake in June 2026. Marco Rubio is sympathetic to her wish to return but thinks this may not be the right time and delay elections even further. US has raised the question with Venezuelan government leader Delcy Rodriguez about Machado's return. The intent is to make a transition, but before this can be done the conditions have to be created for a stable government in the interests of the Venezuelan people after many years of Chavismo and the structures he has left behind that could create risks if not covered properly. In that sense Delcy Rodriguez is part of the transition. Rubio told the US Senate at a hearing in Congress that people forget it is only 6 months since the arrest of Maduro and transfer to the US on Jan 1, 2026, and that in that time the US has ensured that all Venezuelan oil sales are made to benefit the Venezuelan people's needs by being deposited into aVenezuelan bank Account at Treasury without the siphoning off of funds that happened before. This is not an insignificant point, it is basic to Venezuela's economic recovery after its disastrous experience with Chavismo and mismanagement of the economy. For the first time Venezuela can export without sanctions which means higher oil sales, and for the first time American oil companies are encouraged and taking interest in investing in modernizing the oil industry in Venezuela. Chavismo itself shows that democracy is not always the instant answer to all questions, that the conditions for democracy need to be established or it will be destroyed and conditions can get worse. This is true today because Venezuela's democratic parties and institutions were destroyed by Hugo Chavez and the country could descend into chaos because of the militias he has created- it will take time to create the right conditions. Rubio and DJT understand this. What people forget is that the US can leave the Middle East but it cannot leave the Western hemisphere and the conditions in the Western hemisphere in the American continent have to be secured so that the US and Latin America can ensure the prosperity of the continent learning from past mistakes. Mistakes under previous administrations that allowed a drift into chaotic environments which led to migration of one third of the Venezuelan people about 7 million to the US and Colombia, other countries, and in Mexico a problem with growth of drug cartels affecting good governance destroying US borders. The Monroe Doctrine served a purpose by keeping out colonial powers from the Americas in the 1820's to the 1950's to benefit the Americas, letting it fade led to today's problems that are much worse than some of the smaller errors in US policy that can be corrected keeping the US overall benevolent disposition towards all of the Latin American nations for economic progress and shared prosperity. ...

And after these words and more the new President is sworn in in Russia. Medvedev says that he will be working hard to improve living standards, education and medical care, and modernizing Russia's narrow economy. Words like to continue the course which justified itself and fully realizing how much has yet to be done have a lot of meaning. Consider the situation in Russia in the last Yeltsin years, disheartened Russian people, poverty, shortening life spans and daily existence difficult for young, average person on the street, pensioner and old people alike. And still Russia has a narrow economy based on growing price of commodities and needs to develop a balanced economy, and the living standards are still only catching up in the rural areas some of which are only now getting electricity.
