Barclays agrees to pay $450 million to settle claims that it manipulated the London Interbank Offered Rate (LIBOR). THE U.S. CFTC set a penalty of $200 million. The Financial Services Authority set a penalty of $92.8 million and the Justice Department in the U.S. imposed a $160 million penalty.

Debt markets and Analysts fear too much building of data centers will lead to construction taking more time for the AI data centers to come online, and by that time they fear aglut of data center capacity leading to losses. One AI data center company is asked to pay 3.75% more in interest rates, 70% more for loans. Other reports suggest caution because of the circular nature of data center investments where the same companies are coming up again and again in complex transactions and lack of transparency. Oracle took losses on it's stock price for its financial dealings.

American women outperformed at the Rio Olympic Summer Games by winning 27 gold medals compared to 18 for the American men. A big part of why this was possible is that women have equal access to sports gained with the education amendment Title IX in 1972. One of every two American girls participate in sports in high school. More women watched the Summer Olympics in Rio than men. Seeing American women do so well acts a role model for young girls watching and thinking "I can do that." Thirty years ago this was not the case. A lot has changed since then. This is especially true for black women in the games with African American athletes, Simone Biles in gymnastics, Simone Manuel in swimming, Ashleigh Johnson in water polo. With the success comes an effort to try new sports to break more barriers.

Of these 8.10 % were already 2 payments late by 4th quarter 2007, and Moody's Economy.com Mark Zandl estimates 8% of these will go into foreclosure eventually. Payments can go up to twice the original payment according to Susan Wachter of the University of Pennsylvania.

Supreme Court of Panama annulls contract as unconstitutional for the Panama Canal ports Balboa and Christobal given to CK Hutchinson of China. One more step towards asserting the Monroe Doctrine in the western hemisphere that dates back to Monre in 1824 and also to Teddy Roosevelt in 1904 who as Secretary of the Navy and president asserted the Monroe Doctrine and built up the US Navy. It was an engineering feat for the US, and also one that involved fighting malaria and other diseases, and clearing jungle territory.
