Mark Carney's program for Canada is based on 5 Actions-

1. Double the rate of home building to get 500,000 additional homes a year.

2. Ease Cost of living pressures. Reduce the lowest tax bracket rate to 14% from 15%. Scrap the sales tax on buying the first home for homes less than C$ 1 million about $720,000. Make dental care available for low income Canadians adding 4.5 million Canadioans to the national insurance program.

3. Build a national electricity grid east to west, reducing dependence on the US.  Invest in both clean energy and fossil energy.

4. Increase defense spending to 2% of the budget with $18 billion in additional spending over 4 years.

5. Invest $5 billion in ports, rail, and infrastructure to create new trade corridors.

The full text of the letter is given here. In this letter the U.S. sets out some important facts about events that happened during the coronavirus crisis during the crucial 4 month period from December 2019 to March 2020. Every week lost in this time due to reasons of a lack of transparency, openness meant hundreds of thousands of people more infected and tens of thousands of deaths worldwide. There are questions of transparency, of openness and this raises questions about the manner in which the World Health Assembly operates with hundreds of small countries in Africa and Asia having votes equal to that of the U.S., India, Brazil, Mexico with votes taken of over 200 countries. The entire election process can now be seen as questionable, when over a billion people in one country alone such as India or hundreds of millions in Brazil and Mexico would have to bear the consequences of poor decisions made by small countries that can be swayed in one direction or another based on political bias and other considerations that have nothing to do with global health.  At the conclusion of the letter by the U.S. to the current WHO shaped by a controversial election in 2017 the following is stated about the standards set by Gro Harlem Brundtland and which helped the world prevent the SARS crisis which originated in China in 2003 from spreading to the large countries of the world India, Brazil, Mexico, and other such countries in Asia and Africa, Latin America, and the U.S. European Union. "In 2003, in response to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in China, Director-General Harlem Brundtland boldly declared the World Health Organization’s first emergency travel advisory in 55 years, recommending against travel to and from the disease epicenter in southern China. She also did not hesitate to criticize China for endangering global health by attempting to cover up the outbreak through its usual playbook of arresting whistleblowers and censoring media. Many lives could have been saved had you followed Dr. Brundtland’s example." Even this does not come to grips with the flawed way in which the election of WHO head is done. It can no longer be relied on when there is the danger that lack of transparency can emerge in the WHO leadership itself because of a flawed process. It risks endangering the lives and livelihoods of hundreds of millions in countries such as India, Brazil, Mexico, as well as in the relatively small countries of Africa and Latin America where even basic water supplies are at risk but which could tilt elections at the World Health Assembly. Consider that a cyclone just hit the Indian state of West Bengal and Bangladesh on May 20 just as the coronavirus pandemic is spreading. That this region of 1.5 billion people had just 2 votes out of over 200 cast at the World Health Assembly in 2017 shocking. And even these votes cast based on old geopolitical considerations not how good the candidate is, and how good the country he is coming from is in terms of its record  on public health. The irony here is that private foundations in the advanced countries in the U.S. and Europe some of whom are major donors to WHO did not think that more experienced candidates in their own countries with a better record of public health such as in France or Germany are better qualified, in a flawed NGO support mentality left from the Clinton years. Basically the people in these large countries such as India, Brazil, Mexico were disenfranchised, when the austerity policies were consuming the European Union, and the U.S. had just elected a new administration itself groping for ways to reverse years of neglect of public services and infrastructure priorities. They would trust good leaders no matter where they come from, who have a record of transparency, leadership, and all the values we cherish together no matter where we come from. ...

Walter Mead of WSJ offers this view- expect more action from DJT in 2026 not less, than 2025. The president took the US Supreme Court's decision in stride, noting that it lets him do the same thing on tariffs- charge tariffs on countries doing unfair trade with the US- with other tools in trade legislation, just not IIEP rules. On the practical side every country wants to keep its trade agreement with the US said the president- Britain, Japan, South Korea, Germany, China, India. China and India have increased exports in 2025 even with tariffs rules that allow some exemptions. Large trading nations do not want the uncertainty that comes with renegotiating agreements arrived at with much difficulty with the US. This is not mentioned much in the media such as WSJ and NYT which instead  focus on the tariff revenue already collected of $130 billion and its use or refunding. What is relevant is that the purpose of splitting powers beteen the executive branch and the Supreme Court and Congress is preceded to a great extent by the public's ideas about what is fair, of rights of the US to fair trade, and preventing the deindustrialization of US and Europe. Which is why the Supreme Court has tried to tread warily on issue of illegal migrants by millions entering the country, and is trying to tread warily on issue of rebuilding American industry and infrastructure using tariffs to reduce concentration in China and act to restore a fair trading system for the US and the world. ...

CLT Classical Learning Test has a bright future. Its message is summed up in CLT Test 8 on the website- where Gustav Mahler is cited with the text- "Tradition is not about the worship of ashes, but the preservation of fire." 183,000 high school seniors have taken the CLT Classic Learning Test in the US in 2025 compared to 2 million for SAT and 1.4 million for ACT, yet the new test is considered to be more rigorous and includes the western intellectual tradition in ways that the ACT and SAT do not. A CLT Test 3 we looked at on the CLT site included for reading a poem by Amy Lovell 1916, Mark Twain writings, passages on Greek Zeno and Renaissance painter Raphael, EB White and others. CLT Test 4 has poetry of Robert Louis Stevenson 1885, and remarkably it has a passage on the Pack Horse Book Project of FDR's New Deal Initiative in 1935 on women librarians on horseback or with mules going into remote mountainous areas of the US including Kentucky, to teach rural people to read and write. This alone suggests it should appeal to Republican and Democratic states alike. It could include Charles Dickens and Shakespeare or Robert Frost's poetry. In that sense it is far more rigorous than short bland passages in SAT or ACT of little significance or educational value. It is designed to give students an exposure in classrooms to the western intellectual tradition that the elites in America have themselves grown up learning but who now have a haughty attitude to their own intellectual traditions. In CLT Test 6 we found a poem on Nature by Gerard Manley Hopkins 1877 and Dickens famous iconic passage that begins the Tale of Two Cities written about the French Revolutionary period which is clearly not what we find in SAT or ACT, and far better in conveying a feel of what America is about and where it came from. The founder of CLT Mr. Tate believes it will be the test most taken by high school seniors by 2040. Classic Learning Test now competes with SAT and ACT in North Carolina, Indiana and other American states. Arkansas passed legislation favoring CLT, and Ohio is doing it this year. Louisiana, Oklahoma and Wyoming are accepting CLT. This Test is gaining popularity among conservatives in red and purple states  and is getting the support of the US government in 2026. The Maryland Company behind this test is Maryland Learning Initiatives. Indiana passed legislation in March requiring its state universities to accept CLT scores. And North Carolina university system now accepts the CLT. Both CLT and SAT, ACT have Math and Reading Verbal tests, the CLT adds foundational texts from Western science, government, history and literature in ways not found in SAT, ACT. Students can take the CLT at home or at a testing site. More than 350 universities and colleges accept CLT says this report in Washington Post. The SAT and ACT use shorter passages and the reading material is bland and does not have the value that it could have from the western intellectual tradition. The passages in the CLT are more rigorous and include western religious tradition and thinkers but also poets, writers, scientists from the whole gamut of the experience of Europe and the United States of America. And also explore other countries and continents including China and India, from Aristotle to Gandhiji. ...

Startling fact seen in this chart of Federal Reserve Bank of St Louis in the adjoining article next to this one- that in 2026 we are seeing 1929-1937 levels of military spending to GDP ratio of 2-3% just before it jumped to 45% in 1940. It is a cautionary tale not to spend too little (2-4% is a danger point) as lack of military modernization means a lot more spending soon after, almost 10 times that- 10 times 4% or 40% in World War II.  Message to the US is not what Starmer and company are saying in Europe- it is that don't invite the existential crisis of 1940 again for western (US, EU, Canada, UK) and eastern democracies (India, Japan, Indonesia, Australia) by not doing military modernization. And 2-4% of GDP for military spending is not going to be enough to do this.

Of these letters mostly all commend the remarkable efforts of Joe Biden. One by Stanley Saulny stands out. He commends president Biden for his remarkable stamina during the Air Force Academy graduation. He says saluting 921 times and shaking hands 921 times as Biden did that day could not be done without considerable arm and shoulder pain, yet Biden did no complain or boast of his feat, as he wanted to do this for every graduating student. A Pew Research poll shows Democratic voters now favor a bold ambitious agenda by large margins. Voters seeking compromise swung sharply going downwards from 69% to 46%. Many are calling for Medicare for All. In the Republican Party the shift is slight from 46% to 44%.

In the House the Congressional Progressive Caucus now has about 90 members. Of the 50 newly elected members who are House Democrats 20 are part of this Caucus pushing for bold action.

US policy is to end war as soon as nuclear threat is over- DJT on Iran war on March 31 2026. When the US feels Iran 'won't be able to come up with a nuclear weapon, then we'll leave,' says DJT. US is self sufficient and exports oil to Europe. It doesn't need Iranian oil. DJT makes that clear to allies in Europe who have not taken a stand in the war and limited access to their airbases, saying as Starmer did yesterday that Britain did not want to expand the war. Really, the US does not want to expand the war. DJT's MAGA base does not want this war, and Biden's base does not want this war. US does not need Straits of Hormuz- it is Britain, Italy and EU countries, mainly China, Japan, South Korea that need the Straits of Hormuz. Speaking for the US DJT tells these countries in Europe to get the oil themselves in the Straits. He also tells China to get the oil from the Straits- if they need it and are so complacent as to get 90% of their imports from Hormuz after 40 years of disruptions and wars, as China does. DJT said- "If France or some other country wants to get oil or gas, they'll go up through the Hormuz Strait, they'll go right up there, and they'll be able to fend for themselves. What happens with the strait we're not going to have anything to do with, because these countries, China, China will go up and they'll fuel up their beautiful ships... and they'll take care of themselves. There's no reason for us to do it." "The USA won't be there to help you anymore, just like you weren't there for us. Iran has been, essentially, decimated. The hard part is done. A small tax on the $800 trillion foreign exchange industry of 0.005%- with the tax on currencies where the leaders of these countries approve like Merkel of Germany and Sarkozy of France- would generate much needed money to help the word's poorest, says Philippe Jouste-Blazy, a former foreign minister of France. For instance he says tuberculosis killed nearly 1.8 million people in 2007, and caused the GNP of some countries to fall as much as 7 %. THis would bring serious gains to economic growth in the poorest countries. Look at the $1 to $5 tax imposed on airline tickets in France and 10 other countries since 2005.It has raised $700 million and financed three quarters of the AIDS treatment now being received by the world's HIV positive children. Unitaid, is an organization Blazy leads. It manages the money from the airline tax, and has negotiated 50 to 60% reductions in the price of pediatric anti-retroviral drugs in low income countries. The reason why the banking community should support this tax. One it is tiny, 0.005% on a foreign exchange transaction, and should not affect the flow of transactions. It is done automatically by computer systems. The currency trading system right now is untaxed. More importantly the bankers says Blazy have been benficiaries of taxpayer money. Isn't it time to give back to those worst affected by the global crisis the bankers helped create? Does'nt it create more credibility for the global financial, monetary and trading systems? He says the tax money could be managed by the Global FUnd to fight AIDs Tuberculosis and Malaria, with upholds programs in 100 countries to high performance standards....
