China's tariffs on US products could be called self-respect tariffs as US exports to China are small compared to China's $1 trillion surplus a year. $143 billion mainly oilseeds and grains! US business not willing to rely on US labor created the outshoring that built Chinese industrial growth, shipping out technology in the process, that created this situation. Consultants to Apple at the time such as myself bringing Total Quality of Management from Japan to the US, could see the failure of production quality at the Colorado Springs plant just before Steve Jobs returned to the company in 1998. About 20-25% of PC product was defective on the production lines seen with my own eyes. Looking back I believe it was not just the workers but the managers and engineering that needed to guide and motivate the workers with new ways to build in quality control. These were the days when Apple's Steve Jobs hired Tim Cook to revamp production and ship it to China. American workers got blamed. Yet as Jim Carlton shows in "Apple the Inside Story of Intrigue, Egomania, and Business Blunders," by 1996 a new German CEO Michael Spindler 1993-1996 had driven the company to the ground. The struggle with Microsoft gave Jobs an idea- by shifting production to a low cost location he could make the high margins to outinvest all competitors with new products-ipods, iphones, ipads. There is nothing wrong with American workers and their craftsmanship. Timeline- Steve Jobs returns to Apple 1997-1998 Tim Cook is hired from Compaq to revamp manufacturing in 1998 1999-2000 - the strategy is made to shift all of the production to China. Jobs could generate the margins and quality to challenge Microsoft, and profits to invest in new products 2020 -   the weakness of the strategy is apparent with supply side shock for chips and computers with the pandemic stopping shipping 2024 - after taking small steps to shift production to India does little to shift back to America 2025- Apple facing serious tariffs and the country's mood shifting to Make in the USA tells the new US president DJT it will invest $500 billion to shift production back to America. ...

The rise of Japan was a major challenge for president Reagan in the 1980's in the way president Trump is confronting the rise of China. The Reagan administration obtained the concessions it needed from Japan. The negotiator for the U.S. side during the Reagan years - Robert Lighthizer. Lighthizer is using his experience in winning concessions from Japan in his role as top trade negotiator with China.  As the WSJ points out Japan ceased to be a threat to the U.S. faster than anyone thought possible. 

But there is one problem even if this happens the warning is that the imbalances with Japan simply transferred over time to China. The warning is for America's tendency to spend money it does not have, and for how long.

How tariffs will increase prices depends on product, on supply. Commodity products in wide use will have many suppliers and the price increase will be small. On smartphones and cars with imported components higher and this will lead to shift in production to the US, India and Vietnam with longer term benefits reducing concentration of supply chain in China. In the short term there will be some price increase. Yet on some products consumers can shift demand to alternative products or home made products.

Home Depot to keep prices steady by making products outside China- May 2025. Home Depot says it will do this by making products outside of China. DJT administration is working to get American retailers to hold prices steady as the US grapples with overconcentration of production in China. For three decades American administrations from Bush to Obama allowed the overconcentration of production in China to take place and diverted attention to unwinnable foreign wars where American interests were not at stake. US president DJT faces a difficult situation to reverse this overconcentration having to resort to tariffs and other actions to correct these missteps of previous presidents.

 During the transition period Americans need to be protected from rising prices to keep increase in the cost of living under control. Companies such as Home Depot are taking a responsible step considering the importance of the action for America's long term interests.

China's government is taking up stakes in private companies with large debt and needing financing. Private enterprises have less access to cheap bank loans and other types of financing than state owned firms, and are squeezed by China's efforts to reduce pollution and overcapacity. The tariffs war with the U.S. has also hurt the economy and taking stakes in private companies is way to ensure business stability for China. Its an effort to keep employment stable in the private sector that has 60% of the jobs. Zhejiang Great Southeast Company is a plastics packaging company with founder Huang selling his entire 29.5% stake in the company to state owned Zhuji Water Group Co for $168 million. He did this to repay holding company loans for which he pledged two thirds of Zhejiang Company shares. Beijing stepped in to ensure there is no sharp rise in unemployment. In the first 6 months of 2019 Beijing took 47 such stakes, according to Fitch Ratings, with 52 stakes taken for all of 2018.  The purchase of stakes includes state run companies and investment vehicles of local governments. Even this does not reflect the whole effort of China to ensure no sharp increase in unemployment. From October 2018 local authorities and state linked entities put together about $100 billion of "relief funds" very quickly, estimates from TF Securities. These funds are for passive investments, state owned enterprises normally take on a hands-on role in running the companies. Oxford Economics estimate is that China's private sector provides about 60% of all urban jobs in 2017, increasing from 36% in 2010. Researchers say China stepped in in this way after failing to get banks to lend more to the private sector. The tight supervision to reduce risk of supervisory agencies has made it harder for private companies to get loans. Shadow banking and trust loans was an early target, and stock market selloff hurt entrepreneurs who used shares as collateral for loans. ...

India's currency is one of the hardest hit in emerging markets. India's rupee dropped by about 14% in 2018. India increased import duties by about 10% on airconditioners, refrigerators, washing machines and other categories for a total of $11.8 billion in imports in fiscal year ending in March.

India sees the possibility that with rising trade tensions between China and the U.S., president Trump increasing tariffs on Chinese imports, some of these Chinese exports to the U.S. could be dumped into the Indian market. The Federation of Indian Export Organizations sees the move in a positive light that it would help the rupee, increase local manufacturing and lead to foreign investments. India's current account deficit increased to 1.9% in the year ended March 31, 2018, from 0.6% a year earlier.

There is a 82% jump of oil at sea in 2025 as China and India stay away from sanctioned oil from Russia Iran. About 1.4 billion barrels or 15% of supply out at sea on tankers by December 2025. When Modi met Putin he offered to continue supply of oil. India says Jamieson Greer in a recent interview with Sarah Burns, is not buying Russian oil and negotiations are ongoing so that a deal with US on dropping tariffs is reached in the very near future. This oil at sea is keeping prices of Brent crude at about $66 in December 2025. DJT is referring to prices down for oil, to gas pump prices in US states having dropped to $1.99 a gallon to show progress in tackling the affordability crisis in the US at a rally in Pennsylvania.

NAFTA removed existing tariffs on over half of the exports from Mexico to the U.S. and phased out remaining tariffs between the U.S., Canada and Mexico. The U.S. had two way trade of $918 billion with Canada and Mexico in 2010, according to the Office of the U.S. Trade Representative. Canada is the U.S.'s top trading partner, with $462 billion in trade through Sept. 2012, and U.S. trade with Mexico- expected to overtake China- is at $369 billion in the same 9 month period of 2012.

Its impact is huge coming at the time of Covid pandemic and at a turning point in rebuilding America's infrastructure. A bill in the U.S. Senate in October 2011, which has bipartisan support, would push for China to correct an unfair trade advantage from keeping the value of the yuan low. The bill requires retaliatory tariffs for countries that have "misaligned" currency. This makes it possible for the U.S. Treasury Department to take action even if it finds no currency manipulation by China. GM and Ford US International Trade Commission report in 2024 sees only about a 5% increase in prices for a 25% tariff in car imports into the US from EU, Japan, Canada, Mexico and China. With US production GM at 60% Ford at 80%, both companies are better positioned to shift production to the US following 25% tariff on cars imported into the US. GM also has the financial strength to invest in new auto plants in the US. Given a period of transition US companies are in a position to tap the added demand as more cars are made in the US.  Stellantis Stellantis formed from the merger of Chrysler, Fiat and Peugeot makes many of its cars overseas in Mexico and in the EU, and has considerable exposure. Toyota Toyota sales in 2024 were 2.3 million cars, with about 60% of the production in the US. Hyundai and Kia, Nissan Hyundai makes about 80% of the 840,000 cars it sells in the US in US plants. Hyundai plans to invest $21 billion in the US to make cars in the US including $5.8 billion for a steel plant in Louisiana. Other companies may follow Hyundai to Make in the USA. VW VW had plans for an expansion to make 590,000 cars. It has current  sales of about 400,000 cars in the US. Expansion at the Chattanooga plant or putting in another plant could help it make most of its cars in the US. ...

It becomes a antional security issue when the shipbuilding industry is also gone where one shipbuilding plant in china makes more ships than all the plants in the USA. And nothing was done about this till today. DJT said there is a simple way to avoid these tariffs- make in the USA and there are no tariffs. Already Apple he says has committed to invest $500 billion in the US and Taiwan to build the largest semiconductor plant in the world in the USA. And total investments in the US now add up to $10 trillion, says DJT. ...

This Economist article looks at India-China relations and the Wuhan Summit between prime minister Modi and president Xi Jinping. It sees India's reluctance to follow a containment strategy in an historical light from the period in which India followed a non-alignment policy in the early post independence period under prime minister Nehru. During the period of the Eisenhower administration with Secretary of State John Foster Dulles India adhered to a strict nonalignment policy avoiding choosing sides in the Cold War. As a result U.S. policy tilted towards Pakistan during the Eisenhower administration. A balance was restored under president Kennedy, with Adlai Stevenson a close friend of India.  The short Sino-Indian war of 1962 led to a situation in which the U.S. backed India and improvement of relations. A semblance of non-alignment in foreign relations continued under Nehru's daughter Indira Gandhi. By 1990 with the opening of the Indian economy to foreign investment, the collapse of the Soviet Union, and the integration of China into the global economy, a new period of good bilateral relations with the U.S. and Europe was maintained. In 2017 the potential for a conflict in Doklam, Bhutan revived fears from 1962 in India. In 2018 After the U.S. administration of Donald Trump and Trade Representative Lighthizer imposed trade tariffs on China and restrictions on export of advanced technologies China pursued a policy of conciliatory relations with India. China's relations also improved with Japan and South Korea as the U.S. policy was unanticipated and seen as a significant change that would seriously affect China's economy. India's response was to pursue a policy of good relations with China and the U.S., even as the economies of the U.S. and India were drawn closer in India's pursuit of modernization.  ...

Chief of TechMet a company in mineral resource development says that it will take years to dislodge China's dominance in rare metals mining and development for metals critical to technologies in car batteries, wind turbines, cellphones. This includes nickel and cobalt for car batteries.Last week president Trump signed an executive order declaring a national emergency and authorizing use of the Defense Production Act to speed development of mines. The U.S. imports 80% of its rare earth elements from China, with further supply coming indirectly from the country. For 14 of 35 critical types of minerals the U.S. has no domestic production. Gallium for light emitting diodes in cell phones is one of these metals. Half of Barite a metal used in hydraulic fracturing for shale oil is imported from China. To get some idea of the neglect in U.S.policy in these area under three administrations, the U.S. in the 1980's was the largest producer of rare earth metals and the technology to process them. Today there is only one mine the Mountain Pass mine in California, and no processing plants. It takes about 10 years to develop a mine. Just as in health care products essential to tackle the virus the U.S has found its manufacturing and technology base left in woeful shape after manufacturing and mining were neglected in a failed policy. Under the guise of globalization corporations transferred essential manufacturing from the U.S. and Europe to China, without understanding the importance these products played in the life of countries, and governments neglected to help local manufacturers and mining companies. Governments play a critical role as China has done by providing loans and grants to develop the national industrial base. Tariffs and quotas are also used to promote local development of the manufacturing base and mining base. Another factor is that investors are more able to invest in these companies when the government take some of the risk with its help and active support. With the Trump executive order comes a new awareness in Canada, Australia, and European Union which are now taking active steps to nurture and develop the local resources. ...

China's effort to tie Vietnam and Malaysia to its economic system- will it work? China has trade worth $982 billion with 10 neighbors in South East Asia compared to trade of $786 billion with EU and $688 billion with US.

Pennsylvania is one of the critical states in the 2020 U.S. election. It is also one of the states hit hard by the coronavirus. Pennsylvania has also seen the impact of layoffs in the vital steel industry during two decades of neglect by previous administrations till the tariffs on steel from China by president Trump began a reversal of this trend. Unemployment is high in Pennsylvania as a result of the pandemic. 51 of 67 counties in the state recorded unemployment rate increases for 2020 that are in the top 20% for the U.S. Pennsylvania and Michigan are two critical states for the 2020 election. Pennsylvania has done much worse than other states including Michigan when it comes to the impact of the pandemic on unemployment rates in all counties. Voters could decide to blame the Democratic governor for lockdown restrictions  that worsened unemployment or president Trump for his approach to the coronavirus. There is also concern among conservative voters about the kind of change they seek between steady improvement in unemployment and a shift to radical changes in the economy. ...

Germany's Economy minister Zypries warned that Germany would take legal action by taking the case to the World Trade Organization if president Trump imposes tariffs above that allowed by WTO rules. She said this before a meeting at the White House between president Trump and Chancellor Merkel. The U.S. is Germany's largest export market with 107 billion in imports and the U.S. exports 58 billion euros of products to the U.S. Zypries accepted that the large trade surplus of Germany was "a problem," but that America "needs our machines and industrial plants" for the time being. Germany has insisted that it does not provide unfair advantages to its companies, and that German companies were simply more competitive. Trump has focussed largely on China for anti-competitive practices, though he mentioned BMW by name during the campaign. In the last 2 years the euro has depreciated significantly against the dollar giving German companies competitive advantage, largely as a result of the ECB- in opposition to German economic policy- trying to stimulate the economy of other southern eurozone countries such as Spain, Italy and France. ...

DJT says about the loss of American manufacturing of key technologies-

A separate bucket is planned for this category customized to what is needed and appropriate, returning manufacturing to US and Allies India, working with Japan and South Korean allies, and at the same time providing a smooth transition away from China. After making headlines the issue of TikTok is no longer making news. Here is what has happened since- TikTok took the case to the Supreme Court after the Biden Administration's effort to bring it under US security with American ownership. The Supreme Court ruled in favor of the government. Social media helped Republicans and DJT in the election. DJT wanted TiTok to be an American company if it was to operate in US. China was opposed to this and would not allow ByteDance the owner of TikTok negotiate this-leading to an impasse. The DJT administration worked out a relationship  with China by September 2025 following tit for tat tariffs in May 2025. Xi's strategy was to put rare earths on the table after it had gained a 90% monopoly on rare earths processing technologies and supplies. Some supplies include a site in Greenland, so that the Greenland issue as opponents of US acquisition have made appear is not fiction. DJT Administration pulled back and negotiated a deal with China but realized how the US had left key gaps in its security which is why the Greenland issue came up in 2025. Similar to how Democrat president Harry Truman had done as the Soviets expanded influence in Greece and Turkey by 1948. Little of this making it to almost the entire US press and the entire European press, including Democrat Harry Truman's 1947 offer of $100 million ($1.5 billion in 2026) for Greenland, rights, title and ownership similar to Alaska purchase by Seward, and US Virgin Islands purchase in 1916 from Denmark.   The deal makes TikTok an American/ China investor run company with Byte Dance ownership of 20%, Oracle 15%, Silverlake US equity firm 15%, Abu Dhabhi (UK type) MGX 15%, and prior investors 30%. Prior investors are General Atlantic, SIG, Steve Case's Revolution with JD Vance having equity, Dragoneer, NJJ Capital. The company now valued at $20 billion based on 200 million US users. Yet this does not address the dangers and damage done by social media hours for youth in the US, endless hours from education shifted to phones and social media videos. Australia has banned it for under 16 year olds, UK parliament has voted to ban, French parliament has also voted for a ban, China has strict rules that protect its youth for use specifying hours and restrictions, leaving the US and India, Brazil vulnerable to dangers of social media. Strictly speaking You Tube is considered as social media even though it serves an information function, Facebook and TikTok are where a lot of the damage to education takes place in social media. US is entirely leaving its young people especially women unprotected. Once the fentanyl issue is tackled attention will again focus on these dangers to creating good citizens in the US  with civic education if democracy is to be preserved, something endless numbers of lobbyists- which even in Teddy Roosevelt's and FDR's, JFK's days have opposed- will again oppose.     ...

The U.S. Commerce Department announced in March 2012 that it would impose tariffs ranging from 2.9% to 4.73% on solar panels imported from China. China has about 47% of the U.S. market for solar panels- with Suntech at 17%, Yingli at 11%, and Trina at 10%. U.S. based companies have 29%, and other including EU countries 24%. The imports of solar panels from China were $2.65 billion in 2011. In the last 4 years Chinese lower priced products have reduced the cost of panels by two thirds. What this does is send a signal to encourage companies to manufacture in the U.S., and show that the U.S. government was taking action against illegal subsidies by China without disrupting the availability of lower cost imports.

Spain has under prime minister Pedro built its economy around close relations with China. Here Spanish newspaper El Pais describes the new role of China's chief economic representative He Lifeng sent to negotiate with the US and his success in getting a 90 day reprieve where US brings tariffs to 30% and China to 10%. Yet because he is only now representing China overseas what is overlooked is Lifeng's extraordinary connections to the economic emergence of China in Asia. He shares the struggles of going through the Great Proleterian Cultural Revolution experienced by Xi in rural areas.  Lifeng has driven development of China's state driven economy, as deputy director of the National Developement and Reform Commission in 2014, and driector in 2017, as Xi emerged as leader of China. ...

How Ohio which lost quarter million jobs since 2005 and is skeptical of free trade policies that cost jobs at home is being pandered to by the Clinton and Obama campaigns in primaries March 4, 2008, before a Presidential contest. Criticism of Nafta by both candidiates and a call for 27.5% tariff on Chinese imports as action against China for manipulating exchange rates. The working class white male, steel worker or factory worker is becoming important part of the determiners of this election campaign for primaries and for President. See his concens in the link in the WSJ. One thing is for sure a tariff on Chinese goods would upset a delicate trade balance that has existed for the last 2 decades. Its also ironic as China is finally shifting policy that will make Chinese goods more expensive in the USA, which is already apparent in apparel on American store shelves. And exchange rates are gradually shifting to add to price pressures inside the USA. Whats more the Fed finds it more difficult to raise rates while inflation picks up so a tariff would add to inflationary pressures and lower consumption in the US.
