Right wing or left wing government designations were meaningless as governments of different persuasions acted decisively to provide direct and timely help in US, Europe, and India. ...

This WSJ report shows how older boomers holding onto larger homes for retirement and aging in these homes is worsening the supply of housing. Including for younger boomers who are in their 50's and who because housing is less affordable or because of a life event or healthcare costs are facing a high rate of homelessness. Rachel Reeves is Shadow Chancellor in Britain, that is a way of saying Finance Minister when Labor currently in the Opposition forms a new government. Speaking at the Peterson Institute for International Economics in Washington DC she says how Labour will bring about a transformation of Britain's economy with ambitions that borrows from and matches what Biden is doing in the US, and Scholz in Germany. This is very different from anything Britain has seen in its history. The Labour government of Clement Attlee made some institutional changes such as setting up the Bank of England as Britain's central bank in 1946, creating the structures that would help workers and families and the British economy recover from the war, and declaring in parliament that Britain would leave India by June 1948. Blair's response to the Thatcher government did not rival the changes brought by Attlee by any comparison. What Britain following the US is facing today is an FDR or Attlee moment because of the scale of changes needed to create an American or British economy that matches the aspirations of the people, and creating a meaningful role in the world economy and supply chains. Investments have to be made in public goods such as renewable energy, health, education and transportation infrastructure that have no parallel in history including that of FDR or Attlee. Biden is investing on a scale that is designed to overcome two decades of neglect of infrastructure and public goods such as education, health care, and public services. The same is true for Britain. The OECD spelled out how the minimum tax implemented in the European Union, UK and South Korea will interact with the US tax system. Under the minimum tax system negotiated by Janet Yellen of the US nations agreed to adopt the 15% tax on their home country companies. France for example would require a French company to pay at least 15% on its operations in the UK, US, or anywhere else.

Most of the $300 billion in Russian assets are frozen in Europe and Europe does not want to violate international law to take over the assets. The world is too dependent on one semiconductor manufacturer, Taiwan Semiconductor Manufacturing Company, TSMC. Companies in Taiwan make 65% of the dollar value of the world's chips. How did this happen? It poses a threat to the US and to the world economy. Finally the US is making an effort to correct this. The European Union already has plans to produce 20% of the world's next generation chips in 2030. Intel plans $20 billion investment for 2 chip factories in the US. Only months earlier this report in WSJ says Intel president Bob Swan was giving more contracts to TSMC for next generation chips.  It shows how much the pandemic has changed views on supply chain security. Intel ousted Mr. Swan for missteps in relying too much on TSMC as this dangerous policy became evident during the pandemic. Such was the culture that existed before the pandemic on supply chains, on investment allocation, and related issues. As a single semiconductor factory can cost $20 billion, the Biden administration is getting involved with Congress to rebuild America's semiconductor industry and independent supply chain. TSMC is built on subsidies from Taiwan government. Morris Chang founded TSMC in 1987 after studying at MIT and working 30 years at Texas Instruments. At founding half of the investment for TSMC came from Taiwan government. The US to rebuild will require the government to support the chip industry in many ways. In this sense the US manufacturers who ceded manufacturing to TSMC were shortsighted- AMD, Intel, Qualcomm Apple. They without realizing it built the model on which TSMC would thrive and invest and grow. Take just one example- to meet Apple's first order TSMC spent $9 billion with 6000 people working round the clock to build a factory in 11 months. Yes Apple did not have to worry about chip manufacturing and quality by contracting it out. Yet over the years it was ceding the manufacture of the most important chips in its products to an exclusive supplier. It was also ceding away the technologies that went with it. Americans were told not to care by the best universities and professors, by economic departments and scientific educational institutions for two decades leading to the situating facing America today. Meanwhile Taiwan is supporting its chip industry even further as it relies on the chip industry to provide protection in its struggle to maintain its independence from China. A situation no American manufacturer understands or had planned to create, but is now left to the Biden administration and president Biden to solve. After twenty years of unchecked capital allocation and investments by the leaders of American manufacturing based on an inadequate and incomplete understanding of the role of manufacturing and manufacturing technologies in the life of America since its founding two hundred years ago, president Biden faces the task of restoring confidence in America. And this at the time of a pandemic that has taken hundreds of thousands of lives.      ...

The head of the Germany Program at Institut Montaigne in Paris, France, Robinet Borgomano looks at the renewal of German society under the ideas of "respect" put forward by Olaf Scholz of the SPD party. What does Olaf Scholz see as the main issue of our time? - Borgomano says it is the disintegration of European and American societies under the combined effects of technological progress and globalization. Where does Scholz get his ideas of "respect" for workers and families? Isn't Mr. Biden sharing the same ideas in the US? The SPD party got its start at the Bad Godesberg Convention in 1959 when it embraced the idea of a social market economy as a party of the people. Wily Brandt as chancellor from 1969 to 1974, whose personal struggle against the Germany of World War II was based in the Nordic countries, embodies best this renewal aspect of the SPD. Scholz sees his role as renewal of Germany, Europe, hand in hand with Mr. Biden's renewal efforts in the US on the same basic ideas of respect of the dignity of the worker and families that in Germany were seen with Wily Brandt and in the US with Harry Truman who followed FDR. Scholz rejects the overemphasis on the of merit in German society, European society, or American society, in the way it has taken shape in the last fifty years. Scholz cites Michael Sandel's Essay "The Tyranny of Merit" rejcting it because it makes a case for inequality based on merit, on capital allocation on an implied idea of merit of free markets managed in damaging ways for personal interest. It is wrong because it robs the worker and families of the basic dignity that is the right of every individual and of every person. It is wrong because it makes a false justification for growing inequality, and makes those who do not succeed feel that it is their fault. Meritocratic elites have made the idea that those who work hard and play by the rules get all the benefits and wealth even if the rules were first set in a way that benefits them alone. When these rules become implicit they are rarely questioned as happened in the period after 2000. It is not just in Europe and America that this happens, and not just in the 20th century.  Strange but true- During the 1850's in the heyday of industrialization in Britain the Ethnological Society of Britain justified the inequality between the British and Indians in the British Empire by saying Indians were inferior in exams and did not have the motivation or the aptitude and energy to excel in the way British students did. Dadabhai Naoroji, the first Indian member of the British parliament in Mr. Gladstone's Liberals singlehandedly took up the job Sandel and Scholz and Mr. Biden are taking on today to restore the respect of workers, farmers, and families in America and Europe and in all parts of the world. Sandel goes on to say what Scholz has heard clearly- "the parties that made the offer of upward mobility to workers and families have missed the insult implicit in it to a large number of working people." In a way it is going back to the roots, to the founding fathers in America who said in the 18th century that "all men are created equal and they are endowed by their Creator with certain inalienable rights, and among these are life, liberty and the pursuit of happiness," -nothing less.   ...

Krugman in the NYT describes the dangers of plutocratic power to American democracy. When exercized by the Murdochs, the Elon Musks, the Harlan Crows of this world. He cites presidents who are Republican and broke up the large oil companies in the 1900's, Theodore Roosevelt (1901-1909) who warned about "a small class of enormously wealthy and economically powerful men, whose chief object is to hold and increase their power." This is happening with the power of the so called Tech companies today and both parties seeking to break  up the Tech companies.  Then there is a Democratic president from this period Woodrow Wilson (1913-1921) who followed Theodore Roosevelt. Wilson says- "If there are men in this country who are big enough to own the government of the United States, they are going to own it." Theodore Roosevelt fought political machines such as Tammany Hall in New York as well as Rockefeller's Standard Oil Company. Wilson, a professor from Princeton, continued this tradition by protecting the working class of that time through his New Freedom campaign in 1913.  As a professor Wilson wrote the textbook The State used in colleges of that period, which set forth for the first time the basic idea of the state that we see today- "that forbids child labor, supervises the sanitary condition of factories, limits employment of women in occupations hurtful to their health, institutes official tests for the purity or quality of goods sold, that limits the hours of work in certain trades, and by a hundred and one limitations the power of unscrupulous or heartless men to outdo the scrupulous or merciful in trade or industry." Both were progressive Theodore Roosevelt and Woodrow Wilson. Wilson under his New Freedom platform for the 1913 election, asserted that it was the task of government "to make those adjustments of life that will put every man in a position to claim his rights as a normal human being." What president Biden is doing today is closest to what Wilson and Roosevelt were trying to achieve, and what Modi is doing today in India is also closest to what Wilson and Roosevelt were trying to achieve. In 1913 Wilson won 42% of the vote, Roosevelt 27% because of a split within the Republican party with Robert Taft. Wilson proposed breakup of oil companies to provide a level playing field for all companies. Similar decisions are being considered by president Biden today for Tech Companies. The future of both the US and India is being decided in these difficult times after a pandemic and in the middle of a European war, and a supply chain overconcentrated in one country in Asia. Wilson's idea "to put every man in a position to claim his rights as a normal human being," is being set forth by president Biden through the word "dignity," by Modi in India as "sab ka vikas, sab ke sath" (development for all, with all). The Greens and SPD's Scholz also set forth this idea as "dignity" for the worker for Germany.   ...

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

Most people recall the divided barricaded border with watchtowers and helicopters with extreme anguish. All that was dismantled long ago. But Northern Ireland still looks to the outside for help. Starmer attributes his decision to go into politics to this experience seeing the changes he could make in Northern Ireland from the inside. On top of this the Venezuelan economy completely collapsed leading to an unanticipated migrant surge. Only FDR and Lincoln faced so many huge challenges and tackled them one by one. After the Biden executive order closing the Mexico Border following 2500 illegal border crossings a day there remains the challenge of increased funding for DHS Border Control for Asylum processing officers and immigration judges, so that the intent of the executive order can be implemented effectively. Making the claim of asylum requires being in the country, a process that provides an incentive to cross the border from Mexico. Bipartisan legislation is required as the duty of Congress to address these immigration problems so that the Border issue does not become one on which all other problems facing the US can be put on hold and not tackled making the US fall behind in development, infrastructure, climate change action, education, supply chain, and health care, resulting in reducing the standard of living in the US.

This report in the NYT looks at the support for the AfD stalled at about 11% nationwide but closer to twice that in East Germany where years of neglect have led to voters shifting to far right parties. The view is presented that there is a core hard right of 10%. Yet it ignores or prefers to overlook what happened in the east which provides the real clues to what happened, so that future policy could be designed to address social goals in a way that never happened in Germany. This is in line with developments in China where president Xi is addressing social goals after years of tech and infrastructure expansion that neglected rural areas and urban poor. It is in line also with the same action taken to address social goals in US president Biden's $3.5 trillion workers and families plan. Social Democrats under Mr. Scholz and a younger generation represented by the Greens have the same challenges facing them to come up with the plans to correct these problems in Germany and with a plan designed for the neglected eastern part of the country. Helmut Kohl pushed for reunification of Germany. With the collapse of the Berlin Wall the momentum was set for this to happen. Yet looking back over that period since 1990, German chancellors and administrations for three decades from both CDU and SPD have failed to invest and create opportunities in eastern part of Germany. It makes German reunification an empty concept looked at from outside. The previous administrations including Kohl and Merkel relied too much on market capitalism to do what it has been shown not capable of doing- tackling social goals and economic crises, much less  political storms such as creation of GDR following Soviet army entering Berlinin 1945. Much commentary on the issues in east Germany show people there left to themselves after mass migration out of the east to the west leaving older people and pensioners in the east, and a sense of being ignored or forgotten. US president Biden said today in ther UN General Assembly- "Our shared grief is a poignant reminder that our collective future will hinge on our ability to recognize our common humanity and to act together." And he went on to say the next ten years to 2030 "will quite literally determine our futures."  The Social Democrats under Scholz and the Greens under Baerbock and Habeck have to come up with plans and programs that will increase ease of living and opportunities for a thriving eastern part of Germany, after the failures of market capitalism in its unregulated form during the Merkel years and predecessor administrations. ...

Skepticism about democracy is highest among people with less education and income. This is why the author of the study Handrych is concerned about social cohesion. Nationwide 16000 childcare providers closed their doors across 37 states in 15 months of 2020 through March 2021. This reduction of tax expenditures was recommended by Simpson-Bowles deficit commission and Republican advisor Martin Feldstein, with more money raised under their proposals than the current proposal which follows the Pease format. Under the Pease limits named after a Congressman who proposed this in the 1990's, 3% of the amount above the threshhold income is deducted from the total deductions. Feldstein's proposal limited deductions to 2% of adjusted gross income. Romney offered a plan to limit deductions to $25,000.
