Building the large LNG terminals to get gas in its liquid form from Canada, the US and Qatar, is essential for Europe as it is expected that Russia will cut off gas supplies this winter. Germany needs three large LNG terminals on the Baltic Sea.  About 1.6 million tons of weapons and explosives were dumped into the North Sea and Baltic Sea after World War II. The problem is most acute near Germany as Allied Commanders ordered the destruction of German explosives after the war. Mr. Macron is beginning to listen to young voters says this report in The Guardian, yet after this election is over it says he has to do some profound rethinking. The abstention rate of 40% for young voters under 35 should be deeply disturbing. Too much power is concentrated in the presidency and little in parliament, it is true, with Macron's aloof style making things worse. Yet for young voter to say they are indifferent to a vote for Macron or Le Pen shows that Macron has much to do to win the trust of younger voters. Many are conservatives yet they are not finding a home in the new Republican party that has shifted from what it was before to look very different from before the 2009 financial crisis. The gradual disappearance of manufacturing in America as it was shipped overseas and the damage to communities built around it, the neglect of rural areas, the spiralling cost of healthcare, were already ripping apart the social fabric, only to be hit with the 2009 financial crisis from banking mismanagement and greed. The social and economic fabric which was next hit by the pandemic is only now recovering under president Biden. The Trump one term with all its good intentions failed to deliver on infrastructure and rebuilding manufacturing. The Biden work is a work in progress yet of a scale that America did in the 1950's to become the dominant nation after World War II through Truman, Ike and JFK. ...

This report in WSJ says 4 months before becoming China's president in 2012 Xi Jinping issued a Communist party directive as head of the party committee overseeing the former British colony. The directive cautioned officials about a growing separatist sentiment in Hong Kong. It said "we must dare to struggle and be good at fighting," a retired official describes as Xi's approach. Another facet of Xi's views on Hong Kong are that his father as a party leader for the southern province of Guangdong in 1978 to 1980 near Hong Kong was the first after the Cultural Revolution to set up ties between the mainland and the British colony of Hong Kong. China was experimenting with a different model for the economy and Xi's father set up the early links with Hong Kong so that the flow of economic refugees from mainland China to Hong Kong could be reduced and the gap in living standards could be narrowed. He set up the first "Special Economic Zone" and met delegations to start the Sino-British talks on Hong Kong's future. Xi Jinping grew up in the turmoil of the Cultural Revolution. His father Xi Zhongzun, was jailed in 1962 in internal party struggles, and his family was persecuted during the Cultural Revolution that started in 1966. The Cultural Revolution that went on till 1976 ironically was an attempt to stamp out possible capitalist or imperialist influences from the colonial period and the opium wars with Britain. He was later rehabilitated under premier Deng. During the turmoil Xi with some difficulty was admitted to University after spending some years in the countryside. His father remained loyal to the ideals of the Chinese Revolution even though he had suffered from the internal party struggles, an experience remains a strong memory for Xi Jinping. It is as if the period is seen as a period of experimentation and failure for the party not for its ideals of China rising from the colonial period after its failure to engage with the world before the colonial period leading to backwardness. The unity of the country had to be maintained bringing Hong Kong and possibly Taiwan together with the mainland. Rejuvenation was happening and stability was essential for Chia to grow and emerge into the "China Dream" a word coined by Xi for its emergence in the community of nations as an equal to western powers after the colonial period of oppression and cultural backwardness. In this way he is different than other leaders before him who followed premier Deng who started the experimentation with markets and economic structures. The leader preceding him was party secretary in Tibet with a prime minister who was an engineer working on public projects, in sharp contrast to Xi who had the the sense of authority from seeing different phases of Communist party experimentation in his early years. The Bo Xi Lai incident during the transition before 2012 also influenced Xi. This was an attempt similar possibly to the attempt by Lin Piao under Mao to subvert Communist Party leadership into a new direction bringing China under Soviet influence after the break by Mao. Bo Xi Lai, a party secretary for an interior less developed region Chongqing, who rose from being Mayor of Dalien to governor of Liaoning province. Bo Xi Lai attempted to subvert the process operating since the Cultural Revolution of leadership by consensus within the party ensuring stability and continuity needed for development and pushing the trauma of the Cultural Revolution out of memory. He did this by seeking high party office for his own ambitions not for the party and China's interests that guided leaders after the Cultural Revolution. This incident and the period of two decades of growth of market economy had led to growing corruption and Xi was convinced that "corruption would doom the Communist Party and the State" and the resulting instability was bad for China. During this period in 2012 Xi Jinping said that it was necessary to remove "tigers and flies" who could endanger the party's ideals and the future growth and stability of the country.  About 10,000 party officials were removed for corruption, and the rule of Politburo Standing Committee immunity (PSC) of the party operating after the Cultural Revolution was removed. The PSC is the body that at the top of the organization structure that runs China. On Hong Kong Xi now believes that the problem is best tackled by the Hong Kong government not by intervening from Beijing. There is increasing perception in Beijing and Hong Kong that the local government, business leaders have messed things up, by getting into the habit of telling Beijing planners what they wanted to hear, and failing to communicate with the 7 million people of Hong Kong. These leaders are also in a bind because Xi believes that Beijing exercized "overall governance authority" over Hong Kong. A 2014 government white paper warns against "confused or lopsided perceptions" of Hong Kong's status, saying that its partial autonomy comes "solely from the authorization of the central leadership."     ...

The SNP Scottish party and the Liberal Democrats favor early elections and will push for this in parliament. The thinking is that both parties can do better in an election before Brexit is passed. A You.Gov poll for The Times shows only one person in five or 19% see the EU withdrawal deal negotiated by Boris Johnson as "a good deal." SNP, and Lib Democrats say this means voters will vote for parties with clear for or against positions on Brexit including the Independence Party of Nigel Farage. Barnier lays out austerity policies and cuts in spending. National Rally had 8 seats, after this year's election it has 125 seats in the National Assembly. Margarethe Lihotzky of Vienna, Austria, designed the first kitchen designed for the modern age by a woman for women. Ernst May started building homes on industrial scale after World War II for Frankfurt and had Lihotzky design this first kitchen that has stood the test of time. It was designed for the workers who came to the cities for work and for working class people.

After the Second World War Lihotzky played a role in the women's and peace movement and designed apartments and kindergardens. 

This Vienna based architect created the form follows function movement in housing that has remained ever since.

Kaname Harada, 98 years, was a Japanese fighter pilot during World War II. Here NYT's Martin Fackler provides this exceptional account of Harada's effort to remind each new generation since 1965 of the horrors of war, and why Japan should not forget the lessons of World War II. In 1965 Harada started teaching kindergarden children at a school he opened to help give a new Japanese generation the right values of peace. Since he retired he gives frequent public speeches on the values of peace, and how Japan has benefitted from the post war peacetime period. He reminds listeners about the horrors of war from his own experience shooting down 19 Allied aircraft from his Zero fighter plane, and being close enough to see the horror stricken faces of Americans in the other planes. Even at the age of 98, Harada's voice has vigor though he suffers from throat cancer. His message is that the best way for Japan to protect its children, and its children's children from war, is never to forget. He says the current generation of leaders were born after the war and have no idea what it is....

Political activism and grassroots efforts- other than street protests - are increasing in eurozone countries facing high unemployment and austerity cuts. The focus is on cleaning up the political system rife with cronyism, corruption and wasteful spending. Brat and Bjork describe one such effort in the town of Torrelodones, Spain, 18 miles from Madrid. Criminal investigations in many Spanish cities have increased public awareness and participation in local government. European Social Survey based in London, reports political activity of this kind in Spain jumped from 27% in 2008 to 39% in 2010. There is an increasing sense that the political elites of the two main parties, the Partido Popular and the Socialists have failed to bring clean government and transparency to Spain. As a result progressives are joining conservatives in an effort to clean up years of wasteful spending, cronyism and corruption in government. The Union for Progress and Democracy, representing an alliance of such groups would win 13% of the vote in a national election, and the ruling conservative Partido Popular would lose half of its support and get only 22.5%, according to independent Spanish polling firm Metroscopia. The new push for transparency is one of the welcome changes at a time of austerity cuts and 27% unemployment in Spain. Many of the perks of public officials such as chaeuffer driven cars and police escorts, contracts for favored few at higher prices, are out in many cities, and accounts made public for scrutiny and change. Transparency International's transparency index shows 33 out of 110 of Spain's biggest cities scoring top grades on the 2012 index, jumping from only one. Following the example of the regional government in Navarra, the central government is drafting the first open-records law. Castilla-La Mancha, the area around Toledo, run by a clean government advocate Maria Dolores de Cospedal from the Partido Popular has taken aggressive steps to clean up the local government and wasteful spending- see the link to Castilla La Mancha. Elections in December in Britain are rare, with this election in 2019 in Britain being the first in one hundred years. It also poses big risks. There is the flu season, the National Health Service being stretched to provide services, the weather, and voter turnout.  It poses risks for Tories and Labour, and Boris Johnson's bid for Leave seats held by Labour is a bold one that could turn out either way. Labour plans to run on a positive program of change and not just the Brexit issue. Johnson will campaign without being able to have Brexit behind him. The close association with Mr. Trump and Mr. Cummings brash style could also play a part in the election creating another level of uncertainty. Mr. Hammond, a leading Tory rebel says he is not sure if he wants to see the Tories win, adding another level of uncertainty. The SNP in Scotland hope to take Tory seats in this election and the Lib Democrats are campaigning on canceling Brexit altogether to get Tory Remain seats. ...

Michael Fathers reviews two detailed accounts of Mao's Great Leap Forward. From 1958-62 Mao launched an effort to industrialize China in its effort to surpass Krushchev's effort to surpass the U.S. and western nations in one decade. Yang Jingsheng's account in the book 'Tombstone,' is a result of decades of research to find what happened during this period. He lost his own father to starvation during this period when all Chinese agriculture was forced into communes with communal living and communal kitchens. The result were disastrous as agricultural production suffered badly leading to famines and loss of an estimated 45 million lives. The policy was continued even as the result showed a looming disaster by 1959. It was only by 1962 that Mao was forced to accept the failure of the program. As an editor of Xinhua news agency, Jingsheng had access to accounts of waht happened in provincial documents and archives. The other book reviewed is 'The Great Famine' by Frank Dikotter which provides an illuminating account of what happened in these years. Dikotter says the final responsibility rested with Mao for calling for higher grain deliveries from the countryside at the height of the famine and for continuing the policy of force and coercion leading to starvation- he quotes Mao who said: "It is better to let half the people die so that the other half can eat their fill." The truth about this period was hidden by propaganda and the mistake accounts of westerners who visited China including Francois Mitterand till the 1990's. Jasper Becker, a former correspondent in China for the Guardian, gave one of the first accounts of what had happened in "Hungry Ghosts: China's Secret Famine" (1996). What shocked readers was the extent of the dead, the violence, and the fear of speaking out even after 30 years. The fear of speaking out is evidenced in the pen name Mo Yan of the Nobel prize winner in Literature for 2012 which means do not speak out in Chinese because his parents were from a more affluent farming family in the village. Mo Yan uses animal and fairy tale characters and Chinese history in his novels and stories including his effort to describe the behaviour of arrogant local officials. The chronology of this period also tells a story. China's Communists took control in 1949, the famine and violent repression to establish the commune system occured in 1958-1962 only 8 years later, and the Great Proleterian Cultural Revolution was launched by Mao in 1966 and was to last a decade till his death in 1979- a period which saw a new effort of upending of China's countryside to establish communism....

French parliamentary election first round results show Macron's party neck and neck with the left parties bloc led by Jean Luc Melenchon. Melenchon is shown in polls to be slightly ahead. The second round of the election is on June 19. Macron is unlikely to have a majority and may need the support of the centre right Les Republicains. The voter demographic of the Macron party and the Les Republicains is older voters, centre right, who tend to vote in larger numbers than younger voters. Voter abstention is high with 48% of the voters having voted in the first round and shows deep voter dissatisfaction with the political elites in France. Before Macron two one term presidents led the government- Sarkozy of the Les Republicains and Hollande of the Socialist party. Macron was Economy, Industry and Digital Affairs minister in the Socialist party Hollande government before he formed his own party in April 2016 months before the election calling for a revitalization of French politics away from the two leading parties. His party was named Le Republique En Marche with younger people not connected to traditional parties.   Macron won a second term with the help of Mr. Melenchon's socialist supporters. Melenchon called for not a single vote for Marie Le Pen the far right candidate in the second round of the presidential election. Melenchon and Marie Le Pen were neck and neck in the first round.  Within Macron's party Louis Philippe a popular prime minister leads a faction that Macron will need to negotiate with in addition to Mr. Melenchon for parliamentary support. There is also a situation of cohabitation that would happen if Mr. Melenchon wins a majority in the National Assembly. Melenchon says the results in the first round "offer an extraordinary opportunity for the destiny of the common homeland to defeat the disastrous politics of the majority, of Macron." In 1997-2002 France went through cohabitation with the president and prime minister from different parties. Lionel Jospin was prime minister with Jacques Chirac as president. Yellow vest protests in 2018, gilets jaunes, were a result of increase in automobile fuel prices and the cost of living, and the general sense of dissatisfaction with policies of president Macron that were seen as not favoring workers and families finding it hard to make ends meet. The working class vote and vote of younger people is evenly split between the far right of Marie Le Pen which does well in rural areas, and the socialists under Melenchon in working class districts of larger cities. In providing support for the European Union and traditional French foreign policy, Macron and the socialist parties have common ground compared to the anti- EU policies of Le Pen resulting in votes cast for Macron that were really for melenchjon in the presidential election in which Macron secured a second term. Cohabitation then offers the popular alternative for a prime minister such as Melenchon for domestic policy and a president in the form of Macron for foreign policy at a critical time for Europe with the EU response to Russia including the embargo. ...

It is important to remember that FDR and Harry Truman won in North Carolina by huge majorities, so did Adlai Stevenson, John Kennedy, LBJ. In fact going back to Woodrow Wilson in 1912 and 1916. Democrat Josh Stein, Attorney General elected in 2020 and Republican Mark Robinson, the Lt. Governor are very different candidates for governor in North Carolina. Rory Cooper, a Democrat, who won by 4 percentage points is not running after two terms as popular governor because of term limits.  Cooper's focus has been on education, ease of living, infrastructure and clean energy. North Carolina has one of the largest rural populations in the country with one in three being rural with new out of state residents settling in the suburbs. In recent years it has generally voted for a Democrat as governor and Republican for the legislature. Only in  elections since 1980 except in 2008 it has voted Republican for president. In 2024 it is expected to be a swing state. If elected Robinson would be the first black governor of North Carolina, Stein the first Jewish governor.   ...

Tariffs in the US for European goods are low, only 2.5%, compared to 10% with other countries, so low that free trade doesn't mean much of anyhting these days. Add to this the angst of free trade and globalization creating marginalized communities that depended on manufacturing in the heydays of the period after World War II for three decades till the eighties. With British Foreign Secretary Liz Truss present during a visit to New Delhi, India's Foreign Minister S. Jaishankar says the western talk of sanctions "looks like a campaign." 

"If you look at the major buyers of Russian oil and gas you will find most of them are in Europe. We ourselves get the bulk of our energy supplies from the Middle East, about 8% of our oil from the US in the past, maybe less than 1 percent from Russia,"  said Jaishankar. He said in March Europe had bought 15% more oil from Russia than the month before. And he does not see this changing in coming months.

France and Germany agreed to begin talks on a common nuclear umbrella in Jan 1997 as reported here in The Washington Post on Jan 25, 1997. 

The post cites Le Monde- "Our two countries see themselves exposed to the same risks. We are ready to open a dialogue on the role of nuclear deterrence in the context of European defense policy." Says the document signed by Germany's Helmut Kohl and Frances Jacques Chirac on Dec. 9, 1996. France had clashed with the US under De Gaule and De Gaulle had pursued an independent nuclear deterrent. Chirac took up this stance in 1996 with nuclear tests in French Polynesia and offered to share its nuclear deterrent with Germany.
