GM stock was trading on the New York Stock Exchange at $29.97 on April 18, 2011. It has dropped from the $33 a share IPO in November 2010. To breakeven the U.S. government would have to sell its stake in GM at $53 a share. The government is planning to sell its stake in GM this summer according to informed sources. At the current price this would mean the government would take a loss of $11 billion. The IPO in November reduced the government's stake from 61% to 26.5%. Higher gas prices have reduced sales of trucks and SUV's and the sales incentives in January and February 2011 are expected to reduce earnings.

Yuen Yuen Ang presents the view that China is an autocracy with democracy characteristics. Her view of Xi is conventional reflecting contemporary ideas. Yet Xi was profoundly influenced by his father Xi Zhongxun and mother Qi Xin, revolutionary heroes in the fight against the British, Japanese and Chiang Nationalists which shape his view of the world. Zhongxun also shaped the response to the struggle for modernization after failures of the Maoist period, in efforts he made under Deng. In this sense he adapted to different conditions. The experiment with capitalism and a new generation with no memories of the past meant to Xi and other Chinese leaders that everything that an earlier generation (his own parents) had fought for in the struggle against the British and Japanese invasions could be lost quickly, if China was allowed to fall into the kind of corruption and self-seeking leaders that marked the Chiang regime of the 1930's. This led to the effort to consolidate the gains of the Chinese nation made over 2 centuries since the rise of the British in Asia in 1800, with Xi seeing no choice but to take responsibility and the initiative as his father Zhongxun had done in the 1930's and 1940's to breakout of isolated regions in the north of China. The sudden shift to adapt to open covid policy is also apparent from Zhongxun's ability to adapt to and lead the changes after Deng's experiment with a market economy. A report by Rohan Premkumar in the Hindu on Jan 25 on a British sub-jail in the Nilgiri hills of Tamilnadu shows prisoners from the Opium wars with China sent to this jail by the British. Xi Jinping visited Hong Kong in 2017 and again this year. Jinping wanted to see Hong Kong integrated with mainland China after years of British rule and a transition period in which control remained with Beijing. It could be said that the speed of China's integration with the economies of the US and Germany allowed by Clinton, Bush, Obama, Schroeder  and Merkel may have unwittingly determined the duration of the transition to integration with China from 50 to 25 years. In 1997 China was just beginning the transition to a market economy- 50 year seemed a long distance away.  The Clinton, Bush, Obama and Merkel years accelerated China's integration into the ports of Los Angeles and Hamburg for manufactured imports at a breathtaking pace eventually leading to the collapse of the relationship as American and European workers were ignored and communities depending on factories in parts of US and Europe were thrown out of work. With it collapsed the arrangements of Hong Kong as China by 2022 was economically already where it thought it would be in 2047. Shenzen region's economy's size exceeded the Hong Kong economy. China no longer needed Hong Kong as a entry point for foreign technology and capital. Hong Kong had lost relevance as a city state from the British period with British values for sons of the veterans of the Communist revolution of the nineteen thirties and forties, one of whom was Xi Jinping. ...

President Trump extends the U.S. lockdown for social distancing till April 30, on the advice of health experts. China meanwhile resumes industrial production and schools reopen. Factories, offices and retail outlets were shutdown for 2 months nearly nationwide in China. The U.S. has a social distancing lockdown not a complete quarantine of hotspots such as New York, New Jersey. Mr. Trump planned to quarantine New York but faced opposition from the governors of New York and New Jersey, including possible legal challenges. U.S. governors have acted imposing travel restrictions to their states from hotspots in other places in the country, forcing people traveling to self-isolate, stopping vehicles with out of state license plates and asking them to stay away. The U.S. cases have jumped from 100 in early March to 143,000 as of March 28, 2020, and 2514 deaths, according to John Hopkins. New estimates from president Trump and his team of experts are for the peak to be reached by April 15, and recovery gradually taking place by June 1, 2020. Based on the timeline in China shown below the time from the first set of 27 cases by December 15 to March 28 when China's factories were back to work and schools reopened across the country, is a period of 75 days. Based on this president Trump's timeline of June 1 for recovery has some foundation. China quarantined strictly compared to the U.S. yet in the early days it had no warning which the U.S. had in particular from Italy. The Trump administration by extending social distancing and lockdown restrictions till April 30 without a strict quarantine of the East coast areas yet with states outside imposing their own restrictions for outsiders, is doing what other countries such as China, South Korea, have to control this epidemic. The first coronavirus case was reported on November 17, 2019 according to the South China Morning Post, By December 15, the number of cases had reached 15. As Turkey's trade ties with the other countries in the Middle East and Asia increase there is less support for joining the European Union. In 2004 12.5% of Turkey's exports went to the Middle East, today this is up to 20%. This figure is expected to increase after the Arab Spring and new economic opportunities in the region, according to one business group leader. Turkey's exports to Europe in 2010 were about 56%. As Cyprus takes the rotating presidency of the European Union in July 2012, Turkey plans to boycott the presidency and freeze negotiations. In 1974 Turkey invaded Cyprus and set up a rival government in the Turkish part of Cyprus. The talks may be abandoned if no progress is made by 2014, according to Turkish officials. Turkish public opinion is also shifting away from favoring joining the EU. Surveys by the German Marshall Fund show 38% of Turks saw membership as a good thing in 2010, compared to 73% in 2004.

President Biden's initiative in getting together countries was to think of new initiatives as the lessons for democracy have to be relearned by every new generation anew.  The appointment of Mr. Gurbir Grewal can only be seen in this light as Mr. Biden's initiative for democratic processes that work for families and American workers. Gurbir Grewal who takes the top job of making the correction America needs is straightforward about malefactors in finance and banking- "We can't arrest them. We can get them out of the industry." Gurbir Grewal is the the new director of the SEC's enforcement program after serving in difficult jobs in New Jersey and NY state, first as prosecutor and then as Attorney General of New Jersey.  Democracy can be shattered as much by hate crimes as by financial crimes. Either way families and working class families in the US are affected, as are minorities and the less well off sections of the community affecting the credibility of the commitment of the well off to honest governance and to fairness. This credibility was severely damaged in the 2009 financial crisis and the situation continues to this day. To understand first hand by being in the shoes of families and workers, minorities and the less well off, gives Gurbir Grewal the courage to take on this job. He told the New York City Bar Association that Americans have grown cynical about how business and government agencies interact- "the perception that we, the regulators, are failing to hold them appropriately accountable, or worse still, the belief by some that there are two sets of rules."  Mr. Biden can see that if anything can make democratic processes lose even more credibility with the people is when new administrations fail to act.
