This editorial in the WSJ says the reinterpretation of Article 9 of the Japanese Constitution to allow collective self-defense in no way brings Japan back to its militarist past. It reminds readers that Prime minister Abe faces the Japanese public's skepticism as a majority of Japanese in polls show they do not favor the collective self defense interpretation. The New Komeito party in the coalition government also restricted the interpretation. South Korea's reservations have also to be considered by Japan. The revised interpretation lets Japan fill some needed changes in its role in the new situation where China has taken a more assertive stance on territorial issues in Asian waters near Vietnam, the Philippines, Japan and South Korea. In this manner the restricted interpretations lets Japan fulfill a role necessary for the U.S. to continue its presence and strength in the Pacific and Asian waters needed to maintain peace in the region.

All sectors of the U.S. economy see an increase in hiring, including retail, transportation, healthcare and manufacturing, as the economy adds 288,000 jobs in June, according to the Labor Department. Manufacturing added 16,000 jobs, transportation 17,000 and the public sector increased jobs by 26,000. Hiring also picked up for high school graduates compared to the poor record in 2013. In 2013 one Barclays economist says the jobs for high school graduates at this point were declining by 16,000 a month on yearly basis. He says employers are now adding 29,000 jobs for high school graduates a month in 2014. The unemployment for high school graduates declined to 5.8% in June 2014, for persons with some college education or an associate degree 5.0%, for college graduates 3.3%. Barclay's estimate is that the U.S. added an average of 231,000 jobs a month for the first half of 2014. The inflation rate remains at about 2%, giving the U.S. Fed more flexibility in setting rates to support jobs growth. The lower unemployment rate of 6.1% understates the underemployment, as a more accurate measure of employment which includes people working part time because they cannot find jobs is at 12.1%. The proportion of Americans in the labor force is also at a 36 year low of 62.8%. These two indicators for unemployment, unemployment including people working parttime, and the proportion of Americans in the labor force, combined with inflation, are the main indicators Fed chairmam Yellen is looking at....

Jakab's discusses the difference betwen the ADP estimate for jobs added and the Labor Department's figures. ADP numbers had a wide divergence with Labor Department figures for 2011-2013. ADP now uses a different methodology to more closely track the government numbers. For the last five months ADP numbers came out lower than government figures by an average of 32,000, says Jakab. ADP estimate of private non-farm jobs growth is 281,000 for June 2014. A WSJ survey of economists shows nonfarm payroll jobs growth for June at 215,000. In 2010-2011 ADP numbers vastly overestimated the number of jobs created.

Responding to questions about bubble actvities in the economy at an IMF question and answer session and discussion with the IMF's Christine Lagarde, the U.S. Fed's Janet Yellen says she prefers to depend on regulation tackle this problem. Using interest rates as a tool would lower growth. "The potential cost, in terms of diminished performance, is likely to be too great to give financial stability risks a central role in monetary policy decisions, at least most of the time," said Yellen.
