Household debt levels declined in the U.S. to 108% in 2014 for ratio of total debt to disposable income, returning to levels in 2003, according to the U.S. Federal Reserve. The level reached a high of 130% for the U.S. in 2007. The reached a level exceeding 150% in Canada for 2014, which combined with decline in oil revenues with lower oil prices puts additional stress on the Canadian economy. In Japan the level has declined to 125% in 2014. France is close to the U.S. level, up significantly since 2003. Germany's ratio declined significantly to about 90% in 2014. In the U.S. consumer credit levels were up 2.3% in the 3rd quarter as credit for consumer purchases such as autos and appliances increased. Credit for home mortgages increased only slightly by 0.1%, as demand for new homes remained sluggish and banks imposed stricter standards following the mortgage crisis. U.S. households continued to pay down mortgage and credit card debt.

The U.S. Federal Reserve begins to scale back its quantitiative easing stimulus for the economy in December 2013. Ben Bernanke announced the Fed will cut back on purchases of Treasury and mortgage backed securities from $85 billion to $75 billion in January 2014, and gradually taper the purchases down to zero by the end of 2014. The Fed will also strengthen its plan to hold short term interest rates near zero to provide additional support because of weakness in the economy. This sets out a plan for the next two years with the first increases for short term interest rates not till near the end of 2015. This removes uncertainty in the economy and the stock market responded with a 1.7% increase after the announcement by the Fed fllowing a 2 day meeting. The Fed's announcement coincided with the Senate passing the Ryan-Murray compromise bill that provides an agreement between Republicans and Democrats on the budget, removing risks of a debt limit standoff in 2014.

A letter from 600 American economists to the Speaker of the House and party leaders in Congress outlines the case for increasing the U.S.minimum wage in 3 steps till 2016, with 95 cent increases each year taking it to $10.10 an hour and indexing it to inflation. This would help take the wages for the full year of 17 million Americans- most disproportionately women struggling to make ends meet, working age of about 35 years and older, and parents of small children- from $15,000 to $21,000 a year. Another 11 million who are just above the new minimum wage would benefit as companies adjust their internal wage ladder. The letter points out that negative effects on employment are little or none even at a time of weakness in the labor market. It says that instead there would be "a small stimulative effect on the economy as low wage workers spend their additional earnings, raising demand and job growth, and providing some help on the jobs front."

France's finance minister says the government will focus on growth and set deficit targets that will support growth. There is a feeling in the business community that France has reached the limit for tax increases. The government has given up the goal of reducing the deficit to 3% of GDP in 2013. The government says the deficit will be about 4.1% in 2013 and 3.6% in 2014. Economic growth is expected to be only about 0.1% for 2013, and 0.9% for 2014, lower than earlier forecasts. Muscovici has said the French are fed up with higher taxes, and he is looking for savings in spending. About 15 billion euros of savings are planned in the 2014 budget from ministry expenses and healthcare spending. Extra taxes of 6 billion euros planned for the 2014 budget will now be cut to 3 billion euros. To increase growth it is necessary to stabilize taxation and give business a clear picture for 2014-2015.

Mankiw is asked by astudent, why the banks lost 100% of their money if they invested in housing through mortgage securities investments, and housing prices went down only 20%. His answer was the crazy amount of leveraging the banks took on to make higher profits. He points to other changes in teaching Econ 101. The role of financial institutions, the effects of leveraging, the limits of monetary policy when interest rates are already at zero, and the challenge of forecasting. He says economists can't take the blame for missing the crisis completely. In saying this he is saying that economists have only to use what is taught in the classroom, and not use their thinking skills developed through the course of experience in the real world and their intelligence, curiosity and skepticism, all part of an educated mind. It requires some of these skills to tell a bubble when you see one.

The S&P speculative grade composite index shows that for the first time sine the crisis hit in October of 2009, high yield debt traded June 5, 2009 at 9.66 percentage point premium over comparable Treasurys. This is below the distressed debt benchmark of 10%, and shows how the credit markets are coming back to normal. High yield issuers, who pay a big premium over Treasurys to sell debt have had to pay at spreads which reached apeak of 17.54% in December according to S&P data. The retailing and auto sectors were the hardest hit in 2008. Merril Lynch has its own index which has not dropped below 10%, and which peaked at 22 percentage points in December. On June 4, Merrill's index was at 11.01 percentage points. The last time Merrill's index went above 10% was in 2002, and in 2006 before the crisis the index was at 2.41 percentage points.

Kadish says interest on the national debt is 383 billion dollars or over 40% of the national individual income tax revenues of $904 billion. This according to Treasury's Bureau of the Public Debt. THe COngressional Budget Offfice estimates the 2009 budget deficit to be about $1.4 trillion or about 10% of GDP. OMB estimates total government revenues at $2 trillion. As of 2009 the national debt waas $12 trillion according to Treasury. and OMB forecasts $9 trillion of projected deficits over the nexxt 10 years. This means the natioanl debt could reach $21 trillion by 2019. OMB projects $13.5 trillion of revenue increases over the next 10 years but this says Kadish is optimistic and minimizes the rise in interest rates from larger debt burden. In the light of this adding more social programs he says could lead to asituation of high interest rates double or triple the 2.9% now, on refinanced or new debt.

How the peg to the dollar creates two major problems for the Gulf countries, Qatar, United Arab Emirates, Saudi Arabia. First it means higher inflation in these countries, with double digit inflation in Qatar and the Emirates, and 5% in Saudi Arabia. Second it means policy inflexibility, monetary policy should be tightened when the Fed is easing. Monentary expansion is as much as 15 to 40% in the Gulf countries. There are 2 option one is a revaluation at a much higher exchange rate but this does not solve the problem of monetary inflexibility. The other is to peg to a basket of currencies including euro and dollar just as Kuwait has done. A shift to a peg to a basket of currencies would lead to diversification with these countries holding fewer dollars and would hurt the dollar. Saudi Arabia is reluctant to go with a different peg considering the dollars precarious situation but other Gulf countries may follow Kuwait.

With PG&E for distribution and Vinod Khosla's venture capital investment solar energy for about 10 cents per kilowatthour (kwh) is within reach using Ausra's technology and compettitve with cola based energy. Carbon is also going to be about 20% more expensive with higher environmental costs of coal based energy factored into the price as governments restrict its use. The plan is to go from a initial $47 million investment to a $400 million investment for a 100 megawatt plant. This technology could bring a promising future for solar energy and cut dependence on oil and coal, and help bring down oil prices and spur growth with cheaper and clean energy.

A report by the Bank of England suggests a more prudent approach for British banks by setting aside more reserves for losses on bad loans from past decisions. Mervyn King, Governor of the Bank of England, says the Financial Services Authority should talk to banks and tell them to look "more prudently" at their credit levels. King says current capital ratios do not provide a correct picture of the health of the banks. The report says capital ratios of Barclay's, RBS, Lloyds, and HSBC could be overstated by between 5 billion or 8 billion and 35 billion pounds. The goal King says is to restore confidence in Britain's banking system with a prudent approach.

The closing of Project Thunderdome, a project to provide national and foreign articles to 75 newsrooms of Digital First Media Holdings newspapers. The decision was made by private equity firm Alden Global Capital. Digital first newspapers include Detroit News, Denver Post and Salt Lake Tribune. The idea was to consolidate the newsroom. Alden Global Capital gave as the reason cutting costs, and local being where the revenue was generated. Typical of so much of what is written about the World Health Organization and its role in the pandemic, this podcast in the WSJ fails to quickly convey the critical function of the WHO as an early warning system the world has depended on, including China. The H1N1 epidemic originated in Mexico. Asian countries including China and India depended on very quick response from the country where the epidemic originated  in allowing entry into the affected area for experts from advanced countries such as the U.S. The global response was then coordinated across countries quickly with complete transparency. The head of China's CDC himself faced a problem with transparency with the provincial authorites in Wuhan. 1.    Fundamentally this quick entry was denied the U.S. Request by U.S. to China was made on Jan. 6 for U.S. team to go to Wuhan, quick permission was denied and given only about 6 weeks later on Feb 16. This delay is the crux of the problem for the U.S.. Taiwan confirmed human to human transmission on Jan. 1, the WHO was saying this was not clear as late as Jan. 14. These costly delays are what the U.S.  letter is about.  The head of the CDC China Gao Fu called Dr. Redfield head of CDC in the U.S. on the next day after he suspected Wuhan provincial authorites were vague about what was happening. Gao Fu was alarmed when scanning the internet on December 30, 2019, about rumors of a vaguely worded lung disease in internal memos of Wuhan. He called Wuhan authorites and was not getting clear answers on that day, then deciding on December 31 to send his own team to Wuhan, as reported in German magazine Der Spiegel- Hackenbroch, Zand, 05/20/2020.  Der Spiegel says in its special report on the early period in Wuhan that Gao Fu was so alarmed about what was happening enough to be in tears in his series of calls with Dr. Redfield in the immediate days that followed. The date was shortly after the GAO Fu sent the team to Wuhan, December 31 and New Years Day 2020, as reported in Der Spiegel. She acted quickly and decisively and no time was lost. It is this failure of the early warning system under the new president of the WHO after 2017 Dr. Tedros that alarms the U.S.  with about 100,000 deaths.  3.  This failure it can now be said was partly a result of a election in 2017 for the position of WHO president which was flawed. This was the first time a WHO head, an important position was put up for an election. The Executive Board was responsible for this appointment since the founding of the WHO as part of the UN, based in Geneva, Switzerland, after World War II. This system worked. The election was clearly a bad process for appointing the president of the WHO which should be done entirely on the capabilities of the person holding this position not on a flawed voting process. It is flawed because India and Bangladesh hit by a cyclone during the coronavirus have suffered greatly, as have other countries, but had only 2 votes for 1.5 billion people, when Barbados (385,000 population) and Laos (7 million) which had less than one  hundredth the population had the same number of votes. The U.S. had one vote. The election resulted in lobbying and a process in which many candidates stayed away because they simply would not go through such a process. The position was too important to the world- most of the advanced countries had forgotten about the danger of epidemics to let this happen by 2017, as shown in the way the austerity years led to cancellation of the preparations for pandemic in France and Britain. The austerity years and neglect of public health during these tech boom years in the western world made it possible for this to happen. 3.   Along with the 1 month ultimatum action is already being taken to restore the effectiveness of the importance of the Executive Board. The head of the health ministry in India, Dr. Harsh Vardhan, has been appointed the new chairman of the Executive Board on May 22. This restores the voice of billions of people in Asia in the process, and brings the major countries with the greatest risk in a pandemic into the decision process for tackling the pandemic, this includes the rest of the world.     ...

India lags behind in the number of tourists visiting the country. Part of the reason was the lack of good infrastructure in the country. Indian Railways and new highways, modern river transport has opened up remote parts of the country from the jungles of Assam to deserts of Rajasthan, the mountainous regions of Kashmir, Sikkim, Bhutan and Ladakh, Arunachal, and the river regions of the Brahmaputra river and Ganges to tourism. Compared to France with 100 million tourists a year India has about a tenth of that.  Tourism is now seen as an engine for job growth as small handicraft industries can tap into the tourist market, hotels and restaurants can add to employment. The new budget for 2025-26 recognizes this by almost tripling the 95 million euros budget for 2024 to 283 million euros in 2025. Delhi with images of pollution is a distraction yet the tourist from Europe or America can find much to see in smaller towns and metros in the country from Buddhist and Vedic civilizations thousands of years old and recent history after invasions from Western Asia and Europe since 1600, and interesting cuisine, culture, language and regional influences. ...

"Hail to the Chief" was not performed when he entered the room. The Nation appreciated this as is so evident in the final tribute and the heart felt gratitude of the people of America. One sees little division in the Nation when it comes to goodwill for Jimmy from Thune and Johnson in the US Congress whose tributes speak louder than the politics. Senator Thune should know, he grew up in a two room home in South Dakota and understands simplicity. What difference does it make if he is  a Republican or Carter a Southern Democrat. ...

The Group of 20 finance ministers and central bankers meet i Sao Paulo, Brazil. On the side the BRIC countries finance minsters hold their first meeting. Brazilian President Da Silva calls for greater say for the BRIC countries and for countries like Argentina, Mexico, South Africa, Nigeria, S. Korea and other large developing country economies in shaping the new global financial architecture. There is extreme frustration in Brazil that all their efforts to build a better life for millions of Brazilians may come to nought, and the first real sustained growth in decades that came to Brazil may now be cut short abruptly with huge cost to millions or rural and urban poor, a fate shared by all the BRIC and other developing countries. Wall Street source of the crisis remains closed to the BRIC and developing countries in the sense that what goes on there is determinied by insiders from the G7 countries, but the severe consequences of a fallout in Wall Street on trade and credit hit these countries just when there was hope for millions to live a better life. Saudi Arabia needs current oil price of $60 a barrel to move up to $80 a barrel to balance its national budget. To do this OPEC needs to coordinate its oil production cuts with a group of 10 countries led by Russia that includes Mexico. These countries include countries in the former Soviet Union.  In December cuts of 1.2 million barrels a day were coordinated between the 2 groups to push up oil prices. Now the OPEC cartel plans regular meetings with the Russian led group to push up oil prices. Under a draft document an alliance between the 2 groups would last 3 years and include regular meetings. Earlier Prince Salman led Saudi government proposed replacing OPEC with a new group combining Russia and Saudi Arabia and the other countries in OPEC, yet giving most of the decision making power to Russia and Saudis. This was rejected by Russia and was received poorly by Iraq, Iran  Nigeria, Angola, Algeria. The Iraqis reminded Saudis that OPEC was started in Baghdad. ...

Chinese views on the India war of 1962 are shown at the Beijing Military Museum in a display effort "One Hundred Questions on the China-India Border Self-Defense Counterattack."  China's PLA on its 95th anniversary looks at the 33 day war and calls it a "counterattack." It also says China withdrew because its goals were accomplished of getting back the territory it lost since August 1959 to India, that on the Indian side "the decision making was in the hands of civilian officials who did not understand the military at all," and called it "chaotic." It also brings up the international situation that Russia supported both China and India in the conflict and India had the US on its side. It says PLA withdrew because of the difficulty of supplying the military in the Arunachal region at a great distance from China particularly after the famine that resulted from the Great Leap Forward. Today there is a clear chain of command and joint work by the Indian Air force and the Army, infrastructure to support mountain operations being built at rapid speed, and building of modern defense manufacturing capabilities for the airforce and army as shown at the Defense Expo in Gandhinagar, Gujarat, this week.  One of the first aspects of the border that one sees in the region is how close it is to large population cities and towns in India and how remote it is from large population towns and cities in China. In this sense China after the experience with Russian conflict before 1900, later a large Japanese invasion in 1931and 1937 appears to have responded to its period of semi-colonialism with an aggressive policy of extending its frontiers to regions that were throughout history acting as large buffers between India and China- such being the case of Tibet which was occupied in the 1950's leading to the war with India and a border dispute that had never existed before in history. Other aspects today are that in 1962 the PLA had fought the war against the Japanese and the war agains the Americans in Korea all within a 20 year period. In 2022 China has focused for 50 years on modernizing its economy. The supply chain in the Ukraine war showed shortcomings in the Russian army, and the difficulties of supplying forces at great distances. There is also the question of morale when it is about  miles of icy terrain at heights over 10,000 feet, thousands of miles away from major population cities and towns in China- for reasons of Russian and Japanese semicolonialism behaviour not to be found in regions that had never seen large armies in history such as Tibet or Arunachal or the Himalayan border regions. The distances tell much of the story- the distance from Shanghai, Shenzen or Beijing, to Tibet is over 4000 kilometers and the border region with India additional thousands of kilometers over some of the most rugged terrain on earth with only remote mountain communities existing in the most difficult environments.       ...

In effect the power vacuum created after soviet collapse was filled by a power grab by individuals and interests able to do so from the soviet era. These used the security people from the soviet era. Then came Putin and brought together most of the former security and intelligence officers from the soviet era that he was closely associated with especially those he knew from his St. Petersburg days under the FSB, and filled the power vacuum left by the exit of the socalled oligarchs or those who had captured chunks of the economic anf business interests. These economic and business interests were now brought back into government control.to serve what the former soviet era officials and officers see as the interest of the country and the public. How a new energy and environment panel created at the urging of democratic leaders and Speaker Nancy Pelosi is taking a stand on climate change and fuel economy standards for automakers. Democratic Rep Ed Markey of Massachusetts heads this panel. He is having to overcome opposition from Michigan Rep Jon Dingell who heads the Energy and Commerce Committee and who represents the interests of automakers in Congress. Right now the Senate has already passed legislation for a increase of fuel ecomomy to 35 mpg for all cars and light trucks with bipartisan support. Mr. Dingell is holding out in the House, by calling for economy wide legislation for climate change and for looking at the consequences of the Senate legislation more closely, moves that would put off any change for 1-3 years. Will Ed Markey be able to insert fuel economy standards into the energy bill that is now before the House?
