In the interests of a stable government and for rapid development in the state on an unprecedented scale the position of Chief Minister was given to a smaller party with 51 members in the Assembly of Maharashtra. The BJP party the larger party in the new coalition has 106 members in the State Assembly. Mr. Eknath Shinde was sworn in as Chief minister and Mr. Fadnavis of the BJP was made Deputy chief minister based on the understanding of leaders in the federal government in New Delhi on the best way to move Maharashtra forward as a leader in economic and infrastructure development in India. Maharashtra and the capital city of Bombay once the commercial capital of British India has a difficult history of post independence politics. With Nehru's Congress party giving way to George Fernandes trade unionism after 1967 and after 1986 a movement led by Bal Thackeray that sought to give local Marathi youth jobs preference in Mumbai. Lacking the capital, technology and the industrial expertise for development on an American scale, much of this political arrangement has failed to meet the growing aspirations of the young people of Maharashtra and of India. These reasons motivated the federal government to put more emphasis on the "karya karta" or "good worker" principle itself than on the position of chief minister. Much of the rapid development will take place under the leadership of the most competent IAS Indian civil service officers selected for the largest infrastructure projects and the leaders of Indian industry, making the old conception of chief minister redundant. The focus shifts to who can get things done to meet aspirations for Maharashtra 2030 and how it will compare with Uttar Pradesh 2030, or Tamilnadu 2030. How will Metro rail, Bullet trains and Semiconductor Parks, Logistics networks and Exports in the new supply chain the US and EU is setting up in Asia, how will all this look in the 3 states in 2030? This will become clear in 2023 as development accelerates to what India needs. ...

Wasn't immigration from Europe  one of the main reasons for pushing for Brexit by Brexiteers? UK left the European Union on Jan 31, 2020. So how has this changed since Brexit asks The Times of London? It may come as a surprise to know that Poles and Romanians who came to the UK before Brexit to fill low skilled jobs are are now replaced by high skilled Indians, Pakistanis, Nigerians, data from the Department of Works and Pensions suggests, and cited by The Times. And the numbers are large far exceeding by a factor of 3 the numbers before Brexit. Official data this week says The Times shows net migration hit 700,000 last year 2022 compared to 223,000 at the time of the Brexit vote. Three reasons are given. The first is that there is a surge in foreign students whose lucrative fees support British universities. Second one off schemes enabled hundreds of thousands of Ukrainians and Hong Kong Chinese to come to the UK. And the third the biggest reason is that the post Brexit regime issued 800,000 visas in its first year. This means that instead of less well off Europeans, more affluent Chinese, Ukrainian refugees, and better educated Indians and Pakistanis made their way to the UK. In any case a high rate of immigration took place, and one set of Eastern Europeans Ukrainians replaced another set from Poland and Romania. Brexit was essentially a serious distraction for Britain leading to three Tory governments. Had Cameron been honest and not used Brexit as a ploy to generate support the Tories could well have been replaced in a tight election after the austerity period. Instead Britain had four prime ministers and constant upheaval Cameron replaced by Theresa May, Boris Johnson, Liz Truss, Rishi Sunak. Ending up with the Tories and Britain in not a good place in where it matters- the economy, growth, health, education, and cost of living. Britain must now look to Labour for reviving the lives of workers and families, reviving the economy, fighting climate change, creating hope for the future. ...

Germany faces the possibility of a pandemic surge of the unvaccinated, something that is happening today in the southern United States.  For days the percentage of people that are fully vaccinated remains at 62%. Some vaccination centers are closed. A vaccination center outside the train station in Cologne offers passersby free vaccinations. Berlin's Social Democrat mayor Michael Muller is very frustrated. He says "I am now coming to a point where I think we have exhausted what we can do in politics."  At 62% the rate of fully vaccinated people in Germany is too low to prevent a surge of the Delta variant in the way that it has hit the southern US, and California. Vaccination rates of close to 85% are needed to tackle the risk of another surge in highly contagious delta variant. Not everyone remaining is die hard opposed to vaccines. The Robert Koch Institute estimate is that 5 to 10% of people are in that die hard category. The remaining 20-30 % are people who have various other concerns and fears, hesitancy, that may be changed.  The chairman of the World Medical Association Frank Ulrich Montgomery favors a vaccine mandate, what he calls a 2G rule, that should be introduced in Germany requiring vaccination to attend events, sports, restaurant visits, adopted nationwide. German government has rejected idea of mandatory vaccination of health personnel, that was adopted in France. Vaccination drives are regionally based. Some are ineffective such as the Deutsche Bahn train system vaccination drive for commuters that only had a few hundred doses of J&J vaccine and ran out quickly in Berlin. One prick J&J some say is better for vaccine skeptics. Vaccine skeptics think they may get away without getting covid infection. How does one get over this misconception? Others including members of the Greens party say vaccine needs to be delivered where people are- transit points, bus stops, doses offered in evening and early morning hours, trying new ways to reach people and inspire confidence. Germany now ranks behind France but ahead of Bulgaria in terms of vaccination percentage in September 2021, not a good situation. ...

 Americans in the southern states forget that president Kennedy made the famous statement about "a rising tide lifts all boats" in Arkansas, a poor southern state, saying that America must invest in all regions in people in all parts not just in well off northeastern states. In a handful of southern states expanding Medicaid to about $43,000 or 138% of the federal poverty level for a family of four is now being taken up by Republican leaders who show new openness- in Alabama, Georgia and Mississippi. Noah Weiland -of NYT looks at one particular battle -between Democrat Governor Laura Kelly in Kansas and Republican Speaker Hawkins- in Topeka, Kansas, where the fight goes on. Hawkins calling it the greatest Ponzi scheme devised and Kelly telling this reporter that she has included a work requirement so there is no excuse for not doing this. Republicans are coming around and so are states in other places. Missouri, Nebraska, and Oklahoma, states that lie next to Kansas have approved this through ballot initiatives. The point here is that in the years as America comes out of the pandemic there is and should rightly be a realization that this is different, that the children of low income families deserve as equal a chance as their higher income fellow Americans, that depriving them of good medical care makes America a weaker country. As Jerome Powell of the US Fed said in Stanford today about Kennedy's expression of "lifting all boats," it is just this that is needed today. It will be the No.1 election issue in Kansas in 2024, says Governor Kelly. The Republicans are also having second thoughts and are now just face saving. Consider that the Kansas Health Institute a research group, says 70% of the people becoming eligible for Medicaid expansion are working. Many are restaurant business workers who cannot provide proper medical care to children who form the next generation of America. And hiring in rural hospitals would expand for health workers instead of layoffs in southern states lifting financial strain on rural healthcare with additional Medicaid funds. Do you ever wonder how Japan keeps it streets so clean. There are no litter bins or street sweepers to be seen. This report in the BBC News looks at Japan's cleanliness ethic starting from school days for children growing up with the idea that clean is what you make happen with your own two hands and a broom. That is all it takes and a sense of personal responsibility infused into the culture from school days as children.  For 12 years of school life from elementary school to high school cleaning the school is part of the school routine for students. The social consciousness was developed in this way and children as they grow up learn to take pride in their cleanliness and in the cleanliness of their surroundings. This carries over to cleaning up the neighborhood.  In India's Swachh Clean India campaign their are street clean sweepers in addition to people themselves taking on the job of cleaning. This is ok for public facilities like railway stations underbridges and other public facilities, but for neighborhoods and schools making cleaning a part of the routine in schools is a good idea that needs to be universally adopted as part of Swachh India, Clean India campaign. This also holds true for all Asian and Latin American, African nations which could learn from the keeping the country clean efforts of Japan and more recently India. As India shows not having done this well before is no reason for discouragement, getting started and keeping it going, building public awareness and support is the key. This is particularly true for developing countries because it is easier to prevent illness and disease by increasing levels of hygiene and sanitation, saving hundreds of millions of dollars for large countries like India and Brazil, Mexico, Nigeria, for days and productivity lost. It also pushes countries to the next stage of development faster through infrastructure development and quality of public services, quality of life.    ...

I believe that resilient supply chains must be based on three pillar foundation of trust, transparency and timeliness, and I am sure that this framework will make these pillars strong and lead to prosperity, peace and prosperity in the Indo-Pacific region." Attracting large investments in India and other reliable partners in a new supply chain that shifts out of China are part of the Biden plan working together with Japan and South Korea. Investments directly into the US are also part of the same plan. Gina Raimondo US Commerce Minister says- "I would say, especially as businesses are beginning to increasingly look for alternatives to China, the countries in the Indo-Pacific Framework will be more reliable partners for US businesses." US National Security Advisor Jake Sullivan says the IPEF is intended to boost US manufacturing. By boosting US manufacturing and technological advancement with investments inside the US that directly benefit American workers and families the IPEF will serve the US and the free world in ways that will shape the coming decades to 2030 and 2040. Ed Finn, president of Barron's for 19 years from 1998 has observed the economy for decades and comes to the conclusion that the 2007-2008 banking crisis from Reagan style deregulation was the one principal factor the US economy and the people suffered from a lost decade that was extended to 15 years by the pandemic. This has ended under president Biden says Finn, with he says about 10% growth in S&P 500 every year since 2020 and expects growth at that rate for another 4 years under president Biden. What this says about ultra low interest rates is that it was bad for America and a result of the need for tackling the 2009 financial crisis. Interest rates need to be at the moderate level of about 4-5%, the level today, where savers are rewarded, retirees are rewarded, bondholders are rewarded, and excessive risk taking is penalized, says Finn. Moderate interest rates help mortgage holders and new companies start businesses. In short says Finn- this is the way a economy should be run. We were sold the idea of ultra low interest rates because no one wanted to talk about the bad effects of Reagan style deregulation that inevitably lead to lack of the financial oversight of regulatory authorites. Financial oversight by regulatory authorites needed for modern economies to run, whether this is the US, India, China, or any large European economy, it is an essential condition for stable long term growth that serves the needs of the people of every major economy in the world. The idea must be cast aside that economic policy must be determined by the swings in sentiment  every few decades in one direction to too little government from to too much government or reverse, and be determined by essential truths of how a sound and good economy is run. As the US enters 2024 what Powell a Republican, and Biden a Democrat, and the bipartisan group of Senators in the US Congress are saying is that we get it, and are with single minded determination making it happen. ...

Pakistan prime minister Imran Khan visits the White House to meet president Trump. Mr. Trump welcomes Khan and lauds the Pakistani leader as an athlete and a leader. He tells him trade deals can be struck, future was bright and flow of aid can be turned on. Trump makes a casual offer to help mediate the dispute between India and Pakistan over Kashmir, even though it is certain that nothing comes out of this, because of India's position not welcoming other countries doing any mediation. At the heart of this reconciliation is Afghanistan and president Trump's conviction that Pakistan can get the U.S. out of Afghanistan. Trump stated this- "I think Pakistan is going to help us out, to extricate ourselves. Pakistan is going to make a difference." The idea is that Pakistan can persuade the militants, the Taliban, into a face saving settlement that will allow American troops to come home. Mr. Khan in turn stated that Pakistan had given up its policy of using Afghanistan to give it "strategic depth" against India. The army would not go behind the back of the civilian government to conduct a policy of its own. Mr. Pompeo and Mr. Trump are impatient to get this done. The deadline of Mr. Pompeo is September 1 and talks continue between the Taliban and representatives from Afghanistan. The U.S. effort is handled by Zalmay Khalizad. How Afghanistan is governed in the future is not determined and Pakistan has a key role to play in making a sensible solution take place if it decides that something new has to be tried.  In the past U.S. governments from both parties lacked the ability to take a good hard look at the facts the origin and evolution of this dispute. To tackle it directly with a willingness not only to call it for what it is but also to give the other side an incentive to try new solutions. Peter Robinson of Uncommon Knowledge (Hoover Institution) interview with Robert Thomson, CEO News Corp. on March 29, 2014. Much of what Robinson has described in this interview comes out to be true. He says here in 2014 that anything Google touches it devalues. Thomson is saying that by aggregating content as an outsider this creates this condition of devaluing the content. Google and other social media companies are not creators of the content. The WSJ, NYT, BBC. Le Monde and others create the content. When Google and others like it acquire so much power over  distribution of the content it creates a situation where distribution becomes vastly more important than the creation of the content. This is inimical, says Thomson, to creators and creation of the content. Hidden here is that this power is acquired by engineering it from the start. The distribution platforms are not regulated, and are not restricted by anti-monopoly laws, so that the technologies can be designed around products that give maximum power and revenue potential to distributors of content like Google. Content become almost an after thought- it is there simply to be exploited by the distributors of the content who invent the technologies or shape these technologies after acquiring them in a monopoly environment. Otner dangers posed by distributos of content becoming door keepers to "knowledge" in society are that they treat all content good and bad as the same. Some creators of content are also unwittingly adopting strategies that pose other dangers to society, to competition, to an educated public, including News Corp. News Corp strategy is to create affinity, to create communities for content. When actively done and pursued in excess by powerful creators of content such as New Corp. this leads to the fragmentation of civic society into groups not generated by honest discussion among civic minded people, but by revenue generating artificially created groups where the affinity is exploited by the creator of content as an outsider. This is inimical to society, education, honest discussion of civic minded people, and of democracy itself. ...

UAW's Shawn Fain's support of US 25% auto tariffs April 2, 2025. Fain says-“We applaud the Trump administration for stepping up to end the free trade disaster that has devastated working class communities for decades.” US president Biden supported the UAW, even standing in a picket line to support UAW negotiate a contract for fair wages for workers with the three US automakers, Ford, GM and Stellantis. For decades workers in the US faced the threat of outshoring to Mexico to reduce wages. This action on tariffs will increase depressed wages for American workers in the same way that president Biden's action helped negotiate better wages. In this sense both Biden and DJT are on the same track. In fact president Biden 2020-2024 decided to keep most of the tariffs put up by president Trump in 2016-2020. It is likely that a future Democratic administration will continue DJT tariff policies to achieve domestic goals such as fair wages for American workers, and for rebuilding American manufacturing in the way president Biden has done. This is in fact one of the singular achievements of the Biden administration for building the working class and middle class neglected by Clinton, Bush and Obama administrations. On this issue both Biden, Trump and any future US president will be on the same page, because it is about fair trade, to even the playing field, and is right by American workers and American values. History will show that this required courage and persistence on the part of Biden and DJT, and was done not on whim as is falsely portrayed but on the advice of people who had the experience, wisdom and sought the best for America such as Robert Lighthizer ,the US Trade Representative in 2016-2020 and his deputy Jamieson who is the USTR in 2025. Lighthizer is notable because he handled the unfair trade with the Japanese in the 1980's as Deputy USTR under Reagan, and knows fair trade and how to get it to build a strong American economy. ...

Pozen calls for smaller Boards of Directors, and suggests about 6-7 directors for a board. Having closer to 11 directors, as is the norm he says, leads to "social loafing" where the directors do not contribute to effective governance. He cites research showing 6-7 is the most effective size for directors to take personal responsibility and take decisive action. This is important as Boards of Directors at GM, Citigroup and other companies failed to take action, leading to a government bailout of these companies. In other cases the situation was less dire, but the Boards failed to provide effective governance. He suggests the board be comprised of people with experience in the areas the company operates in, with one or two generalists to provide a larger perspective. The Citigroup board in 2007 was comprised of luminaries and only one independent director had worked for a financial services firm. The current practice of a board meeting in person every other month for one day, plus conference calls, is just not adequate to stay abreast of the global operations of a company. What is needed is for an outside director to spend 2 days a month on company business between board meetings. For this reason independent directors should be restricted to serving on just two boards of public companies, Pozen says. This would mean having experienced retired persons in the industry, who are over 60. Compensation which is about $200,000 for a board member would be increased to $400,000, as directors would be putting in twice as many hours. Pozen would like to see board members taking their duties seriously, and having expertise in the field the company operates in, making the board duties their primary job rather than an avocation....

According to researchers at AARP and the Economic Policy Institute women over 50 years have a harder time than men of the same age in finding good jobs since the 2008 financial crisis. Older women who were laid off have a very hard time finding employment and steady jobs, as this report by Patricia Cohen in the NYT shows. Age, lack of internet skills, shifting networks, caregiving responsibilities and time off taken to care for children, all have worked against older women over 50 years. A study by the Federal Reserve Bank of St Louis shows that compared to 2006-2007 before the financial crisis hit when about a quarter of the unemployed for women over 50 years were unemployed over 6 months, by 2012-2013 the jobless women for more than 6 months had gone up to about half of the unemployed women in this age group.

Consumers are taking on new loans for cars and purchases such as refrigerators, but at the same time businesses and consumers are paying off debt at a faster rate. The sharp decline in the Euribor rate in 2015 is good news for Spanish consumers and business as most loans are tied to the Euribor rate. Yet memories of the severe downturn in the Spanish economy are leading to consumers reducing debt with reluctance to take on new loans. The result is that even though Spain's economy is expected to show 3% growth in GDP in 2015, the loan levels at Spanish banks are expected to remain flat in 2015 over 2014. The IMF says GDP will not reach precrisis levels till 2017, reflecting how deep this downturn has been in Spain. IMF forecasts show that debt held by Spain's businesses and households will be double economic output till about 2020.

Michael Boskin, Professor of Economics at Stanford University, and chairman of the Council of Economic Advisors during the Presidenc of George H.W. Bush writes about Obama's economic policies, what looks good and what might fail. He thinks the paln for toxic assets is one that might expose the USA to the risks of a Japanese style lost decade. Admiral Mullen, chairman of the U.S. Joint Chiefs of Staff, says it is is good for the U.S. to be talking to China at top military levels. The way to make the U.S.-China relationship better is to keep talking, to keep up the dialogue. This is why Mullen invited China's Gen. Chen Bingde to the U.S. in May, and why Mullen visited China in July 2011. He says helathy skepicism can coexist with a healthy exchange of views. This relationship is too important to be allowed to managed through blind suspicion and mistrust, and Mullen says this was tried and didn't work. The dividends from such a policy are better understanding and willingness to live with differences, more transparency, and ability to address common challenges. Both Bengde and Mullen feel the future depends on the younger officers, who are ready for closer contact.

Jason Zweig interviews John Bogle, founder of the Vanguard Group, in September 2011, after weeks of extreme volatility in the U.S. stock market. He says the index fund concept has been "bastardized" by exchange traded funds and the speculative behaviour in ETF's with insane turnovers approaching 10,000 percent. He considers investing in a balanced portfolio of stocks and bonds a useful way to approach investing even though the last decade has produced medicore results. And predicts a 7% return for the next decade, with money doubling every 10 years. The changes today mean you have to start earlier, save and invest for longer periods, says Bogle, but the returns should still be good. It would be insane to expect the high returns of the 70's and 80's today, says Bogle. In today's market Bogle has 80% of his investments in bonds and 20% in stocks.

Hitachi supplied signalling technology components for safety on China's high speed trains. Hitachi was the supplier to Beijing based Hollyss Automation Technologies Ltd., which is one of the two suppliers along with China Railway Signal & Communication Corp (CRSC) for the signalling equipment. To protect its proprietary technology from competitive threats Hitachi uses zumen or "black box" so that the components cannot be reverse engineered. Experts say that as a result Chinese engineers did not have a good grasp of how crucial aspects of the safety tecnology worked, leading to the collision of two bullet trains in 2011. The key components of the ATP, the Automatic Train Protection, the onboard brain on the trains, was supplied by Hitachi. Engineers at French company Alstom SA's China operations say China needs time to master the complicated technology acquired in the last seven years of the high speed rail program.

Bank of Spain Governor Luis Maria Linde told a parliamentary committee "the loss of confidence in our banking system cannot be blamed exclusively on the global economc downturn, on problems in the eurozone, or on our own recession." He was critical of the previous Bank of Spain Governor Fernandez Ordonez, an appointee of the previous Socialist government, for "acting with little determination, or insufficiently or inadequately." He said the central bank's permitting of virtual mergers of troubled savings banks in place of real mergers with restructuring decisions, were part of the problem. Linde is a member of the ECB's governing council. Spain's central bank had for years championed macroprudential supervision, where banks set aside funds in good times for contingencies in bad times. Linde described those efforts as having failed because the Bank of Spain was "too timid" with the provisions set and failed to curb the credit and property bubble.

The skills to navigate different personalities and work patiently on the issues surrounding changes to the U.S. tax system of Rep. Dave Camp (MI), chairman of the U.S House of Representatives Ways and Means Committee, will be immensely useful in the effort to make changes to the U.S. tax system. Camp works well with fellow House Republican leaders Boehner, Ryan, Cantor, and his Democratic counterpart in the U.S. Senate Max Baucus. Camp is a good listener, refuses to engage in partisan criticism, and has the patience to work through difficult issues of achieving savings and keeping fairness in the the tax changes. Earlier efforts to achieve consensus in late 2011 failed, making it even more important to have leadership which can create productive debate and bridge the differences. The tax changes are part of the overall effort for U.S. economic recovery by reducing the deficit.

Rajneesh Goel, Bangalore's chief civil servant, says the city never followed scientific landfill practices. Instead as Bangalore expanded with new business campuses for Infosys and other companies, the garbage was trucked out to sites with little planning and no interest on the part of companies on where this was ending up. Most of the landfill sites outside the city are now filled and the city is running out of places to dump the garbage. About 4000 tons of garbage needs disposal every day, over a millon tons a year now that the city is no longer the smaller garden city it used to be, a place where people looked to go for retirement years in the early post 1947 period. A new effort is being made in crisis conditions by NGO's and business to come up with better disposal practices that are good for the environmental air quality and water quality.
