A Phase 1 trial of over a thousand volunteers shows the Oxford vaccine works well with minimum side effects that can be handled with acetaminophen. Phase 2 trial is underway with volunteers in UK, Brazil and South Africa. Participants given the vaccine had significant increase in antibodies to neutralize the disease, and T cells for long term protection. About 70% reported fatigue or headaches which can be handled with acetaminophen. After the Ebola crisis of 2014 in West Africa the British government invested 120 million pounds to form a group to develop vaccines for top 10 likely threats dubbed "Disease X." On this list was the coronavirus. Scientists at the Jenner Institute at Oxford formed a team as part of this effort. Sarah Gilbert and Adrian Hill led the scientists at Jenner and pioneered research for  a new way to do this- to first replace a part of the virus with a component of the new virus. Then to remove the part of the virus that allows it to replicate in humans. This method is called recombinant adenovirus vector. The Oxford scientists used existing technology in new ways to increase the chances of getting a good vaccine early.  The first vaccine could be developed and tested for mass production by September. A 30,000 participant trial begins in U.S. in August. About 1 billion doses could be manufactured by end of 2020. India's Serum Institute has the manufacturing facilities to do this near Pune, India.  ...

Clinton setup China's entry into the World Trading Organization without grasping or understanding the economic framework of American manufacturing and thinking of industry leaders who were in that time in the  mood for outshoring everything made in the US with the inflexibility of American labor. Geithner like Cameron's Osborne had little affinity with the working or middle class, and did little to correct the abuses of banking professionals behind the 2009 financial crisis, which in some ways is still with us today, the pandemic being the second hit to workers and the middle class, the migrant surge an addition of mental unease. ...

This comes as development projects, infrastructure, logistics, is being built in the north at a pace unprecedented in history. Women's fertility rate has dropped below the replacement rate of 2.1 in India. Because of the youthful population with median age of 28 in India population will peak at 1.6 billion in 2050 making India the largest country by population in the world- with one in 6 people on the planet in India. From a fertility rate of 6 in 1960 in India, with each woman having 6 babies, it is down to 3 by 2005 and 2 in 2021. This shows the effect of sustained development over time, which is also evident in agricultural production where India is now self sufficient in food. For many years the Hindi speaking heartland suffered from poor governance and mismanagement of the economy- the region that covers Uttar Pradesh, Bihar and Madhya Pradesh. Uttar Pradesh has a population of 250 million, Bihar 131 million and Madhya Pradesh 86 million, for a total of 467 million about the size of North America or the European Union. It is this region that is now pushing a development agenda today more than any other region in India with the joint effort of both the federal and state, local, governments in a way that is unprecedented in Indian history. Because of the Gati Shakti Master Plan, Atman Nirbhar Make in India Plan, and push for local is vocal, the infrastructure efforts in building roads, highways, airports and logistics, the advances in digitization and use of new technologies, there is an added boost with new synergies in this development effort. A new airport and logistics setup at Noida in Uttar Pradesh will be the largest in Asia, a new Ganga Expressway is planned, and many development projects are being launched in Varanasi, Prayagraj and other cities in UP, Bihar, Madhya Pradesh. Microsoft's Satya Nadella got his start at age 24 at Bing search engine. He is now 56 years. During this period he worked with both Bill Gates and Steve Ballmer who succeeded Gates at Microsoft. He is now remaking the Bing Search engine by using AI. This has happened since 2018 when he met Altman at the Sun Valley Tech conference in Idaho. He invested $1 billion in Altman's OpenAI, and has recently brought in Suleyman of Inflection who is a competitor of  Altman's OpenAI into Microsoft with the idea of setting up an internal AI business as well. To do this he has invested $10 billion in advanced AI chips that he has bought from chipmakers which have reduced the capital available for Microsoft's other businesses. This WSJ report by Dotan and Jin says Altman started his venture because he did not want to let AI to be led by Google silently developing its own version and doing leapfrog over competitors. A At this point in 2024 Google, Facebook and Amazon are building their own AI talent and making large investments in the chips that support AI. It is rapidly becoming an oligopoly of a few tech companies that makes deals among themselves for strategic advantage and protect themselves from public or government regulatory scrutiny. The controversy surrounding the firing and rehiring of Altman at OpenAI has brought new scrutiny from the FTC. The monopolistic behaviour of tech companies and their splitting the tech market among themselves as Google and Apple have done show the need for government action to prevent a repeat of this in AI. And to take action to break up existing monopolies in Search engines and in the Internet as Theodore Roosevelt did at the turn of the century for the oil business, breaking up Rockefeller's Standard Oil and Esso. Only when that happens can the true potential of the Internet be realized for Education, Health and other fields. Who can say that the iPad or iPhone or Google's Search engine has increased global literacy or American literacy? By freeing up these technologies- that belong to the people of America and the world- for education, health and other fields of human development mankind can advance once again. By regulating provide the ground rules for good use instead of the current danger of the Internet acting in ways to reduce public knowledge to levels that cannot sustain democratic process, and create stratified society where each group only sees what it has seen before and does not explore the world or knowledge in all its variety, all its ability to surprise us with new discoveries. ...

The Medicare for All movement in the U.S. gathers momentum after the U.S. midterm elections with states. Governor Newsom of California says he will seek federal authority to setup a state single payer plan for health insurance. An expert at Georgetown University says there is a new burst of energy for broader coverage or universal health coverage. States with new governors or seeing this momentum are California, Washington, New Mexico, Maine, Nevada, Delaware, Oregon, Connecticut, Wisconsin, Michigan, Illinois. Polls show a large majority of Americans now support Medicare for All as a form of universal health coverage for all Americans, a system that prevalent in Canada for the last 50 years. Two hearings will be held in Congress on Medicare for All in 2019.

The plans were set in the days before Nicholas Maduro took office for the second term as president. The night before Juan Guaido, head of the National Assembly, declared himself president, U.S. vice president Mike Pence stated that the U.S. would support him if he took the reins of government from Maduro by invoking a clause in the Venezuelan Constitution that makes the head of the National Assembly take the office of president if the existing president is declared illegitimate taking office unlawfully. About 60 nations did not recognize the elections that gave Maduro a second term. On Jan 2 Mr Trump who feels deeply about the collapse of the Venezuelan economy and rising poverty, the suffering of the Venezuelan people, met with presidents of Brazil and Colombia. Colombian president Ivan Duque and Trump hinted at a plan to cooperate to help people fleeing Venezuela and respecting its democratic heritage. Mr Pompeo spoke to allies of the U.S. The National Assembly laid out its plans on Jan 15, for using a constitutional mechanism that allows the head of the Assembly to lead an interim government till new elections are held if the existing president is declared illegitimate. A leading Republican senator of Cuban origin Mr. Rubio supported the move. On the eve of protests in Venezuela Rubio and two other senators from Florida met Mr. Trump and Pence at the White House. Also present were Bolton, Pompeo, Ross and Treasury Secretary Mnuchin. Mr. Trump then decided to do it. He placed a call to Mr. Guiado  to tell him that if the National Assembly invoked Article 233 the U.S. president would back him.  The U.S. believes the rank and file in the military are with the opposition even though its leaders back Maduro. After the U.S. action, the governments of Brazil, Argentina, Chile, Peru, Colombia, backed the move for an interim government. The European Union called for free and credible elections. Russia and Mexico supported Maduro.  The State Department instructed the U.S. Federal Reserve about Guiado government as the sole representative for Venezuelan assets in banks. Sanctions could be placed on Venezuelan oil exports as backup efforts proceed to support the interim government. ...

The Dutch and Belgian delegates had strong differences for the headquarters for the ECSC- Turin was rejected, Liege and Brussels were proposed, until Monnet was made head of the High Authority of the European Coal and Steel Community with headquarters in Luxembourg. Monnet himself considered stepping down a couple of times because of differences, and the Editor of Le Monde described Monnet's plans for European integration as "a leap in the dark." This was the first of many difficult steps in the evolution of the European Union. Nationalist feeling was nothing new, as the Gaullists opposed Monnet's drive for European unity when it differed from their ideas. This creates the kind of care appropriate for poor countries, where patients need something they can afford, and something that does not require repeat visits to doctors offices or clinics. Ustar Biotechnologies is a Chinese startup, that says it has the technology, costs that the founder says "no one can compete with," and affordable prices for poor countries. The sales of such diagnostic test portable devices or kits is expected to soar in coming years. Quimin You, the inventor and founder of Ustar, graduated in North America and worked with multinationals. His proposals for cheap diagnostic technologies were turned down by multinationals, who in their narrow focus saw these thechnologies undermining their existing products. Now Qimin is back in China with a startup that will do this.

The country building the latest infrastructure will always have the latest infrastructure and that will be the next country around the corner with the capital and energy to do it, the USA or India or Russia or some other country. The real progress is in the quality of life, of health and the resources for living productive healthy lives for most of the inhabitants of any country or region and that goes beyond politics or nationalism or rivalries or vested interests of groups of people, as it depends on learning from the best that every productive mind anywhere in the world or any productive place anywhere in the world has to offer. And the thing about this is its never a goal only because in a true sense the road well travelled is the destination for this kind of progress. ...

The origins of the crude anti-Islamic video, a 14 minute trailer, produced in S. California by Steve Klein, a Vietnam war veteran whose son was severely wounded in Iraq. He is an insurance salesman from Hemet, near Los Angeles. It was translated into Arabic and reposted twice on YouTube to Muslim viewers. Klein is known for anti-Muslim actions. It shows Egptian security forces watching as homes of Coptic Christians were burned, and then goes to cartoonish scenes showing the Prophet Muhammad as a child of uncertain parentage, a womanizer, child molester and so on. It raises many questions about how stuff that is incendiary or induces hate and violence or other material is kept off sites such as YouTube which use new technology for which there is no proper oversight representing the public interest.

French parliamentary elections on June 11 and June 18 for 577 seats follow the May 7, 2017 presidential election. The Republican Party plans to contest all the seats, and its representatives say that its ideas are well accepted in France, that only the candidacy of Fillon was not successful. The Socialist Party also plans to contest the election. Analyst Krumbmuller of OpenCitiz consultancy says local connections matter, that the two mainstream parties have established local connections and should do better than candidates put up by Macron's En Marche movement. Macron has little time to prepare effectively for the parliamentary election, making it likely that in the end a cohabitation agreement between a prime minister from the Republican or Socialist parties and a president from outside these parties would take place.

Mr. Trump has described the Hong situation as "a tricky situation," and has called for the protests to be handled "humanely." He tweeted- "I know President Xi of China very well. This story shows how his effort ran in to problems from authorites in the province and other problems. Scientists in U.S. and Britain and in China say had the effort to control the virus started 3 weeks earlier by December 1, 95% fewer cases would have happened in China. With additional steps to control pandemic spread such as air and rail, auto travel restrictions this also means the virus could have been contained within China with only a limited and better controlled spread overseas. The bungled response in China shown here affected first China, then the whole world.
