The first of many coastal wind turbine energy projects on America's coastline produces energy. The Vineyards Wind project in New Bedford harbour in Massachusetts sends 5MW of energy to the New England grid this week. The Operator says 5 850 feet tall turbines will be operational early this year. In all 62 turbines will generate wind energy, enough to power 400,000 homes. The White House's and president Biden's target is for 30 gigawatts of wind energy to power 10 million homes by 2030. Understand how Danish companies are leading the effort which is also why Danish companies were invited to India for its nascent wind energy industry. Copenhagen Infrastructure Partners is the developer with Avangrid of Spain. South Forks Wind is a smaller 12 turbine project off the New York coastline which s being developed by Orsted of Denmark. This Guardian report says some of the opposition to these projects in other parts of the country are coming from fossil fuel companies that seek to prolong the use of fossil fuels in the face of warnings of climate change by scientists and other leaders in government and industry. ...

It is wrong to say this shows limits of this policy of investing in America as it has increased growth, maintained employment levels, and helped America recover from the pandemic. Biden did this for the National good not for Democrats and it was designed to benefit red and blue states like. Its effects will be felt long after the next election cycle in just 3 years January 2028, so that to say that president Trump or Republicans would get credit is an erroneous notion. The next president could come from the opposite party and the long term effects of this could benefit all parties, giving everyone a stake in making it work. The narrow view also overlooks the great benefits from this investment of $1 trillion for America's trading partners and allies in Asia and Europe, the American leadership role in CHIPS and Science as a result, and the respect of the world in the way America has handled its economic affairs. ...

Stanley Fischer author of 1978 textbook on Macroeconomics with Dornbusch was vice chair of the Fed under Janet Yellen after the financial criis of 2009, and was governor of the Bank of Israel. Both are from the Department of Economics of MIT.  What makes the book and Fischer interesting and unique is that they "do not emphasize the debate but go into more substantive matters," looking at points where the different schools of thought have agreement and at economic matters on an individual basis. Another unique aspect is that it uses lots of graphs but very little math, and focuses on reasoning as the way to tackle economic issues of inflation and unemployment. This is the approach one sees from men in finance and industry who are not economists, including Fed chair Powell who have taken this reasoning approach with no preconceived idea, to get the best results in each individual economic situation such as the one the US faced with the covid pandemic and now faces with resetting world trade for equal opportunities to all nations in manufacturing. ...

This piece in the WSJ misses a deep understanding of India just as the US media failed to understand China in the years of Japanese imperialism in Asia. India with 1.4 billion people and Indonesia with over 300 million people form 1.7 billion people moving towards modernization by 2047. Much of this will accelerate and be achieved by 2037 by which time India will have the third largest economy in the world and have one that is likely to surpass China in its dynamism and youthful energies. DJT's first responsibility was to America and the World- to bring a quick end to the war in South Asia, and the presence of nuclear weapons is a factor too important for the president to not take this responsibility seriously. DJT also made it clear that the economy is where it is all going to happen- the modernization of India and Indonesia in the way the US had helped each of these nations modernize- Japan, South Korea, Taiwan, China, and now India over 1900-2037. The people of South Asia fully support the US president in this endeavor. ...

As credit shrinks the property market has borrowers borrowing from hedge funds that are lightly regulated and charge higher interest rates as much as 12% on some loans. The market for commerical mortgages issued by banks has all but dried up, last year 2007 it accounted for 70% of financing commerical property. Before this hard money lenders like these hedge funds operated at the fringes targeting desperate investors and developers who needed cash fast or had poor credit, now commericial borrowers with good credit and track records are scrambling for funding. Its a sign of the times.

JUSTICE ROBERTS: Sometime ago you dismissed the applicability of the major questions doctrine, and I -- I want -- want you to explain that a little bit more. I mean, it seems that it might be directly applicable. You have a claimed source in IEEPA that had never before been used to justify tariffs. No one has argued that it does until this -- this particular case. Congress uses tariffs in other provisions but -- but not here. And yet -- and correct me on this if I'm not right about it -- the justification is being used for a power to impose tariffs on any product from any country for -- in any amount for any length of time. That seems like -- I'm not suggesting it's not there, but it does seem like that's major authority, and the basis for the claim seems to be a misfit. So why doesn't it apply again? GENERAL SAUER: Well, we agree that it's a major power, but it's in the context of a statute that is explicitly conferring major powers, that the point of the statute is to confer major powers to address major questions, which are emergencies. So it would be unusual... And another excerpt from the hearings on fentanyl- JUSTICE KAGAN: And, in fact, you know, we've had cases recently which deals with the President's emergency powers, and it turns out we're in emergencies everything all the time about, like, half the world. Here the NYT gives letters from people on the frontlines, healthcare workers in Africa who in one situation in the Sudan had over 4000 people arrive some by canoe through floods and had only 545 vaccines. Africa Centers for CDC show 79% of people in Africa will take the vaccination. Vaccine access for Africa is something that should be on the top of the list for Biden in the US, Johnson in UK, Modi in India, Scholz in Germany, and for all world leaders.

Bill Keller describes the diversity of news sources available today from the BBC and Guardian websites to Al Jazeera and websites of other foreign news organizations. Radio stations are another source. Yet this diversity exists with one troubling factor- the decline in foreign news bureaus and experienced journalists covering events in distant locations. As a result many of the important foreign events are now covered by free lance journalists who take many risks and are still underpaid. Without experienced journalists it becomes more difficult to sort out the good information from the bad or poorly researched, and the average reader facing a glut of information or misinformation is faced with the prospect of being as uninformed as before or worse misinformed. Keller gives the example of NYT's journalist C. J. Chivers who carefully researched information from a UN report- compass bearings for two chemical rockets- to show that the chemical weapons attack in Syria originated with the Assad military forces in Damascus. This was after much of the media went with the stories spread by different sources that there were doubts about who was responsible. Unusual and cause for concern is that many governments around the world may have found the ambiguity useful by taking off some of the moral pressure for action, of having to intervene so soon after the Bush invasion of Iraq....

In the interests of a stable government and for rapid development in the state on an unprecedented scale the position of Chief Minister was given to a smaller party with 51 members in the Assembly of Maharashtra. The BJP party the larger party in the new coalition has 106 members in the State Assembly. Mr. Eknath Shinde was sworn in as Chief minister and Mr. Fadnavis of the BJP was made Deputy chief minister based on the understanding of leaders in the federal government in New Delhi on the best way to move Maharashtra forward as a leader in economic and infrastructure development in India. Maharashtra and the capital city of Bombay once the commercial capital of British India has a difficult history of post independence politics. With Nehru's Congress party giving way to George Fernandes trade unionism after 1967 and after 1986 a movement led by Bal Thackeray that sought to give local Marathi youth jobs preference in Mumbai. Lacking the capital, technology and the industrial expertise for development on an American scale, much of this political arrangement has failed to meet the growing aspirations of the young people of Maharashtra and of India. These reasons motivated the federal government to put more emphasis on the "karya karta" or "good worker" principle itself than on the position of chief minister. Much of the rapid development will take place under the leadership of the most competent IAS Indian civil service officers selected for the largest infrastructure projects and the leaders of Indian industry, making the old conception of chief minister redundant. The focus shifts to who can get things done to meet aspirations for Maharashtra 2030 and how it will compare with Uttar Pradesh 2030, or Tamilnadu 2030. How will Metro rail, Bullet trains and Semiconductor Parks, Logistics networks and Exports in the new supply chain the US and EU is setting up in Asia, how will all this look in the 3 states in 2030? This will become clear in 2023 as development accelerates to what India needs. ...

US Supreme Court Justices fail to grasp the importance of education and education affordability in the rise of America as an industrialized nation in the last 150 years- from a largely agricultural rural country to an advanced industrial economy. Comments by Supreme Court Justices show this clearly. Justice Roberts compares a college education to starting a lawn business, failing to grasp the importance of education and it being affordable for all when he asked yesterday whether it made sense to forgive loans made out by students and not say ones made out to someone starting a lawn care business.  Astonishingly the same lack of awareness prevails among Justices appointed by Democrats. Justice Kagan said- "Congress passed a law that dealt with loan repayment for colleges, and they did not pass a law for loan repayment for lawn businesses. And so Congress made a choice, and it may have been the right choice or the wrong choice, but that's Congress's choice." Kagan shows a lack of conviction about the value of education for the US economy, and the serious crisis with the lack of affordability of education in America in America's ability to compete with China and the European Union, through her words. Reporting in the WSJ has shown in the past year- the lack of college enrollment for young men graduating from high school where lack of affordability makes a college education out of reach, and young men falling behind young women. This is a serious problem that America has not seen in its rise as an industrialized advanced nation. The pandemic has worsened this problem. Reporting also shows federal funding of education remains underutilized today because it is seen as burdening with debt. President Biden seeks to change this perception of education that is deindustrializing America and failing the country in its efforts to compete in the world. Justice Roberts and Justice Kagan have both failed the country.     ...

Some Republicans are saying that it is time to give up the conceit that increasing the incomes of the upper classes will bring benefits to all Americans, and whether making individual tax cuts the priority is a policy that no longer works and can even bring disaster as it did for British prime minister Liz Truss recently. In this camp are Senators Josh Hawley of Missouri and think tank American Compass. Others including Marc Rubio no longer favor globalization and see it important for the US to bring back American manufacturing at every opportunity with incentives and government action as the Biden administration is currently doing. This is creating new faultlines in the Republican party between the people who support the party of Reagan and its priorities and others who are questioning whether Reagan is relevant anymore. The fight that delayed the election of Speaker McCarthy also brought out some of these fissures as a subsection of the party felt strongly that it was important to go after entitlement programs and other social spending by the Biden administration. This is creating a new situation in American politics and in world trade and economics as the Biden Administration is not meekly accepting the detours of so called Third Way Democratic and Labour politicians of the US and Britain such as Tony Blair, Clinton and Obama who let the traditional backing of the Democratic Party in the working class wither with ties to Big Tech and acceptance of Reagan type free trade policies for manufacturing that ignored American working class communities. Biden's recent success in fighting for railway trade unions in restoring fairness in vacation and sick leave is only one of the battles that Biden has shown he can fight for American workers. Republicans now face the prospect of appearing divided and ambiguous in their support of working class, and overdependent on cultural issues for working class support. A recent British study on Labour's prospects showed that a slight shift on cultural issues can create a strong shift and have a large impact in Labour forming a new government with a secure majority in parliament.   ...

The effects of drought on the Colorado river and the dams in the arid west of the US which support 40 million people. This is also part of the fastest growing region in the US. The seven states along the river must negotiate major cuts in water use by mid-August or the federal government has to step in an make the cuts, says this NYT report. Years of overuse of water and climate change have led to this situation.  Lake Mead the US's largest water reservoir is two thirds empty. It is fed by the Colorado river. The upstream states or Upper basin states are Colorado, Wyoming, New Mexico, Utah. The downstream states or Lower Basin states are Nevada, California, and Arizona. Downstream and upstream states have to figure out how the water cuts will be made. Agriculture use makes up 70-80% of the water use. Then there are the sprawling cities such as Los Angeles and Denver and Salt Lake City. Affected are the Imperial Irrigation District in Southern California, a major agricultural area. Las Vegas has come up with solutions for its 1.6 miillion metro area population by conserving water and staying under its 1.8% of the river allocation even as the population grows. Converting lawns and turf to desert and growing only arid zone vegetation to conserve water is being applied. This is a reality check for climate change and a reversal from the earlier effort in the 1930's to impose brute will on the landscape to build huge sprawling cities and agriculture zones. Now all that has to go into adapting to the landscape and fitting into it, limiting the use of water, recycling it, and conserving water in every way possible. It means adapting in every way, not acting in crisis solution mode but shifting to a whole new way of adapting to the environment that should have been there in the first place with some respect for Nature. ...

China chooses periodic blockades or air-sea coordinated exercizes around Taiwan's 12 mile waters as a strategy to respond to US Indo-Pacific strategy of keeping lanes of sea traffic and navigation on oceans open to all nations. This is seen as less risky than an outright invasion. Military exercises in August 2022 are seen as preparing for such a strategy.  The US is the destination for $541 billion and Europe $521 billion in products Made in China in 2021, which make China the manufacturing powerhouse in the world. Without the export of $1 trillion in Chinese products thousands of factories and millions of Chinese workers would remain idle. It is unbelievable that China is risking so much with its Taiwan policy with no idea of what the consequences would be years from now. It took China three decades after the gradual opening by 1990 and a willingness on the part of American and European governments and business to give up much of their own manufacturing leading to loss of jobs in communities across both America and Europe and much pain from this loss, for China to get to $1 trillion in exports. This situation may never come back as the supply chains shift and jobs return home and to countries that are becoming competitive in infrastructure and capabilities in Asia. Such competition between nations is not unknown as it was with Imperial Japan in the Pacific just 100 years back. The US maintains its position as keeping navigation on the oceans of the world open and rule of law, and it is on these foundations that China was able to get the strong manufacturing and exporting position it has now that no nation has enjoyed in history to this extent. Only the British come close in the nineteenth century. So much of China's progress in the twentieth century was a result of cooperation and support from America, from the first university Tsinghua in Beiijing, to the war against imperialist forces of Japan, to the rebuilding of China's manufacturing and technological competitiveness with American business cooperation. ...

Ford. will still make $8 billion to $11 billion this year even after losses of $3 billion in electric cars. By 2026 Ford says it will earn 8 to 9 percentage points in profit from EV's. Ford is basically investing in the EV industry now for the long run. It is also part of the effort to move away from fossil fuels. Government incentives and subsidies will help companies and buyers of vehicles make the transition to EV's to fight climate change.  Companies that have not invested in EV's such as Toyota risk falling behind in EV's at a time when climate change is a major priority for buyers and governments around the world. Toyota is moving to a new CEO who can better take up the challenge of EV's. Under the previous CEO Mr. Toyoda Toyota clung to a mistaken belief that hybrid cars were all that is needed to reduce use of fossil fuels. German, Chinese and US manufacturers are taking the lead in EV's and Japan has fallen behind.  WSJ has never favored government subsidies and is critical for this reason. Yet it is clear that in some situations such as fighting climate change, building infrastructure, and redesigning the supply chain, government has to take the lead. Eisenhower in the 1950's with a government led effort helped build the national highway system, the first in the world. Biden is making a similar effort on multiple fronts. The redesign of the supply chain comes after private industry without proper direction from the government over concentrated manufacturing in China with Japan as a supplier into China. Presidents Bush and Obama wasted time and resources better devoted to national priorities at home on wars in remote places such as Afghanistan and Iraq. President Biden wrapped up the war in Afghanistan and completely disengaged from an area that is of no constructive interest to America. Resources are now concentrated in the right way on real national priorities from manufacturing at home to fighting climate change, fighting the cost of living crisis and building better infrastructure for workers and families. ...

The speed with which GST revenues grow in India will determine the pace of industrial development, infrastructure building, and exports growth in India. It is the main source of government revenues and plays a role similar to what land sales played in China's rapid development over two decades.  States that generate the maximum GST reflect the industrial and commercial activity of the state in the overall context of India's growth. This is why Maharashtra with the commercial capital Mumbai plays an important role with Gujarat and its commercial capital Ahmedabad. Both states formed the industrial core of the country under the British Empire as one state called Bombay state. Maharashtra today makes up 15% of the country's GST revenue with Gujarat coming in close to Karnataka at third. Maharashtra at 2.7 lakh crores for 2022-2023, Gujarat at 1.1 lakh crores and Karnataka at 1.2 lakh crores. Karnataka has the IT capital of India in Bangalore now called Bengaluru. The compound annual growth rate of Maharashtra is 12.3% for the five years to 2022-2023 and for Gujarat 11.8%, Karnataka 11.7%. During the last year Maharashtra GST grew at 24%. National compound annual growth rate for GST tax collections is 11.3%. These states all have state and federal governments aligned for maximum effort in infrastructure and logistics development through allocation of capital, land, human resources, and other inputs. Tamilnadu comes next with 11% growth with the state capital of Madras or Chennai. These were the main commercial centres under the British. Bangalore emerged after independence in 1947 as the center for IT industries. To repeat the kind of development acceleration seen one after another in Japan, South Korea and China, and learning from their experience particularly the climate change and pollution negative aspects of the Chinese experience, India needs the accelerated growth at these rates for GST to finance growth in investments. It also needs to increase the quality of these investments by paying attention to negatives such as pollution and climate change through government regulation of activities that create these negative aspects.  ...

For the first time Ukrainian faces doing great work in wartime, staying calm in unbelievable stress, as part of Ukraine Rail, can now be seen. The amazing work done by Ukrainian Railways for helping get refugees to Poland from cities like Kharkiv and Kviv hard hit by shelling, is shown in this Guardian picture essay. On the return trip the trains bring back humanitarian aid from Poland sent by the US and European Union countries. The Ukrainian Railways has 230,000 workers and all of them have remained in the country to operate the trains and train stations in this war and refugee crisis. Many of the trains operate in darkness into stations that are dimly lit. "The soul is torn and the heart aches, as a train driver I see what is going on," says Chumak, 43, the train driver for the Kviv to Lviv trains for evacuation of women, children and other refugees. At the peak 200,000 people were travelling every day going west to Lviv, trains were free of charge for everyone with women and children having priority. In the first 2 weeks of the war 2 million passengers were taken to safety. Shown here also is the train driver Yaroshenko, 36, for Train No. 82  the Uzhorod to Kviv train going to the Slovakian border. During the journey the train lights are turned off near Kviv or anywhere that is dangerous, as he says who knows who might be lurking nearby. He sees himself as part of the Ukrainian war effort. Tetjana, 36, and her daughter Sofia, 5, are shown on a train to Przemysyl in Poland. She worked as a train conductor on evacuation trains till she decided to take the refugee train herself for the sake of her daughter. If tracks are damaged, they are quickly repaired. Territorial defense units protect the key places and bridges so that the risk is reduced, though shrapnel from missile attacks elsewhere can damage windows of trains.   ...

COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Mr. Modi of India will attend and will meet Denmark's prime minister Mitte and other leaders before the COP26 in Glasgow.  ...

Public health experts warn that it is essential that countries reopening their economy have a reproduction ratio of much less than 1.0 so that the rate of increase is under control. Germany's Robert Koch Institute which advises the German government says the reproduction ratio which was 0.70 in mid April is now up to 0.96 after creeping back up. This is based on a mathematical model and extrapolated from infection numbers several weeks back.  It doesn't reflect the change by recent easing of lockdown measures starting with reopening smaller stores. This validates the careful approach adopted by France which was put forward by prime minister Edouard Philippe in his address to the National Assembly. The Assembly approved the plan 368 to 100. More legislation will back up the French government's authority to ban non essential travel between French departments and the creation of a large brigade to perform contract tracing. That involves finding testing and isolating everyone potentially infected, using dedicated locations. Detailed restrictions on travel, work and gatherings will take effect when France reopens partially on May 11.  France is also putting resources behind its testing program to test every person having coronavirus symptoms, and all they are in contact with. That means about 700,000 tests a week. Officials will generate a color coded map from this with red areas facing more restrictions than green areas. Student size is capped at 115 per class. Cafes, restaurants, movie theatres and large museums will remain closed. Gatherings of more than 10 banned. Those who can work from home asked to do so. Public transit users will be required to use masks, and marks on platforms will indicate the social distance required. Only essential travel is allowed more than 62 miles from home. These rules remain till June 2, when new ones will be set. Large music festivals and sporting events are canceled till the fall. Mr. Philippe says "these efforts will not be in vain and should allow us to arrange for a better summer season." ...

Prime minister Modi's address in Hindi to the nation on May 12 on "Atman Nirbhar Bharat" (self reliant India) as India looks ahead to a situation beyond the coronavirus. What would the economy look like as India moves forward? He says the emphasis will be on planning for the need for land, labor, liquidity, and laws to develop the Indian economy. A bold package of economic action for an investment of 20 lakh crore rupees or $280 billion was announced with details to be provided later. The basic philosophy of the next move forward was what the prime minister concentrated his speech on. Modi says there are 5 pillars for the Atman Nirbhar Bharat, or Self Reliant India. The first action not to go for incremental change- go instead for a quantum leap, be bold. This applies to both technology and investment and creating an environment where results can be achieved. Second action to make the kind of infrastructure that would set a new standard in the world. Third a "sabhi ke sapno ke aadhar," taking everyone along, be technology driven. Third action celebrate and build on India's vibrant demography, once seen as a weakness this will be turned into a strength. Fifth action be Demand driven - "demand or supply chain puri samtha ke saman karne ki jaruat che." The demand and supply chain  should be taken good care of. That also means be local and local manufacturing. Be vocal for local is the new message said Modi, because this is what worked and is saving us in the pandemic. As external supply chains failed countries in Europe and North America, it is the local supply chain for medicine, health care equipment, and food supplies, local technology for citizen id and bank accounts for direct deposit, agricultural supplies, strong and large national postal and rail networks and millions of employees spanning the country in all directions, that have proved of amazing value in this crisis. Some of the most vulnerable populations in the world during coronavirus are in India, Pakistan, Bangladesh and the surrounding regions, in Mexico, Argentina and Brazil, and in African countries. This report looks at the increase in poverty in Pakistan and increasing food insecurity with food prices increasing. Government priorities are a concern says this report. Malnutrition is increasing with estimates ranging and some as high as 40% of children. A PTI official of the government is cited here as saying that it could be as high as 50% of children suffering from malnutrition. One of the problems for food insecurity in the Indian region going back to the famines during the British rule in Bengal and the famines in Bihar during Congress rule after independence is that supplies are lacking of foodgrains or that the incomes have fallen so drastically that people could not afford to buy food. Governments stepped in after independence to provide foodgrains at subsidized prices. These programs need to be pushed to the forefront and and international assistance needs to be sought. Planning minister Asad Umar points out in this report in DW.com that millions of Pakistanis are falling below the poverty line increasing food insecurity at a critical time. He gives estimate that one out of four Pakistanis have had their diets reduced. There is every reason to support efforts for cross border supply of foodgrains between India and Pakistan as humanitarian approach in the coronavirus crisis even as differences exist over border regions- as such differences exist all over the world over borders but humanitarian approach has benefitted the entire region during the Bihar famines after independence with aid from the U.S. Johnson administration. At that time in 1966-67 the seriousness of the situation in Bihar was only gradually and reluctantly accepted by the institutions, officials and governments around the world, says Cambridge University Press looking back on that crisis. And it is to the great credit of the Johnson administration that it launched the subsequent efforts for the Green Revolution and foodgrain production involving Norman Borlaug and the Indian government.
