The Chair of the Congressional Hispanic Caucus and Deputy Chair, Nanette Baragan, Adriano Espaillat ,say "we stand with president Joe Biden and vice president Kamala Harris." There are 43 members in that group. Biden also had a good conversation Monday night with 60 members of the CBC Congressional Black Caucus. The CBC offered full support to Biden and Harris and the CBC called for efforts to invest in housing and invest in the Black Community. Every member of CBC praised Biden. Senator Patty Murray, president pro tempore of the Senate, asked Biden to be more forceful and energetic- "There is such a case to be prosecuted against Trump, president Biden has to lead the charge making that case." She also praised Biden for leading a "historic" first term.

President Biden makes preparations for weeks with his aides for one of the biggest speeches of his presidency- the State of the Union Address to the US Congress on Tuesday, February 7. European Union elections are the largest elections after India. 450 million people elect 720 members of the EU parliament based in Strasbourg, France near the border with Germany. The elections are happening just as India completes its voting with results out by June 5 for 1.4 billion people. The EU and Indian elections have similarities. India has 28 states with different languages in most states. This is similar to the 27 independent countries in the EU and 27 national elections for EU parliament, 28 state elections for 543 members of the Lok Sabha, the Indian parliament. EU parliament does not run a government, it approves members of the European Commission that conducts affairs of the EU. Parties are from the Socialists, the Greens, the Right win parties and Centrist parties. Germany has 96 seats based on its population.

World leaders meet at the UN for action on climate change, especially Obama and Hu Jintao of China who represent countries that generate 40% of carbon emissions worldwide. Hu set the target for nuclear power at 15% of energy for 2020 from 8% now, and India set atarget of 20% for renewable sources of energy for 2020. President Obama said he saw the need for the developing industrial nations, by which he meant China, India and Brazil, to adopt targets for curbing emissions in any agreement, but Hu Jintao was vague about any specific targets. So the gap remains as the US goes to the Copenhagen talks on climate change in late 2009.

Ukraine has made progress in securing its situation in the Black Sea region through better surveillance and by reducing Russian naval advances in the Black Sea, according to one report. NYT's French says a look at different scenarios for the war in Ukraine shows a stalemate the most likely option. Ukraine's offensive in 2023 has advanced very slowly with Russia having heavily fortified its defences and having superior airpower. A route for Ukraine's grain exports was possible with UN & Turkey negotiated agreement for a Black Sea shipping route. Now that Russia has withdrawn from this agreement a new corridor is being established in the Black Sea using shipping routes that stay close to NATo countries borders on the Black Sea.

Musk DOGE 2025 and the 1941 Truman Committee- cutting waste in $4 trillion in spending.  With the Biden Infrastructure Act and other infrastructure, science and chips spending of $4 trillion the US needs to act to have oversight on waste and overspending in 2025. We just want to show that it is in the American tradition of democratic government, that an obscure Senator from Missouri, Democrat Harry Truman initiated such an effort called the Truman Committee when he addressed the Senate on Feb 10, 1941. The US Senate site describes this Special committee to Investigate the National Defense Program adjacent to this article. As the US prepared to enter World War II in Feb. 1941 an obscure Senator from Missouri rose up in the Senate to call for oversight over the $10.1 billion Roosevelt had got approval from the US Congress to spend on war efforts. The oversight was to fight overspending, waste and fraud in spending the huge amounts dedicated to the war effort. The result was the Truman Committee in the US Senate with as chairman of the committee Harry Truman 1941-1944, James Mead (NY) 1944-46, Harley Kilgore (Wisconsin) 1946-47, Ralph Brewster a Republican from Maine in 1947-48. These were the years when the US spent on the war effort- $330 billion in 1945 dollars, $4 trillion in 2024 dollars $212 in US government borrowings, $136 billion in war bonds With the Biden Infrastructure Act and other infrastructure, science and chips spending of $4 trillion the US needs to act to have oversight on waste and overspending in 2025. ...

The Biden administration's har ghar jal effort, clean drinking water in every home. The Modi administration has made its mark by har ghar jal, drinking water from taps for every home in a country of 1.3 billion people. The US Biden administration will be ensuring the same for clean drinking water free of harmful disease causing chemicals including PFAS contamination. PFAS chemicals are forever chemicals that take a long period to break down. Even lower levels of toxic chemicals can be seriously harmful, says the Biden administration.The head of the Environmental Protection Agency leads this effort by putting 1 billion dollars from last years approved spending into the plan for clean drinking water. 2021 approved spending for Workers and Families plan of Biden has $10 billion for preventing PFAS contamination. Of this the first $1 billion will be made available to affected and most hard hit communities for clean drinking water. Money would go to water quality testing, contractor training and new water treatment systems. In addition Food and Drug Administration agency will tackle testing for food and packaging, Agriculture Department for livestock contamination. Defense Department for checking contamination in military installations. It is a sort of Gati Shakti Master plan that brings in all agencies of government, an approach the Modi administration has adopted for India. One does not have to look far to understand the priorities of the world's two greatest democracies. This is the common struggle in the world's two great democracies to bring a better life for all the people.  "People on the frontline have suffered far too long. The peace plan calls for the establishment of an International Stabilization Force. IDF, Israel Defense Forces would hand over parts of Gaza to the ISF made up from troops from Egypt and possibly Jordan, and other countries that would along with the US be responsible for demilitarizing Gaza removing tunnels and munitions and weapons so that it no longer poses a threat. Nagourney and Dougherty of the NYT give this report on the housing crisis in California by 2017 with the median cost of a home skyrocketing to twice the figure for the U.S. This price is now $500,000. The result is longer commutes even for people with incomes over $150,000 a year, stretching to as much as 2 hours one way. It means people lacking housing stay in vans with improvised kitchens and other sleeping arrangements. Not enough homes are being built because of strict zoning and planning regulations that are kept in place by neighborhood groups, effectively excluding outsiders. Now its not just the coastal areas that are affected but the whole state. Governor Brown of California tried to pass a measure in 2016 that would push communities to build more affordable housing, and ran into opposition from local officials and environmentalists. Now the opinion in the state is changing with younger people denied a chance at decent housing at the forefront and some elected officials such as the Mayor of Los Angeles, Mr. Eric Garcetti. A new bill in the state legislature would make it harder for cities that are falling behind in building housing to lose the right for City Council to hold back on approval of new construction, effectively bypassing it. California's law capping property taxes after Proposition 13 was passed in 1978 has also held back construction. Other factors are the building of new offices for  companies in the tech boom around San Francisco without a corresponding effort to build new homes for these new office workers. California was slow to respond to housing needs for young people, with only 311,000 housing units built since 2006. ...

Juleanna Glover points to the need for financing of the Kurdistan regional government in Iraq as the central government in Baghdad has failed to make payments to the KRG for its share of national oil income. The KRG would receive 17% of Iraq's national oil income under negotiated agreements, but only $2 billion of $12 billion owed to KRG has been transferred in 2015. The Kurds also have to support 1.8 million refugees from Syria and Iraq with the ongoing civil war. The World Bank predicts a shortfall in funding for KRG of $1.5 billion in 2015, and it needs a $2.4 billion bridge loan. Peshmarga forces it is reported have not been paid for 3 months even as the Kurds have borne a disproportionate share of the burden in the war.

The current number of American soldiers in Afghanistan of 32,000 in May 2014 will be reduced to about 9,800 after 2014, which would be cut to about 5000 in 2015, an leave only a small force of specially trained forces to protect the embassy and for additional security. Residual forces will include trainers and Special Operations forces to keep a check on Quaeda loyalists in remote parts of Afghanistan and in the mountains. The drones have accomplished much of the work done in earlier phases of the war by ground troops. The Afghan war has also been all about Pakistan. The completion of a full term in office of a democratically elected government for the first time, and the election of the Sharif government, including the participation of tribal and other Muslim extremists in elections, have been the hidden face of the war changing its face in other ways. The beginning of a focus on development in Pakistan and India, and the election of a new government in Aghanistan, the peace talks with the Taliban, are other parts of the shift to winding down America's presence coming from changes in the region itself- by changing the very nature of the conflict itself and isolating the most extremist elements....
