Italy is investing the $225 billion of EU funds to modernize its economy under Mario Draghi. Draghi has shown in his first year that he can spend the funds wisely and invest in areas of the economy that need investments most. In the past year he has tackled problems including the slowness of the judicial system, modernizing an inefficient bureaucracy, and liberalizing wide parts of of the services sector. Draghi plans to invest EU grants in digital and physical infrastructure, education, environmental protection, and other needs for the long term. Before being chosen to lead the government Draghi was head of the Italian Treasury and central bank. He then headed the European Central Bank helping southern European countries tackle the debt crisis at a difficult time when Germany under Merkel pursued strict austerity policies and insisted on these policies for all eurozone countries. This report in WSJ shows the prevailing opinion in Italy is strongly in favor of Draghi staying on as prime minister till 2023 because of the confidence people inside Italy and in the European Union have in his leadership and discipline for making the investments to modernize Italy. Draghi told school children in Rome that "the most important thing is what you are doing right now," showing he understands the importance of providing Italy with the leadership it needs today.  ...

With a shortage of nurses and healthcare workers, some hospitals are dropping the vaccine mandate for healthcare workers. Shortages existed before the pandemic. The burnout for healthcare workers led to people dropping out. The lure of high pay has also led to nurses to travel to hot spots further crimping supply of workers. Recently workers who do not want ot get vaccinated have quit the industry or lost their jobs, some have left for facilities that do not follow the vaccine requirement. CDC estimates 30% of healthcare workers at 2000 hospitals in the US are unvaccinated as of September 2021. The Biden vaccine mandate would be effective for second shots by Jan. 4. A federal judge in Louisiana has ruled in Nov. questioning the president's authority for a vaccine mandate. Following that ruling HCA, AdventHealth, Tenet, Cleveland Clinic are among the hospital chains reversing earlier decisions for vaccine mandate. Other hospital chains in California Kaiser Permanante and in New York Northwell Health have kept the vaccine mandate. Kaiser had 98% staff vaccinated, with a similar situation at Northwell. Kaiser has 210,000 employees and Northwell 77,000. Utah Mountain also has 98% vaccinated.  Research on vaccine mandates suggests them to be effective. U Penn psychology research shows people are more likely to get encouraged to get vaccine than discouraged with a vaccine mandate not vaccinated working in healthcare in September will shrink considerably by January. ...

Will a war in Ukraine affect the world's food supplies? Yes here is how. It would affect mainly the countries of North Africa that depend on wheat imports from Ukraine and Russia. Egypt is the largest importer. Many of these countries depend on imports to keep their people fed. The cost of shipping it is less from the Black Sea ports of Ukraine and Russia than if this wheat came all the way from America or Australia.  Much of Ukraine's wheat grows in the Kharkiv Oblast region in eastern Ukraine close to the border with Russia. With Russia putting 100,000 troops and prepared for an invasion of Ukraine both sides could be affected. Of the approximately 200 million metric tons of exports of wheat each year Russia and Ukraine make up about 29% or about 65 million metric tons. About two thirds of this from Russia and one third from Ukraine. Prices of wheat are already at an high of $310 a metric ton. Experts say this could double in the case of war or go up 20% even in a minor incursion. Western sanctions would affect Russian exports of wheat on top of the effects of war and devastated agriculture in Ukraine. When there are wars there are ripple effects- in this case all the way to North Africa.  ...

Senators approved the U.S. Republican tax bill 51 to 49 votes on December 1, 2017. The 500 page bill was approved with arewritten version containing more changes made at the last minute to get it passed in the early morning hours. It was passed along party lines with all Democrats opposing. The last minute changes were made to get Collins of Maine and Johnson of Wisconsin on board. A concession was made on DACA young undocumented immigrants for Flake of Arizona. In this way its passage was ensured after failure to repeal Obama health legislation. The Congressional Joint Committee on Taxation report says the bill would increase the deficit by $1 trillion over a decade. Corker of Tennessee opposed the bill for this reason, but failed to convince other senators who believe the bill will generate robust growth and the deficit report is too pessimistic. The tax cut bill helps 70% of middle class families and may not help others because of removal of deductions such as the one for state and local income taxes. Business gets a permanent tax rate of 20 percent instead of 35 percent which is made permanent. Owners of small business not set up as corporations also get a tax break for small business. To offset the cost of the changes the Alternative Minimum Tax for corporations is retained and a tax on corporations with assets held overseas was increased. ...

The 2018 state elections leave an inconclusive result says Soutik Biswas of the BBC.On one side an arrogant government and on the other side a older party from the Independence struggle that has not developed younger leaders and lacks a compelling narrative. Rajasthan has tended to give only 1 term to an incumbent government, and in Madhya Pradesh Congress party had 113 to BJP's 111, a very close vote, with the BJP facing anti-incumbency sentiment in an effort to win a fourth time in succession.  A lot depends on regional allies for the Congress says Biswas, and here it is not clear how well this will work. The Modi government faces discontent of farmers, and the loan waiver for farmers promise by Congress helped it with voters. In the general election much also depends on how well prime minister Narendra Modi keeps the narrative focused on development and retains the support of younger voters, and his personal popularity. This only leaves an embattled Republic between a government that has struggled to create jobs and modernize the country even with good intentions, and a older centrist party that has not cultivated new leaders from within its ranks and lacks a compelling narrative to take the country into the ranks of close to developed nations the way its neighbors South Korea, and China have rapidly developed. ...

What should be added is that Brexit is a child of the time in 2015-2016 when Angela Merkel was ill prepared to tackle the sudden wave of migrants from North Africa from wars and population growth outstripping what little progress was made, making decisions to let in close to a million migrants. Migrants are now being returned back to their home countries and the issue has faded. The austerity policies in the EU with Greece, Spain and Portugal as bad poster childs for the EU are also largely over, with economic recovery in Europe.  As a result confidence is growing in the future of the European Union. What pessimists including Mr. Trump saw as a breakup of the European Union is no longer the case. Britain's long negotiations and divisions for Brexit are now reinforcing an opposite conclusion- that it is beneficial to stay in the European Union. Fully 68% in a Eurobarometer Survey of 27 EU countries by the European Commission in March 2019 think so, only 17% think it is not beneficial. In Britain also a majority now support membership in the EU. The European Union and Britain have a lot to learn from this experience and the divisions generated, which is likely to be part of the acquired experience of a new generation of leaders.  ...

A woman CEO, Phebe Novakovic,  at American defense company General Dynamics says in an interview says she is patriotic and shares her experience growing up in Europe during the Cold War, as the daughter of an Air Force officer.  She also talks about her first job interviews  when she was turned down for jobs after being 7 months pregnant. Women are now CEO's or hold senior positions at defense contractors Lockheed Martin, Northrop Grumman, Boeing,in four of the five largest U.S. defense companies. Most of them including women in the Pentagon are low key and private in their conversations. On the divisiveness in the U.S. Novakovic has some direct comments. She says she wories profoundly about this, especially the part that means there is no national narrative, just conflicting angry opinions that are corrosive and cancerous. This is because democracy requires shared values and a strong nation requires its own national narrative. She points out that in this way you can destroy yourself faster than an enemy can destroy you. About tech companies such as Microsoft, Google and Amazon not wanting to work with the U.S. government she says she is alarmed because this shows an ignorance about where they think their freedom comes from, where their platform of innovation and technology comes from, which is the strength and vitality of the U.S. as a nation.  ...

About 12 million Chinese viewers on Weibo look at new VP pick Tim Walz hoping for better relations with the US, reports BBC. Walz was teaching English and American history at Foshan No. 1 High School as part of a Harvard University volunteer program. Walz says it is one of the best things he has ever done, and gives him a unique insight into China and the Chinese people. Tim Walz was fresh out of college when he joined the Harvard volunteer program to teach in China in 1989. One Weibo user reflected the sentiment on Weibo- Walz's "unique background gives him a real perspective on China", and he could "promote cultural exchanges between China and the United States at a time when... relations are extremely difficult". China was different back then somewhat where India was in 2014, a largely agricultural economy beginning its transformation into an industrialized nation like the US, Germany or Britain. Walz told a local newspaper inthe US when he returned-  there are "no limits" on what the Chinese could accomplish "if they had proper leadership". "They are such kind, generous, capable people," Walz said. Walz encouraged cultural contacts and educational trips after he returned. Germany's DW.com looks at the influence of money in US elections. The Supreme Court decision in 2010 for Citizens United said First Amendment rights of free speech enshrined in the US Constitution were not based on the identity of the speaker as an individual or other entity. Corporations and unions were allowed the same rights of free speech. No limit was placed on contributions of companies. This has increased the influence of companies and corporate interests in US elections. This undermines public confidence in the election process. In one instance a billionaire said he would contribute $45 million a month to the former president's campaign. In one talk show the former president offered a position in his administration to that billionaire. In another instance a large Silicon Valley contributor offered large contributions to Harris-Walz and yet remained critical of Biden's choice of regulator Lina Khan at the Federal Trade Commission.  This shows the influence of companies in financing after 2010 is becoming more direct and blatant. Yet US has never had the kind of strict laws existing in Europe on election financing and not setup a public financing mechanism as in Europe. Even before Citizens United SC decision tech, pharmaceutical and oil companies lobbied heavily using the existing laws to their advantage to buy influence.    ...

About 105,000 airings of ads on immigration making up 42% of all Republican ads in battleground states are on the Immigration issue since Harris became candidate July 22, according to WSJ analysis. WSJ polling shows 59% of respondents favored the bipartisan Senate deal negotiated by Republican Senator Lankford with Biden which Trump rejected in February. This deal would have effectively closed the Border, added Border Patrol resources, and would have passed says Lankford in NYT if it came only 3 months earlier in December 2024 before Mr. Trump won the primaries. This means less advertising for discussing the Economy and less for Inflation, which is the top issue says WSJ polling, immigration coming in second.   WSJ cites the Congressional Budget Office on the number of legal migration in the Biden term as 4.5 million, and illegal entry at 4.5 million. Instead the Trump-Vance Republican campaign is using the figure over 4 times that for illegal migration of 20 million without saying why and makes less distinction between legal and illegal entry, says WSJ. And makes statements that economists say is not the case that this will solve the housing supply and cost crisis, and other cost of living pressures. ...

The Trump economic plan would use tariffs as a tool to get foreign companies to make in the US. It does not include incentives to American companies to create American jobs that won't be offshored and would be expanded, and keep American technologies and incentive based expansion with American companies. In this sense Trump's economic policies are indifferent to whether it helps American companies or not. Biden/Harris are determined to make it America that controls its own destiny. Why would foreign companies care about expansion and building America's leadership in technologies in the Free World, they would use their technologies in their own national interests. Even when they build factories for Chips as TMC of Taiwan is doing in Arizona they do so skeptical of the power of US engineering.  A holistic plan is missing when American leadership is turned over to foreign companies. Biden-Harris would use tax revenues from corporations to give them the best infrastructure and logistics in the world that supports their growth. This alone would add to America's growth by 1+ percentage points considering what we see in Indian growth with or without the best infrastructure. America's infrastructure is dilapidated. Trump lacks a plan to invest trillions of dollars in new infrastructure as Biden-Harris are doing. ...

Few questions asked on the real issue -what went wrong in Ann Selzer's poll showing Harris ahead of DJT in Iowa by 3 percentage points, with error of plus or minus 3.4%. 3 days before the US presidential election. The actual result was DJT winning by 13 percentage points- how did Selzer get it so wrong? Selzer hints at the answer when she says "the reality is that more people supporting DJT turned out." That is what happened. One should know also that the polling methodology Ann Selzer uses does not look at the previous election turnout because it is not science says Selzer to think that the electorate has not changed in 4 years. She defends this by saying Obama won in 2012 yet DJT won in 2016 because the electorate had changed. Polling has to take into account the zeal or lack of zeal for vote turnout- and ways to measure it. It appears that the Republicans were more zealous than Democrats for their candidate on issues such as transgender and anxiety it causes parents, and about the millions of illegal migrants crossing the Border and the illegal flow of fentanyl across the Border, and working class Americans did not see infrastructure spending in their grocery store just prices soaring and lack of affordability of everything. ...

The second in 1584 was Discourse of Western Planting by Richard Hakluyt showed Queen Elizabeth with the true religious conviction and practice against the Spanish "black legend," of conquest, and unChristian treatment of native Americans. The Pilgrim Fathers and the migration on the Mayflower and other British ships came through this movement. The settlers around 1600 came from small Calvinist congregations under Brewster and Robinson. Mayflower Compact was the constitutional document in 1620 setting forth their aims. ...
