The plans for 20 liquefied natural gas projects are being launched or sped up in the EU which would give about 83% of the natural gas imported by the EU from Russia in 2021. LNG produces half of the carbon dioxide emissions of coal and Europe sees it as a transitional fuel. The EU plans a 14% reduction in greenhouse gas emissions by 2030 compared to 2020, and a lot of this will come from a massive expansion of wind and solar energy, and using energy more efficiently.

Doubling down on LNG means the EU will find itself into many long term commitments to LNG that would hurt the effort to meet climate change action goals say experts.

The Indian Civil Service, known as the IAS, Indian Administrative Service is playing a key role in the modernization and transformation of India. Names such as Mr. Parmeswaran Iyer, who headed the Swacch Bharat Mission (Clean India Mission) or Ms. Ashwini Bhide who heads the effort at transforming Mumbai with a new Metro subway system, are well known. The German parliament voted overwhelmingly in favor of sending heavy weapons to Ukraine as the Russian invasion continues in eastern and southern Ukraine. The German parliament voted on Thursday, April 28, marking a major shift in policy for Germany with 586 in favor and 100 opposed, and 7 abstaining. Military aid should continue and accelerate wherever possible says the proposal that was passed with the backing of the ruling coalition of Greens, SDP and FDP, and backed by the largest opposition party the Christian Democrats (CDU). The far right AfD opposed the proposal. The proposal also foresees an appeal to China for it to "abandon its acceptance of war" and actively support a truce, says this report in DW.com.

US president Biden visits the southern border with Mexico where there is a surge of migrants mostly from Nicaragua. He meets Texas Governor Abbott and visits the El Paso border area and El Paso county Migrant Support Center. He will then meet Lopez Obrador of Mexico and Justin Trudeau of Canada in a summit meeting in Mexico. This report in the WSJ says Mr. Biden is pursuing policy that will send back migrants including Title 42 used by the Trump administration. Republicans have made the border a top priority. Trump era policy requires Mexico to take back 30,000 migrants a month from Cuba, Haiti, Nicaragua and Venezuela. Biden plans to continue these policies for illegal entry to stem the surge.

President Biden's plan to reduce payments to 5% of income instead of 10% for income driven payments on student loans. Loan balances would not grow as long as payments are made. After 10 years of payments student loan balances would be forgiven where balances are less than $12000 in place of the current 20 years.   This is the first effort to create a student loan safety net. Borrowers making less than $30,600 as individuals or $64,200 for a family of four will not be required to make monthly payments on loans. Under the current system loan balances kept growing till borrowers were left with huge and often unpayable student undergraduate loans.

Todd Schlanger, senior investment strategist at Vanguard, is cited in this WSJ report saying the 60-40 strategy makes sense now because of lower stock valuations and higher bond yields. His forecast for Vanguard for a 60% stocks and 40% bonds globally diversified strategy is for a annualized 10 year median return of 5.4%. Schlanger says 60-40 strategy used to be a bellwether, and that strategy is an enduring strategy.

Stock valuations that Schlanger says are lower are reflected in the S&P 500 which is trading at 18.2 times its expected earnings over the next 12 months, down from 21.6 at the start of 2022. The 10 year average is 17.5.

The vaccine cost varies with the company Astra Zeneca at $4 and Moderna at $25. Government money is taking away much of the risk for manufacturers. The U.S. government has allocated massive investments with different manufacturers to ensure that a vaccine is available. Worldwide demand is about 2 billion doses over 2 years. Seven manufacturers have joined together to reassure the public that a vaccine will be tested carefully for safety and effectiveness. Some manufacturers excluding Pfizer and Moderna have stated that the vaccine will be provided at cost.

To return to some level of normal economy and people able to live normal lives the vaccine has to be available to all people at an affordable and widely available level.

Jill Biden pushes the long neglected US agenda on education. She has talked to teachers and union members in about 21 states. Dr. Biden told teachers in Salt Lake City that president Biden was committed to increased federal funding for schools and to pay teachers competitive salaries. In his speech to the joint sessions of Congress president Biden said " she (Jill Biden) has long said any country that out-educates us will out-compete us- and she'll be leading this effort." One part of this is 2 years of free community college education. Like Eleanor Roosevelt during the presidency of Franklin Delano Roosevelt in the 1930's and 1940's Jill Biden is playing an active role.

Shruti Sharma, Ankita Agrawal, and Gamini Singla are in the top 1, 2, and 3 ranking in the 2021 Civil Service examinations conducted by the Union Public Service Commission. All three women say it was a long and difficult journey. Women are now in parity with men in higher education yet in the Indian Civil Service women make up only 26%. Women can provide the empathy needed for development in smaller towns and villages as they take up positions in these areas early in their IAS career. More women need to take up careers in the Civil Service to provide the kind of leadership needed in running the country that India needs at a critical time in its move forward in development and modernization.

Germany will close 3 nuclear plants in December 2021. Decommissioning will take 20 years and 1.1 billion euros per plant. In 2022 Germany will have only 3 nuclear plants in Bavaria, Baden-Wurttemberg, and Lower Saxony, equivalent to power of 4 gigawatts from 1000 wind turbines. Gas prices are up 10 fold in 2021 as Germany makes the shift to wind and solar. Economy and Climate Protection Minister Habeck of the Greens party in the new German government sees a continuation of the policy removing nuclear plants and shifting to wind and solar.

A survey of 10,000 knowledge workers by Future Forum cited in WSJ shows 78% of workers care about and want location flexibility. And 95% of workers want flexible hours. This survey also found that 72% of workers in knowledge industries who are not happy with their level of flexibility are likely to seek out new opportunities in the next year. 

This happens as employers are finding it hard to get workers. The new hybrid arrangements during the pandemic have created a new workplace culture with hybrid arrangements, flexible work, going into the office only some of the time. More than two thirds of employees say they the hybrid setup was their preferred way of working.

The Vikram lander and the Pragyan rover will separate from the main propulsion craft of Chandrayan 3 to go into circular orbit of the moon and begin a separate journey. to land on the moon August 23, 2023. This will put Vikram rover within 30 kilometres of the moon at the shortest distance and 100 kilometres at the longest distance. The final landing will be attempted by manoeuvres from this orbit by deboosting the craft. The trick will be to get the velocity down at 30 kilometres away to a safe speed for a landing below. Changing the orientation of the craft from horizontal to vertical is part of the manoeuvring planned by ISRO, the Indian Space organization.

RICO prosecutions in Georgia for racketeering use a broader definition of the term. Mr. Trump's intent matters and Attorney General Barr's telling Trump that there was no substance to fraud claims.  WSJ says the state RICO law is broadly written giving the state prosecutors more latitude than federal prosecutors when pursuing alleged criminal enterprises.The Georgia RICO law on racketeering say defense lawyers is unconstitutionally vague and overbroad. Yet the state's highest court has upheld the law and cases have been filed and successfully prosecuted in Georgia. Most recently by prosecutor DA Fanni Willis against 35 school officials and teachers for a test cheating scandal. Of 12 charged in that case 11 were convicted, one acquitted.

The US and Saudi Arabia are working on a partnership in which the Saudi Public Investment Fund will invest $15 billion to secure mining stakes for metals such as cobalt needed in electric car batteries. The US would buy the supplies from the Saudi owned companies. US is a copartner with India on a new economic corridor infrastructure project that will connect India with the European Union and the US through Saudi Arabia. Saudis will invest $20 billion said MBS, Prince Salman of Saudi Arabia, at the meeting of the G20 in New Delhi alongside Modi, Biden, Scholz, Macron and the heads of the EU. This is a major new project for which the seeds are being put in for future generations.

The US Justice Department is taking aim at this in the trial that begins today September 12, 2023. It limits choice for Americans and unfairly rewards monopolistic behaviours. President Biden said famously in his State of the Union speech this February "capitalism without competition is not capitalism, it is extortion." It is why the Biden administration is serious about the Tech monopolies which distort the fairness of the American system leading to a monopoly over information so that different ideas are not represented in the same way as they would be in a competitive situation. It also means monopolistic pricing behaviours.

Scientists at Haifa, Kyoto, and at WWA the World Weather Attribution Group say climate change is a cause of the sudden floods in Libya which swept parts of Derna into the sea. It rarely rains in September in the Mediterranean and it is warming 20% faster than other oceans changing weather patterns. Sea surface temperatures near the coast of Libya was 81.5 degree Fahrenheit exceeding the 78.8 degrees when storm systems develop. Kyoto scientists say the two dams that burst had seen sediment accumulate over time reducing the capacity to retain flood waters, and setting loose a torrent of mud when the dams failed. Wars and lack of upkeep of the dams combined with climate change created the flood damage in Libya.

Tesla at $24 per hour faces a challenge when Toyota which increased wages by 9% for non unionized labor pays $34 per hour for assembly line workers. Toyota did this after the new settlement with the UAW for 146,000 workers at Ford, GM and Stellantis. What it means is that instead of setting the wage standard Tesla will be a less attractive option for workers as other foreign automakers Nissan, VW and BMW increase their wages. The UAW union does not have to organize at Tesla for fair wages as Tesla's 20,000 workers would become the lowest paid, and least attractive option for workers. And Tesla would become an exception to fair wages in a cost of living crisis.

Spirit Airlines, a no frills airline in the US, files for bankruptcy. It lost $2.2 billion since 2020, almost all the profit made since 2006. It was the result of a lot of things happening at once, problems with Pratt and Whitney engines grounding planes, failed $2.9 billion merger with Frontier another no frill airline, when Jet Blue made a $3.9 billion offer that had less chance to get by antitrust concerns. The 2020-2024 period was one in which people scrambled to travel and the bigger airlines Delta, United, Southwest were in a better position with their international networks, frequent flyer program and credit cards, and more routes and planes to capitalize on this leaving Spirit behind.

France and Germany agreed to begin talks on a common nuclear umbrella in Jan 1997 as reported here in The Washington Post on Jan 25, 1997. 

The post cites Le Monde- "Our two countries see themselves exposed to the same risks. We are ready to open a dialogue on the role of nuclear deterrence in the context of European defense policy." Says the document signed by Germany's Helmut Kohl and Frances Jacques Chirac on Dec. 9, 1996. France had clashed with the US under De Gaule and De Gaulle had pursued an independent nuclear deterrent. Chirac took up this stance in 1996 with nuclear tests in French Polynesia and offered to share its nuclear deterrent with Germany.
