T.S.R.Subramanium, India's most senior civil servant and his thoughts about Indian development, the civil service politicians and the judiciary, expressed in abook titled GovernMint in India. He was Cabinet Secretary under three prime ministers. He is interviewed here by the WSJ New Delhi Bureau chief, Paul Beckett. He talks about the timidity of the civil service in the face of political ineptitude and the political class using government to benefit themselves without the checks on them. He says the politicians have come to dominate the civil service , have no checks on what theydo, and are twisting the civil service for their own gain. He knows of three cabinet level ministers in the last government that made money from their positions, with nothing done about them. Proble here could be that the framers of the constitution had some tough problems to deal with. If they made the civil service all powerful, could it turn out that the civil service like in Japan would not bend to the wishes of the people? And if they made the civil service subject to the wishes of the people the politicians could use it for their own narrow purposes and affect the task of delivering essential services and progress to the people. They chose the latter. Its true that the British civil service was disciplined and honest but they did not have to respond to the wishes of the people. The only safety valve left by the framers was in the electoral process and the wisdom of the people in throwing out politicians who did not deliver. The problem of dignity and national purpose in politics had to be left to the people themselves, their leaders and the thinking public in the society. He sees the judiciary as having failed too, in controlling the politicians. And he sees part of the problem in that the judiciary stems from the same English educated class as the bureaucrats. Says T.S. R. Subramanium, the political class is the only one that is not constrained by checks and balances, follws no effective code of conduct, and considers itself king. Subramanium's solution of a messiah type figure, is quickly disapproved of by all his colleagues, and he takes pains to clarify that what he means is someone who can get the public backing to cleanse it. ...

Tabuchi provides an exceptional account of the difficulties overcome by Rieko Fukushima as she returned from maternity leave to setup the 3-D TV team at Toshiba to commercialize the technology. Her inventive skills, networking and collaboration with other parts of Toshiba, hard work and perseverance paid off when her team solved the problem of being able to view the 3-D television without glasses. The solution was a new algorithm based on Toshiba processer Cell that sent different images to the left and right eyes. Here she describes the astonishment with which her team received the news that a woman was in charge of the team, just returning from maternity leave, and only 39! Was it tough as a woman? Yes, she says! Rieko was exceptional in many ways. Japan's challenge is to get more women with even a fraction of Rieko's talent to make a huge difference in a country where women play a minor role in positions of responsibility and initiative at all levels. It would make a large difference in Japan's prospects in the global economy- about 8.2 million more workers, and an estimated 15% increase in GNP....

Some software engineers are shown redesigning their homes to setup offices for working dads and moms where they previously worked out of temporary arrangements in the home. Physicians used telemedicine in the early months of the pandemic. They still see patients only once or a couple of times a week in specially designed arrangements where patients stay in the parking lot till they their appointment and waiting rooms are largely empty. It is a season of deeper adaptation as people realize they are in this for the long run into 2021. Workers are setting up new routines and home offices, families are trying new rituals, and businesses are trying new ways to energize their employees, all with the objective of making it work in the long term. Changes that president Biden is making to make certain that students who took out a loan of $30,000 for college do not end up paying for two decades, and be still owing $60,000. WSJ explains that the original student loan law written decades ago does not take into account the realities of today as young people are forced into long repayment plans and still cannot complete payment. President Biden has stated that no student loan borrower would be expected to pay more than 5% of his or her income for student loan payments each month. This helps student borrowers across the country and makes college education affordable. Most Americans have failed to realize the importance of higher education and its affordability for the US economy, the US ability to compete with China, India and the EU, and the damage done to US education by outdated laws. The general failure to support education and its affordability has come at a great cost to the US economy and its strength in the world, similar to the damage done by the neglect of manufacturing and communities across America that depend on good manufacturing jobs. Most questions about the vaccines from Oxford, Pfizer and Moderna are answered in this Q&A in The Times.  The Oxford vaccine is the only vaccine that is being provided at cost to the public at a cost of 4 pounds, Pfizer using German technology at 15 pounds and Moderna from Cambridge, Massachusetts, at 28 pounds. The Oxford vaccine can be stored in a fridge, the others use mRNA technology of messenger RNA which requires ultra low temperature storage. Astra Zeneca could have handled the trials and methodology for results in a better way. As the two trials one that produced results of 62% and the other results of 90% cannot be combined to give results of 70% but are two distinct and separate trials. However too much emphasis has been placed on the vaccine, as other prevention measures remain important for 2021. Other vaccines are being developed in Britain with new technology and in India by ICMR which are in trials stage and about which not enough is known. China is slowing infrastructure projects after loaning $30 billion to Venezuela. As Venezuela's economy declined under Maduro Venezuela is paying this off with oil exports in what is called a creditor trap. Both Russia and China are intent on trade with the US, Russia to open up business and trade and China to preserve it's trading and business relationship for its exports at a difficult time for it's economy. This tacitly preserves the idea of US direction in a beneficial way for the western hemisphere that was part of the message in 1823 by president Monroe to Congress. In the Mexican War, through Manifest Destiny during the administration of James Polk in 1843 this was still the accepted idea when Ulysses Grant a future president and civil war general on the side of Lincoln fought in that war. This brought slavery free, Spanish feudalism free, democratic processes and modernized economies to California, New Mexico, Utah and Colorado, much of the West and the Pacific shoreline. Russia hopes to get the US to accept it's aspirations to be a modern Northern power in Europe. The US DJT Republican administration has shown it's respect for Russia in its zone of influence, with it's main objection to Russia in Ukraine being the massive invasion of a neighboring country. When compared to Mexico it was the US replacing the Spanish who had invaded the Aztec tribes in Mexico setting up feudal regimes, not the US invading a neighboring country. The European Union and Germany now bear the burden of defending Western Europe as a European power. The situation is similar in Asia where China has it's area of influence and India, Japan, Australia as Asian powers sharing zones of influence in Asia with China, so that the US can maintain good relations with China including fair trade that brings back it's manufacturing. The US would continue to support Taiwan as an independent country. This balance can ensure peace in the Americas, Europe and Asia as nations modernize and choose better governance under governments that relate to their history and geography, as opposed to Communist and anti-communist or democratic or anti-democratic, when they meet the aspirations of their people.   ...

Economist Wu Jinglian, was adviser to Chinese leaders Deng Xiaoping, and Jiang Zemin. He sees risks ahead for China in the crony capitalism that has developed there. Business tycoons and corrupt officials he believes have hijacked CHina's economy and manipulated it for their own ends, which he calls crony capitalism. Its asystem in which the bureaucrats and their allies benefit from bribes and payoffs, and by steering business to their allies in industry. With increasing corruption as theses bureaucrats want to get richer Wu is not optimistic about the future. He sees three dangers, awidening income gap, inefficient monopolies, and crony capitalism. WHile there is corruption and amarket economy in India, the big difference is the free press and strong media in India which keeps corruption out in the open whereas in China there is more scope for this and crony capitalism because of the tight control on the media. Two of three obese people live in developing countries. About 29% of the global population is obese in 2013, according to the Institute for Health Metrics and Evaluation at the University of Washington. Between 1980 and 2013, obesity increased by 47% for kids and 27% for adults in the global population. Dr Murray of IHME says no country was the exception. Diet and inactivity are the principal culprits. About 37% of world's men and 38% of women are obese. Obesity increased rapidly first in developed countries, becoming noticeable by 1980 and slowing since 2006, and now is growing fast in developing countries. Germany is a surprise No. 8 on the list. The U.S. No. 1 ranking tells a lot about the misguided priorities of living in the U.S., lack of education on healthy eating and healthy living, and not putting healthy habits at the top of things to do above making more money. An extreme case is South Africa where 42% of women are obese. The most obese countries are by rank - U.S., China, India, Russia, Brazil, Mexico, Egypt, Germany, Pakistan, Indonesia. Russia faces inflation of 7%, and the central bank policy is to fight inflation by increasing interest rates to 7% in March 2014. The crisis in Ukraine and Russian intervention in the Crimea has worsened the prospects for the economy at a delicate time after Russia's growth rate was slowing rapidly in 2013. Capital flight in 2013 accelerated in the 1st quarter with the Ukraine crisis- with about $60 billion in capital outflows in the 1st quarter 2014. Speaking at an investor conference in Moscow, the former finance minister Alexei Kudrin, who strengthened Russia's finances in Putin's previous term continued to warn about taking risks with the economy and Russia's finances. He had earlier warned about higher defense spending. He now says the sharp economic slowdown expected with a possible contraction of 1.8% in 2014, is the price Russia is paying for an independent foreign policy. The policy is popular in Russia now with Putin's rating at about 80% in April 2014, but Kudrin says this does not reflect the situation if the contraction leads to falling real incomes. As investment spending stalled in the 1st quarter, only consumer spending supports growth for the remainder of the year. Russia's Economics Ministry favors stimulus to support growth, but the central bank is concerned about keeping inflation of 7% in check, and the Finance Ministry favors current policy of building up the rainy day fund from higher oil prices. As a result no stimulus is planned even as the economy slips into a risky contraction phase. For emerging markets in 2014 political problems have exacerbated slowing growth first in Turkey in 2013, and now in Russia in 2014, with the reverse taking place in India and Indonesia where elections and a change in government lead to more optimism....

American companies have deindustrialized the US taking out it's manufacturing by shipping it overseas destroying the American middle class and working class.  An insult to the American worker whose pride and dignity and efforts rebuilt the world after the Second World War helping Europe and Japan, China, rebuild. Pouille and Thibault of Le Monde of France look at how China advanced in the years 2004 to 2024 and surged from 9% of industrial production in the world to 29% more than US, Japan, Germany and India combined.   This is also the period of three wars Iraq and Afghanistan and Syria and two presidents Bush and Obama 16 years in which the US took its eyes of the ball and let this situation take hold, which would inevitably lead to a response from the US which started with US president DJT in 2016 and is now in its 10th year. Having failed to limit the China 2025 Plan so that there is no overconcentration of manufacturing in the world disproportionately affecting the rest of the world. The consequences for the rest of the world are clear to see with the 1.7 billion people in India and Indonesia who were late in industrialization by 10-15 years compared to China, the deindustrialization of Europe and the US as this enters its final stages leading to the fissures in the societies of Europe and the US, the destruction of the middle class. ...

Eric Schmidt, former chairman of Google, says that dependency taken to this extreme where TSMC makes 92% of the advanced semiconductors needed for every smartphone, laptop and missile systems, needs to be quickly corrected. He says America's technology advantage could face serious damage with the Taiwanese production lost in the event of war or missile attack. The supply chain is already at risk with over 70% of supplies of silicon, tungsten, and gallium in the supply chain under China's control. Surprisingly Schmidt does not ask for action beyond Congress authorizing the $50 billion investment proposed for American manufacturing of semiconductors. What is needed as Andy Kessler has proposed in WSJ is to ask Taiwan and South Korea to invest in the US and allies such as  India where production cost challenges can be met with the engineering manpower and facilities as has been done in health care and vaccines manufacturing. Only token or small investments have been made by South Korea and Taiwan in the US compared to what is required. The US should ask for this to be done as part of the exchange for security guarantees that the US is already making for South Korea and Taiwan. It is also the responsibility of South Korea and Taiwan to make these and other investments in other technologies considering it as its obligation to the Free World. For too long countries in Asia that have benefited from US assistance have ignored their reciprocal obligations to the US. Japan, South Korea, Taiwan, and China have all benefited from US technology sharing and assistance. It is only an egregious example that China has put itself in the situation where Japan found itself or placed itself in the first half of the twentieth century.  ...
