To limit global warming to increase in temperatures by 1.5 degree centigrade by 2030 requires 2019 global emissions of 52 billion metric tons to come down to 25 billion by 2030. If China continues to use coal the way it now does till 2030 as is expected today it will continue to have the 2019 carbon emissions of 14 million metric tons or more than half of global carbon emissions from about 27% today. Vice premier Han Zheng China's top climate and energy official has reversed course from his earlier admonition in September to "curb resolutely the blind development" of high emissions coal projects. After wide blackouts in Chinese cities and power cuts to factories in the past couple of weeks the new priority Zheng says is "increase coal supplies by any means necessary." Coal provides power to 56% of China's heavy industry. Chinese localities have 104 gigawatts of top priority coal power capacity planned more than what is installed in Japan and Russia. ...

Haberman and Thrush of the NYT provide an account of what happened at the White House when U.S. president Trump met privately with Chuck Schumer and Nancy Pelosi to work out a deal on the Dreamers, or Deferred Action for Childhood Arrivals, called DACA, that under president Obama allowed 800,000 young immigrants to stay in the country. President Trump had earlier said he would reverse DACA. DACA was setup under an executive order by president Obama in 2012 to allow immigrant children brought in under the age of 16 to stay in the country, with maximum age 30. In 2014 a second executive order by president Obama expanded this to include children under the age of 18, with no maximum age. Both executive orders were opposed by Republicans. In the meeting Chuck Schumer answered Trump's question on delaying or changing Trump's mind on DACA, "what's in it for me?"  Schumer said Democrats would work with Trump on new legislation on border security, but not on funding for a border wall. Trump agreed to work on a deal, including no deportations for a six month period. After different back and forth in the media, typical of the politics in immigration issues, the president says he is ready to work out a deal on DACA, if the Democrats work with him on toughening border security. Both Democrats and Republicans in Congress now agree that steps have to be taken on border security in stages. ...

China's efforts to build its own core technologies in chip production leads to a ban on American manufacturer Micron for supplying China's chip needs. This allows Chinese companies to fill the need as China pursues its own Made in China model similar to America's Made in America model that president Biden is taking up to catch up with Taiwan. The title is a misnomer as there is no clash as such with the US when countries are developing their own safer supply chains as the US is doing and working with its European allies on this. In fact the competition is with Taiwan, in an effort to correct a mistaken decision for the US under the pressure of laissez faire advocates in the US to not let the federal government support American chip makers that over two decades has created this huge gap with Taiwan. Laissez faire means to leave alone, which came at the wrong time when competing nations including Taiwan and South Korea were supporting their chipmakers aggressively and covertly and presenting their costs as something the US could not compete with. It is because of this effort that candidates who support this effort prevailed in Pennsylvania, Nevada, and Arizona for Democrats to retain the Senate and be competitive in the House of Representatives. Only complacency led to unexpected losses in New York state for the House of Representatives leading to loss of the House by a small margin. These children were separated from their families in a program of forced assimilation that failed. Indian tribal people and the regions of Quebec and Ontario are only now coming to terms with the treatment of tribal people who inhabited this land for centuries before the first European settlers from Britain and France arrived in North America through the Atlantic ocean voyages. This scene is relevant as India's leaders including Mr. Modi select a tribal woman from Odisha (Orissa) Ms Murmu a school teacher in India's northeast to the position of president of the Republic of India. It was never thought of this way yet tribal people exist in Indonesia, Philippines and many parts of Asia. In India tribe population is 106 million and makes up anywhere between 8 to 30% of population mostly in the northeast and tribes are the dominant population in the border regions facing China in its occupation of Tibetan region. This shows there is a lot to learn in how to respect the dignity of the people in these regions especially now when with climate change  sustainable living is the first priority.  ...

French president Macron fails to get president Xi of China to commit to changes in its policies towards Russia's invasion of Ukraine. Macron's visit as seen by the NYT only undermines the US policy and European Union policy that opposes the invasion of Ukraine by Russia. EU's Leyen also visits China at this time.  The relations between the US and European business with China expanded for two decades between 2000-2020. All three regions are heavily invested in each other. Decoupling is a gradual process and China sees the EU as an access point for technology and investment. The US has not decoupled from China even after moves in semiconductors and electric vehicles were made by president Biden. Apple and other American companies are heavily invested in China. The US and the EU are committed to building new supply chains. Their policies are intended to do this in a way that reduces the effect on their economies. The European Union depended on the US for its response to the Russian invasion and to protect freedom in Europe through NATO. By 2024 the European Union policies will be integrated with policy of the US. China is also trying to reduce the effect on its economy by decoupling in a way that maintains growth. ...

Chinese president Xi Jinping is not expected to attend. Behind this are ambitious goals for solar energy generation set by prime minister Modi, after his first experiments with new solar energy technologies when he was running the state government in Gujarat state. Modi sees new technologies of the future playing a big role in making it possible to achieve ambitious goals way ahead of schedule. Chinese leaders including Xi Jinping have frowned on the accumulation of wealth and the IPO pay day, says this report in the WSJ. The largely unregulated company Alibaba in its role as a financial business, its complex ownership structure, and practices, have met with skepticism from China's financial regulators. They see the financial operations of Alibaba and its businesses as operating with little financial oversight and the state having to assume risks if something failed. The company's business model of payments app Alipay, mutual fund, voluminous data collection, operations as small loan provider to half a billion people, are seen by Chinese leaders and president Xi as posing unknown and unclear risks when not properly regulated. Commercial banks are subject to  tough regulations and capital requirements that Alibaba has avoided. State owned banks supply Alibaba with majority of the funding and take on most of the risk even though Alibaba makes profit from the transactions, is the perception of regulators. China's export model and manufacturing have enable it to create the banking capital on which such internet business models have thrived. In a world where supply chains are being redone, and following the pandemic, there are questions about how businesses that were created in the period before the pandemic should operate in a different environment. ...

The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. Four critical areas of strategic vulnerability will be reviewed- pharmaceuticals, semiconductors, batteries, and strategic materials. ...

LNG prices have declined in 2024 to a fraction of what they were from $70 per mmBTU in 2022 with the Ukraine war to about $10 in Jan 2024. India's state owned Petronet signed a 7.5 million ton LNG deal for 20 years with Qatar at the reduced prices. For the world it is a good thing as India moves to natural gas from coal when about 60% of the increased pollution in 2013-2021 is coming from India by some estimates. This translates into climate change. The goal is to go from 6% for natural gas in energy mix in 2013 to 15% by 2030. Few people realize what this means outside India- that every additional dollar that was added to the nation's energy bill was a dollar not going to essential building of modern rail and transport infrastructure, into new colleges, into new health infrastructure hospitals, into logistics for manufacturing hubs, into digital and modernizing the economy. This during the pandemic has meant free rations of food for hundreds of millions in the rural areas which have been continued into 2024. Twenty years after Japanese prime minister Koizumi visited Pyongyang in 2004, Japan's PM Kishida plans to talk to North Korean leader Kim. Koizumi had talks with Kim's father in 2004. The effort is to reduce tensions in the region with elections approaching in Japan, India, and the US in 2024, and to bolster the sense that Japan can manage its role in the region. The Europeans are doing the same as the French and the British are taking a bigger role in Europe during Ukraine conflict. After the Gaza conflict, the Houthis in Red Sea maritime channels, there is a sense that reducing tensions proactively is a better approach rather than wait for things to take their own course in directions that are not good for the world, or taking rigid ideological or other motivated positions that serve no constructive purpose and exacerbate tensions. Gandhiji used to say "tit for tat makes the whole world blind." It is not idealistic to say that but very practical and useful because if you do that you end up with situations where you lose leverage and ability to take positive action and come up with better outcomes, than if you let some unforeseen event or some events by other actors without proper motives to intervene to your serious and the world's detriment. ...

The scale of what can be done with the right amount of capital going into the right places and not the wrong places and with determination to rebuild can only be imagined- Mr. Biden says here that additional $2.5 trillion can be reduced in the deficit by "cutting the wasteful spending on special interests and ensuring the wealthiest Americans and corporations pay their fair share of taxes." It also means vital investments can then be made in education, in infrastructure, science and technologies, and other areas where it is missing today through planned misallocation. ...

It keeps the nonprofit in charge and able to fire the CEO of the profit subsidiary and keeps the mission as overarching for both subsidiaries. There are three other members who hold no shares in the company and who are bound to a fiduciary duty to "create safe AI that is broadly beneficial to humanity." Tasha McCauley and Helen Toner are the two other members who are members of the Effective Altruism movement who have raised concerns that AI could lead to the extinction of humanity. There is also a period of 5-10 years that the world economies have to weather through by accessing US+ oil supplies to support easing household spiralling energy costs when Russian oil supplies are no longer accessible. This is leading to a higher value being placed on existing oil blocks such as the Stabroek oil block near the coast of Guyana that Exxon and Hess have developed. Crucial work was done by Hess engineers for the find when Exxon had given up.
