Cost of financing Spain's debt is projected to decline by 5.2% to 36.6 billion euros, according to Treasury minister Montero. The EU with the backing of the IMF has considered the high unemployment in Spain in its decision to relax deficit targets. This has given Spain an opportunity to clean up its accounts without further damage to the economy. Spain's deficit will now decline to 6.5% in 2013 from a deficit of 6.8% in 2012. The target for the deficit is set at 5.8% for 2014. Credit is still tight and consumer spending weak, major concerns for the government- in addition to the need for creating jobs- of prime minister Rajoy....

Russia's Economy Minister Alexei Ulyukayev, says Russia's economy contracted in the first of 2014 compared with the prior quarter. Intensifed capital flows and lack of new investment could lead to the economy and GDP declining by 1.8% in 2014, according to the ministry forecast. Russia experienced capital outflows of $60 billion in the 2014 1st quarter, almost as much as for all of 2013. Russian law caps spending not covered by direct revenue at 1% of GDP. He called for tapping the rainy day fund for spending on infrastructure and investment to revive growth. Currently much of the revenue from high oil prices goes into building up the rainy day fund, used to cushion the impact of financial crises, after learning from the disaster of the 1998 financial crisis when the ruble collapsed.

It is a major step to cut carbon missions in half by 2030. The Biden plan is to have majority of cars to be electric by 2032. It does not require a certain number of cars to be electric only requires carmakers to meet certain emission requirements overall and the carmakers then choose what the mix of gas, electric, hybrid would be. It also has concessions to workers unions and carmakers, and an understanding that there is resistance to buying electric when charging stations don't exist in adequate numbers and costs are high for electric. It does this by allowing accelerated development in 2030, 2031 2032 to do the job, as by 2030 enough capital investment and research will have happened to make this possible. This also seeks to not politicize climate change in the way the former president seeks to do as a realistic plan is needed and simply having no plan and eliminating the political opponent's plan and denying climate change is not possible in 2024 as in 2016, there is just too much happening in terms of floods and fires for people to not believe. Automakers and workers themselves believe that a plan is needed to fight climate change in 2024 even though these same automakers such as VW and large automakers in the US had a wait and see attitude in 2016. For the Biden administration listening to carbuyers, carmakers, auto workers and the general public to make the plan workable and meet real concerns is the best way forward in 2024. ...

Catalonia looks more like Scotland as the Socialists win just as Labour wins in Scotland in 2024. The separatist cloud over Spain and UK finally clears and the people become wiser to unscruplous politicians seeking to divide and exacerbate economic problems. Wilkinson of The Times looks at the period 1980-2003 when Jordi Pujol ran the state of Catalonia in the years following the 1975 return to democracy from Franco's dictatorship. Jordi Pujol confessed to $11 million in embezzlement with Andorran bank accounts a decade back. Some reports say $290 million. This report looks at views in Spain that the shift to Catalan nationalism under his successor Arturo Mas was an effort to keep his party in power by appealing to nationalist sentiment. This led to the 2007 independence referendum, and shows how fickle public opinion can be, how it can be moved in different directions to the detriment of the people, the local region and the country by unscruplous politicians. In May of 2024 sentiment in Catalonia shifted as shown in the adjoining article from The Times. The Socialist party of Pedro Sanchez and its leader in Catalonia Salvador Illa became the largest party in the May 2024 elections. The separatist party of Pujol and Puigdemont winning only 39% of the vote.  Pujol is being rehabilitated, the Catalan independence movement having run its course and dissipated, the best course for Sanchez and Spain and the People's Party opposition in Madrid being to close this chapter, as the Catalan people become wiser.   ...
