The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

Google has come out firmly on the side of parents struggling to deal with schooling at home for children, with social distancing during the pandemic, as it supports working from home all the way till summer of 2021. For 200,000 full time and contract Google employees is sure to offer some relief.  Sundar Pichai the Alphabet CEO made the decision after a debate in Google Leads a small group of executives at the company.  Mr. Pichai told staff " I hope this will offer the flexibility you need to balance work with taking care of yourselves and your loved ones over the next 12 months."  He was especially concerned about parents trying to tackle schooling of children. The surge of the pandemic in California where Google is located is likely to have convinced Google executives that this was the right step, with no vaccine in sight, and the possibility of a second wave after this one. It made 1.8 new energy vehicles in 2023 through August and 83% increase over 2022. Inflation is about too much money chasing too few goods or services. Paul Krugman, economic expert, says in the NYT that this inflation episode in 2021 is still he thinks transitory, as does the Fed's Jerome Powell. It is Krugman says a demand pull situation in which higher demand is  a result of the lockdowns easing and pent up consumer demand being released, just when the productive capacity of the country is affected by about 4 million fewer workers in factories and other places. The supply is crimped also by supply chain bottlenecks with covid affecting supply from countries in Asia also with fewer factories operating. Added to this is the whole logistics chain near Long Beach California moving ever so slowly because of fewer workers, and ships lined up all the way out to sea. The Fed chairman Powell thinks this is what is happening. Krugman says this reminds him of the 1946-48 episode of inflation after the war, when the disaster of war was followed by peace time 1946 and the release of pent up demand like today. At the same time in 1946 factories were still not fully operational for consumer goods after bombing in Europe and war time conversion in the US. The result too much money chasing too few goods available. In this situation Krugman says a calibrated effort that is based on new information is needed with moderate action, very small rate increases in 2022 so that inflation signals are sent out by Fed but not in a way that would disturb the long term trajectory of the economy for growth. After the pandemic has hit so many Americans so hard. Action that would preserve the long term strength and productive capacity, and technological competitiveness of America during this period of renewal. ...

Inflation and consumer prices went down from 3.4% in the first quarter 2024 to 2.6%. This is a good sign for the economy's resilience. Yet housing costs are high and families are struggling with high cost of rentals. This applies to moderate and low income families who are struggling. Consumers have kept on spending because unemployment is low  buyers face lower inflation, and wage growth is higher than inflation. Donald Trump's campaign and the Republican National Committee raises $64 million in July 2016 through a digital and mailing effort that helps to bring in a large number of small donations- about two thirds of it. The fund raising effort for Trump brings a total of $82 million in July, just short of the $90 million raised by Hillary Clinton that month. Much of the digital fund raising effort was made possible by efforts made by the RNC to improve its mailing lists since the last presidential campaign. Many of the Trump donations are made from the Trump website buttons of $10, $25, $50, and by an offer to match this with Trump's own personal finances. Hillary Clinton is also ramping up her fund raising. Trump now has $74 million on hand, up from $1.5 million at one point, and Hillary Clinton has $102 million. For the Trump campaign that was far less organized than the Clinton campaign, this is an effort to catch up, though this comes quite late in the campaign with only 3 months left; with advertising rates higher, and not enough time to invest in digital and campaign infrastructure.  ...

Bret Stephens talks with Shiite Imam Mohsen Quadivar, who was a student of Hossein-Ali Montazeri, and a seminarian at Qom, Iran. He now teaches at Duke. Kadivar is the author of a three part work of political philosophy titled "The Theories of the State in Shiite Jurisprudence," which questions Khomeini's idea of vilayat e-Faqih, or principle for a supreme leader with near dictatorial powers. Nothing in this principle he says is intuitively obvious or necessary for religion. It is he says not a part of Shiite general principles, and by near consensus of the Shiite Ulama, a minor jurisprudential hypothesis. He says there are two interpretations of Islam: the aggressive Islam of Ahamadinejad or the mercy Islam of Moussavi. Kadivar points out that 2 of Iran's 4 major seminaries have refused to endorse Ahmadinejad's victory. There is here a search and a struggle for the true soul of Islam that goes beyond Iran, to Iraq, Turkey, Pakistan and Afghanistan. The U.S., India, Pakistan and the Middle Eastern nations are having to walk carefully through a period where a search and a struggle for this true soul is taking place. IEA shows China in 2030 with 54% of mining and 77% of refining for rare earth minerals- a near monopoly. It is this monopoly that China is now using to negotiate with the US. Rare earth minerals are needed for many advanced technology products and renewable energy. This move by China to strictly restrict access to rare earth was not anticipated by US negotiators. Prodigous investments in AI data centers is crowding out investment in essential infrastructure that would cut the cost of living in the US. Such as investment in pharmaceuticals in the US, investment in automobiles and rare earth processing, in housing and schools would reduce cost of living by bringing down prices and provide huge human returns for every dollar spent in addition to larger profits over a long period. Shown here is the AI data center for Microsoft in Atlanta. Microsoft has invested $34 billion the first fiscal quarter of 2025 alone, with similar investments by Amazon, Tesla, Google, and others for $400 billion capital allocation in 2026. Investments are also being crowded out in the replacing of the aging infrastructure of the US  of roads, rail, subways systems, transport systems, bridges, airports and ports. Some of these investments such as in ports and logistics are needed to make America a manufacturing and exporting nation. Economists loved to talk about crowding out of investment by the private sector when the government spending was significantly higher as during and after World War II. Today there is little talk about the massive misallocation of capital in the US economy. Where public infrastructure is ravaged by time and mismanagement as in New York political trends are calling for free public transport  and supported grocery stores in NYC, when the root cause the overall picture of the Nation's spending in rebuilding America is ignored or unaddressed, which would get to the root cause of the cost of living and quality of life issues that concern all the people of this Nation. ...

Elected to the Politburo in 1980, Gorbachev became president of USSR in 1985. In the six year period to 1991 he launched a movement to free the USSR from the rigid constraints of communist party rule called Perestroika to improve productivity, freedoms and quality of life. He came from a peasant family with Ukrainian origins and was born in 1931 during the period of upheaval in Russia. The rapid removal of Soviet rule was something Russia was not able to adapt to in the early years with no experience in democratic process. By 2000 after drop in life expectancy and fall in the standard of living Mr. Putin emerged as president.  Russia's economy recovered under Putin's three terms till the miscalculations in the invasion of Ukraine in 2022, that were itself a result of a sense that Russia had lost something with the fall of the Soviet Union and the advancement of NATO and the European Union. Gorbachev's sense in his memoirs was that Russia would do best under democracy. Even in 2017 he wrote that Russia and its people were "ready for a real multiparty system, fair elections and a regular rotation of government." Yet he was too much of an optimist and not enough hands on to grasp that Russia was a large economy and safeguards had to be put in place for the rule of law to prevent lawless elements that could control companies, safeguards for the vulnerable sections of society such as pensioners and older people, and limited self government through elected assemblies and parliaments were needed for a decade before democracy to take roots. Gorbachev's knowledge of American and British democracies, constitutions and parliaments and their evolution over centuries was non existent, with little contact and education of this sort under the Czar or Soviets. The democracies in Germany and Japan were established with American power and extensive education, the Marshall Plan, and unlimited imports by the US from Japan to prevent economic catastrophes of the kind experienced by the Weimar Republic in Germany in the 1920's. No plan from western aid and assistance, limited self government of the people was introduced as training ground as in India. In India the British introduced limited self-government or Swaraj in the 1930's with elected assemblies in Indian states, in the pattern of Dominion states such as Canada and Australia. Mohandas Gandhi negotiated the rights of indentured Indians in South Africa in this arrangement and studied British law and constitutions. This led to the catastrophic failure of the rule of law in Russia after 1979, lawless elements emerging under Yeltsin  that controlled companies and the state, high unemployment, failure of the economy, and drop in life expectancy between 1979 and 2005.
