Questions raised about the government's committment to serious health care reform. New leaders of China who took power in 2002 and 2003 with concern for the poor, did not put discuss reform till 2006 and during this crisis there isn't the urgency that is needed. Recent documents, says the Economist, that were circulated secretly within the bureaucracy for 3 weeks before being made public, provide no clear target about how much people would be reimbursed for medical treatment. The other concern is that the central government provides only 40% of the 850 billion yuan allocated for additional spending on health care in the years 2009-2011. This is about $125 billion. Burt local governments may not be keen on spending on health care as officials are still judged by how much they can boost employment and GDP growth. Over three years the central government's annual share of the additional spending on health care of 850 billion yuan is 111 billion yuan, according to Caijing, a business magazine.But the 2009 budget on health care is 118 billion yuan, so its not clear that things add up. The central government's additional spending in each of the 3 years is only $16 billion. How this can provide help to the 200 million uninsured, the insured who still pay a large amount for health care, and pay for essential pharmaceuticals on a list prepared by the government, and pay a portion of the expensive diagnostic tests that hospitals like to make money from, is not clear. The whole system will have to be overhauled so that hospitals do not have the incentive to prescribe these expensive tests and pills that cost more. The government says it will be 2020 when 90% of Chinese are covered by agovernment financed health insurance system- 11 years away. This only means that domestic consumption may remain depressed for a decade or so. With export markets collapsing, this leaves China dependent on infrastructure spending for growth for a long time, and lower growth rates with higher unemployment. ...

Remember the pictures of all the bicyclists in cities in China, now there are cars instead, and that we assumed was progress. But crammed as we are into small urban areas, and with so many people in the planet and so many with aspirations for a better life in China, India, Brazil and Russia and other countries, this does not point to a sustainable future. We need bicycles back and a new kind of automobile that is sustainable on the streetsof urban areas. So here we are in New York City and commercial buildings like the Rockefeller Center operated by Tishman Meyer following old rules prohibiting bicycles, looking down on bicyles, and seeing bicycles as affecting safety in the building. So cyclists are on their own. The city has about 5000 bicycle racks, and will add 1200 by 2009, and expects to add 37 bike shelters each for 8-9 bikes by the end of the year at transit hubs. The number of bike racks are inadequate as nearly 131,000 people ride bicycles daily in New York City according to Transportation Alternatives. The city has plans to add 200 miles of new bicycle lanes but mparking is a huge problem. Parking on the street is also risky because of bike thieves in New York City. So new solutions have to be found and it would be nice if building had an area on the ground floor with a separate access for cyclists or a way to go to underground parking through a separate acess and directly park and take elevators just as one does for underground car parking. This would be really commuter friendly but till then its the shop owner who lets youpark there or a friend who has a business and an area where he lets you park your bike and so on, everybody having to be creative. But make no mistake bicycles matter for clean air, the environment, for congestion, for people, for healthy living, and to create a good living environment in urban areas....

Bernard Lewis's "The Arabs in History," is a short book which confirms Zakaria's point about the openness of Islamic societies before the 19th century, with some exceptions in certain periods. Most books or a quick look at Wikipedia shows us that the Renaissance in Europe in the 15th century got its boost from books by ancient Greek authors that were available in Arab societies long after they were forgotten in Europe. His point about Indonesia and India is also true to a large extent except for periods such as the one under Aurangzeb (17th c.). Muslim societies in British India (todays Pakistan and Bangladesh) experienced less social and educational reforms under the British than Hindu societies for various reasons leading to larger backwardness, illiteracy which breed extremist ideas. This is likely to change throughout North African Arab societies and South Asia in the next 50 years, especially with the modernization drive underway in India, which is likely to spread to other parts of the region. Islam as a missionary religion with force of arms spread in the 7th-9th century rapidly over Arab North Africa and parts of west Asia, and later to South Asia. Once established there were long periods of openness to ideas and books, and different cultures ( with the exception of preferences for Muslims), and a stress on commerce which inherently reduces religious vehemence, as the example of Britain shows. For this reason the current conditions in Islamic societies is more atypical than typical. A factor that has worsened it is that 19th c.-20th c. Islamic societies have put less emphasis on commerce and industry than historically seen in prosperous Islamic societies, on which more research is needed to understand why. Another factor is the impact of the interface with technologically and scientifically progressing Europe and America not becoming a learning experience for acquisition of this science and technology and making it one's own, a pattern seen in Buddhist societies of Japan in 19th c., South Korea in 20thc.,and China 21st c. Because Buddhism sprang from Hinduism or a response to Hindu ideas in India, India could be put alongside China for the 21st c. rapid assimilation of western science and technology making it one's own. When there is a violent collison between Japan and U.S. Admiral Dewey's ships, or China and British advances around 1900, the initial reaction of rejection is reversed with adoption of western technology and practices making it one's own. Similiar response in India. Islamic societies have had an extended period of rejection for reasons not fully understood even today. This is likely to generate the kind of internal debate about how to revert back to the usual mode of adoption in Islamic civilization, with the potential catalyst in India and other locations in the Middle East. The most respected German of the 19th century is Alexander Von Humboldt, a naturalist who advanced scientific knowledge, and a mentor to Charles Darwin in England, author of "Origin of the Species." Humboldt says- "There are no inferior races, we are all humans, and we are all destined to reach for and grasp liberty." That Humboldt spent most of his best years in Paris, France, which he compared to the provincialism in his native Berlin, goes to show how Humboldt, Darwin and Humboldt's friend Aime Bonpland of France, maintained close cooperation and friendship and anticipated the close cooperation in Europe since the second half of the 20th c., long before European politicians and governments grasped this. Commerce, science, travel, media and free exchange of ideas, are as favorable to progress as politics and ideology is inimical to it....

Even if a automobile part for assembly is manufactured in the U.S., the subparts may be sourced overseas. This makes it extremely difficult to pinpoint the country of manufacture. Toyota Siena is 90% sourced with US and Canadian parts according to the U.S. National Highway and Traffic Safety Administration. The Ford Mustang 2005 by contrast uses 65 %US and Canadian parts according to NHTSA. There is a publicity war between the US makers and the Japanese with commercials arguing about who is more American. According to the Japanese Automobile Manufacturers Association $28 billion is the amount of cumulative investment in N. America and $45 billion is the amount of annual purchases of parts, so that 67% of the Japanese brand cars sold in N. America are made there. A graph from National HighwayTraffic Safety Association shows the Average percentage of auto parts made in the US and Canada for cars sold in N. America. It shows 2 interesting things. 1. That the US makers GM and Ford are closer to 80% and the Japanese makers Toyota and Honda are about 70%. So American makers still have more American content. Note though that Nissan is only around 54 % domestic content, significantly lower. Its always been a much weaker competitor than Toyota, and its sales recently have been sluggish in the US. The Koreans are not shown here but its quite possible that their content is closer to Nissans than to Toyota or lower than Nissans. So all foreign plants may not be the same. Notice the change in Toyota from 52% domestic content to 70% domestic content, from 2000 to 2005,an 18% jump which could only result from a deliberate strategy anticipating the controversy of who is truly American and who isn't. 2. In contrast GM has definitely shifted from 92% to 80% and rapidly moving in the opposite direction than Toyota. The sea change currently underway in the American auto parts industry is in the background, with Delphi looking to increasing manufacture and sourcing overseas particularly Asia (China, India etc), to bring down costs and be competitive in a globalizing auto parts industry. In the future as Delphi shifts overseas and GM procures from China and India one could see a continuing rapid shift to higher overseas content to add the cost savings directly to GM and Ford's bottom line. ...

Because of online fraud most people in Lagos will not give out their credit card numbers. Dey gets around this by having motorcyclist riders deliver the goods and collect payment in cash. He has a 10,000 square foot warehouse near the Lagos airport, where motorcyclist delivery personnel take off for deliveries all over Lagos, with stalled traffic and delivery instructions like turning left where a lady sits with her plantains. He is planning a site that will be modeled on Amazon. Germay's Rocket Internet also plans to launch soon in Lagos, after opening in India, China and Brazil. Shagaya left Google S. Africa to start the business in 2005, initially starting a site based on the Groupon type business of selling vouchers. Items that sell well and are not returned are books, movies and videogames. Shagaya hopes to increase customers from the current 150,000 to 1 million for a Lagos population of 15 million, of which 5 millon are online on phones and computers....

The nuclear deal reached in the 2013 Geneva negotiations between Iran and the EU, U.S., Russia, France, Germany, UK and China, a diplomatic bloc named the P5+1. Iran gets sanctions relief that would bring in an additional $6-7 billion dollars. In return Iran agrees to increased International Atomic Energy Agency inspections of the heavy water reactor in Arak, to not start the facility or lead it with nuclear fuel. Earlier France had pushed for a complete dismantling of that reactor. Iran will cap its uranium enrichment to levels needed only for fuel in a reactor, of 3.5%-5%, and maintain its total low enriched nuclear fuel at the current level of about 6 tons for the six month period in which further negotiations will take place. As the EU representative put it, this provides the time and space to reach a serious deal. It does not ship out and destroy the estimated 19,000 centrifuge machines in Iran to produce nuclear fuel. A sticking point was Iran's insistence that it has a right to develop and use nuclear energy for peaceful purposes, which Iran says is part of the UN Nuclear Nonproliferation Treaty....

China's corporate bond market is now the third largest in the world after the U.S. and Japan, according to BIS. The Asian Development Bank figures are total corporate bonds outstanding of 500 billion renminbi in 2005 growing to 8.5 trillion renminbi in 2013 (or about $1.4 trillion).

The air quality around Chinese cities is worsening because of coal fired plants and increasing demand for energy, and because of exhaust from automobiles filling the highways. The air quality around Beijing violated the WHO standards more than 80% of the time during the fourth quarter 2008 period. China's Ministry of Environmental Protection says in a report that more than 25% of China's rivers, lakes and streams are too polluted to be used for drinking water. And acid rain is a problem in 200 of 440 cities it has monitored. Efforts to control the exhaust pollution from cars by putting driving restrictions in Beijing are not as effective. One report says that even after 20% of private cars are taken off the road each weekday, the 250,000 new cars that were added to Beijing's streets in the Jan-April 2010 period, have left things as bad as they were before.

Immigration and drug flows became an explosive issue in the US by 2016, yet between 2016-2024 Venezuelan people outflows added up to 7.1 million migrants including about 1 million to the US, as Venezuela collapsed and Russia intervened to keep the regime.   None of this could have happened with major powers US Russian cooperation. Clinton, Bush, Obama, Western financial interests, failed to grasp the importance of US Russia cooperation and mutual respect. Obama denigrated Russia as insignificant because of its GDP.   Russia intervened in failing states but gained little, straining the good relations mutual respect from earlier periods of its history and interactions with the US.  DJT tariff on all importers of Venezuelan oil affect China to which Venezuela sent 55% of its oil exports over half a million barrels a day. It also affects India and other importers. These importers say experts, will shift to Russian crude preferring it to heavy oil from Venezuela. This is a sore point for Americans affected by violent crime from Venezuelan gang members reflected in recent election results. This also affects the sense of safety in American neighborhoods and in towns across America. The Linken Riley Act was passed in the US Congress as action on this issue. People in China, India, and in Europe, and some even in Silicon Valley in the US fail to grasp the way this has affected communities across the US when after decades of deindustrialization and shipping jobs overseas by American business, these communities are affected by a sense of lack of safety in their neighborhoods. There is also a failure to grasp the harm done by migration of 7.7 million people from Venezuela, almost a fourth of the country's population, because of mismanagement of the economy and crippling inflation, and the failure of democratic institutions to function effectively. A failure to grasp the extent of the economic and human disaster in Venezuela. The resurgence of the Pudong District of Shanghai, with large investments, an industrial base, migration to the cities, and favorable location at the mouth of the Yangtze River. Since 1995, 70 skyscrapers and 120 million square metres of floor space according to official estimates, have been built in Pudong. Real estate agency Jones Lang LaSalle says occupancy and rates compare favorably with Manhattan in New York. New York has 10.3% empty space compared to 9.5% for Pudong, and space is leased for $693 per square meter annually in Pudong, 10% higher than in midtown Manhattan. The migration to the cities and a growing middle class have proved skeptics wrong over the years about the ability of real estate developers to fill the space they created. Also helping is the central government's plans to focus investment on Shanghai as the business capital of China.

The Buick Regal is turning out to be just the car for going after younger buyers, and going after Gen Y buyers, buyers who have appeared so elusive for GM. It handles like European cars in its ride, and this reviewer compares it to a Peugeot. It was almost an accident in the way it was developed. It started as the development of a global, midsize front-drive platform at GM's Opel division in Russelsheim, Germany in 2004. At the time it was to be the next generation Saturn Aura for the US, but with Saturn closed down, it was renamed Buick. In Germany its called Opel Insignia. In China where Buick sales are growing rapidly, this car is called a Buick. This car is getting great reviews and is a part of the new rebirth of GM.

Dell is more dependent on corporate buying of PC's than HP and Acer. In todays world companies tend to hold onto their older PC's for longer and this affects Dell's PC sales. Dell was slow to adapt to the changes in the PC industry, where preconfigured laptops could be made at lower cost in China than at Dell's factories on customized basis. HP and Acer moved quickly into these Chinese factories, and Dell was a latecomer to contract manufacturing. Michael Dell returned to day to day responsibilities and he has made several changes. Dell is increasing its retail presence, and acquired Perot Systems for $3.9 billion in 2009 to expand in the services business. Company demand is improving gradually and Desktop PC sales went up 13% and laptop sales up 18% in the first quarter compared to 2009 same quarter.

Former Secretary of State James Baker III on the Obama administration's negotiations with Iran for a nuclear deal. He points out the importance of the U.S. making the removal of sanctions gradual manner as Iran fulfills its part of the agreement. Baker says Iran in the past has broken agreements to resume nuclear weapons research, making the verification process and snap back of sanctions critical. Baker does not address the issues related to how effective verification would take place, calling this the work of negotiators to work out the bureaucratic and cumbersome provisions. He also does not address the problems other critics have raised about any future snap back of sanctions because of the reluctance of European countries, saying only that the U.S. should maintain its credible position on the negtiations with its other partners- China, Russia, Germany, France and the UK.

But he says go to Africa, go to India, and ask about their view of America. Go to China and ask. "But people still understand that America stands for freedom, that America is a country that provides such great hope."
