Spain's Constitutional Court suspended a planned Nov. 9 referendum in Catalonia. A Joint Editorial by U.S. president Barack Obama and India's prime minister Narendra Modi in the Washington Post on September 30, 2014. Strobe Talbot, a former deputy Secretary of State says he does not remember a situation in which this type of joint editorial was put out by two heads of government. Speaking on Indian television "Times Now" with Arnab Goswami, Talbot says this is a result of intense advance preparation on both sides that he is personally aware of from his contacts in the two governments. The editorial says the two countries are "natural allies" using the words of former BJP Indian prime minister Vajpayee. It emphasizes the fact recognized by both sides that the true potential of the relationship has not been realized. It sees the election of a new government in India (with a decisive mandate) as a natural opportunity to move the relationship in line with India's rapid development agenda, and the U.S. own need to generate economic growth. Specifically Modi and Obama plan to discuss building up Indian manufacturing, and expanding affordable renewable energy including nuclear. The "Clean India" program is received with particular enthusiasm and an area of collaboration for improving sanitation and hygiene throughout the country. The relationship is viewed as bigger than projects and investment, in that it can add to helping build a more peaceful future for the global community- with the two countries tradition of interest in peaceful development that benefits all nations....

In addition to the efforts by protests to preserve Hong Kong's special autonomous status, there is a protest by students "Occupy Central," similiar to the "Occupy Wall Street" protests. That aspect of the protest is aimed less at Beijing than at the financial establishment in Hong Kong. Because of its role as financial capital in Asia a lot is at stake for the U.S., Britain, and for China itself, in preserving the special role that Hong Kong has enjoyed for two decades since 1997 transfer from Britain. That independent role and separate status is needed for a world financial centre and access to the best human resources.

Mexico's president Enrique Pena Nieto describes his plans for increasing economic growth in an interview with Lally Weymouth. He looks back at the changes made through the Pacto de Mexico in energy, education and telecommunications, and in other areas. Changes made will allow political parties to form coalitions after 2018 following a presidential election, to form a majority in the legislature so that new legislation can be passed. A new criminal code for the entire country will override a patchwork of laws in different states. Forsythe describes the process by which the Chief Executive is elected in Hong Kong from a group of 1200 individuals mostly pro-business and loyal to Beijing. This was done under the Basic Law drafted in 1990, a mini-constitution that was the basis of transfer from Britain to China in 1997. In 2007 China's People's Congress promised Hong Kong a "one man, one vote" election for 2017. On August 31, 2014 changes were made to this planned election process to limit candidates to persons approved by Beijing, that was considered unacceptable by the protestors from civil society and the universities.

The Air France strike ends after 2 weeks, with the government deciding not to step in with a mediator. Air France says it will continue its strategic plan to expand budget airline Transavia, though Air France pilots would not be required to fly for Transavia. About 250 Transavia pilots will be hired as part of overall hiring of 2000 new employees, and the pilots will fly longer hours at less pay than the current pay and hours of Air France pilots. About 35 single-aisle Boeing 737 jets will be added for Transavia. No Transavia base of operations will be setup outside Netherlands and France, such as ones planned for Portugal to reduce costs. About 40% of the European air travel market is now with budget airlines. The strike cost Air France about $25 million a day for 2 weeks.
