Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

The first farmer in recent history to become president of the US, 1977-1981, Jimmy Carter ran a peanut farm in the southern state of Georgia. He also served in the US Navy under Admiral Rickover. Rickover hired Jimmy Carter for the US early submarine program in 1949. It was Jimmy Carter's loss to Ronald Reagan that made the Democrat a rare one term president. The Iran hostage crisis happened during the election year 1980 which may have shifted the election in the Republican Reagan's favor. The economy also suffered from high inflation and lower growth during this period leading to the loss of the presidency for Carter. The incidents leading to the fall of the Berlin Wall happened during the Reagan presidency. This led to the period of three decades when the free market, less regulation period led to the 2009 economic crisis and the earlier breakup of the Soviet Union leading to the economic crisis in the early period in Russia. It was during this period that 2 Democrats president Clinton and Obama tacitly accepted the Reagan era policies of free markets and less regulation. This period is now coming to a close with the pandemic and a reassessment of what has happened. During that period Clinton paved the way for China's admission into the World Trade Organization. The lack of regulation has led to Section 230 leading to a proliferation of undesirable content on the internet, with support for regulation in the Us Congress. US policy is also moving to support its own industries something the Reagan policies saw negatively, particularly chip manufacturing where the US has lost its leadership role. The period that ended the Carter presidency is thus an inflection point that is now reversing itself decades later with the sense that government staying away from the economy is not a desirable thing. ...

Gokhale describes the intense discussions that are taking place in the inner circles of all three parties, Merkel's CDU out of power questioning Merkel's policies of building so much concentration of business in China, the SPD questioning why it went along, and the Greens knowing that India is their natural partner and the one partner that thinks and acts most like the Greens Baerbock and Habeck. Baerbock is critical of the sale of a stake in Hamburg port to China. No other German leader is like Baerbock, who feels really at home in India in a way that few German leaders have during her recent visit. There is so much change in the Biden administration and in the three major parties thinking about China and how the future of the western nations rests squarely on India's shoulders and its young aspiring population of 1.2 billion, that even India under Modi's leadership for technological change and infrastructure has not kept pace with these changes. This editorial in the WSJ says the resignation and downfall of Boris Johnson in Britain comes from the dissembling that resulted in loss of confidence in his Conservative party, but also in a larger sense from the failure of his agenda to revive Britain.  Not much has happened in the promise to invest in and revive the failing economy and social setting in the north of England. Inflation was hitting British households hard with inflation at close to 9% in 2022. Home electricity and natural gas prices spiked 54% in April and are expected to go up 40% in October. Johnson raised the payroll tax 2.5% to fund the NHS. Corporate tax rate was to go up to 26% from 19%. Green taxes helped energy prices go up, and Johnson did not cut the consumption tax or green taxes on gasoline or diesel or household energy says the WSJ, and kept the household income tax brackets the same even with inflation so households would see a large tax increase. In this sense Boris Johnson with his exuberant personal style and enthusiasm promised a lot after taking Britain out of the European Union with Brexit. Yet as the months dragged on and after the worst of the pandemic found there was little he could show that would convince Britons of a brighter future. Not for the North of England, not for Britons in other parts of England and in London, and with high inflation and lacking the investment that could change Britain, not much to show for infrastructure improvement or plans for the future. The dissembling and eroding credibility led to the situation that only half way through his term in office his absolute majority in the 2019 election could not keep Boris Johnson in office, and the Conservative party was losing the confidence of the British people.  ...

Now that Labour's policies for renationalisation of water, transport and other basic services are popular, it appears that we are seeing a response from people fed up with market failure and greed in the way the private companies in these services are run.  Profits should go to taxpayers for basic public services and that salaries of management should be moderate, services efficient, and borrowing of capital done at lower rates, is the idea behind this. The Times You.Gov poll on renationalisation for rail shows 56% supporting, only 22% opposing, renationalisation of energy companies supported by 45%, 29% opposed, water companies 50% supporting and 25% opposed. In addition to this other Labour policies of 45% tax rate for incomes above 80,000 pounds, and 50% at 123,000 pounds, as well as wealth tax are also popular. Workers on company boards with ownership of a portion of company equity are also popular. This adds to the mystery about Labour's lack of strong support going into the election. Support for renationalisation comes from the thirst for change, says The Times. Market failures, greed, inequality and poor delivery of essential public services, severe cuts in the last decade, all play a role in the thirst for change. There is also the idea that when it comes to essential services there is no room for profit or owners and managers with huge pay running into millions. When trains are overcrowded or unreliable run by private companies economic arguments remain for the textbooks, its daily experience that counts. Going back to a time in the past when it worked, where economic structures were based on fairness, and people cared, is seen as an alternative to a dysfunctional period.     ...

From now on the vaccination program in India will be run nationally by the federal government. This will ensure fair access to vaccines to all parts of the Indian population. Earlier vaccine costs were bid up as states and private hospitals bid up prices. Under the new national program 75% of vaccines will be given out by the federal government and 25%  by private hospitals and other private health institutions. The government in New Delhi under prime minister Modi will offer adults free vaccinations. Modi said "We will increase the speed of procuring vaccines and also increase the pace of the vaccination program." Even in private hospitals the cost of vaccine will be kept at Rupees 150 or $2.06. Experts say this is the right policy and the government has learned from errors in letting states and other private institutions run vaccine policy, which made it too fragmented and subject to too many variables, resulting in inequity, and slowing vaccination drives. The Supreme Court stepped in asking for clarity, leading to the clear policy from the federal government announced today.  Advantage of the new policy is that the responsibility lies in one place, and the federal government also has the clout to make things happen, to negotiate with companies and other parties involved effectively. India has vaccinated 222 million people but because of the population being so large at 1.2 billion this comes out to be a small fraction of the population. This puts the task of getting vaccine supplies and getting the vaccination drives to work in the only place that has the determination and the resources to deliver results by vaccinating 1.2 billion people by December 2021. It has never been done before in history says Mr. Modi, and it is a challenge that India is now taking up for itself and for the global community. Surprising as it may sound, India's independence in 1947, did not get the attention one would expect to see for a country with the second largest population in the world. Europe was still recovering from the Second World War and the cancellation of the debt of Italy made the biggest headline in papers such as the Chicago Daily Tribune. Its title was - Mountbatten named new Governor of Hindu India, Punjab riots rage 250 dead. A misperception as Nehru and Sardar Patel were the leaders of independent India, as prime minister and deputy prime minister. In fact the biggest headline in bold was that -Population was up by 9 million with California surpassing Illinois. A Kipling type picture complete with tigers and cobra was put alongside a departing British ship, adding to the ignorance about India.  The Washington Post title was much better- India achieves sovereignty amid wild rejoicing. But it competed with a Soviet threat on the Balkans, Mercury heat wave hitting 96 degrees, and Truman predicted victory in 1948. The New York Times headline was- Two Indian nations emerge on world scene before a map of India. And another headline India and Pakistan become nations, Clashes continue. Alongside were headlines about a price gouging inquiry from president Truman. To this day the coverage has not changed much with the NYT not truly recognizing the aspirations of the Indian people for a standard of living comparable to the western nations, the papers like the Tribune not having any conception of India except in a vague misguided way. And papers such as the Washington Post only somewhat better. None of the western media, much less the BBC, have any conception of the aspirations of the Indian people for a quality of life and the industrial infrastructure that would be comparable or exceed other countries in Europe or that of America.     ...

At this rate China and India will through the time young people are being encouraged to pursue reading and education- and through strictly regulated social media and videogames in China and TikTok banned in India- move in the direction of developed nations and the US with 150 million users of TikTok be moving in the other direction where Brazil 126 million users and Indonesia 99 million users are. This report in MIT Technology Review says in 2022 the children and teenagers in America spent 103 minutes on TikTok. Tiktok and Facebook split the social media market with about 5 billion minutes each. If users are on both this could give an average of 206 minutes or over 3 hours a day. Consider that there is a Chinese version Douyin. In China its version of TikToK is strictly regulated for a long time now and nowhere poses the kind of threat to education, reading and building a better educated population in China than in the US. Is that a conspiracy. No, says MIT Technology Review, it is because how quickly and forcefully the Chinese governments regulates digital platforms.  It a clear failure of the US Congress and the federal government that has led to this situation where this may be the first generation of young people that are less prepared for civic responsibilities and are from the amount of time dedicated to social media spending less time on reading to to be knowledgeable, and reading in general for education.  In China action is swift. Take for example video games and addiction. In 2021 the rule was put in that children under 18 could only play video games between 8.00 pm and 9.00 pm on weekends and holidays. They are blocked from using outside of these hours. China is looking for new measures that require creators to obtain a license, and for ways for the government to regulate the social media algorithms themselves.  ...

Meloni's Brothers of Italy party with 26% of the vote has roots going back to the Social Movement in Italy in the 1930's. To attract support she has remained in opposition even when Matteo Salvini of the League and Silvio Berlusconi of Forza Italia parties joined Mario Draghi's unity government during the pandemic. She has turned to a pro EU stand from a EU skeptical stand. Meloni is also forming one of seventy Italian governments since 1945 such is the pace of government change in Italy making every government dependent on fickle political sentiments that shift quickly. The Italian economy has fallen into a stagnant situation with growth less than 1% in 2022, and the main concern of voters and the elected governments is the economy and standards of living, so that EU aid acts as a critical part of rejuvenating the economy. The Eu solidarity aid of $200 billion in coming years is critical for Italy's economic revival. It also shows the European Union in action after the years following World War II when it was realized that some sort of sound European economic framework was needed for the common good. Ferraresi also points out that Italy has also gone through an EU led effort to make the judiciary fully independent and able to function similar to the judiciary in France and other EU nations. The rest of my wealth belongs to the community and must be used for the welfare of the community." Azimji Premji gives as three enduring parts of Gandhi's leadership- the pursuit of truth, the importance of means over ends, and empathy for all human beings. He cites a saying of Gandhi to be seen at Sabarmati Ashram and Gandhi Smriti- "I will give you a talisman. Whenever you are in doubt or when the self becomes too much with you, apply the following test. Recall the face of the poorest and the weakest man (woman) whom you may have seen, and ask yourself of the step you contemplate is going tobe of any use to him or her. Will he or she gain anything by it? Will it restore him (her) to control over his (her) own life and destiny? In other words will it lead to swaraj for the hungry and spiritually starving millions? It may come as a surprise that even a conservative Republican Senator Lindsay Graham of South Carolina, talked recently on CSPAN television about the US needing immigration in an organized manner to meet the growing shortage of workers in the coming years in the US. This report by Alicia Caldwell in the WSJ looks at the city of Topeka, Kansas, home to University of Kansas in nearby Lawrence, which is trying to attract immigrants who are allowed to work to meet 6600 worker positions that remain unfilled. Mayor Michael Padilla of Topeka is a cross between a liberal Republican and a conservative Democrat as are many immigrants from countries in South America. The Greater Topeka Partnership is looking to attract Spanish speaking people to fill these jobs, because of stagnant population and a lower unemployment rate than the US average. This effort in Spanish language has resulted in 10,000 resumes submitted. Another effort for Uniting with Ukraine has brought 160 Ukrainians to Topeka. These efforts are happening since 2019 and in some cases the city has offered $15000 a person for relocation costs. Citywide the effort is being welcomed including the business community. Topeka, a town of 126,000 is home to 17% Spanish speaking residents. Molly Howey who heads Go Topeka and the Greater Topeka Partnership is shown here, and says Topeka had already had success with its Spanish speaking population when it started welcoming new immigrants.  The rapid recovery of the US after the pandemic and its resilience for growth over the next decade is creating a recognition among Republicans as well as Democrats, among economic planners and business of the need to fill shortages of workers as the US invests trillions of dollars in its economy in coming years in infrastructure, manufacturing and and new technologies. It is an effort that is unprecedented since the post war effort to build a modern economy in the 1950's. ...

When the president and his administration are investing trillions of dollars in the economy as Biden is doing with support from friends in Congress from both parties and the US economy is growing with Made in America reviving American manufacturing- this changes the way labor and immigration can be viewed. There is an expanding demand for labor in such an economy and this is true today. Paul Krugman in the NYT shows evidence that the native born Americans have not lost jobs to immigrants in 2019-2024. Much of the demand in the restaurant, hotels and health care industries, in construction, agriculture and occupations native born Americans are less interested in filling are filled by entry level workers who are immigrants. The Wall Street Journal showed in a recent report that Topeka, Kansas is trying to recruit new immigrants to come and live in Kansas where the unemployment rate is lower than the national average today under Biden of 3.7%, and there are thousands of jobs to be filled. This is why Senator Graham of South Carolina and Tillis of North Carolina, the senior Republicans in the Senate, were trying to fix asylum and parole policies in immigration with the help of president Biden to close the border and yet allow an organized flow of new immigrants to the US to fill jobs that would otherwise remain unfilled. Not everybody wants to live in Topeka but there are immigrants such as the Venezuelan and Colombian immigrants shown in that report who are happy to live in the Kansas winters in the prairies of the American heartland. Many come from educated backgrounds and are similar to other Americans already in Topeka such as the mayor of the town, and fit in well say officials in Topeka promoting economic development in the state. It is noteworthy that Kansas is a Republican state for decades.  ...

Judge Engoron of the New York State Supreme Court is the rarest of judges in his style, demeanor and use of everyday expressions. He was a cabdriver and a music teacher and more like everyday people in America.  NYT shows the 92 page legal decision in which Judge Engoron sets a fine of $355 million in the civil fraud trial of Donald Trump. Engoron cites a poet and uses rare language in his everyman style, saying: "The English poet Alexander Pope (1688-1744) first declared, “To err is human, to forgive is divine.” Defendants apparently are of a different mind. After some four years of investigation and litigation, the only error (“inadvertent,” of course) that they acknowledge is the tripling of the size of the Trump Tower Penthouse, which cannot be gainsaid. Their complete lack of contrition and remorse borders on pathological. They are accused only of inflating asset values to make more money. The documents prove this over and over again. This is a venial sin, not a mortal sin. Defendants did not commit murder or arson. They did not rob a bank at gunpoint. Donald Trump is not Bernard Madoff. Yet, defendants are incapable of admitting the error of their ways. Instead, they adopt a “See no evil, hear no evil, speak no evil” posture that the evidence belies." And calling it "this is not the defendent's first rodeo"- "In considering the need for ongoing injunctive relief, this court is mindful that this action is not the first time the Trump Organization or its related entities has been found to have engaged in corporate malfeasance. Of course, the more evidence there is of defendants’ ongoing propensity to engage in fraud, the more need there is for the court to impose stricter injunctive relief. This BBC report shows how contact tracing works in Singapore to control the spread of coronavirus. On 4 February 20 Chinese tourists visited a traditional Chinese medicine shop in Singapore. Only 18 coronavirus cases had been recorded in Singapore on that date. That visit to the medicine shop created a new cluster for the disease to spread. Singapore's contact tracing units traced such locations through its well developed and extensive contact tracing programme, which follows the chain of the virus, identifying and isolating people before they can spread the virus further. For about 40% of the 243 cases so far on March 19 the first indication they had was a call from the Singapore Health Ministry.      About 6000 people have been contact traced so far, using a combination of CCTV footage, labor intensive detective work with phone calling. This includes an incident of a taxi ride of 6 minutes in which the person a yoga teacher was identified and contacted by the Health Ministry. Enforcement is done as the person was contacted at her home by three people who showed her a quarantine order, which said you could not go out or its fine time and jail time. With about 8000 people per square kilometre, Singapore is small and densely crowded. It could easily be overwhelmed with hospitals not able to cope and the health system collapsing if this was not done. Wuhan could have happened here, says infectious diseases specialist Dr. Leong at Mont Elizabeth Novena hospital, who advises the government.  Because the crime rate is low the police were given this task of tracing as a priority in addition to hospital units working on tracing. It also included the armed forces personnel helping with tracing so that it could be done quickly without delay. This provides a lesson on how countries that have faced the health crisis have used innovative methods to tackle it with good results. ...

"The gross and net market borrowings through dated securities during 2024-25 are estimated at ` 14.01 lakh crore and ` 11.63 lakh crore respectively. Both will be less than that in 2023-24. 114. The fiscal consolidation path announced by me in 2021 has served our economy very well, and we aim to reach a deficit below 4.5 per cent next year. The Government is committed to staying the course. From 2026-27 onwards, our endeavour will be to keep the fiscal deficit each year such that the Central Government debt will be on a declining path as percentage of GDP." In the last year of the Obama administration it was evident that Rural America and people who represent rural America such as Agriculture Secretary Tom Vilsack of Iowa felt ignored while Obama spent more time with tech and internet business people. Former president Trump simply stepped into this void as Democrats failed to turn up for rural America. President Biden has turned things around by making Tom Vilsack an important part of his administrations with the president listening to  him and others speaking for rural America. The passion with which Senator Pat Schumer talked recently on CBS Face the Nation about bringing broadband to rural America shows how Biden and Harris, Harris and Walz see Rural America. This Democratic ticket is fighting for Rural America every step of the way to bring hope and a better life to Rural America. Sanders reminds people of FDR in 1936 after four years of fighting the Depression and improving lives there was so much that needed to be done. It is the same today and Sanders is wading into this fight with Harris and Walz in the same way as FDR did in 1936. ...

The partition of Iraq would have lead to increased ethnic conflicts and civil war which is what all sides in Iraq recognized. Sunch partitions lead to ethnic cleansing and even more hostilities. As Senor says here the partition would have involved expelling Iraqis from their home on a large scale. A bigger wave than the refugee situation before this from ethnic strife as it would now be official. Compare this to the partition of India. Once its official a huge wave of expelling begins and an official kind of ethnic cleansing occurs as hotilities increase and each of these partitioned areas starts to get outside help from neighboring countries and an arms race in the area begins and new fears are aroused. No question things were bad but it its to the credit of all the Iraqi parties and leaders that they had the good sense to act in the right way. As Senor asks what do you do with Kirkuk which is majority Kurdish but has a large Sunni population. Its also to the credit of Bush advisors and General Petraeus that they continued to persevere when things looked very dim. A further inflammation in Iraq would not affect people in Des Moines or Biden's Delaware so when things get really nasty its easy for an expert or politician in the USA or Europe to take some policy action and then leave leaving that region in Asia or Africa to bear the consequences....

It now appears that China and India have both agreed to stop financing the Russian war effort with big oil purchases and are shifting it to other places such as Brazil, Guyana and Canada. India plans large oil purchases and arms purchases from the US and this is part of the trade agreement being negotiated with India. About one third of the additional 240 million barrels of oil on the seas in tankers is Russian oil being stored for lack of buyers with total oil on waters at 1.4 billion barrels. This has led to a 48% increase in tanker costs to $125,000 a day. All this makes it harder for the Russian economy to sustain the war effort as the US pushes both sides to settle the Ukraine conflict in the 28 Points Peace Plan negotiated with important Russian negotiators in Washington DC over 3 days last week. ...

It had huge losses in that period - $3 billion in 1998-1999. The turnaround at BHP Billiton comes as a remarkable turnaround for the whole mining sector. BHP made $6.5 billion in profit in the year ending June 2005. Its not just rising Chinese demand that has made this possible. Billiton has taken steps to avoid past boom bust cycles in mining by taking a conservative approach to investing in new mines that might create an oversupply in the market. The company is run buy a banker. CEO Charles Goodyear avoids taking on large risky projects and has announced plans to return $2 billion to shareholders in stock buybacks. Even with this discipline compared to the past, some mining analysts believe the boom bust cycle will occur over time. HP has $10 billion worth of projects in different stages of development. One advantage the mining companies enjoy is the concentration of mining in a few companies- BHP, Rio Tinto, Xstrata PLC. This makes it possible to price aggressively for the nickel, copper, iron ore, and other metals. A 72% price increase was negotiated with steelmakers in 2005. Another part of the transformation is the use of risk-analysis tools. BHP uses "Monte Carlo analysis" to check all potential outcomes once a range of parameters- commodity prices, currency vales, interest rate scenarios- are entered that affect financial performance of a new mine or a new investment. Goodyear came in as CFO under a new team led by Paul Anderson, a former executive of Duke Energy Corporation, after the huge losses in failed copper mining investments in the late 1990's. Even with the recent success and the careful investing discipline there is a sense that things could change quickly if rising demand slows in China and other developing countries. And in that situation this discipline may prove insufficient and the models may only be good as the assumptions and information entered....

The government has increased prices of diesel by 47% and of some grades of high octane gasoline used by affluent Egyptians by 57%. The central bank has raised interest rates three times in 2008 but with little impact on inflation. There have been riots in Egypt because of the increase in prices of bread and basic food.

The effort to shift China's economc growth away from the rampant overbuilding in housing and industrial capacity of the past to domestic consumption, and focus on meeting the demand for better medical care, quality of food, education and other quality of life products. China's leaders met at the Central Economic Work Conference in Beijing in Dec. 2015 to work out ways to make this shift so that growth rate of 6.5% and other goals can be met. Plans include reducing industrial overcapacity, dealing with overinvestment and unused inventory in housing, reducing financial risks from high corporate debt to GDP ratio approaching 160% estimated by Standard and Poors Ratings Services. By comparison the U.S. debt to GDP ratio is 70%. A steep rise resulted from the huge China stimulus program of 2008-2009, when the ratio was 98% for China. Experts such as Derek Scissors of the American Enterprise Institute are pessimistic about the prospects of successfully implementing reforms, saying reducing industrial overcapacity was a goal of the new Jinping Li-Keqiang leadership in 2013, but not much progress has been made in 2 years....

An assessment of Brazil compared to the other leading emergig market countries Russia, China and India, shows that Brazil has a lot going for it. Compared to Russia and China, Brazil has a stable multiparty democracy. And the differences between the countryside and the urban areas is not quite as large as it is in China and India. Surprising as it may appear about 83% of Brazilians now live in cities. And the process of urbanization that is taking place in China and India took place much earlier in Brazil. Between 1940 to 1980 industrialization and a growth rate that averaged 7% for most of that period brough large numbers of people from rural to urban areas. And the problem of inflation which wracked the economy from 1986 to 1994 before being brought under control is now well under control at about 4.7%. Debt problems from the Asian crisis contagion effects are now behind it as Brazil is a big exporter of commodities from coffee, soyabeans, orange juice to iron ore, with the real strengthening from 68 as measured in the currencies of its trading partners in 2001 to 100 today. Brazil's growth rate has reached 5.4%. and has been at an average of 4.5% since 2004. Between 1980 and 2000 Brazil's growth was in a slump so this has been a period of great changes in Brazil. Brazil is importing more plant and equipment with a stronger currency and booming exports. Brazil invests 19% of GDP according to Vale of MB Associados and that number should reach 25% of GDP at which point it would be easier to maintain a growth rate of 5% a year. With consumer credit growing at 25% each year for the last 2 years consumption is growing. And Brazilian companies were the second largest source of foreign direct investment in developing countries after China, according to the Fundacao Dom Cabral, a business school, and Columbia University, with the stronger real helping the balance sheets of Brazilian companies. The big change is that under the Lula government Brazil has done much better for the working classes and the rural poor. The Bolsa Familias is a program of cash transfers to poor people under the poverty line but which has strings attached so that they are required to send their children to school and have them vaccinated. It reaches 11 million families and is considered a major success in reducing poverty and in helping to see that poverty is not passed on from generation to generation. A program that may be copied in India. Acccording to the Observador Brasil/ Ipsos survey 23 million Brazilians have left social classes D and E and joined class C which means that they can have a rented apartment, a car and some gadgets. This give more confidence in Brazilian democracy and capitalism as more of society's diverse groups have a stake in the future....
