Franvce's snap election in July 2024 is Explained in The Times showing the situation of each of the parties in France in EU elections and their platforms- Renaissance at 15%, Les Republicains allied with Macron's Renaissance at 7.25%. The Socialist Party of Mitterand and Hollande with 14%, the France Unbowed at 10%. Ecologiste at 6%, Combined these parties have 51% of the vote in EU elections. The National Rally has 31%. If the French parliamentary elections are similar to the EU elections the left parties have to unite with Les Republicains and Renaissance to have a chance to prevent the National Rally from forming a government.

After two decades of missteps by management and workers in the auto industry that led to worker concessions on wages to revive the US auto industry the labor movement in the US was weakened. Workers wages have fallen behind with tiered wages offering new workers even less per hour, loss of cost of living adjustments during a period of high inflation. Shawn Fain won the election at the UAW in March 2023 following a direct vote of the leadership by every member of the UAW under a government supervised arrangement. He is now shaking things up at the auto workers union in Detroit and midwestern states asking autoworkers to end the tiered wages, return cost of living adjustments and a 46% wage increase.

With a shortage of nurses and healthcare workers, some hospitals are dropping the vaccine mandate for healthcare workers. Shortages existed before the pandemic. The burnout for healthcare workers led to people dropping out. The lure of high pay has also led to nurses to travel to hot spots further crimping supply of workers. Recently workers who do not want ot get vaccinated have quit the industry or lost their jobs, some have left for facilities that do not follow the vaccine requirement. CDC estimates 30% of healthcare workers at 2000 hospitals in the US are unvaccinated as of September 2021. The Biden vaccine mandate would be effective for second shots by Jan. 4. A federal judge in Louisiana has ruled in Nov. questioning the president's authority for a vaccine mandate. Following that ruling HCA, AdventHealth, Tenet, Cleveland Clinic are among the hospital chains reversing earlier decisions for vaccine mandate. Other hospital chains in California Kaiser Permanante and in New York Northwell Health have kept the vaccine mandate. Kaiser had 98% staff vaccinated, with a similar situation at Northwell. Kaiser has 210,000 employees and Northwell 77,000. Utah Mountain also has 98% vaccinated.  Research on vaccine mandates suggests them to be effective. U Penn psychology research shows people are more likely to get encouraged to get vaccine than discouraged with a vaccine mandate not vaccinated working in healthcare in September will shrink considerably by January. ...

An astonishing day showing the learning curve of DJT, Zelensky, and the European leaders down to the last detail, a communication that was planned to the details, with DJT and Zelensky both reading from carefully prepared remarks, so that everything would go right, no missed chances. DJT also talks to Putin during a pause inthe meeting to brief him on the talks he had with European leaders. Though the media reports this as not expected it was all part of the plan so that DJT could play the role of someone the Russian president could trust, as well as DJT playing the role of someone the Europeans could trust at the same time- not an easy task but done with a sense of seriousness by DJT knowing that the peace depended on winning trust on both sides.

Moody's Ratings company downgraded banks in the U.S. and Europe on June 21, 2012. Morgan Stanley, J.P. Morgan Chase, Goldman Sachs, Citigroup were downgraded two notches. Morgan Stanley managed to stave off a three notch downgrade. Credit Suisse was downgraded three notches. Bank of America was down one notch, and Wells Fargo which has only a small trading operation was not reviewed. This is the first time since 2007 that Moody's has conducted a sweeping downgrade of banks. About 100 banks were reviewed by Moody's. Banks being downgraded have large trading operations or investment banking business that is subject to higher risks. Greg Bauer, a managing director of global banking at Moody's said in his statement: All of the banks affected by today's actions have significant exposure to the volatility and risk of outsized losses inherent to capital-markets activities." For Moody's the main issue was that the capital bases of banks are maintained, considering that government support is less likely than before, according to Mr. Wassenberg, Moody's managing director for European banks. The impact on banks will be fewer opportunities for trading revenues for some banks, and will raise borrowing costs for banks. Moody's also cut the ratings of large European banks with significant trading operations. This includes Deutsche Bank, Barclays, HSBC, RBS, BNP Paribas, Credit Agricole, Societe Generale, UBS, and Royal Bank of Canada....

Sheila Bair releases her new book in Sept 2012 on the financial crisis of 2008-2009 and the efforts to introduce financial reforms for a safer financial system: "Bull By the Horns: Fighting to Save Main Street from Wall Street and Wall Street from Itself." She is particularly critical of U.S. Treasury Secretary, and former head of the New York Federal Reserve, Timothy Geithner, as protecting the interests of Citigroup and Wall Street in his position as Treasury Secretary of the U.S. government. She describes in detail the situations in which Geithner tried to water down essential reforms to the financial system to make it safer, including the Volcker Rule. Of particular concern is the revolving door by which banking regulators or government officials join banks after service in the government which leads to weakening of regulatory and government oversight and systemic risks as in 2008-2009. Sheila Bair is widely respected for her efforts during the financial crisis from 2008 to 2011, when she headed the Federal Deposit Insurance Corporation, the FDIC. Her active involvement in defending reforms and setting up the system by which financially failing banks could be taken over and unwound without risks to the U.S. financial system are lasting contributions. She also succeeded as a manager by setting up an experienced and effective successor in Martin Gruenberg as head of the FDIC, to continue this work. A former Congresswoman, she describes herself as a Republican populist from Kansas. Her current role is as senior advisor to the Pew Charitable Trusts, which itself is a rare phenomenon today for a senior government official leaving government....

500 million tons of plastics are produced today compared to 250 million tons in 2004. Califonria sued Exxon Mobil in Sept 2024 for overhyping the promise of recycling. In reality says NYT's Hiroko Tabuchi only some of it gets recycled- an astounding low rate of 30% getting recycled- and the rest 70% of 500 million tons or 350 million tons ending up incinerated or in landfills or ending up in the environment on coastlines. The NAPCOR is association for PET resources, PET standing for single use plastic the kind you have in water or soda bottles. It is presenting the promise of recycling and the importance of these bottles for hydrating, without stating that there are alternatives.  All the time this is going on the threat to public health for the people, for us all, gets larger. Note that even developing nations such as India have the prime minister himself take up the campaign against microplastics, plastics bags and bottles, as Mr. Narendra Modi has done in India. A conference in Busan South Korea is discussing a global plastics treaty to end this plastics threat to health and the land we live in. It shows how regulation is needed in a capital-ist economy because companies and jobs at companies of 70 plastics and recycling companies are at stake and so is the public health, our health and our land, its coastlines and waters. ...

Typical of so much of what is written about the World Health Organization and its role in the pandemic, this podcast in the WSJ fails to quickly convey the critical function of the WHO as an early warning system the world has depended on, including China. The H1N1 epidemic originated in Mexico. Asian countries including China and India depended on very quick response from the country where the epidemic originated  in allowing entry into the affected area for experts from advanced countries such as the U.S. The global response was then coordinated across countries quickly with complete transparency. The head of China's CDC himself faced a problem with transparency with the provincial authorites in Wuhan. 1.    Fundamentally this quick entry was denied the U.S. Request by U.S. to China was made on Jan. 6 for U.S. team to go to Wuhan, quick permission was denied and given only about 6 weeks later on Feb 16. This delay is the crux of the problem for the U.S.. Taiwan confirmed human to human transmission on Jan. 1, the WHO was saying this was not clear as late as Jan. 14. These costly delays are what the U.S.  letter is about.  The head of the CDC China Gao Fu called Dr. Redfield head of CDC in the U.S. on the next day after he suspected Wuhan provincial authorites were vague about what was happening. Gao Fu was alarmed when scanning the internet on December 30, 2019, about rumors of a vaguely worded lung disease in internal memos of Wuhan. He called Wuhan authorites and was not getting clear answers on that day, then deciding on December 31 to send his own team to Wuhan, as reported in German magazine Der Spiegel- Hackenbroch, Zand, 05/20/2020.  Der Spiegel says in its special report on the early period in Wuhan that Gao Fu was so alarmed about what was happening enough to be in tears in his series of calls with Dr. Redfield in the immediate days that followed. The date was shortly after the GAO Fu sent the team to Wuhan, December 31 and New Years Day 2020, as reported in Der Spiegel. See the link to Lyrarc gist of Der Spiegel's "A Failed Deception: The Early Days of the Coronavirus in Wuhan."  2.  President Trump points out the standards of the WHO- in the concluding point of his letter to WHO- when a three time prime minister of Norway, Gro Brundtland was head of the WHO during the SARS crisis of 2003. She acted quickly and decisively and no time was lost. It is this failure of the early warning system under the new president of the WHO after 2017 Dr. Tedros that alarms the U.S.  with about 100,000 deaths.  3.  This failure it can now be said was partly a result of a election in 2017 for the position of WHO president which was flawed. This was the first time a WHO head, an important position was put up for an election. The Executive Board was responsible for this appointment since the founding of the WHO as part of the UN, based in Geneva, Switzerland, after World War II. This system worked. The election was clearly a bad process for appointing the president of the WHO which should be done entirely on the capabilities of the person holding this position not on a flawed voting process. It is flawed because India and Bangladesh hit by a cyclone during the coronavirus have suffered greatly, as have other countries, but had only 2 votes for 1.5 billion people, when Barbados (385,000 population) and Laos (7 million) which had less than one  hundredth the population had the same number of votes. The U.S. had one vote. The election resulted in lobbying and a process in which many candidates stayed away because they simply would not go through such a process. The position was too important to the world- most of the advanced countries had forgotten about the danger of epidemics to let this happen by 2017, as shown in the way the austerity years led to cancellation of the preparations for pandemic in France and Britain. The austerity years and neglect of public health during these tech boom years in the western world made it possible for this to happen. 3.   Along with the 1 month ultimatum action is already being taken to restore the effectiveness of the importance of the Executive Board. The head of the health ministry in India, Dr. Harsh Vardhan, has been appointed the new chairman of the Executive Board on May 22. This restores the voice of billions of people in Asia in the process, and brings the major countries with the greatest risk in a pandemic into the decision process for tackling the pandemic, this includes the rest of the world.     ...

US naval blockade of Iran in Arabian Sea starts April 13 2026. US destroyed Iran's larger ships 158 of them, yet Iran also has a fleet of smaller attack boats which it plans to use in Hormuz. These are harder to detect and can be hidden in coves along the Iranian coast and used against ships. The US with its naval blockade is now prepared to do what it has done also in Venezuela, stop and interdict fast drug boats on the Venezuelan side in the Atlantic ocean. By blockading Venezuela in the ocean US is using its strengths, and stopping drug boats its ability to pinpoint traffic on the ocean. Similar capabilities are well suited to Arabian Sea and Red Sea on the open oceans and away from narrow Hormuz playing to US strengths and capabilities. Aircraft carriers and destroyers and the US Air Force is in a position to do what it does best control open seas like the British did in their heyday of the Royal Navy for most of 1750-1920. This avoids options of Hormuz itself with its narrow 15 mile gap of water between Oman and Iran too close to mountainous terrain on either side, and of the Kharg Island option which would require special forces to be backed up with more ground forces. This is the most viable option and the interlude of couple of weeks has given the president an opportunity to make a better choice for positioning the US forces where the US has its strongest points. What is lacking is the individual powers of Britain and France whose leaders Starmer and Macron have popularity below 20%. Yet the US is better off making good choices and not having these nations alongside. The posturing by European nations is limited to France and UK, as Germany and Italy are in sync with the US position. Much of the media operates as if the goal of preventing the spread of nuclear weapons to the Middle East is not important for long term peace for nations such as China and India with about 3 billion people and the billions of people of Asia, Latin America and Africa. For the first time in 400 years since 1600 as Asian civilizations began a long decline China and India have emerged in 2000-2030 into the kind of modern economies and societies that exist in Europe and the US. The last thing they need is the risk of destroying the Modern World with nuclear proliferation when it took centuries to get to the right opportunity after 1950 to modernize China and India. This article in The Times says UK business has already moved to ESG, the idea that business is also about environment, social and governance, ahead of Thatcherite era cabinet ministers Rishi Sunak, Priti Patel, Liz Truss and Dominic Raab. This was evident during the Tory conference in Manchester.  Boris Johnson is moving in line with voters and ahead of his ministers who are aware of the changes in the conservatives appeal to voters. Johnson is not attached to any preconceived idea of what the Tories are about. His only concern is to be where voters are and think like the voters, this is where he is happy being. Voters in Britain today think business is more than being about profits. New polling by the Social Market Foundation shows changing attitudes in the Conservative party and its supporters. In 2016 48% of Conservative voters thought it was important to remove regulations and rules for business. In 2021 this has fallen to 27%. Today economic fairness is a big concern. Inequality was a concern for 15% of Tory voters, today it is 28%, higher than Tories concern about removing regulations. Business leaders have also moved on after the Brexit referendum and see the need for meeting a social purpose. Some business leaders think the Thatcherite thinking of some cabinet ministers is "decades out of date." ...

Serbia ranks high in the countries with successful vaccination drives. About 29.5 people of every 100 have been vaccinated. About 2.2 million doses of the Pfizer vaccine were bought in August 2020 followed by separate deals for the Russian Sputnik vaccine and the Chinese vaccine. This report by Juan Montes in the WSJ shows how much Lopez Obrador has changed since he lost by a small margin in the 2006 Mexico presidential election. His campaign manager, Tatiana Clouthier, says broadening his appeal to women, evangelicals, middle class Mexicans, rich and poor, is needed for Obrador to win in 2018. In elections in 2006 and 2012 Obrador continued to be seen as the candidate only of the working class. An effort is being made to change this image. Obrador, 64 years old from the party of the left, formed his own party in 2010 after leaving the PRD party. He is a former mayor of Mexico City. Five recent polls show Obrador leading by an average of 7.5 points over Ricardo Analya, the PAN candidate for president which now has the support of the PRD. PAN on the right and PRD on the left are other opposition parties. PAN party formed the government under Felipe Calderon before the current PRI president Nieto now tainted by corruption scandals became president in 2012. If he were to win Obrador would change the way Mexico was governed for 5 decades. His first step would be to review the 91 exploration contracts given by the government under the Nieto administration to check for signs of graft. Corruption is a key platform of the parties running against the current government of president Nieto, for both Obrador and the PAN/PRD alliance candidate Anaya. Obrador says he would keep balanced budget deficits and respect the central bank's autonomy. The shift would be from the current export model that Mexico has supported for 35 years, to one based on import substitution policies, higher salaries, and more government spending for education, jobs programs, healthcare, new oil refineries. With the Trump administration's stance on trade and immigration Mexicans are now showing anger and frustration, with 75% of Mexicans in a Reforma poll looking for change. Both the PAN/PRD and its new face in Ricardo Analya, 38 years old, and the Obrador party see corruption and with it in the Mexican context the rule of law as a key issue.  ...

China has seen novel uses of the internet. Pinduoduo is one of them. It brings people together on the internet to socialize and shop together. Purchases are small compared to Alibaba- $324 a year on average. By  bringing people in large numbers it has brought in about 788 million users in 2020.  One of the attractions is an orchard game where people tend to their digital orchards to earn shopping vouchers and prizes such as boxes of mangoes.The founder Mr. Huang studied computer science at the University of Wisconsin- Madison where he met Chen who now runs the company. Huang's first effort as recently as 2015 was to sell lychees and fruit from their sole warehouse in Shanghai on WeChat platform. This failed when the computer systems of the website could not handle the large number of orders. Lychees then rotted at the warehouse. From that first effort he realized the way social and browsing platforms could work with shopping. To build up large number of buyers who could be served advertising he came up with subsidies to buyers that are financed from the advertising. Money from advertising is put back into the subsidies. The buyers get discount on purchases and the browsing social platform builds large number of users in a short time. In this way it has as many users as Alibaba but purchases are small.  As in these types of startups with huge valuations and fast growth no profits were made in 2020. The loss is $1.1 billion in 2020. It has put $13 billion of the ad revenues into subsidizing the products on the site. Investors have given the company $6 billion for an agriculture program to sell fresh food and produce.  The Chinese government sees the company subsidies as having an effect of distorting the market prices. Regulators have fined the company for its practices. The company's working culture has some aspects that come under criticism with deaths of two employees.  This offers a glimpse of China's internet culture. How much of it is real constructive development of the internet is always a question. Is investor capital productively invested is also a question. Like Japan in the late 1980's few questions are asked by investors about productive uses of capital. As growth slows as it did in Japan by 2000 a lot of these questions are likely to come back.   ...

Efforts being made to convince the Spanish government of Mariano Rajoy to accept IMF aid to recapitalize its banks. The IMF released information showing Spanish banks would need to raise at least 37 billion euros or $46 billion to prevent a worsening of the banking crisis. The report was released before the meeting of EU finance ministers on June 9-10 to persuade the Spanish government to accept IMF aid. The eurozone bailout fund was given powers in 2011 to make loans to governments for the purpose of recapitalizing banks, with conditions and terms set for the financial sector not for the government's spending plans. According to people aware of the discussions taking place in the European Commission and the IMF, one option is to have the European Banking Authority and not the IMF oversee the program. This avoids the usual stigma of accepting aid coming from the IMF with strict conditions attached including restrictions on the government's fiscal plans.

European Union leaders including European Council president, Herman Van Rompuy, European Commission president, Jose Manuel Barroso, ECB president Mario Draghi, and Eurogroup finance ministers head, Jean-Claude Juncker, draw up a 10 year road map for "a genuine economic and monetary union." The prime ministers of Italy, France and Spain push jointly for deposit insurance to cover European bank deposits, Europe wide banking supervision, and bailout funds to directly purchase sovereign debt of Italy and Spain without conditions. This takes place June 22-27, 2012, with the EU leaders increasing pressure on Germany for the first time in concerted fashion. Ms. Merkel and her coalition partners the Free Democrats see this as an effort at mutualizing debt. Merkel says Europe will not have total sharing of debt "as long as I live," in her talks with Free Democrats.

Years of poor funding of public health departments in the US, Europe, and other countries have left public health departments lacking basics, lacking staff and resources. Here the WSJ shows how this has affected Alabama in the southern US. Alabama has the slowest vaccination program in the US with 10,000 doses given per 100,000 population. Positivity rate is very high at 29.1% for coronavirus, one of the highest for positive coronavirus tests in US in the past month of  Jan. 2021.

A large portion of the population of Alabama lives in rural areas. These rural areas are some of the worst hit in healthcare in the US. Since 2009 7 hospitals have closed in Alabama resulting from poverty of patient populations and population loss. This is part of the general erosion of rural healthcare infrastructure across the US in the last 20 years. A problem that now faces the Biden and future administrations. to tackle the problems of rural US communities.

Preserving forest areas is a key part of the climate change prevention plan. DW.com gives these video images of a vast forest area in South America- the Gran Chaco that is spread over Argentina and Brazil that faces destruction over time. Deforestation is taking place in the Argentine Chaco at an estimated 250,000 acres per year for 2001 to 2007 according to one estimate. The Gran Chaco that runs into the Brazilian state of Mato Grosso de Sul state is one of the last frontiers of forested areas in the world. If the Climate Change resolution passed at the recent conference on preserving forests is taken seriously this area needs to be preserved.

Indian finance minister Nirmala Sitharaman meets IMF managing director Kristalina Georgieva to discuss impact of the geopolitical situation on world growth especially oil prices. Sitharaman said India was pursuing a policy of strong federal spending with capital expenditures increasing by 35% for fiscal 2022-23 to continue a public investment led recovery, raising capital expenditures from 5.5 lakh crore rupees to 7.5 lakh crore rupees. Indian GDP growth is now expected at 8-8.5%, the highest of large economies. Sitharaman also met with Indonesian finance minister Sri Mulyani Indrawati on the sidelines of G-20 Finance Ministers and Central Bank Governors meeting and discussed the current global situation.

With profits of $11-12 billion at GM and Ford Motor in 2022 and $11 billion at Stellantis for the first half of the year there is sentiment among union workers that workers wages should be raised. Ford Motor says profits go into huge investments in the electric car industry transformation. Wages suffered from the collapse of the auto industry in the 2009 period and have only gradually recovered since, falling to $16 per hour as an entry point wage going up to $32 an hour. Unions are looking for wage increases of up to 40%. A 25% wage increase was negotiated recently for an electric car plant run by GM and its partner.
