German authorites are looking into the possibility that higher up management knew about the emissions cheating and whether management had permitted it to take place. A search warrant was issued by a judge in Munich in March 2017 that makes it possible for investigators to take documents and other evidence on mobile phones of senior management, including Mr. Muller and Mr. Stadler, two very senior executives who head VW and Audi. Life for ordinary people in the GDR meant living in a communist state but for ordinary people it also had its good points, as shown in this report on the German Democratic Republic that lasted from 1949 to 1990. Female participation in the workforce was 90%. It was the most developed state in the bloc of countries led by the Soviet Union. Ownership of fridges or refrigerators was twice that of the western nations. Till 1989 the East German state known as GDR was accepted as a socialist workers state even by people in West Germany called the Federal Republic. Its collapse so quickly was not expected and was a result of a chain of events in which eventually no one was in control- a totally spontaneous collapse of a socialist state. For east Germans 33 years later it is still a difficult event to grasp as the collapse of the socialist state led to most of the young population moving to western germany leaving behind an aging population without the economic security for workers that prevailed in the former GDR socialist state. As a result even after billions were spent on integration east Germany never adapted to the change, and still feels separate from the rest of Germany, and people feel looked down upon. ...

This report in the NYT contrasts the 2009 protests in Iran that centred on the capital Tehran and the university with the protests in 2017. The protests in 2009 known as the Green Movement were a political protest against what was seen as the fradulent election of Mr. Ahmadinejad. The protests were from the opposition candidates who thought they had won. This led to the suppression of the movement with harsh action by the government. In 2017 Tehran is quiet. The election of Rouhani as president in 2013 led to a gradual improvement and meeting some of the aspirations of the protesters in Tehran in 2009. This has led to indifference in Tehran to the protests across smaller provincial cities in the rest of the country.  People in Tehran are still concerned about corruption and political conditions. Yet they see the protests from economic conditions in the rest of the country as lacking a clear goal and there is a sense that this could lead to chaos in the country.  ...

Canadian prime minister Trudeau met with DJT at Mar-a-Lago. DJT said Mexico and Canada are not doing enough to stop flow of drugs in particular fentanyl into the US, and undocumented migrants. Trudeau said "when Donald Trump makes statements like that. He plans to carry it out." For Canada many dubious and questionable policies on immigration under Trudeau can be corrected. It has the most at stake as it exports $423 billion of goods to the US and 2 million people are employed in these exports. The debt brake put into the German Constitution by Angela Merkel's government in 2009 to limit the structural budget deficit to 0.35% of GDP during the 2009 financial crisis caused by poor banking behaviour, and in the 2015 eurozone debt crisis with overborrowing by Greece and Spain, is no longer relevant in 2024. It can be said that Merkel made some mistakes- not investing in digitization, in infrastructure and making the German economy dependent on low cost oil and gas from Russia. Putting the debt brake in the German Constitution and setting it at 0.35% of GDP except in emergencies adds to these mistakes, because it deprives policymakers and government of the minimum needed flexibility to meet changing situations in the interests of the German people.    It means there is no money to invest in the country's future, no money for infrastructure even when it is old and crumbling for roads, bridges rail stations and airports, no money for digitization of the economy in which Germany has fallen behind, not enough for defense, and no money to fund needs in education, healthcare, childcare. And not enough money to invest in climate change action. Absent this investment the German economy falls behind, jobs become precarious and public dissatisfaction leads to volatile political situation. ...

This report in The Times gives an extraordinary look at the man who is prime minister Boris Johnson's key adviser, as chief executive, to get Brexit done or take Britain into a general election. Dominic Cummings, 47 years, was the key strategist for Leave in the first Brexit referendum. He is somewhat of an individual who breaks all conventions and relishes the prospect of doing so. The Times says he has thrown bombs at the establishment including Blair and Cameron for 20 years. He has contempt for the Cabinet Office, Downing Street, the Treasury, and in his view the officials have a misplaced confidence and are not competent. Mr. Cummings is played by Cumberbatch in British Television Channel 4's Brexit: The Uncivil War, which is how Britons know him. In his view one needs to dismantle the existing physical infrastructure of government as a reform priority, says The Times. He has his own reasons having had his confrontations with British ministry officials who repeatedly and often incorrectly cited EU regulations as obstruction for much of what Dominic Cummings wanted to do as Adviser to Michael Gove in the Education ministry. His early beginnings at University mentored by a professor who was a serious opponent of Britain joining the European Union also influenced Cummings.  ...

Reeves wants to remain UK Chancellor (Finance Minister) and is campaigning for the job. Yet there are questions whether she is the right person. Kiran Stacey of The Guardian asks does Andy Burnham need a clean break from the Starmer administration considering the missteps on disability benefits, cutting winter fuel payments, and other actions of Rachel Reeves. These missteps were not necessary and clearly eroded support for what Labour should be standing up for and doing. The idea that she has something that keeps the bond markets happy is a complete myth- in which case the Tories could do just as well or better. Labour was elected not to be like the Tories but to enact its own program. Clement Atlee was elected in 1945 even after the popularity in the war of Winston Churchill. He could not have done what he did without the clear confidence in himself that Starmer clearly lacks, with the added problem of Reeves instincts in the wrong place for a Labour government elected to enact its own program. If Labour cannot believe in its own programs fro the working class how are working class people in Britain supposed to believe in Labour? That is the problem of the Starmer-Reeves running of the British economy and addressing problems of cost of living, the shrinking of opportunity in Britain, mismanagement left by the Tories.  ...

Sanger and Broad report on the move by the Trump administration to go ahead with the overhaul of the U.S. nuclear deterrent,  with programs that were started in the Obama administration. With the more aggressive posture of Russia in Europe, the Trump administration is left with little scope for further advances in nuclear arms negotiations. A new technology based cruise missile system is now being built for $25 billion with contracts given to Raytheon and Lockheed Martin. Experts at Harvard's Belfer Center say that with the North Korean nuclear threat these programs to modernize the nuclear deterrent are getting the go ahead with little resistance. Another program modernizing the land based deterrent and replacing the Minuteman missile system is also expected to push forward at a cost of $100 billion. The Pentagon under Obama had pushed for these systems, yet there was discussion about ways to limit these programs in the hope that nuclear arms control talks could take place. The North Korean missile tests and Russia's posture have changed the discussion. By the end of the Obama's second term, a president who came into office in 2008 with hopes of nuclear weapons reduction had already lost much of the momentum he had in 2008. The situation changed with Russian intervention in Ukraine in 2015, and the North Korean long range missile test in 2017, to where the modernization of the nuclear deterrent was quietly accepted, without alternatives through negotiations. ...

The UN badge and logo for sustainable development goals is becoming highly popular in Japan. It has 17 colors for the 17 Sustainable Development goals set by the UN- ending poverty, reducing inequality, improving education, other aspirations of the people of the world. It is something India, the US, Canada, Britain ,Germany, France and other nations should adopt in the way Japan has done. India has taken up specific goals, clean India, clean water, electrification, and made it available to all 1.2 billion people, in its own version of SDG. Introduced into Japan by 2016, this badge is now so popular that there it is everywhere says this report in NYT. In children's playgrounds, in comic books, on NHK broadcaster's video with about 1 million views, on Buddhist temple websites, and used by businesses. In 2016 it was made official national policy by Mr Abe's government and a task force established on them by the government. In 2017 it was adopted to its charter by Keidanren, the business federation.  In the US very few know about S.D.G.'s but in community oriented Japan it has been taken up with zeal. It is part of the conversation and one survey shows 40% of Japanese business were working towards the goals in 2021. It has been adopted by Education Canada Network and it is a good way to bring this idea in education to schools and colleges in North America, Britain, EU, India and China, as well as Africa and Latin America, other parts of Asia. In India some of the SDG's are already the focus of campaigns by the Modi government Goal 0  Clean Nation one that has not been coined yet one that is called Clean India or Swacch Bharat Goal 1 Zero Hunger was taken up during the vaccination for covid campaign to get free foodgrains and vegetables to all 1.2 billion people. Goal 2  Clean Water and Sanitation or Har Ghar Jal getting clean tap water to all rural homes by 2024. Goal 3 Infrastructure, Industry, Exports Goal 4 Renewable Energy The sequence is different from the UN SDG's. The difference is it is a goal set for universal meaning everyone and delivery meaning by a specific date, and the priorities are set in the numbering. The Indian SDG campaigns under the Modi government and at federal and state levels are unprecedented in history for a population of this size, and now present a model for all nations in Asia, Africa, Latin America on how to go about doing the SDG's in practice. ...

Imagine UK general elections July 4, France now set for June 30 July 7 for National Assembly, and the US on November 5. The French election is now set after EU elections showed a now unpopular Macron party losing badly to Marine Le Pen's National Rally party in EU elections. Macron created En Marche in 2017 as his way of renergizing French parties by bringing in younger people that contested and won 2 presidential elections. On economic issues of fairness for workers and dignity France is deeply divided as working class has suffered as in the US with some of the disaffected moving to Le Pen and some to Socialist parties led by Melenchon. Melenchon supporters helped Macron win in the last presidential elections even though his policies have veered to continue policies that did not favor the working class. Macron hopes to bring the Republican right party back into French politics for the Assembly election. France has a presidential system so the July 7 assembly election would give Macron a chance to appoint a prime minister from the Republican party of Nicholas Sarkozy. A similar situation exists in the UK after Conservatives failed and a big shift to Labor is seen for July 4th. ...

This WSJ editorial on the sliding scale with lower capital gains taxes for investments held for a longer time frame proposed by Hillary Clinton, says there is no economic theory that shows one or two year investments are worse than longer term investments, and says investors who invest in startups and cash in after a year or two can then invest in other startups increasing investment capital. It points out that new startups are fostered better in an environment where capital gains taxes do not promote holding investments for a longer term. Hillary Clinton is calling for higher capital gains taxes on shorter term investments. The current rate is similiar to the 20% rate under Bill Clinton. George Bush lowered it to 15%, and president Obama increased this to 20% for couples earning more than $484,851 a year, and added a surcharge of 3.8%. Under Reagan it was initally 20% in 1981 and in 1987 as part of tax reform cutting the top income tax rate to 28%, it was 28%. Hillary Clinton's plan is for it to be based on how long investors hold their investment discouraging 1-3 year investment horizons- Year 2- 43.4%, Year 3- 39.8%, Year 4- 35.8%, Year 6- 23.8% or the current rate for the highest income bracket. Investments in infrastructure and long term research projects leading to new technologies and products require a longer horizon encouraging such investments. The Clinton plan appears to be a response to the tech bubble with investments in small tech changes and software improvements that have led to surging investment in startups in social media and other areas which have not yielded the productivity gains needed to support increase in wages- resulting in low productivity and low wage gains in the last decade....

Beyond the waste of natural gas when it is flared in areas lacking ways to store and transport small amounts of gas there is the issue of environmental degradation. Large quantities of natural gas in the Permian basin and North Dakota are simply burned to make way for oil production. It is simply uneconomical to transport it to users. Yet this is an issue not just of waste but of the environment too. Flaring of natural gas near oil wells is causing 1% of global greenhouse gas emissions, say experts. 

In places like Iraq this is a problem because of frequent power shortages in the country. Russia, Iran, Iraq and the U.S burn the natural gas near oil wells that is equivalent to the gas used in France, Germany, Belgium combined. In eastern Siberia or in the Sahara desert, North Dakota,  this is in the wilderness areas far from end markets.

He says Mr. Netanyahu's office leaked news of a hack of his mobile phone by Iran which went on the Israeli television network. Mr. Gantz's view of the election is that a clean campaign would resonate with voters after the rough and tumble politics of the Netanyahu years.
