U.S. vice president Mike Pence visits the demilitarized zone between North and South Korea and says that North Korea should not pursue its nuclear weapons program. Seoul is only 30 miles from the border with North Korea and the sentiment in South Korea is to avoid military action which would affect the region around Seoul of 20 million people. The missile tests by the North are also seen as a threat to South Korea and Japan. China sees the THAAD system as an effort to increase American presence in the region and has opposed deployment. Former Texas Senator Kay Hutchinson, America's new ambassador to NATO, offers this spirited defense of NATO in an NYT op-ed. She points out that when it comes to European defense and need to revitalize NATO there is no difference between president Trump, Rex Tillerson, Gen. Jim Mattis at the Defense Department, and senators of the Republican and Democratic parties. Chancellor Merkel has made similar statements in her visit to the Baltic Republics. Behind the revitalization of NATO remains another goal to spread the burden of defense evenly so that the U.S. is not bearing a disproportionate responsibility.  Here Hutchinson reminds readers that if all 29 NATO members met the 2014 defense spending pledge - to spend 2% of GDP on defense and 20% of each defense budget on modernizing capabilities- $100 billion in defense funding would have been created for 2016. Hutchinson says the European Defense Initiative will be funded with $4.8 billion for strengthening defenses in Eastern Europe. The leaders of India and China, Narendra Modi and Xi Jinping will meet at a 2 day summit in the central Chinese city of Wuhan, China, on April 27, 2018.  The meeting is significant because for the first time the 2 leaders will meet on a one on one basis for a significant part of the time without aides to get a better understanding of each other, and a get a sense of how to establish a good relationship between the 2 countries. Ma Jiali of the China Reform Forum, a think tank affiliated with the Communist Party's Central Party School says a better relationship would serve China's interests for regional calm, so that China can focus on internal issues of tackling poverty in the interior of China, tackle economic issues arising from a difficult trading relationship with the U.S. including the tariffs of the Trump administration.  China's leadership have not anticipated the decisions made by president Trump and the Trade Representative Robert Lighthizer to take a strong stand on correcting an imbalance in trade that leads to about $1 billion in trade deficit each day for the U.S. with China. Previous administrations in the U.S. have not taken action. Also at issue in the U.S. China relationship is for the first time transfer of technology for "Made in China 2025." China's earlier advances were made with a free flow of technology from the U.S. and Europe.  The last time the two leaders met was in 2014. This time the issues of border relations in the Himalayas, and the relations with China in the Indian Ocean and Pacific Ocean region, the growing relationship between Australia, U.S., India and Japan, are seen in a different light with the strong disagreements on trade relations with the U.S.  China sees a need for improving relations with India. Prime Minister Modi faces new elections in 2019 and the need to focus on infrastructure and development to win a second term in office for the ruling BJP Party.  A reduction in tensions serves the interest of both countries and leaders.   ...

US president Biden sees Ukraine's defense as a way of showing that an attack on one country by a neighbor in violation of international law is not acceptable to the US, and particularly in the context of China's relations with Taiwan and the Indo-Pacific countries. In this situation the US is taking the initiative in the war in Ukraine with Gen. Chinese experts in Hong Kong say the US and Europe deindustrialized their economies with pursuing of policies called "neo-liberal" but basically Reagan era policies that Democratic presidents Clinton-Obama imitated. As they deindustrialized it created disaffection among the struggling lower and middle income classes making $35,000-$106,000 that were big losers in the process, creating threats to democracy as financial and tech, plus pharmaceutical sectors took control of the economy. China's success comes from three decades of mastering the ways of practicing industrial policy that it can support private companies with low cost land, additional subsidies that reduce the cost of production and provide a buffer to absorb losses so that it could dominate key industries. Policies where textbooks and economists trained in the US failed utterly and completely leading to dangers to US democracy that we see as opportunities for good paying jobs in manufacturing disappeared for middle and lower income households from 1980 to 2020. These economists trained in the US always said see lower cost Chinese made goods means lower and middle income people pay less, never saying that this means all opportunities for better paying jobs in manufacturing will be lost for these classes in society. The tech and financial sectors had close ties to the new arrangement that turned manufacturing over to China from the Reagan era to the Obama and Trump era. Apple and Tesla and many industries benefitted from manufacturing mostly outsourced to China. ...

Last month the Nevada probate commissioner said Rupert Murdoch could amend his irrevocable trust if he is acting in good faith and in the interests of his 4 children. A trial to determine if this is in good faith begins in September 2024. The current trust for Murdoch and his news properties is an irrevocable trust set up 24 years back in Reno, Nevada. It gives one vote each to Lachlan, James, Elisabeth and Prudence after Rupert Murdoch's death. He is 93 years. Lachlan and Rupert Murdoch have views that have led to Fox News and Wall Street Journal news coverage that is seen as extreme. James ran the News operations with Lachlan till he could no longer support the shift, a shift consistent with his father's views. William Barr, an Attorney General for Bush and Trump is a legal adviser to Rupert Murdoch in the effort to give voting rights to Lachlan, so he has a majority. James says he is uncomfortable with the shift at the networks and that it would hurt them in the long run that the gains in ratings are short term and have led to releasing insidious forces in the US. James's wife Kathryn is a climate change activist. The siblings say the original trust had "an equal governance provision" and want a voice. They also say the move to give Lachlan majority voting rights disenfrachises them. The courts in Nevada will take up this case with the siblings working together in opposition to Rupert Murdoch and Lachlan. ...

A CNN story on Senate investigators looking into a meeting between Anthony Scaramucci, a member of Trump's transition team, and an executive of a Russian investment fund, is retracted. Three CNN employees resigned, including Harris its investigations editor, as the story could not be reliably verified. The errors in reporting are a result of intense pressure to come up with new breaking news stories, as CNN competes with other news providers such as the Washington Post and the New York Times. Paul Farhi cites other errors at CNN. CNN.com shows the work of the CNN investigative team of about 30 thirty journalists. It has come up with other stories on Russia and the U.S. election of 2016 which have been verified. Farhi points out that the stories have led to record ratings and profits for CNN. On of the journalists who resigned was Eric Lichtblau, a veteran reporter who worked earlier for the New York Times.

As the state of California changes governors from Jerry Brown to Gavin Newsom, both Democrats, there is a sense of continuity as both come from families that have deep connections going back to Jerry Brown's father Pat Brown, also a former governor of the state. This comes with a change of style between the conservative Brown who espouses social justice and careful spending after battling deficits, with the ambitious Newsom who is pushing for many social programs including universal health coverage that have wide support in the state, and can be funded with the $30 billion surplus Jerry Brown handed to his successor. Under Newsom California is also seen as a state that has a different vision of the future than president Trump. 

This comes at a time when California has become more expensive to live in, less and less affordable, with inequalities aggravated by the tech boom.

Mass demonstrations by young people including school children on March 24, 2018, in many U.S. cities called for raising the minimum age for buying a gun from 18 to 21 years of age, and prohibiting civilian ownership of semiautomatic weapons, increasing comprehensive background checks. Former Supreme Court Justice John Paul Stevens says this is not enough. He calls for a repeal of the Second Amendment. Stevens points out that the the framers of the Second Amendment to the U.S. Constitution had the concern that a national standing army could pose a threat to the security of the separate states and therefore made the Second Amendment so that " a well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed." This is now a relic of that period. He says for 200 years this was not interpreted to mean that gun control legislation could not be enacted, till a 2008 decision by the Supreme Court.  Stevens says the decision was wrong and repeal of the Second Amendment is needed.  ...

What has happened till now it is accepted with shortage of basic medical supplies and equipment, stress on hospital systems, are merely mitigation actions. South Korea was prepared for the coronavirus crisis because of the MERS and other epidemics, and failures resulting in corrective actions. Labs were centralized and better equipped for testing and tracking the infected. One of the key tools is testing. President Trump says the goal is for the U.S. to exceed and far surpass tests per capita in South Korea. Five million tests are planned by the end of April in the U.S. Where the U.S. falls short is in use of multipronged digital tracking using data from people's use of mobile phones, credit card usage, and use of apps designed to separate infected people from others. South Korea is a democracy with a population of 52 million people, about the size of France. People who were student activists in the democratization era in South Korea say the use of digital technology is a need today. We have to adapt in emergency situation they say. Ki Mo-ran, epidemiologist, and adviser to South Korean government says this is a key part lacking in the European and U.S. efforts to control coronavirus. She says in South Korea we know the patient's contacts, where he goes and stays, so we don't have to lock down everybody. Without digital tracking one cannot know which place is contaminated, which place is clean, so that there can be a lockdown of just that area and not the whole country, says Ki Mo-ran. She asks the question- is one person's privacy more important than the lives of a family or other people who are affected. Is it OK to lockdown every child in the country in a home as in Spain for over a month so that particular people's privacy is respected? These are serious questions for western society, are they exceptions or is democracy not just a western idea but equally cherished in Asian societies, people talk about Confucianism in China and the Asian culture forgetting that the biggest democracies are quite large and functioning well in India in addition to South Korea, Taiwan Indonesia, Malaysia, Bangladesh and Japan, far larger in area and population than China. The French government has chosen the app TraceTogether as the least intrusive one adaptable to France for use there. The U.S. is having Google and Apple develop one of its own. India will be developing one of its own. The NYT raises the question will it be watered down so much in France or in the U.S. and UK to be less effective than the  dire need for an alternative to lockdowns? ...

Harris muddled economic message is attributed to influence of Tony West, her brother in law, legal counsel for Uber, and by her efforts to avoid the label placed on her by Wall Street interests that she was "communist" by moving closer to corporate interests. President Biden ran his campaign and presidency entirely with a single theme- against trickle down economics, saying it did not put much on his father's table, and "the middle class built America, not Wall Street, winning 82 million votes more than the 74.3 million for DJT in 2024, 12 million more than Harris, 8 million more than DJT.  This simple Harry Truman like message carried the day in 1948 against Republican Dewey's increasing popularity after weariness over FDR long run in office, and got Biden 12 million more votes than Harris in 2024 or 8 million more than Trump in 2024- 82.3 million votes for Biden 2020. DJT was elected in 2024 with a fewer number of votes than he got in 2020- 74.3 million votes in 2024 and 75 million in 2020. Bernie Sanders, Congressman from Vermont says- "People want to understand what’s going on in their lives. Trump gave them an explanation,” “He attributed all of our problems to undocumented immigrants. What is the Democratic explanation for why the gap between the rich and the poor is getting wider and working-class people are struggling? You tell me.”   ...

Britain's parliament voted 358 in favor and 234 against to back prime minister Boris Johnson in his effort to get Britain to leave the European Union by January 31, 2020. Negotiation will not be extended beyond 2020. With a comfortable 80 seat majority and many lawmakers newly elected in parliament in favor of Brexit the process appeared easy compared to the problems faced by Theresa May who lacked a majority. In October Mr. Johnson negotiated a deal with the EU which stated how Britain plans to leave the EU. This covered citizens' rights, a financial settlement to leave, and an arrangement to avoid a physical border in Ireland. With another vote in parliament and passage in the House of Lords the process now appears certain to be completed before January end 2020. To get Brexit done Mr. Johnson sought blue collar support in the north of England and the Midlands, a region neglected by Labour and the old Conservatives. Too much of the focus had remained on London. This strategy worked after neglect of working class districts by Labour under Blair and Brown. Mr. Johnson's approach was to commit the Conservatives to new infrastructure spending, spending on schools and the NHS, just as Mr. Trump had done in the U.S. to permanently change the Republican party. This combined with an appeal to patriotism and the idea of Britain drew strong support across England in the election. ...
