Mr. Trump also has the backing of Republicans on this issue and Democrats cannot afford to be soft on this issue as it involves American workers and jobs are at stake. Both sides could be in for a protracted negotiation as Mr. Trump feels it is right for Americans to expect fair trade and technology transfer that respects American concerns. In addition the U.S. could sense that it exports less to China, is less dependent on exports than China, and as the party that is hurt by unfair practices insist on its position. After Japan agreed to U.S. demands that it reverse a huge trade surplus in the seventies in which Mr. Lighthizer was the negotiator its growth declined sharply and is economy stagnated. China may sense inside that this could happen to its economy. This at fair tax rate of a minimum of 21% instead of 15% would further cut the deficit by hundreds of billions of dollars after investing in the infrastructure and modernization of the economy that his predecessor has no plans for and instead given a tax cut to the corporations which studies show was really not paid for. Negotiating drug prices for Medicare with drug companies would save the country hundreds of billions of dollars. This could be reinvested in cutting child poverty, in free preschool education, in raising teachers wages. Sitting next to Jill Biden the First Lady was the prime minister of Sweden. What it told the US was that countries like Sweden and Finland in NATO had strengthened the alliance and it was for mere political reasons that Ukraine aid was prevented by his predecessor from being passed in the House after passage in the Senate by 70-30 with bipartisan support that also exists in the House. ...

In all the coverage on the Indian election the impossible having been accomplished that of going beyond the 244 million voters in the US, beyond the 373 million voters in the European Union. The results show that the elections were free and fair as the results speak for themselves that the opposition parties did better than they expected. What was not told in media coverage in the US and EU/UK was that the Opposition and the current government are at odds on one fundamental issue that a continental country suffering from centuries of colonialism can only create a modern nation with the infrastructure enjoyed by the US, EU, China, if it creates a large enough pool of investment in the trillions of dollars, has a master plan of proven execution, with no leakages from this pool of investment. Leakages from the pool of investment only stopped after 2014, and actions of direct deposits to 400 million bank accounts or rural households was essential. For modernization to succeed another condition that had to be fulfilled was to create even through a pandemic a core of about 500 million of 1.4 billion people of the middle and lower classes who would approach the conditions o the US, EU, China consumer base for industry. This the Modi government has done with all its projects and hard work by adding the 250 million people to the consumer base pulled out of poverty. The task ahead is doing what the US, EU, China as continental nations have done to modernize and industrialize 2024-2035 to build the third largest economy ahead of the EU by 2035 and every state and city in India aspires to this transformation, from the south and northeast to the north and the west.   ...

He is skeptical about its constructive influence when seen from the American heartland, from the Kansas prairies of Eisenhower to his own rust belt state of Ohio and the hinterland of Appalachia across the eastern US from New York through Tennessee to Mississippi. Vance says: "I've certainly personally been very close to the technology sector. Because of that experience, I inherently mistrust it or worry about its influence in the broader economy." WSJ's Angel Au Yeung calls it short lived but it stretched for 10 years and Vance returned to Ohio for Narya Ventures, worked with AOL founder Steve Chase on Revolution to look at what could be done in places such as Chattanooga, Tennessee, in the south and midwest with these venture concepts. Modi's visit to Moscow and Vienna could be symbolic in setting the stage for a Ukraine peace settlement. Here is why- Austria was occupied by the western powers and the Soviets in 1945. By 1955 Austria sought to become a free country free of occupation zones. It offered its neutrality and asked Indian prime minister Nehru to convey this to the Soviets. Nehru was seen by Austrians as the only person in international affairs who could talk to the Soviets about Austrian neutrality to end occupation. Nehru and his ambassador to Moscow Menon met with Austrian officials. When Russian foreign minister Molotov was approached on the Austrian neutrality proposal by Menon in Moscow Molotov said such neturality could be revoked, Russia needed better assurances. It was the death of Stalin in 1953 that led to the Russian position changing and relaxing its occupation of Austria. Bruno Kreisky, Austrian prime minister, says in his memoirs that the name of Nehru will forever be connected to Austrian neutrality and independence. This led to an independent Austria being formed in July 1955. As Austria accepted entry into the European Union in 1995 and identified with US and EU this part of its history is now forgotten. So it is again that Indira Gandhi in 1983 and Narendra Modi in 2024 visit Vienna. In 2024 Modi can be seen as the only person in international affairs who could take the message of a peace settlement in Ukraine to Russia. For this reason and because of India's call that the war cannot be settled on the battlefield that Modi is stepping into the role that Nehru played in 1955, even though this role is in its early stages. This shows the relationship with Russia has meaning for Europe even as India sees itself as a partner of the US and Europe and Japan. As in 1953 the results are not there, yet as in 1953 this and a changing world situation could finally lead toa breakthrough in this war in Ukraine.   ...

Lucie Castets, candidate for prime minister of the largest parliamentary group in the National Assembly of France, the NFP,  is interviewed in The Guardian. Kim Willsher interviews Lucie Castets at a cafe in the Marais district of Paris.  Castets says- “France is a rich country but people are getting increasingly poor, they don’t know if there’s going to be a teacher in front of their kids, they don’t know how long they’re going to wait in casualty if they break a leg, they don’t know how much their salary will be in a year. Who can accept that? Well apparently, Emmanuel Macron accepts that, but I think it’s unacceptable.” A government is needed in France for a budget to be passed by January 2025. A caretaker government of Macron's party cannot do this following its poor showing in the recent election. Macron refuses to let NFP form a government with outside support saying he was doing this for "institutional stability." Macron wants to see cuts of $25 billion. The NFP wants to spend $150 billion for the government to meet the needs of the people. It would like the US, recover most or all of this $150 billion from higher taxes for the ultra rich, and billionaires which would not affect 95% of the French people.  Castets says- Castets rejects the ideas this would be “impossible to apply or finance” and cost jobs. “We will finance each measure with new revenue, unlike the government. The accusation of economic irresponsibility irritates me because that’s not what we’re proposing at all. The NFP’s programme was heavily attacked on this aspect, so it’s important to say that these measures will only affect the ultra-rich. We want to correct flagrant tax injustices, with billionaires paying a lower percentage of tax than the middle classes.”   ...

WSJ's Andrew Restuccia and Michelle Hackman look at another deportation of about 1 million people of Mexican descent in 1954 under the Eisenhower administration. It looks at the human toll. Many of the people were brought in to tackle the shortage of men to do farm work and harvest crops during the war period 1941-1945.   The alternative proposed by Biden and senior Republican senators McConnell and Lankford and supported by most senior Republicans is the tough immigration legislation drafted by Lankford that president Harris has pledged to sign. In 1954 the US economy was a small fraction of what it is today and struggling from the aftermath of the world war and the Korean War. The US economy would suffer shortages of manpower in construction and farm work that would reduce economic growth by about 1%, from the effects of a 1954 type plan and from the distraction for American focus on chips, science, and manufacturing that is needed to compete in a new world of India, China in addition to Japanese EU competition. States such as Kansas in the midwest feel this shortage, and in the Carolinas in the south, Red states and blue face shortages. Kansas is actively seeking new legal immigrants and welcoming them as shown in the WSJ. This is a different country than 1954 and this must be recognized or we will fall behind China, Japan and India. Cultural literacy is world knowledge and was proposed before by the Exxon Foundation and E. D. Hirsch in 1988. This needs to be revived so that children like Harris who know enough about American history, language and culture to be productive American citizens- as they learn in school and through interaction with fellow citizens in the neighborhood and libraries- can become the norm. There is no reason this cannot be done effectively with the resources committed to this from the federal and state governments in tens of billions of dollars, including to the library system, community colleges, community civic education centers, and to literacy and world knowledge sites such as Lyrarc.com, Wikipedia and Britannica.com. ...

Peter Robinson of Uncommon Knowledge (Hoover Institution) interview with Robert Thomson, CEO News Corp. on March 29, 2014. Much of what Robinson has described in this interview comes out to be true. He says here in 2014 that anything Google touches it devalues. Thomson is saying that by aggregating content as an outsider this creates this condition of devaluing the content. Google and other social media companies are not creators of the content. The WSJ, NYT, BBC. Le Monde and others create the content. When Google and others like it acquire so much power over  distribution of the content it creates a situation where distribution becomes vastly more important than the creation of the content. This is inimical, says Thomson, to creators and creation of the content. Hidden here is that this power is acquired by engineering it from the start. The distribution platforms are not regulated, and are not restricted by anti-monopoly laws, so that the technologies can be designed around products that give maximum power and revenue potential to distributors of content like Google. Content become almost an after thought- it is there simply to be exploited by the distributors of the content who invent the technologies or shape these technologies after acquiring them in a monopoly environment. Otner dangers posed by distributos of content becoming door keepers to "knowledge" in society are that they treat all content good and bad as the same. Some creators of content are also unwittingly adopting strategies that pose other dangers to society, to competition, to an educated public, including News Corp. News Corp strategy is to create affinity, to create communities for content. When actively done and pursued in excess by powerful creators of content such as New Corp. this leads to the fragmentation of civic society into groups not generated by honest discussion among civic minded people, but by revenue generating artificially created groups where the affinity is exploited by the creator of content as an outsider. This is inimical to society, education, honest discussion of civic minded people, and of democracy itself. ...

In Pennsylvania the winner of the primary gets only 14 delegates. 54 delegates are not pledged to any candidate. The deadline was Feb 16, and a few Trump supporters got on the ballot for delegate in some Congressional districts without any support from the Trump organization in a lone effort. Pennsylvania has a very well organized Republican Party, which is described as preferring pragmatic candidates and has a top down leadership structure. Senator Rubio of Florida has three supporters on the ballot in each of 18 congressional districts. Even on the first ballot at the Republican convention these 54 candidates can support the presidential candidate they choose. This has not been well understood even in the media, with the Economist and other news outlets describing Pennsylvania incorrectly as a winner take all contest for a sweep by Donald Trump of northeastern U.S. states delegates.

Enabling access to broadband to millions of people in developing countries that lack this access is the next goal for Facebook. Facebook embraced open source software and it is relying on open source technology, including its own as open source, as a way to reduce the cost of building and operating the world's telecommunication networks- an operation that costs $150 billion a year. This will put pressure on telecommunications providers such as Ericsson to cut costs. Nokia has joined Facebook in the Telecom Infra Project or TIP, a Facebook initiated group that has set as its goal cutting telecom costs. Some of this is to be seen at Facebook developers' conference with open source efforts such as urban wireless network that checks performance 125,000 times a second, and a long range wireless system that can send a gigabit of data a second, according to Facebook.

The German parliament votes 439 to 119 on July 16, 2015, approving a 86 billion euro aid and loan package to Greece under an aid for reforms plan. 60 members of chancellor Merkel's CDU group voted against compared to 29 voting against the bailout extension of Feb. 2015. This included approval of 7.16 billion euros in short term funding for July 20, to meet a 4.2 billion euro payment to the ECB. This was conducted as a special session of parliament. Chancellor Merkel said: "we would be acting with crude intelligence and irresponsibility if we didn't at least try this path." Finance Minister Schauble told parliament- "We believe that there is a chance that we can bring these negotiations to a successful conclusion," yet he cautioned that after the negotiations of coming weeks "we will have to discuss whether the negotiations have shown a way that works."

David Albright, a former weapons inspector in Iraq, says 24 days is enough time for Iran to wipe out traces of nuclear work, such as working with explosives to trigger a weapon or construction of a small plant to make centrifuges. A situation actually happened in 2003 when the atomic energy agency wanted to inspect the Kalaye Electric Company site in Iran in 2003, where Iran was using centrifuges received from Pakistan. Iranians removed all traces of illicit work at the time while delaying inspectors. This case was cited by Olli Heinonen, a former deputy director of the agency. Heinonen says smaller scale activity such as manufacturing uranium components for a nuclear weapon can be carried out and the traces deleted in 24 days. Senator Corker points out that the time allowed would be more than 24 days when all the time is added up correctly.

Black Rock CEO Fink is one of the supporters of delaying the current capital gains tax - his proposal was to treat capital gains favorably only after 3 years, and then decrease the tax rate on a sliding scale for each year following. Sorkin says the Clinton and Fink proposals come at a time when a useful discussion can take place on this issue to provide the right kind of incentives to investors, CEO's and their boards of directors. Hillary Clinton was clear about her proposal's intent- to support "outside investors who want ot build companies," and to disincentivize "cut-and-run shareholders."

The Economist describes efforts in the European Union countries to come up with a common approach to the problem of integrating migrants into the European Union. There is the problem of migrants from English, French or Italian speaking regions in North Africa or the Middle East preferring to immigrate to countries where knowledge of the language makes integration easier. Germany has come up with an approach to integrate migrants that is the largest and furthest ahead in the EU. Finland has a program to integrate migrants from Somalia. The Economist points out the need in the EU as society ages, for young people from outside to fill the need for workers to support a larger numer of pensioners. For this to happen governments in Europe have to manage this carefully, so that fears of terrorism and political backlash in society against immigrants can be overcome.

A U.S. Navy destroyer travels within 12 nautical miles of the Spratly Islands on October 26, 2015. The Spratly islands are reefs that are submerged under high tides and only recently turned into islands through land reclamation by China. Under international law all nations can uses the seas near the reefs as opposed to rock. The U.S. wants to keep the sea lanes open for all countries. The Spratly Island reefs are located in the shipping lanes near Vietnam and Indonesia in the South China Sea, a great distance from the Chinese mainland. U.S. Secretary of Defense Ashton Carter made it his top priority when he took this position in 2015 to assert the freedom of navigation in the South China Sea. The action was taken after the Xi Jinping visit to the U.S. to tackle this issue without affecting bilateral economic and global cooperation relations with China.

Ethnic minorites are not easily persuaded that modernizing and investment can be traded for limits on cultural autonomy and on the religion, language and culture of the region. This is the situation in Xingiang and Tibet. What is not realized is that Mao's army took control of Tibet and Xingiang in 1949, which have not historically formed part of China, and the immigration adds another level of conflict because of the fear that the ethnic cultures are threatened. The Uighur revolt shows that the tradeoff of modernization for limits on religion, culture, language and participation in governance does not work in the ethnic regions of China, says the Economist. See the link in the NYT on Mr. Wang, a protege of President Hu Jintao, who himself was at one time in charge of Tibet. Because of this China risks getting more entrenched with continuing policies that may not work out.

Bush writes about Obama's economic policies, what looks good and what might fail. He thinks the paln for toxic assets is one that might expose the USA to the risks of a Japanese style lost decade. He doesn't like the idea of the Fed as asystemic risk regulator. He thinks the health care bill should level the tax subsidy playing field so individuals can purchase low-cost, high deductible, catastrophic insurance. And he sees abetter alternative to the climate change bill in a broad based transparent carbon tax, and energy efficiency intitiatives. He sees the tax hikes proposed by Democrats in California driving marginal rates on earnings to among the world's highest at 57%. He calls for a rethinking of many aspects of Obama's economic plan.

David Cameron's standing with the British public is hurt by the phone hacking scandal and his close ties with News International's Coulson and Rebecca Brooks. This has boosted the standing of Labor party leader Ed Miliband. Miliband said in an intervew with the Observer newspaper: "I think that we've got to look at the situation whereby one person can own more than 20% of the newspaper market, the Sky platform and Sky News. I think it's unhealthy because that amount of power in one person's hands has clearly led to abuses of power within his organization." Miliband has called for the breakup of Rupert Murdoch's media holdings, saying News Corporation "has too much power over British public life." He told the Observer he would work to get a cross-party agreement on new rules governing media ownership that would reduce market share of News Corporation.

Admiral Mullen, chairman of the U.S. Joint Chiefs of Staff, says it is is good for the U.S. to be talking to China at top military levels. The way to make the U.S.-China relationship better is to keep talking, to keep up the dialogue. This is why Mullen invited China's Gen. Chen Bingde to the U.S. in May, and why Mullen visited China in July 2011. He says helathy skepicism can coexist with a healthy exchange of views. This relationship is too important to be allowed to managed through blind suspicion and mistrust, and Mullen says this was tried and didn't work. The dividends from such a policy are better understanding and willingness to live with differences, more transparency, and ability to address common challenges. Both Bengde and Mullen feel the future depends on the younger officers, who are ready for closer contact.

Fiat-Chrysler's Sergio Marchionne tells an automotive conference that the new fuel efficiency targets proposed by the Obama administration will be "an incredible stimulus for the American auto industry." He is confident that the new 2025 standards can be achieved. He said the industry had a bad habit of crying wolf and emphasized the need to get there so that the U.S. auto industry could be at the forefront of the changes taking place. He also cautioned the industry to not get comfortable with China's role as an emerging market that helped increase global sales. That growth is slowing and it presents another potential risk for the automakers- the potential for China to export 10% of what it makes to overseas markets including the U.S. and Europe. All of which increases the urgency of building the industrial base and competitiveness of the automotive industry in the U.S.

Orlik cites a 2011 survey from China's South Western University of Finance and Economics, which surveyed 8000 households and found that 55% of Chinese households had little or no savings for that year. 10% of households control 86% of wealth and 56% of household income. Surveys in 1995 and 2002 showed 10% of households controlled 31% and 41% of wealth. In the U.S. top 10% of households control 74% of the wealth, according to the Federal Reserve figures. What this means, says Orlik, is that before China can shift to consumption based growth the low incomes of the majority of households have to go up, requiring a major policy shift. Under current policies and even with movement in the direction of the DRC/World Bank policy report for China for a gradual shift away from state owned enterprises, there is little prospect for rebalancing the world economy.
