France's finance minister Bruno Le Maire announces a $45 billion effort to cap energy price increases for electricity and gas to 15% increase. Earlier efforts had capped the increase to 4% till the end of 2022 in a tariff shield (bouclier tarifaire). France's public accounts minister says the budget being presented is "a budget to protect." Windfall taxes on energy companies will reduce the cost of the $45 billion to $12 billion. Other protection is offered in the form of increasing income tax brackets by 5% to lower the tax burden. In the absence of this effort the energy prices could have increased by more than 60%, says the Finance Ministry.

It is five miles long and stretches along the Thames and through London. It takes 9 to 24 hours to complete the queue and enter Westminster. It is a typically British invention. With the lack of action from House Speaker Mike Johnson on a bill for $61 billion in Ukraine aid bill which passed in the Senate  France, Germany and Britain are speeding up their defense supplies manufacturing and making larger investments with a coordinated effort with other EU nations. The problem say former NATO officials is the lack of investment in spare facilities. Rheinmetall is working on the German side and French defense firms are contributing to increased defense manufacturing.The European Defense Agency's deputy chief executive says production will require sustained investment ant finalized contracts. The European Defense Agency says EU nations have invested $52 billion in 2022 on defense gear.

Why are home covid test kits harder to find in the US compared to Europe and other places? Part of the reason is that the FDA was more stringent in approving home tests than in Europe. During the focus on vaccination in mid 2021 there was less demand for home tests so that Abbott and other makers of home tests actually cut back on production. European governments continued buying them in bulk to distribute them free as the tests were required to enter restaurants and public transport in Europe. With Omicron in December 2021 pharmacies in the US quickly ran out of tests and prices were high at $25 for test kits.

Large companies are gaining from rising rates because they issued bonds locking in low rates far into the future.  Microsoft has locked in low borrowing costs on it bonds with interest payments unchanged at $292 million in the last quarter. It doubled what it earned on interest on $111 billion cash and short term investments, going from $552 million to $902 million in the last quarter, gaining from the annualized interest payments increase to 3.3% from 2.1%. This means more money is available for shareholders, investment and employees.  Smaller companies who could not raise that much money and have to issue new bonds face higher borrowing costs.

More efficient production of nickel in Indonesia by Chinese plants is causing problems for France in New Caledonia. New Caledonia is a Pacific island with large nickel deposits that are needed for French and European electric car production. Glencore is planning to sell one of its nickel processing plants in New Caledonia. This affects employment in the island which depends on nickel for 25% of jobs. France has encouraged immigration to the island and this has created tensions with the native Kayak people. The result was riots in the island and French efforts to find solutions to develop the island's nickel industry and improve lives of local people.

The Food and Drug Administration approved Artificial Dye Red 3 in 1969. It banned it in cosmetics 20 years later in 1990 but did not ban it from food because of lobbying from the food industry, says this report in WSJ. This is simply outrageous.

Democrats and Republicans were both allowing lobbyists to damage the health of the American people. It took another 35 years after banning it in cosmetics to ban it's use in food this week. 

This is simply outrageous and shows politicians of three decades lacked the courage to even defend the Nation's food supply.

Of the 104 deportees on the C-17 military aircraft to Amritsar in the Punjab state one third are from Punjab, another one third from Haryana, and one third from Gujarat. India's rapid development towards Vikshit Bharat 2047 means it does not support such illegal migration. The adjoining article in Times of India reports that job scarcity is not the reason- more about governance or social security or a better life. Of the 82 comments on this article in India all do not favor such illegal migration. Indian attitudes in general are in favor only of legal migration and with rapid industrial development of attracting people back to India to develop the nation.

A key factor says DW.com was the speech of chancellor Scholz three days after the invasion of Ukraine, a speech that changed minds in Germany about the needs for defense in the 21st century. US and Chinese trade negotators vice premier Lifeng for China and Scott Bessent, Treasury Secretary, Jamieson Greer USTR, meet in Switzerland, for talks on tariffs of 145% and 125% on each others goods. An agreement for a 90 day pause is reached. During that pause period tariffs will be 30% by the US, and 10% by China on imported goods. The pro-democracy protests in Hong Kong take a new turn as the pro-democracy supporters in the Hong Kong legislature adopt a different strategy. After 14 months of protests and unsuccessfully trying to get the Beijing government to allow free elections without the government vetting candidates, the supporters of free elections have adopted the position that it is better not to change the current system till genuine elections can be held. A vote on the Beijing election plans led to a walkout of 34 legislators supporting Beijing's position, and the remaining 36 legislators voting 28 against the Beijing plan and 8 in favor. Under that plan a pro-Beijing committee would have vetted candidates for free elections depriving voters of free choice. The current system may actually offer more room for voters to make a choice as the election is held for chief executive from 1200 business and political leaders, than the Beijing plan of a few candidates vetted by a pro-Beijing committee. This realization led to the historic vote in the legislature and a sense that staying with the status quo was desirable in the current situation....

Global smartphone shipment sales are dropping with sticker shock over new smartphone prices, dropping 7% worldwide, and 15% in China in third quarter 2018, according to Canalys. Apple sales have stagnated in China at 8% market share, and shipments volumes have declined by 11% in 2018. Apple gets 20% of its sales revenue from China. Apple is now in fifth place behind Huawei, Oppo, Vivo, Xiaomi in China. Each of the Chinese brands gained from 2 to 5% increase in market share while Apple with its high pricing has stagnated. Apple had high hopes for the Apple XR priced at $945 and ordered large volume of the phone for sale in China. It now has excess unsold inventory of that phone as Chinese competitors with prices at little over half the Apple price the Huawei Mate 20 are proving to be strong competitors. The fact that the Chinese market has declined by 15% in smartphone shipments hurts Apple, even though trade tensions have not created anti-Apple sentiment.   ...

Research from Australian National University shows steadily improving conditions for migrant workers in China. Migrant workers were able to spend more time in cities- an average of 8.9 years. The hukou sysem ensures migrants return to rural areas when they have to raise a family. About 252 million migrant workers work in factories and construction jobs in urban areas. Migrants with children leave them with grandparents back home. Improving the conditions of these workers is important to reduce the wage and income disparities in China and to reduce inequality. About a fifth of the migrant population now has pension and health benefits. Creating a balanced economy with domestic consumer spending making a larger share of GDP also requires improving wages and benefits of migrant workers. Incoming prime minister Li Keqiang says in a statement on a government website: China "must take migrant rural workers and gradually change them into urban residents. This requires that we push forward household registration reform." If done seriously this will create a new kind of China as these migrant workers are integrated into urban society after years of being shunned and ignored by China's educated middle class. Professor Meng's research at Australian National University of migrant workers shows the proportion of migrant workers with unemployment insurance increased from 11% in 2008 to 21% in 2012. The research shows similiar figures for health and pensions. Improving their living standards also make it attractive for more young people from rural areas to migrate to cities increasing urbanization....

Sheets served at the U.S. Fed since 1993 for about 2 decades, advising the Fed Open Market Committee on global financial developments, becoming the head of the Fed's international finance division in 2007. He received his doctorate in economics from MIT. Since 2011 he was Citigroup's head of global international economics. Sobel worked at the U.S. Treasury for 3 decades mostly in its international divisions, including 4 years as senior advisor to the U.S. representative at the IMF. The U.S. delegation to the Group of 20 meeting of ministers and central bankers in Sydney, Australia will include these 2 senior officials. The appointments come as the U.S. has not moved in the direction of greater power sharing with emerging nations at the IMF, and the emerging markets crisis in 2013-2014 with India, Brazil and other countries critical of U.S. Fed policy leading to capital outflows. Sheets works well with central bankers from other countries and is well received as a consensus builder. Sobel is seen as more direct in presenting U.S. positions. ...

This report in FR24 says the UK reopening by June 21 is at risk as the new delta variant is leading to a rise in covid cases. Covid is growing at 3% a day, with the R ratio at between 1.0 and 1.2 for the second week in a row, says the UK Health Ministry. With new more contagious variants what looks cautiously optimistic in one week can look very different in a 2-3 week period after that especially as complacency creeps in and essential protocols are neglected.
