OECD studies and views of experts show India's current inflexible labor laws hurt manufacturing workers by denying workers the benefits that would come from larger enterprises in a formal economy, and reducing job growth. Labor laws currently in place provide inducement to keep companies small, with less than 100 workers, the threshold at which labor laws on hiring and letting go of employees are enforced. The Modi government is implementing reforms as pilot programs in states where it is running the state government. Rajasthan is being used for this pilot overhaul of labor laws to attract manufacturing investment.The idea is to create competition between states to attract investment as one state gains in employment growth and good jobs.

Mexico is likely to move ahead with long term deep water oil exploration tenders in 2015, and delay tenders for shale and other oil fields. President Nieto's popularity has dropped to 40%, an all time low, reducing political capital. Other problems are staffing the agency that will put together the bid round, which will take time. The initial bids for 109 exploratory blocks and 60 production fields were earlier planned for 2015. Shallow water fields are likely to go first. Oil companies are expected to be choosier in making investments at the current oil price, yet retain interest in long term deep water oil exploration.

The Petrocaribe program has cost Venzuela about $22.1 billion, according to one estimate from the University of Texas, Austin. Under the program participating countries would pay a heavily subisidized price, and received long term loans for the cost at rates of as low as 1%. Petrocaribe countries, including Jamaica, get about 100,000 barrels a day from Venezuela. Oil at $61 a barrel covers only half of Venezuela's budget, and the government has announced cuts in spending of 20%. The IMF estimates that in 2013 such oil shipments declined by 15%, and in 2014 the shipments have declined another 20%.

The Labor Department reports 321,000 seasonally adjusted nonfarm employment jobs were added in November 2014. The unemployment rate in the U.S. now is at 5.8%. Average hourly earnings showed an increase of 0.4% over the prior month, and up 2.1% from the prior year. At the same time not much improvement is seen in parttime workers looking for full time work with 6.9 million in part time work. About 2.8 million people were out of work for more than 6 months, 30.7% of the unemployed workers, in Nov. 2014.

Lahart reminds readers that the Model 3 from Tesla at $35,000, half the price of $70,000 for a basic Model S in 2014, will not be out till 2017. Models for share price targets of over $200 for Tesla assume the car company will sell these models in large numbers, a Barclays model assuming 350,000 of these cars sold by 2020. It is hard to predict the future for gas prices. In the current environment sales of electric vehicles and popular hybrids such as the Toyota Prius are declining. Tesla faces real challenges considering that gas prices though unpredictable face continuing increases in the development of lower cost shale supplies with new technologies in the future.
