The Trump administration sends an official notice to Congress that it intends to renegotiate the NAFTA treaty with Mexico and Canada. The new U.S. Trade Representative Mr. Lighthizer served as Deputy Trade Representative under president Reagan in 1983. He says the focus of the negotiation will to promote economic growth and jobs by making improvements to the treaty. The notice does not mention major modifications of the type that were hinted at by president Trump earlier. The leaders of Canada and Mexico had asked president Trump to renegotiate. Republicans in Congress and business in the U.S. favor improvements instead of the drastic changes. Mr. Lighthizer's approach is stated in his letter that said "NAFTA was negotiated 25 years ago, and while our economy and business has changed considerably in that period, NAFTA has not." New provisions will be needed said Lighthizer for intellectual property rights, state owned enterprises, labor and environmental areas, with effective enforcement.  Because of the rhetoric and language used in the election campaign, it is important to note that Lighthizer has in the past negotiated favorable terms for the U.S. steel industry to prevent dumping from overseas. His style is the opposite of the president. He has stated- "I am friendly when negotiating. I am not theatrical. The art of persuasion is knowing where the leverage is." ...

This analysis by Julian Borger of the Guardian newspaper cites experts including former Defense Secretary Perry, on the problems with the Trump escalation of rhetoric with North Korea. The U.S. president promised "fire and fury" in a tweet he made, after the increased sanctions passed in the United Nations had already raised the pressure on the North. Perry says the president has no plans to back up what he says, which hurts U.S. credibility posture. The North Koreans responded by saying they are looking at an attack on the U.S. Guam air and naval base in the Pacific. Other experts warn of the danger of stumbling into something unprepared, and increasing the unpredictability with and adversary who is unpredictable to begin with. Wolfsthal, an expert from the earlier administration under president Obama, says the risk of escalation becomes very high because a miscalculation could take place. Rex Tillerson, the U.S. Secretary of State, tried to tamp down the stressful situation by saying that no action is planned. The U.S. insists it is open to negotiating, but the condition is North Korea putting the ending of its nuclear weapons and missile program on the table. The North Koreans have conveyed their opennesss to negotiate at a meeting in Manila, objecting to the U.S. "hostile" policy as an obstacle.    ...

The death toll is about 85 with 50 people badly injured. The delivery truck driver is Bouhlel, 31, born in Tunisia and from Msaken, Tunisia, who moved to France in 2005. President Hollande extended a nationwide state of emergency for 3 months. The Euro 2016 soccer games in France went without any incidents, only to be followed by this attack.  Georges Fenech who headed a parliamentary inquiry into intelligence and terrorism said about the attack - "it is a predictable tragedy." He said France "is clearly not equiped to fight against Islamic terrorism," in an interview with news channel iTele. This was one of the conclusions of the parliamentary inquiry which called for a new agency to be setup, and merging of existing intelligence agencies. The president of the Provence-Alpes-Cote d'Azur region told BFM-TV about the Hollande administration: "I don't want to hear the usual "we are going to do an investigation." He questioned the Interior Minister Cazeneuve for how a single person could have breached the security line at the Bastille Day clebrations in Nice on a prominent promenade, Promenade des Anglais. ...

With 18 innings in Game 3 and 11 in Game 7 this World Series rates as one of the all time great classics of world baseball. It also shows the intuition of Dodgers Manager Dave Roberts in keeping 34 year old Rojas in the Game 6 and 7, and in bringing in Yamamoto in the final 3 innings after exhausting the entire Dodgers pitching rotation. From Game 3's 18 innings it was clear that if the game went on to extra innings the depth of the Dodgers team and the experience of it's manager would come into play to overturn any predictions.

At the G-7 meetings in Alberta, Canada DJT said the 2014 exclusion of Russian president Vladimir Putin, from the G8 after Moscow's unilateral annexation of Crimea, was a serious mistake leading to the war in Ukraine. Greg Ip of WSJ points out that DJT's tariffs are not fully understood. DJT did not use tariffs in the way he is doing now in his first term. Today Congress understands that it is a negotiating tactic when the US is at a disadvantage with other nations using non tariff and hidden barriers. Mostly all countries except China will accept the tariffs and it generates $240 billion a year to finance US resurgence. In the past US spent years of negotiating to get agreements with recalcitrant countries like Japan or China or the EU. The US just doesn't have that kind of time when it has lost its manufacturing, its shipbuilding, its shipping and ports. The average tariff under Biden was 3%. It now is about 13.4%. DJT strategy is to simply hit all imports with a 10-15% tariff across the board as price for access to the US market and for its defense and military protection- this means EU, Japan, South Korea,Taiwan, India cannot retaliate.  ...

Citadel, a large hedge fund headed by Kenneth Griffin is having problems, with its flagship fund down 35% this year. And the rumor mill saying some of its funds are down 60% and Fed Reserve officials are visiting the fund. Citadel is leveraged 3 to 1 and this is down from higher levels . Ironically Griffin has been known for buying other companies assets for pennies on the dollar, including E Trade and hedge funds Sowood Capital. And where did Griffin get started? He started trading in his dorm room at Harvard in the eighties. The hedge fund $1.7 trillion industry is facing a shakeout. It has already lost $180 billion in the August-October 2008 period and some hedge funds face collapse.

GlaxoSmithKline will have a new CEO in May 2008, Andrew Witty. In an internal webcast to employees he described some of the changes he will make in Glaxo's organization. Instead of lumping all countries outside of the US, Europe and Japan under International with their own heads, he will split International up into emerging markets which include India, Russia, China, Brazil and the Middle East. He has hired Abbas Hussain from Eli Lilly to head this division. The rest of Asia and Pacific region will be another division.

Stephen Harper's Conservative party won 167 of the 308 seats in Canada's House of Commons, the NDP won 102 seats, the Liberals 34 seats and the Bloc Quebecois 2 seats. Harper gave indications of how he would govern by saying that he would stay on the same path the Conservatives followed when they were a minority party. He said there would be no changes to Canada's public health care system. He told a news conference in Calgary, Alberta: "Even as a majority you have to, on an ongoing basis, keep the trust of the population." The Conservatives won only 40% of the popular vote, and this may be a reason for the caution in making major changes. The Conservatives maintained their base in western Canada, and gained seats in Ontario. The gains in and around Toronto, came because the left-of-center vote was split between the Liberals and the NDP. Experts say Harper will shut down a disputed registry for rifles, end direct government subsidies of political parties, and maintain scheduled corporate tax cuts. The Conservative government is also expected not take any significant steps to cut greenhouse gas emissions that are opposed by the oil and gas industries in western Canada. ...

South Korea's crowded hospital environment and Asian culture of being in continual close proximity for caretakers lets the MERS virus spread. The government's failure to alert hospitals of known cases means doctors are totally unaware of the MERS outbreak until many patients with MERS were transferred to larger hospitals in Seoul. The result inhaled droplets of MERS virus and rapid spread. The government feared there would be panic in the neighborhoods and acted too late. The known cases of MERS virus reached 95 cases, and 2500 people are being monitored. All this happened in a few days- The first infected patient was at an hopital in Asan, south of Seoul on May 12-14, 2015. He was sent to a larger hospital St Mary's in Pyeongtaek, near Seoul, with no one knowing he had been to Saudi Arabia and the UAE. From there he was transferred to Samsung Medical Center in Seoul, and he was diagnosed for MERS virus on May 20. By this time 37 people at MERS were infected, and one of them admitted to Samsung hospital in Seoul infected a large number of people there. President Park Geun-hye's Gallup Korea approval rating dropped six percentage points to 34%, and the government moved to make an "all-out response."...

"That society should bring about change, not just government." He diagrees with Obama on the Stimulus and believes that the situation in Britain with the government borrowing 10% of national output already makes it difficult to have an extra discretionary stimulus without people losing confidence in then nation's finances. This has to be seen in the light of the huge emphasis placed by recent Labor governments on rebuilding the health and human serivces and infrastructure of Britain. In this crisis the social safety net provided by these services may be the reason that asmaller stimulus is needed in Europe. He talks of capitalism with a conscience, where markets are amean not an end to themselves and morality, ethics and asense of values are brough to bear at every turn. ...

And ofcourse David O'Reilly is Irish and reflects views across the Atlantic which oftentimes are more in touch with the way world is changing than the USA view which tends to be insular. And he is the only one to be CEO of the major oil company leaders who has been around throughout a period when oil went from $25 a barrel in 2000 to $120 a barrel. Douglas Tompkins co-founded outdoor clothing company North Face and women's dresses company Espirit. He started North Face as a small shop selling high end European climbing and camping equipment in San Francisco. He sold the company in 1969 and later started Espirit. A 1968 trip to Patagonia led to the movie "Mountain of Storms," and a life long commitment to preserving the Patagonia wilderness. A book by Sessions and Devall "Deep Ecology: Living As If Nature Mattered," had a profound influence on Tompkins. For $600,000 Tompkins bought 40,000 acres of land in Patagonia as part of apreservation project Parque Pumalin, which would grow to 700,000 acres of pristine wilderness. Tompkins married Kristine McDivitt, a former CEO of outdoor clothing firm, Patagonia, and the couple dedicated their life to Patagonia through their foundation the Conservation Land Trust. Often misunderstood by skeptical Chileans, and opposed by salmon farming interests, Tompkins set forth his views citing a line from Abraham Lincoln- "Laws change, people die, the land remains." He died kayaking on a lake in Patagonia in 2015. A new generation of Chileans, Argentinians, and others can now appreciate his work in the national parks he helped establish like the work of Teddy Roosevelt in the U.S. a century ago....

Weymouth interviews Colombian President, Juan Manuel Santos. Santos was finance minister, foreign trade minister, and defense minister under former president Alvaro Uribe. The U.S. is negotiating a free trade agreement with Colombia. Santos has improved relations with neighboring Venezuela, which under Uribe were strained upto the breaking point. He is also improving relations with Ecuador, and working to strengthen the Andean Development Council. Santos says Colombia has a smaller drug problem after defeating the major cartels, though mini-cartels still operate in the country. On fiscal responsibility Colombia has introduced a rule in the constitution to limit deficits to 1% of GDP. Santos expects 5% growth in 2011. He hopes to protect Colombia's growth in a global financial crisis by strengthening regional reserve funds, multilateral cooperation of Andean countries, and central bank monetary policies. Santos plans to abolish the DAS intelligence agency in 3-4 months. He plans to create a new intelligence agency and transfer functions such as immigration that were under DAS to other agencies. He has also launched investigations and action against corruption in the government and against public officials working with local mafias. To do this he is working with the attorney general, prosecutor general, the controller general, and police. This has led to criticism from Uribe who sees the changes in policy pointing to deficiencies in the Uribe administration. Colombia is a country with a population of 46 million and plays a significant role in the northern part of Latin America. Santos assumed office in 2010 and was the choice of Alvaro Uribe. His policies have won him a 71% approval rating....

Key aspects of the new tax plan of the Trump administration are a 35% top tax rate for individuals, instead of the current 39.6% top rate, and lower brackets at 10% and 25%. Standard deductions are to be doubled, other deductions except for mortgage interest and charitable giving, are to be eliminated. The deduction for state and local taxes will be eliminated, with this hurting residents of high local tax states such as New Jersey, New York, and California. Gary Cohn, head of the National Economic Council and Treasury Secretary, Steven Mnuchin,  have helped formulate the plan. Cohn sees a big opportunity here for a huge tax cut and simplifying the tax system. The corporate tax rate would drop from 35% to 15%, and future foreign profits would owe little or no taxes. Corporate tax rates are lower in the UK, Germany and Japan- closer to 20%, and France has a similar 35% corporate tax rate. The hope of the Trump administration is that this will generate 3% GDP growth rate and spur creation of jobs. Still to be decided at what level tax brackets for individuals will be set, and what level earlier foreign profits will be taxed, and the child care break. ...

Systemic risks from "too big to fail" and the pushback on capital reserve requirements that leave banks with lower reserves. Ewing describes the role of the president of the Swiss Central Bank, Mr Hildebrand, in setting rules for higher capital reserves for Swiss banks than that of other countries and the pushback from the banks resisting the new regulations. "He will never find another job in Switzerland," a Swiss newspaper Der Sonntag quoted one banker saying this about Mr. Hildebrand. Losses at Swiss bank UBS during the financial crisis and the $2 billion loss at a UBS trading desk in 2011 have created a new awareness of systemic risk at banks. During the financial crisis banks used an optimistic estimate of "risk weighted assets" which led to insufficient capital reserves in a crisis even as the banks were shown to be well capitalized. A sense that banks in Europe and the U.S. will continue to have insufficient capital reserves at 3-4% of assets under new rules and with the longer phase in times for the new Basel III regulations of reserves at 7% of assets to after 2016....

The scrappy fight put up by Democrats on their own in different parts of the country is the main takeaway from this election for control of running 36 of America's 51 states and control of Congress. Ram Manohar Lohia, George Fernandes and Mulayam Singh Yadav are socialist leaders in the early years following independence who followed some of the same sentiments for renewal of India that are carrying India forward and have helped it cope with the pandemic and other problems. Yadav was chosen for Padma Vibhushan award this year. About Lohia it can be said that he provided a vigorous voice for democratic alternatives during the Nehru period, as did Acharya Kripalani. Both of whom have received less attention in independent India on the verge of its 75th anniversary in 2024 than they deserved.  They and in some ways Mulayam as a student of Lohia provided the voices needed for the vibrant Democracy that is India today, that is a partner for the democracies of the world from the US to Europe to Brazil and Mexico, to South Africa.

Daniel Henninger says in the WSJ that the debt ceiling will be raised, and Republicans should not be pitting program against program. He says the narrative though should be framed around the trillions being spent by the Biden administration on climate change action, US manufacturing and technology in chips, with interest on debt at over $400 billion a year. Yet this does not take into account that for two decades there has been an overcrowding of US government initiated capital investment for essential needs by massive Tech industry misallocation of funds even as productivity of this capital invested by tech was dropping, with much wasted capital. Today because these essential needs in infrastructure and for manufacturing and technology were starved for so long of capital the productivity of capital in these areas is high and will have ripple effects to help rebuild America.
