U.S. senior Republican Senators Lindsay Graham of South Carolina and John McCain of Arizona, are getting ready to launch a wide ranging probe of Russian interference in the U.S. 2016 presidential election through cyber attacks. The probe is not limited to DNC hacking and the concern is not just that any one candidate was targeted but for the integrity of the American election process. Even though it is not mentioned in this report in the Washington Post by Demirjian, Senators and Congressmen from the Republican Party in charge of key committees of oversight on foreign policy and defense now see it as their responsibility to prevent an enlargement of cyberattacks as Germany and France face elections. Mr. Trump has said in an interview with Time magazine that Russia was not responsible for cyber attacks, that it "could have been China, it could have been some guy in New Jersey." Senator McCain is readying a probe into cyber attacks into U.S. weapons systems, and U.S. military, as the issue widens in its scope and significance for the West and for the U.S. and its allies in Europe and Asia. Senate Select Intelligence Committee Chairman Richard Burr (N.C.) will be working closely with McCain, Senate Armed Services Committee Chairman, on this particular issue and Senator Mitch McConnell has been apprised of the discussions, according to this report in WP. Senator Graham said- "They'll keep doing more here until they pay a price." Graham will hold a series of investigative hearings in 2017 about Russian meddling and "misadventures throughout the world."  This will include new legislation.  Graham told CNN on Dec. 7, 2016 in strong language- "I am going after Russia in every way you can go after Russia. I think they are one of the most destabilizing influences on the world stage. I think they did interfere with our election, and I want Putin personally to pay the price." During the debates Governor Pence of Indiana, the Vice President elect took a strong position on Russia, and the Vice President's positions on foreign policy and defense are similar to that of the Republican leaders in Congress.  It is hard to remember a time in the post war period when there was such a distinct difference in foreign policy and defense as it relates to Russia between a Republican president and both a Republican Congress and almost all Republican governors. Senator Corker from Tennessee, who heads the Senate Foreign Relations Committee, is on the short list to be Secretary of State. A related story in the WSJ shows the selection of military leaders for key intelligence, defense and homeland security, and Gen. Petraeus considered for foreign policy, as diverging from historical practice of keeping civilian oversight preeminent in the U.S.. Rep. Peter King, an early supporter of Trump, who is on committees for intelligence and counterterrorism told MSNBC, that he is confident that Trump will not be "taken in by Putin." The U.S. Republican dominated Congress has taken a strong position on Russian interference in Syria and Ukraine. In the House of Representatives Republican Rep. Devin Nunes from California and Rep. Mac Thornberry from Texas are leading efforts on cyber and intelligence as heads of their committees. ...

Dawn Gilbertson in the WSJ says the 2023 travel rush continues, hotels and airlines have pricing power, and inflation is squeezing budgets. The solution is to have Plan B destinations, shorter trips, and plan airline reservations in advance looking at different alternatives based on airline and alternative destination choices. Average daily hotel rates have jumped to $180 this year in the US, up 10% since 2022 and 15% since 2019.

WSJ points out that the wealthiest 400 billionaire families in America pay only 8.2% in taxes on federal individual income taxes between 2010 and 2018, not the 3% it says president Biden has said. The average income tax rate in 2020 was about 14% says the WSJ. For higher incomes it was about 25%. All this happened while infrastructure, education and health remained woefully underfunded, with Tech companies egregious behaviour in not paying their fair share of taxes and massive misallocation coupled with low productivity of capital invested compared to infrastructure.

As it makes gains in the Kursk region Russia appears hesitant at this moment to sign on to the ceasefire deal the US and Ukraine agreed to this week. Kursk was part of Russia before the current war. It was also here that the Germans were defeated in 1943 after the Battle of Stalingrad (now called Volgograd). The war now has nationalist overtones for Russia making it more complicated than the earlier invasion of Ukraine, and requiring both patience and persistence to reach a lasting settlement for all sides.

Filosa was the head of Americas operations of Stellantis and is Italian from the Fiat operations. Stellantis faces a dropoff in sales in the US with 20% higher inventory and uncertainty about tariffs on production of cars in Canada and Europe. Krugman sees France has a fairly successful country with a strong safety net, contrary to perceptions. He asks then why the vote for Le Pen of the National Front, with its perceived racism and ideology. He points to the bureaucrats in Brussels and how they are perceived in Britain, the way austerity policies were favored by the European Union and Germany. Much of the reporting to date shows the effects of neglect for rural communities and small towns and the loss of jobs as the reason for discontent with established parties. It appears that this has affected the vote more than the anti-European Union message. South Korea never had the benefit of representation in parliament under the Japanese the way India had in the British parliament for Naoroji and others by the 1900's, political participation in the 1920's, assembly elections in 1930's under the British. Democracy came to South Korea in 1948 in the middle of a huge war in the Korean peninsula with invasion from the North, leaving it without democratic traditions, and again in protests in 1960 against Synghman Rhee's military government. Then followed military governments by Park and Chun till 1988. Democracy is only 36 years old in South Korea since 1988. BBC gives this Special Report on President Yoon of South Korea how he was elected as a prosecutor of a right wing government and made Chief Prosecutor by left wing parties. After this appointment he investigated ministers in the left wing government. This increased his popularity but also alineated both the left and the right. Running for election as president of South Korea he won by less than one percent of the vote.  BBC talks to a Yoon primary school friend Lee who describes his interaction with his friend over many years- during which he make more introverted, angry and vehement, and after becoming president more authoritarian. The process is described by the BBC talking to other colleagues and friends of Yoon who worked with him. They found that he relied more and more on a close group of like minded right wing groups. After losing the parliamentary election by a big majority he became a lame duck but still stubbornly refused to talk to the Opposition leaders to work together. Soon he began to see them as his enemy watching too many one sided You Tube videos. The result was one day he declared martial law, creating a huge wave of  opposition by the public, the military and others. In 6 hours he had to withdraw martial law- ending his career when his impeachment was upheld today April 3, 2025 by the Constitutional Court. ...

Changes that president Biden is making to make certain that students who took out a loan of $30,000 for college do not end up paying for two decades, and be still owing $60,000. WSJ explains that the original student loan law written decades ago does not take into account the realities of today as young people are forced into long repayment plans and still cannot complete payment. President Biden has stated that no student loan borrower would be expected to pay more than 5% of his or her income for student loan payments each month. This helps student borrowers across the country and makes college education affordable. Most Americans have failed to realize the importance of higher education and its affordability for the US economy, the US ability to compete with China, India and the EU, and the damage done to US education by outdated laws. The general failure to support education and its affordability has come at a great cost to the US economy and its strength in the world, similar to the damage done by the neglect of manufacturing and communities across America that depend on good manufacturing jobs. The failures of laissez faire theory under Reagan and it becoming part of exiting culture leading to lack of government support for education, manufacturing, and infrastructure has weakened America and neglected communities across the country. ...

Guardian's David Smith has short memories as he compares response at Obama's stops and visits in 2012 and compares that to Biden's as he visits Detroit and Atlanta in May 2024. In 2012 in the last weeks of the election Mitt Romney was much closer than is remembered today. Obama was at risk of being a one term president and depended on a strong turnout from Latino voters. Mariachi bands were called out in states where Hispanic vote was critical in these closing weeks. This is also just after the pandemic once in a century event that has affected younger people more than other groups, and after the dislocation and misinformation, the suppression of real information about the massive investment in the economy by president Biden for the first time in 50 years. Obama then lacked the kind of bipartisan support from all groups including Republicans and suburban voters that Biden now has that were never part of the Obama coalition. As shown by Nate Cohn in NYT what Biden is after are the disengaged younger voters and new voters in 2024 that have no awareness of the president's efforts to improve standards of living of the American people, who president Biden is working hard at campaign stop after campaign stop to reach about 6 months before the election. ...

Portugal in 2012-2013 stands as a good case study of what is good and what is bad about austerity measures, about what makes sense and is needed and what does not make sense and is bad both in a fiscal sense and for growth. Patricia Knowsmann does a good job of bringing this out, from the hundreds of stories written about austerity vs growth in the media. During 2011-2012, the elected government of Passos Coelho has supported an EU-IMF-ECB program that reduced wages, raised taxes, privatized state owned companies and changed labor laws that reduced hiring by businesses. During this time the Portuguese have patiently accepted the program compared to other countries and the budget deficit is shrinking from 9.8% in 2010 to an expected 5% in 2012. The unemployment rate has gone up to 15%. Now a new plan by prime minister Coelho in September has created an uproar and sparked popular opposition to the austerity measures threatening what has been achieved in deficit reduction, including the credibility of the austerity program. The plan is to reduce the portion of salaries that employers contribute to the social security system from 23.5% to 18%, in the hope that employers would increase hiring. At the same time it increases the portion of salaries employees pay from 11% to 18%. Coelho was looking at Germany and Slovenia where employees pay more than 20% of salaries to Social Security. What he failed to look at was the situation in Portugal where workers and pensioners have lost about 24% of their income through wage cuts and tax increases. The new plan would reduce incomes even further. Portugal's small business owners expressed strong disapproval for the plan because it would mean a drastic drop in consumer spending. The president of a Portuguese shoe maker, Kyaia, with 600 employees, says it makes no sense to reduce companies contribution if the company can't sell enough shoes to keep its workers. Kyaia has already experienced a 25% decline in demand and its CEO Fortunato Frederico, says he cannot understand how a company can hire workers if demand declines. This impact on consumer demand and sentiment is a fact that policymakers cannot ignore throughout the eurozone as austerity measures are implemented, especially when demand has already declined to an unacceptable point. The move by Coelho ignored a study by Portugal's finance ministry and central bank that showed export businesses may be induced to hire from the savings in contributions, but the businesses serving the domestic market would simply take in the savings. The EU-IMF-ECB recognized this and suggested increasing taxes to pay for the reduction in employer contributions, which would also depress demand by reducing incomes further. Portugal's economy and business is not focussed on exports, small business makes up 97% of Portugal's companies and most of them do not export. The introduction of such a plan gives credibility to the idea that there is a transfer of wealth from workers to business under the austerity programs, which affects the credibility of the entire deficit reduction and competitiveness improvement programs. For Coelho it also means the strong opposition of a minority party in his coalition government and from members of his Social Democratic Party. Large demonstrations were held on Sept 15 in 40 cities in Portugal in the first large scale opposition to further austerity measures and the Coelho social security contribution plan. Capital markets in Europe also see a problem with such plans because it removes the essential element of popular acceptance of deficit reduction plans jeopardizing the entire program. After the failure to win popular acceptance in Greece capital markets see additional risks and failures as one too many for the eurozone. ...

Karl Case, co-author with Shiller, of the Case-Shiller housing index, describes what the American dream of owning a house was always all about- having a safe long-term investment with the happiness gained from ownership of one's own home. It was never really meant to become a way to pay bills, and enjoy an artificially high standard of living based on artificially high speculative returns of 30% a year. Based on the authentic verson of this dream, it is still alive, says Case. Buying a house today costs less because of lower interest rates, the costs of a house are lower, and it provides a return in the form of rent that the owner doesn't have to pay for the home. Case has not factored in unemployment and job uncertainty, especially with the worsening economic outlook in 2011. This may still depress housing markets.

Jason Zweig cites the St. Petersburg Paradox in questioning how much someone should pay for a bet on Facebook shares at the high valuation set for this inital public offering. This riddle asks how much would one pay for playing a game in which one gets $1 for winning the first toss of a coin and the game ends, or $2 if the coin comes up heads the second time, or $4 the next time, $8 next and keep doing this , the payment doubles each time. The point is that the payoff is infinite because at each toss the probability is 50% and 12.5% for the next toss, and one could get to the 30th toss or the 60th toss, with payoff in hundreds of millions. People also could be out of the game when the heads come up and not see the later supposed gains. Because of this experts say the most people should pay for playing is $20. The Facebook offering has infinite potential of this sort, but the reality is that for businesses of this type one can only see a couple of years ahead in terms of growth, with large uncertainties ahead about growth beyond that point. Charles Lee, professor of accounting at Stanford Business School, and former head of equity research at Barclays Global Investors, says its hard to see further than two or three years for this type of company. Another problem is pointed out by Prof. Ritter of the University of Florida. He says the valuation is so high today that even if Facebook followed Google's growth and had a total market value of $190 billon that Google has today in 10 years, the annual return would be around 6.8%....

Palin as someone who could energize McCain's conservative base. How it may work both ways and mix things up at least, making this election even more uncertain in different ways. Biden was a drawback on Obama's calls for Change you can Believe In, but gave him a respite on the question of foreign policy experience and experience in general. Now Palin is a drawback on the McCain experience argument but gives him a respite on the age (he is 72) argument and having been around so long whereas his opponent stood for Change, because Palin is bringing Change to Alaskan politics and has shown courage in facing the Republican older politicians like Murkowski. So who knows how this thing will work out as McCain himself is forthright and acts like an outsider who uses his independent judgement on matters.

India's lunar probe released from the orbiter circling the moon is diverted from its expected path in the last 20 minutes before a landing on the lunar surface. As it reached 2.1 kilometers from the moon's surface communication with the ISRO satellite center in Bengaluru was lost. Landing on the moon is a difficult task because it lacks atmosphere, the distance preventing landing control in real time, and landers depending on thrusters to set down at the lowest speed in the right place away from craters and rocks. As a result a lander module is programmed to scan the surface and make the landing on its own. A similar Israeli mission recently failed for the same reasons. China landed a rover on the far side of the moon in January, and plans a Mars mission in 2020. The plans to build a space station orbiting the moon in 2023, and make a moon landing that year, land a person on Mars in 2033.
