One in every 12 women or 2 million will be a victim of some form of sexual violence in England and Wales every year a police chiefs  report says. One in 20 adults or 2.3 million will be perpetrators.The alarming scale of violence against women and girls is shown in the national analysis for England and Wales of the National Police Chiefs Council. Violence against women has grown 37% over 5 years. Two million women are affected, says NPCC, from stalking, harrassment, sexual assault and domestic violence. And people involved are getting younger. Police chiefs are demanding that tech companies take down extreme material and warning about the influencers who are "radicalizing" men online. The attitude and culture towards violence in general has deteriorated in the UK and the US, and the violence against women of this magnitude shows that a lot of work will be needed to change this attitude and culture. President Macron of France says with the president of Sweden Ulf Kristersson at the Swedish Defense Academy- "The EU has to make bold decisions to defend Ukraine, to preempt any US decision to withhold of reduce its support." Europe should have its own security architecture independent of the US and Russia. it says Europe's effort was inadequate when Russia had completely revamped its war effort, that Europe should not shirk its responsibilities for its own defense. That no matter what happens with Ukraine aid in US Congress, or no matter what happens in the US presidential election in November, Europe will have done what it needs to do for its own defense. In doing this he said Europe needs to stand by Ukraine.

The point at which pensions begin and retirement begins is thought of normally as 65 years. This is changing. Experts on ageing at Britain's ONS, Office of National Statistics say 70 years is replacing 65 years as the age at which people can work and contribute to society, working later in their careers and doing voluntary work. This would help ease pressure on pension system financing and cost of social service to elders. Because of rising longevity and improvements in healthcare, diet and lifestyles people age 70 had characteristics of people age 65 in 1997, say ONS experts. ONS looks at a new way to measure ageing. Do not use chronological years from birth, work backwards from remaining life expectancy and operate on the basis of 15 years as the marker for old age. Under this method start of old age is 70 for men and 72 for women. As people over 65 years is approaching a fourth of the population this fresh thinking gives more room for pension system sustainability, and helping engage people at work for longer more productive lives. The takeaway from Calgary to go big and go bold applies to American cities. Calgary's downtown like many downtowns in large cities in the US had about 30% vacant office space. The 2014 oil price crash had already hit the city before the pandemic hit. Calgary responded with a plan to convert 6 million square feet of vacant office space into apartments. Developers were to be given $75 per square foot as an incentive out of a $200 million fund setup by the city. Calgary is now a fourth of the way through this transformation after getting broad community buy-in and support. Permitting process is less than 2 months.

Mistakes under Merkel continue under the Greens and Social Democrats. Germany fails to invest in its solar industry even as the fight against climate change ramps up and the need for solar energy is growing rapidly. Manufacturers of solar cells in east Germany that remained under Merkel- surviving Chinese investment ramped up to overcome a German lead in solar- by pursuing niche markets, are still failing to get the federal government's attention and support. This NYT report shows the situation in Germany as Chinese imports of solar take up 97% of the market. China sends solar panels to Germany and the EU at below production costs this NYT report says, with the US having erected barriers to Chinese imports to build its own manufacturing capabilities with Biden's support. Product intended for America is now put in the European market pushing prices down even further.

NYT's Thomas Edsall does a great service to America by pulling together different views on the causes of the alienation of the rural population in the US from the Democratic party. The situation in Wisconsin with Ron Johnson winning in that state on the back of resentment of the rural population is shown. It all started say experts with the the so called Third Way that turned out not to exist of Tony Blair in Britain and Bill Clinton in the US that quietly accepted the Reagan view of the world and moved the Democratic party in a different and unknown direction. Obama made things worse by embracing Tech and tech companies into the Democratic party, and ignored the concerns of rural and agricultural parts of the US. The Obama period continued the Clinton policies of letting China takeover America's position in manufacturing, and allowing the offshoring of much of American industry to China. By not closing the chapter of America's wars in Afghanistan and Iraq president Obama lost many critical years. Mr. Biden now has the extraordinary challenge of not meekly accepting what has happened knowing that it is not in the spirit of the party of FDR and Truman, that the Democratic party will stand or fall with the common man, that it will take some time to recover from these missteps, that it is in the interests of America and the American people, and for what America stands for in the world. It is all embodied in what Carl Sandburg once wrote- "The People, Yes!" ...

Israeli leader Yair Lapid says "we need a government where right, left and centre work together as a way of life." The result is that Lapid's party is putting together a coalition of the right, left and centre- parties of Bennett, Labor, Gantz, and Lapid getting together to form a new government with sharing of ministries. Bennett would be the prime minister for 2 years followed by Lapid under this new arrangement. The whole arrangement is a result of no one  party or group of parties gaining a majority in repeated elections. Under the last arrangement Benny Gantz and Netanyahu shared power with Netanyahu going first as prime minister.  The new arrangement is designed as an effort to give Israel a chance to have anyone other than Netanyahu as prime minister, so intense is the desire for changes- almost as if Israel needed it "as it needs air to breathe," the way Lapid puts it. Lapid says the goal was not compromise which was tried in the past, the goal now was a government of change. ...

Census data show that 41% of all Mexican Americans in New York city schools have dropped out of school. Of Mexican American immigrants ages 19-23 only 6% are enrolled in college. This becomes significant considering that Mexican Americans are the fastest growing large immigrant group in the city, numbering 183,200, up from 33,600 in 1990, according to Census figures. These figures are worse than that of the Mexican American population as a whole, because of higher rates of illegal immigration, lack of stability in households, parents holding multiple jobs and lacking knowledge of English or contact with the school. Many are not aware that illegal immigrants who graduate from high school in New York State or earn a G.E.D. are allowed to attend the state public university system and pay in-state tution.

This month in July the reproduction rate passed 1 suggesting need for caution as social distancing rules, avoiding French custom of kiss in greeting, and mask wearing are now being less strictly observed.
