The US ports of Los Angeles and Long Beach after Liberation Day- soon to be relics from the China Trade of yesterday. On April 9 US responded to China's 34% tariff with another 50% tariff of its own on China. The US tariff now stands at 104% to China's 84%. China says it won't back down and "will fight to the end." The US president DJT is now certain to restore world trade to the days before China entered the World Trade Organization and upended the world trade order leading to the deindustrialization of the US when US corporations followed Apple in 1998. With Tim  Cook in charge of Apple manufacturing in 1998 doing the first major act of outshoring the whole manufacturing base of a company to China. It was a strategy- to use the huge profits of a three punch approach- brand the product at the high end to command high price in the US through innovation and design (punch 1), followed by making using Chinese labor at low cost in China (punch 2), to generate the huge profits to create a virtuous cycle of investment from these profits to generate new cycle of growth (punch 3). What Apple gained, America's workers lost. This was sold by economists at the service of corporate narrative that it was good for America in the face of the facts showing just the reverse for 25 years 2000-2025. Soon almost the entire manufacturing base of the US was shipped out to China, or Chinese supply bases Vietnam. Japan fell in line and became a supplier to this China Manufacturing for the World. What started out as Microsoft demolishing Apple by 1998 and Apple using this 1-2-3 punch strategy turned into first a disaster for American workers, a loss of the working class leading to the loss of the middle class backbone of America, replaced by Silicon Valley and financial interests in New York City and disproportionate rewards to capital, the rural and small towns, cities across America's heartland thrown into decay and neglect.   ...

Even China has not campaigned the way Canada, Mexico and British, American media have against DJT Tariffs because China knows it is basically about getting an even playing field when it is the only country with $1 trillion in trade in its favor in 2024, 12 times the Japanese high of $82 billion trade surplus in 2007. But why should China campaign when the American and British, German media are going to do the job for China? President Trump's failure to followup on his decision to shut down all flights to China on January 29 with speedy action on preparing for the coronavirus as suggested by some of his advisors is the subject of this article in the NYT.  There were two distractions one was the trade deal with China that was being negotiated, and then the impeachment trial in the U.S. Congress that was set in motion by Democrats. Another problem was the lack of good information about the extent of the virus spread in China and infected case numbers. As it turns out no one really knows the real scale of infections in China. If is was known that there were as many cases in China as there are in the U.S. today this would have resulted in shaking up any complacency in the Trump administration and in the states. Considering the experience of Europe and the U.S. it could be that China had the same number of infected cases as the U.S. does today for a population three times the size. China had a strict quarantine but it also did not realize what it was up against in the first weeks of the crisis in January. It appears now that China, Europe and the U.S. all lost some time from 2-4 weeks before realizing the severe consequences facing each region. This report says one of the vital pieces of information that was learned about infected people in China, was learned as late as the end of February by leaders of a government team looking at the coronavirus threat. It was that seemingly normal healthy people without symptoms but infected by the virus could spread the virus. This meant that this was very, very contagious. The lack of good information played a significant part, adding to the level of complacency in states such as New York and in the Trump administration. Over the short run Europe presents some opportunities after Germany's Merz gets the constitutional brake on spending removed and plans $1 trillion in spending on infrastructure and defense. The US is busy with immigration and other challenges, and tariffs are part of the effort to stop fentanyl on Canada, Mexico and China. This poses uncertainty for business in 2025 which should gain clarity as most tariffs are meant to ensure a level playing field and India, China, EU, Mexico, Canada cannot argue with the idea of we charge them what they charge us, as reciprocal tariffs, as fairness in trade. These countries have reason to cooperate as it is basically fair trade DJT administration is after. Japan cooperated so history shows it can be done and Lighthizer was Deputy Trade Representative under Reagan when he got the Japanese to cooperate and be fair. His deputy is Jameson, now US Trade Representative in 2025. They are no ideologues, just fed up with the way things are and US carrying the trade imbalances and shipping manufacturing overseas that hurts ordinary Americans. US exceptionalism is seen as prevailing after a period in which American companies gain a footing in a level playing field and unfair advantages China, EU other nations had are corrected for investors in the UK, Australia, India and many European countries. It also gives American companies a chance to retool for a new business environment that can offer more opportunities and markets including in India and Europe. ...

The Biden Xi meeting brings together the leaders of the two countries for normal stable relations that as Mr. Xi says are for "the benefit of the two peoples and fulfill their responsibilities for human progress." Both leaders have learned from the errors of the past two decades that hurt both the US and China with excessive dependence on trade, supply chains and manufacturing on China that devastated American communities and manufacturing. The relationship was not managed well and left to business to determine and chart out that resulted in failure. Business simply pursued its own interests company by company not putting uppermost the common interest of the two peoples. Today there is new respect on both sides for the other ,and a cautious assessment of relations without the over enthusiasm and the rejection of the past. Now replaced by working in the interest of the two peoples and for the world.

Following president Trump's decision to increase tariffs on $200 billion of Chinese goods on May 9, 2019, the WSJ looks at the mistakes made by both sides in misjudging each other's negotiating position. Mr. Trump says he is willing to increase the pressure on China by imposing tariffs on all Chinese imports into the U.S. after what he sees as China reneging on its commitments on trade by deleting key sections on enforcement provisions and Chinese legislation for enforcement to take place in the 150 page agreement prepared for both presidents to sign.  Early on in the negotiations between Liu He and Mr. Lighthizer, China misread the thinking on the U.S. side. Chinese thinking was that president Trump's urging for the Federal Reserve to lower rates was a perception sign of the weakening U.S. economy. It also may have misread the extent to which Mr. Trump trusts Mr. Robert Lighthizer, who Mr. Trump respects for winning a good deal with the Japanese in similar situation of Japanese rejection of U.S. demands. Mr. Trump also thinks the U.S. has a strong economy, is the largest world producer of oil, strong economic growth in the last quarter of 2018, is also negotiating better deals with other countries including the ones with Mexico, Canada and South Korea. It is also much less dependent on exports to China, giving it a stronger position with more experienced negotiators. China has whole sectors of its economy dependent on exports to the U.S., and crucial numbers of jobs at stake.  China also misread the signals from its stronger than expected economic growth from stimulus efforts in the last quarter, leading to it staking out a tougher position than the U.S. would accept. The U.S. position was set after decades of waiting for China to change and was unlikely to be affected by any temporary considerations.  As a result the U.S. not anticipating the Chinese response of deleting key sections agreed to in advance from the 150 page written agreement gave a strong response. Mr. Mnuchin who accompanied Lighthizer in talks says Mr. Lighthizer "read them the riot act" to the Chinese side. For the Chinese side the effort now shifted to continuing good faith talks without appearing to back down. ...

A new foreign investment law passed by the Chinese People's Congress is designed to address concerns of western companies facing problems operating in China. This includes unequal market access, forced technology transfers, unfair treatment in public procurement. It was passed in only 3 months after the first draft was debated showing the importance Beijing places on the bill. Its a step designed to help in the trade talks with the U.S. about leveling the playing field. China amends its intellectual property law and introduces a punitive damages "mechanism" so that infringements are fairly dealt with. The new Chinese law replaces three foreign capital laws passed between 1979 and 1990, and is a unified legal standard for foreign investment in China. It eliminates the requirement for foreign companies to transfer proprietary technology to Chinese joint venture partners and protects against "illegal government interference." The European Union Chamber of Commerce says Article 40 still allows for"political issues to influence investor-state relations." Experts say this is a small step in the overall effort to level the playing field. ...

There is only one way to interpret this. Putin and Russian influence have calmed down the Israel Iran war. DJT opening up discussions and talking to both Russia and China has created a sense in both countries that their vital interests are with the US, China on a trade agreement with the US, and Russia for a settlement of the Ukraine war on terms that it sees as fair. There is the issue of nuclear non-proliferation on which US, Russia, China, India, Germany and the EU, and the rest of the world are in agreement which meant action to end Iran's nuclear program. Putin met with Iranian Foreign Minister and looked for a way to end the war. Putin said: “This gives us a chance to…think together about how it would be possible to get out of this situation,” said Putin. From the point of view of a safer planet Biden's period of not talking to China during the balloon incident, and not talking to Russia with a single minded focus on Ukraine conflict, can be seen as not the way a responsible world power should act. DJT's emphasis to end the wars in the Middle East yet standing firm on Israel's right to exist and the non proliferation of nuclear weapons, and working to end the war on Ukraine by puting pressure on all countries, is proving to be an approach that gives all world powers a chance to reflect truly on their obligations to their peoples and the people of the world. Krugman points to the economic muddle that China is getting itself into. He says one way of looking at what is happening now with high inflation is that inflation is the market's way of undoing the currency manipulation that China has engaged in. By following aweak currency policy to protect export interests China has created an artificially high trade surplus. But this is now turning into a lose-lose proposition for both China and the US as market forces push wages and prices up, whittling away at any competitive advantage of China's weak currency policy. He says some estimates he has seen show that Chinese undervaluation could be gone in two or three years. Chinese consumers are asked to accept interest on savings limited to 2.75% and below inflation, with the spread designed to help banks earn their way out of bad loans made during the stimulus lending binge of 2009-2010. What is happening is a massive allocation of capital away from consumers to lending for state owned companies that have created overcapacity in many industries, and use part of this capital to engage in real estate speculation. Krugman says China may be on its way to some kind of crisis with collateral damage to the rest of the world as it is a major importer of commodities from Canada, Brazil, Argentina, Australia, and a major importer of high tech goods from Germany and the USA....

This report in the Hindusthan Times on president Trump's 25% steel tariff on steel imports focuses on the trade deficit with China of $375 billion in 2017. It shows the trade deficit for the month of February 2018 citing data from China as growing rapidly in 2018 over the prior year by 45%, even as imports went up only by 6.3%. In looking at coverage in the U.S. on this topic many of the reports in the Washington Post and the New York Times were critical of the tariff without mentioning the size of the trade surplus of China. Hardly any reports mentioned the growth by 45% in the February 2018 trade surplus of China with the U.S. over the prior year.  This report cites a tweet by president Trump that China was asked to come up with a plan to reduce its trade surplus by $1 billion in 2018, only 0.27% of the trade surplus, which looks strange as this would do little to change the trading relationship except that it puts pressure on China to change the direction of the surplus that is growing because of the strengthening dollar and the growth in the U.S.  This suggests that even with the 25% steel tariff America's basic problem of the imbalance in trading relationship with China will continue.  The headlines critical of Trump for starting a trade war therefore look strange in this context and show how little this subject is understood or debated with facts. Even today textbook economics principles are cited after two decades of hollowing out of industry in the midwestern U.S. and in Ontario, Canada. This led to public sentiment shift electing a liberal Justin Trudeau in Canada, and an outsider real estate businessman Donald Trump in the U.S.  For Democrats in the U.S. the support of marginal additional gains in trade with president Obama's push for another free trade agreement in the TPP may have cost them theiir working class base and the election.   ...

China's manufacturing sector contracts in June with the PMI index dropping below 50 - to 49.0.  Exports were also coming in lower. Experts say the increase in interest rates by the US is reducing imports of Chinese goods into the US. This comes as local governments are strained in their finances by $900 billion, and a budding revolt is taking place from property buyers with developers in financial trouble, as reported in the WSJ. Psychological hurdles now loom in the loss of confidence in the public in the property sector, loss of confidence of foreign investors with many constraints in operating, mental health issues for the population in many cities with the covid lockdowns.   The growth has slowed to 0.4% and there is now a realization dawning that there was overdependence both on property sector and foreign investment that set up new factories offshored from the US and Europe that alienated the public in these countries. Unlike wih the situation of Japan in the sixties and seventies for modernizing its economy growth of the scale China was pushed into by misguided and self interested  business interests in the US including its investment banks and local government officials in China without restraint by the central government in Beijing, ultimately led to trade friction and permanent damage to US China friendly relations. Communities in the US and the EU simply could not cope with the hyper growth from hyper shift of factories from the home countries to China that pushed this hyper growth. The property sector played the same role in the domestic front with too big a burden carried by it resulting in hyper growth. This did not have to happen. It happened because of a lack of understanding that this would have consequences in the longer run which is now showing up. ...

India US trade relationship needs a complete rethinking in 2025 as trade tensions increase. In addition India needs to accept that the US or some other power has to maintain peace from a possible nuclear escalation that would be so damaging to south Asia and the world, and the US role under DJT seen in this context and welcomed. For this to happen both US and India need to look beyond the past perceptions of ethnic divisions as India industrializes, beyond China, as India's modernization will change everything in Asia and the world. Possible opportunities exist in India offering it's strengths in pharmaceuticals to reduce costs of drugs to ordinary Americans. India could take advantage of the reduction in oil prices under DJT to reduce purchases of Russian oil so that it is getting nearly the same price when oil prices were high and Russia offered discounted oil.  On agricultural exports to India, India can look for better ways to tackle this offering some transition period to when the US could send some quantities of exports in areas where India's rapidly growing middle class can absorb US fruits production such as cherries and apples, other fruit. India could help the US in the pharmaceutical and other sectors as a way to address US desire for reducing costs of drugs in the US. India could for instance make the drugs at a low cost in the US, investing in factories in the US to supply low cost drugs to average Americans tackling one of the biggest problems the American people face. ...

William Galston in the WSJ says outright for the first time in the WSJ that the years from the last term of Clinton, through the Bush, and Obama administrations were an outright failure for the American people. He documents the losses- 5.7 million job losses in 2000-2010 as Clinton opened China's entry into the World Trade Organization without any precautions taken to prevent abuse of world trading rules after the experience with Japan. Worse no help to the displaced workers which fed into the resentment of workers. Sex scandals weakened the presidency and acted as the major distraction during the last years of Bill Clinton. Over the administrations of Bush and Obama almost the entire US manufacturing base was dismantled and shipped to China. Pharmaceutical companies were allowed to charge recklessly when Bush disallowed Medicare to negotiate prices for pharmacueticals placing additional burdens on the American people. Bush started long wars in Afghanistan and Iraq that cost the US dearly in lives and resources wasted with no vital US interests at stake as in Europe. This distracted attention from problems simmering at home. Obama continued these wars preferring to focus on reelection. The migration crisis, the neglect of infrastructure worsened during this period. The Bush deregulation of banks led to the 2009 world banking crisis that led to large layoffs worsening a bad situation from outshoring and creating a class of unemployed, and shrinking household wealth and savings. The Biden administration, the first Trump administration and now the second have started the process of revival of the US. And yet Biden, DJT are relative outsiders who came to the presidency and were not favored in the established order of the 1990-2016 period. One can say about Blair, Cameron, Boris Johnson in Britain, about Clinton, Bush, Obama in the US, and Schroeder, Merkel in Germany that the leadership was mediocre and failed the people of Europe and the people of America.     ...

The US president has invoked emergency powers that relate to national security based on the fight against fentanyl -with 490,000 American lives lost over 12 years, 5 times that in the Vietnam and Korean Wars combined. And based on enormous trade imbalances that relate to national security with China having $1 trillion trade surplus 12 times the next highest trade surplus of $81 billion of Japan in 2007.

Note that appellate courts upheld the Nixon 10% trade tariffs based on invoking emergency powers also based on trade imbalances that time in the 1980's with Japan. The SCOTUS would be overreaching its judicial power to strike down the president on his main platform in the election, says one expert.

Peter Baker talks to experts on American presidents about Trump's 100 days in office. One expert says the presidency has changed Trump more than Trump has changed the presidency. Trump has told reporters recently that the job was harder than he thought, the decisions requiring much more thought and much harder. Described during the campaign as following instincts, impetuous and brushing off briefings, the Trump that has emerged in the early period is a president who surprisingly has been willing to listen to advice from Republican leaders in business and government. On NATO and South Korea he has given the lead to his advisers, Gen. Mattis, Tillerson and his vice president Pence. For this to happen president Trump with his exuberant and sometimes volatile personality has shown a capacity for learning and growth over this short period, surprising many. ...

Efforts to impeach two previous presidents including Democrat Clinton failed in the Senate where the vote requires a two thirds majority. The first impeachment vote against Mr. Trump failed in the Senate. In the House of Representatives only a simple majority is required. Majority Leader McConnell says he will not reconvene the Senate before president Biden takes office. Vice President Pence has refused to invoke the 25th Amendment. House Democrats have moved ahead to vote for impeachment of president Trump for the storming of the Capitol offices in Washington D.C. Their impeachment statement says president Trump's remarks that his supporters had to fight like hell or they would not have a country, constituted incitement of supporters. President Trump won 74 million votes in the last election more than in the 2016 election and lost with Mr. Biden winning 81 million votes after polarization of the country. With such a large portion of the country voting for Mr. Trump Mr. Biden risks his agenda of fighting the pandemic, and other parts of his program, becoming immersed in partisan infighting. This would also result in continuing the division of the country, and continue polarization.  About 5 House Republicans are expected to support impeachment. In the Senate some Republicans say there are impeachable offenses yet only Mr. McConnell and the senator from Utah, Mr. Mitt Romney, favor impeachment.  Mr. Trump's style of governing was controversial from the beginning of his campaign in 2016, strident and taking on critics. He governed through relative moderation compared to his aggressive posture towards critics. For instance on Mexico his remarks offended critics, yet he negotiated a new trade agreement with Mexico replacing NAFTA to ensure worker protections in Mexico, and worker jobs and wages in the U.S. Negotiations with China on trade were conducted by a seasoned veteran, Mr Lighthizer,  who was deputy Trade Representative under Reagan, and negotiated the trade agreement with Japan that worked to reduce Japanese trade surplus in the eighties. On the economy before the pandemic hit in March president Trump made significant progress reducing unemployment.      ...

NHK shows that over her 16 years as chancellor in Germany Merkel conducted policy that built the overconcentration of trade and investment in China. This policy is now seen as posing serious risks for Germany now that lessons are being learned from the failure of the overconcentration of investment and dependence on fossil fuel supplies from Russia, a policy pursued by Merkel. It was  the deputy chancellor Habeck as Energy Minister who did the remarkable job of getting new supplies from other countries to replace Russian oil and gas. This made it possible for Germany to make it through the winter without supplies from Russia. Germany is now shifting away from this overconcentration in its supply chain in the new security strategy. This may only be the beginning of a larger change in Germany's policies.

The U.S. trade deficit widened sharply in March from February 2015, increasing by 43.1%, after the ending of a labor dispute at West coast ports. The deficit widened to $51.37 billion. This is more than expected from a strong dollar. This could make 1st quarter GDP figures show a contraction for the U.S. economy. Products imported from China were up 32%, compared with March 2014. Exports were up only 0.9%. Experts estimate GDP contraction of 0.4%- 0.5% for the 1st quarter 2015. In 2014 a similiar situation happened but growth was up for the rest of the year and experts see this happening again in 2015.

US Trade Representative Lighthizer in the Report on China's Entry into WTO sees this as a mistake in the policy of president Clinton. Clinton has said that was a mistake. David Sacks raised this issue in a podcast with Larry Summers, an economist who was deputy to Robert Rubin and Deputy Treasury Secretary, then Treasury Secretary succeeding Rubin in 1999. Clinton on the advice of Rubin and Summers set up the framework for China to join the World Trade Organization without the safeguards and the setup that would prevent it using state capitalism and subisidies to build its own economy with exports, to ally with American corporations to support the outshoring of almost the entire industrial base of the US. Shocking as it sounds this has happened, had happened by 2016, when Donald Trump with the advice of USTR Lighthizer took the first steps to reverse this with Tariff policy, which was supported by president Biden, and continues in its new phase under DJT in 2025. Rubin and Summers had supported deregulation of financial markets and removal of the Glass Steagall Act by 1999. This was to led to the financial crisis of 2009 that was to be one of three body blows to the American working and middle class. The others China entering WTO without safeguards that led to deindustrializing US and loss of its manufacturing base, loss of 5 million jobs, tens of thousands of factories. Germany's Economy minister Zypries warned that Germany would take legal action by taking the case to the World Trade Organization if president Trump imposes tariffs above that allowed by WTO rules. She said this before a meeting at the White House between president Trump and Chancellor Merkel. The U.S. is Germany's largest export market with 107 billion in imports and the U.S. exports 58 billion euros of products to the U.S. Zypries accepted that the large trade surplus of Germany was "a problem," but that America "needs our machines and industrial plants" for the time being. Germany has insisted that it does not provide unfair advantages to its companies, and that German companies were simply more competitive. Trump has focussed largely on China for anti-competitive practices, though he mentioned BMW by name during the campaign. In the last 2 years the euro has depreciated significantly against the dollar giving German companies competitive advantage, largely as a result of the ECB- in opposition to German economic policy- trying to stimulate the economy of other southern eurozone countries such as Spain, Italy and France. ...

As a Sunday school teacher Jimmy Carter brought evangelical Christians in the South into the political process. And it encouraged the emergence of other southerners such as Bill Clinton of Arkansas from small towns into Democratic politics. In doing so it distanced the Democratic party from it's roots as a party of the working man, of the working class and labor, of farmers and small business owners, that it had been from 1902 with TR taking up this stance and followed by FDR, Truman, Kennedy-Johnson. Leading to the situation today after Clinton brought China into the WTO and changed world trade, exchanging places with China as a leader in manufacturing, integrating Silicon Valley into the Democratic party under Obama and distancing from working class concerns. Gerald Seib in his tribute to Cater says in WSJ that he was a good man who was president at a bad time. The problems of inflation and cost of living at 10.4% and mortgage rates at 13%, oil prices with the Iran crisis under Carter were problems that were a result of actions taken by the US in the period going back to the 1950's for Iran and embargoes on oil from lack of conservation in oil use in the US. What Carter accomplished is to open the door to new faces out of nowhere- a small town in Georgia was not a place where a presidential hopeful cold be found in previous eras. Washington, Adams, Jefferson, Adams, TR, Wilson, Harding, Hoover, FDR were all from well known families in the East Coast and Northeast. Only Abraham Lincoln emerged from a small town in Illinois. It opened the door for other southerners Clinton from Arkansas and new faces Reagan and Trump.   ...

US House Speaker Nancy Pelosi will spend Tuesday night August 2 in Taipei, Taiwan. China has threatened severe consequences and Taiwanese forces are on alert. Yet with over $1 trillion in China's exports to US and EU in 2021 the response will have to take this into account as also the US and EU to redesign its supply chains. This is the first trip of a senior US official to Taiwan as Speaker Pelosi comes next to the Vice President to succeed the presidency. The US response to the Russian attack on Ukraine was made in Biden's word as a deterrent to China in its role in the Indo-Pacific region. The Pelosi trip may be a reflection of this policy that seeks to maintain the US position that Indo-Pacific is international waters, that US policy will continue as before undeterred by actions such as the Russian attack on Ukraine with the support of China. And that US will engage fully with allies in the Indo-Pacific- Indonesia, Singapore, Malaysia and Taiwan. And that is doing this with the cooperation of its allies in the region- Australia, Japan and India. US and EU imports from China are $541 and $522 billion over $1 trillion for 2022. Loss of even a significant portion of these exports from major tensions in the region would have a severe impact on Chinese economic growth. The US and EU are already engage in redesigning the supply chain and would also face problems in a transition similar to the gas rationing in Germany after cutoff of Russian supplies. German chancellor Merz makes his frist trip to Asia starting with India. He sees India and Germany as natural partners and shifts the focus to India from China. Under Merkel Germany remained focused on China. This is changing now that Merz is chancellor. The winds of change are also blowing and the war in Ukraine, the distancing of the US under DJT, US and Chinese restrictions, require this change and Modi, Merkel step up to create anew strategic partnership. The EU and German trade is now set to increase significantly as India modernizes its economy. Merz and Modi see less dependence on Russia for oil and gas and defense needs. India seeks German technologies and capital to industrialize its economy. The scope is immense and both sides are at an historic opportunity. Merz is afar cry from the Merkel years when Germany never grasped India's potential and failed to invest in the German economy. Merz has put forward a $1 trillion plan to invest in modernization of Germany and India is the partner Germany has chosen as central to its plans. This brings the entire EU close to India and its aspirations to be a modern economy like the EU. This is a long term project that began today in Ahmedabad with the two leaders at ease at a Kite Festival in Ahmedabad after Merz visited Gandhiji's Sabarmati Ashram. And Merz showed he understood India-"We are in complete agreement in our assessment of Russia's war of aggression against Ukraine," Merz said. At the same time, he understood how India's dependence on Russian oil and gas had happened only recently. "Obviously, it is not that simple in India, and I am the last person to visit other countries wagging my finger at them."
