The message is clear from Paris - anybody can do AI at the profligate overspending and cost of people like OpenAI, and Microsoft. After DeepSeek in China proved it can be done at a tenth of the cost, there is the tremendous potential of the largest pool of young engineers and scientists in India to do it for a fraction of the cost in China. This is why this Action Summit in Paris is being done by sharing the cost keeping at  13 million euros, and having India under PM Modi as co sponsor with France's Macron. Modi called it and extension of similar efforts working with France on solar and renewable energy. Here is how the French did it- the Ministries each pitched in. The Economy ministry 3 million euros to attract foreign investors, the Foreign Ministry 2 million euros to welcome world leaders Vance and Modi, the armed forces 1.5 million euros, the Culture Ministry 1 million euros and staff to coordinate the summit. The buildings used were familiar ones- the Summit at the Grand Palais build for the Pais Exposition of 1900, the Institut Polytechnique for science themed events, and the Bibiliotheque Nationale France for the cultural weekend Feb 8-9. ...

The title is misplaced- it is Vivekananda as Modi's mentor and hero that is central to the ideas he has put forth for Swacch Bharat, Jal Jeevan, to bring education, water and electricity to the common man. Vivekananda was also the inspiration for AatmaNirbhar Bharat. Mohandas Gandhi said that he had read Vivekananda thoroughly and through that reading he had come to be in touch with the common man in India a thousand fold. Modi has also read Vivekananda thoroughly and felt the same way. Vivekananda has said- "Loko ke shiksit karo ke ve atmannirbhar hona sikhe."  If the common man could not get to education, education had to be delivered to the common man. Vivekananda's vision was for an exchange with America and Europe in which he would bring Vedanta and Yoga to these countries in exchange for technology and capital. This is not Modi's project, it is Vivekananda's project, simply brought forward by Modi as service to the nation and the world. It also comes at a time 125 years after Vivekananda expressed these ideas when US and European Union are looking for fresh ideas to restructure their supply chain, and taking a new look at the potential of India and Indians. It is a different America that India faces, not that of the past, after this pandemic and the social plus economic ills that have affected the country. Biden is different, America is different. So is the European Union as it takes on new leadership after the German and French elections, just as America has done. Both look to the future for a partnership with India and Indians to realize India's potential.   ...

The government of prime minister Narendra Modi defeats a non-confidence motion brought by Congress leader Rahul Gandhi. The motion was defeated with 325 votes against and 126 votes in favor.

Prime minister Modi used the moment in parliament to give a report card of his administration in preparation for the 2019 elections.

In his speech Modi focussed on the work accomplished and the tasks ahead for economic development. He stated India was well on its way to become a $5 trillion economy. The opposition tactics to foment discontent in the country and organize factional interests would not detract the government from its singleminded focus on development, he said. Modi emphasized that the pace of economic development could not be accelerated in the first 2 years of the Modi administration because of the bad loans in the country's banking system, a problem stemming from bad practices and corruption in the previous administration.

India's loan for the bullet train project is for 81% of the 1.1 lakh crores cost of project  from the Japan International Cooperation Agency, at 0.1% interest rate for 50 years with 15 year grace period. These are extraordinary terms provided by the Japanese government agency as part of its international aid for development. Mr. Modi said at the time in 2019 during inauguration of the bullet train project that anybody told about the terms of the loan would find it "unbelievable."  At the time prime minister Shinzo Abe of Japan was visiting Ahmedabad. The loans even of a generous nature would be of 30 years and at that period comparable to the higher yield on 30 year Japanese government bonds. Loans of 50 years are practically unheard off. It could be considered very close to direct grant aid by Abe to India. It is also how Abe had faith in Vivekananda's, Gandhi's and Modi's vision for India's development. And the future of Japan and India with Australia and the US as anchors for the free world in the Asian region. ...

This Economic Times report provides details about the  remaining aspects of the Indian Mumbai Ahmedabad bullet train project using Japanese technology. The project is being expedited with the federal and state governments completing land acquisition and covering extra costs of the project. This was one of the projects coming out of meetings and close collaboration .between Modi and Shinzo Abe of Japan. The cost estimated at 1.1 lakh crore is financed for 81% of cost by Japan's JICA through along term loan. Some of the engineering work may be completed by Indian engineering firms to reduce the cost. Delays mean the project cost will increase and some of the cost can be adjusted by doing some of the work through Indian firms under Make in India. PM Modi inaugurates India's first Vande Bharat Express in Ahmedabad. New Metro in Ahmedabad and the Express trains increase multi-modal connectivity in Gujarat. Modi says the Vande Bharat train operates quietly with sound that is one hundredth of the sound that is heard on modern aircraft. A new rail station is planned for Ahmedabad and twin city arrangement with Gandhinagar. Modi says the transport infrastructure in Ahmedabad would be taken to the whole nation. He says Ahmedabadis have calculated the cost of travel by other transport including buses, and found the value that is in travel by Metro with ease, speed and time saved. And found that this beats transport by any other way for seamless connectivity and ease of use. Modi says he had a vision of such service when a global connectivity committee visited Ahmedabad when he was chief minister. Yet it was only in the last 8 years that he having moved to the federal government was able to get both federal and state funding to develop the new rail and Metro services in Gujarat using new technologies and experience. ...

Nobody likes to take strong measures, but it is the only option, seeing other countries and learning that the disease must be dealt with at the beginning before it becomes incurable."  He cautioned that social distancing did not mean emotional or human distancing. Sympathy and cooperation are needed. He called frontline healthcare and sanitation workers "warriors" and "soldiers," and promised Rs 50 lakh (5 million) insurance for 20 lakh (2 million) such workers. He also commended the work of shopkeepers, drivers, bank workers and others to keep essential services running. Modi suggested now is time "to not go out, but to look within yourself. PM makes a point at G7- should not the 1.4 billion people of India most of whom are poor have the same access to energy as the people in the rich countries of the G7? It is to ensure this access to energy for the over 1 billion people in India that India has sourced oil from all countries when geopolitical tensions have made the price of oil to jump to new highs. Modi told a session at the G7 meetings- "All of you will also agree with this that energy access should not be the right of the rich only- a poor family also has the same right to energy. And today when energy prices are sky high due to geopolitical tensions, it is more important to remember this thing." Modi said that it was by "taking inspiration from this principle" that "we delivered LED bulbs and cooking gas door to door in India and showed that millions of tons of carbon emissions can be saved while ensuring energy for the poor." Never before in history has this been done on this scale as hundreds of millions of women have benefitted in poor areas where cooking was done by burning wood, and electricity did not exist. Water by tap water in every home, cooking gas, and electricity are now within the reach of every family in India.  Has G7 even thought of these things? And of the scale of the challenge that is being met and the future challenges for climate, technology and health that are being tackled on an unprecedented scale? ...

The NYT says many of India's largest and most profitable companies are "relative models of probity," and several ranking among the world's best governed companies including companies in the software and pharmaceutical sectors. Large parts of the Indian economy have little appetite for the risk taken on by the Adani Group and are run on a financially conservative basis. Infrastructure is unique for this kind of risk taking because of decades of neglect of Indian infrastructure during the 1995-2015 period, when China was rapidly building infrastructure with large investments and India fell behind. It is that catchup mode that induced Adani Group's aggressive efforts taking on debt for outsize goals that it was willing to adopt for coal, solar and port logistics. As a result the Indian economy with companies such as Infosys and Dr. Reddy's Labs says the NYT, is largely not affected by the problems of the Adani group's debt structure.    ...

During Singh's term in office 2004-2014 economic changes of a new type and with new leadership were taking place in state of Gujarat in western India under chief minister Narendra Modi similar to that of New York state under Governor Franklin Roosevelt before FDR assumed office as president in 1932. Modi of the same party as Singh's predecessor Atal Bihari Vajpayee of the Bharatiya Janata party, added a new set of skills and confidence in industrial development for the state model in Gujarat to be adopted for the whole of India, when he won the national elections in 2014. Vajpayee and Modi were different from the politicians in India in 1947-2000, pushing Modernization, Nationhood, and corruption free effective government. Manmohan Singh was prime minister during a period of transition in India 2005-2014 from the socialist economy to the market economy. As head of the central bank and finance minister he earlier initiated the changes when India's reserves had dropped to record low levels by 1991. His biometric data initiatives and other actions kept the Indian economic initiatives in place that wold provide the base from which another prime minister Modi could launch India on a new trajectory for transforming the country into an industrialized nation. The bill to bring girls marriageable age to 21, in parity with the boys marriageable age of 21 that exists today, was introduced in the Indian parliament by Smriti Irani. This is seen as a crucial bill to amend the Prohibition of Child Marraige Act 2006. Child marraige was a sign of the weakness in Indian society and practices that were being reformed in the nineteenth century/ twentieth century beginning with Ram Mohan Roy's efforts in 1800. Roy was the first Indian to put forward ideas for modernization that were later put forward effectively by Swami Vivekananda, putting Indian religious thought back on its original foundations of the Upanishads including the Bhagavad Gita, free of the deterioration over the centuries since the Middle ages. And in doing so extend even the ideas of the French and Indian Revolutions to the idea of women's rights. The efforts of Gandhi and the framers of the Indian constitution, begun under Roy and then Vivekananda during the British period, have inspired renewed efforts under Mr. Modi to build a strong nation under a framework of these values- values of the French and American Revolutions and the values that support gender equality. In real life this means, as Mr. Modi has reminded the public, that young girls can now use these crucial years to continue their education and pursue their dreams for a better life in the same way as young boys can. It is as if Jefferson, one of the Founding Fathers in America in 1776, would have said- "We hold these truths to be self-evident, that all men and women are created equal, and they are endowed by their Creator with certain inalienable rights, and among these are life, liberty, and the pursuit of happiness." It is this pursuit of happiness, pursuit of one's own dreams to be a scientist, educator, civil servant, to be active in law or medicine, or science, the humanities, the same for boys or girls, that is now being put forward in the New India of the 21st century. In India this has happened not with the stroke of a pen through the tumult of a revolution but with deep roots through the efforts of Roy, Vivekananda, Gandhi and the framers of the Indian Constitution, and now with the tireless efforts of today's leaders. ...

With a mere 1% of GDP invested in public healthcare India remains backward in its commitment to the welfare of the rural poor. Prime minister's Modi's plan is laudable says this BBC report, but the record of implementation is spotty at best at the state level for such plans. The new plan announced in the 2018 Indian Budget is for a health plan covering 500 million Indians with 5 lakh rupees coverage, something never tried before but with a cost of a mere $1.7 billion is something that the country woefully lacked or neglected to tackle.

This plan may be better implemented at the national level, and particularly where the reputation of the governing party and its plans for industrialization are at stake in the coming year's national elections. If accomplished and the Modi government is eager to take on these challenges it would be a significant step to balanced and overall development of the Indian economy.
