Senator Schumer the Majority Leader in the Senate has shown a unique ability to bring together Republicans and Democrats in bipartisan efforts that would have been daunting to lesser men. He did this again when at Minority Leader Mitch McConnell's suggestion at the end of October that action on the border be an essential part of aid to Ukraine, Schumer  did not say no, he struggled with it talking with his staff till he says an epiphany sort of lightning strikes. He realized it was needed to be tough on the border and to do it right was a win-win situation for both supporters of Ukraine and getting the border situation under control. Because so many Democrats were for Ukraine they would vote for a good border security bill. This report shows him making calls even on Christmas Day.  Only someone of Schumer's dedication, ability to talk and persuade others, and hard work could have done this. As in getting bipartisan support for infrastructure bills he had Democrats who had good relationships with Republicans to persuade Republicans that Democrats were sincere about taking strong action on the border. It is to the credit of president Biden and shows that his decades spent in Congress were worth it for America that he supported Schumer and worked with Republicans. It is this sincerity that made it possible for 22 Republican Senators nearly half of Republicans in the Senate to join Schumer in the new aid package for Ukraine, after a former president shut down the earlier bill that combined the border action with Ukraine. Many in the media and in the country have not grasped the meaning of the way some of the most senior members of Congress including Mr. Biden who was one of the longest serving senators in history are working together showing courage and wisdom in the face of many distractions and factional differences on the fringes of different parties. ...

This turned out to be the error of Angela Merkel a CDU leader brought up in Communist East Germany, who had no idea of the risks of her approach for open immigration. As Merkel let this chapter unfold it created fissures in Europe, with Tories and Nigel Farage taking Britain out of the EU and laying waste to its economy for 5 years till Labour's Starmer adopted a tough immigration policy and became prime minister in 2024. That danger then spread to the US in 2016 which also suffered as Republicans and Trump did the same in the US around rhetoric but without serious action on immigration till the Lankford- Biden legislation.  That bill would have closed the border with Mexico and ended immigration as an issue forever if passed into law in December 2023, as Senator Lankford says would have happened. Ending immigration as an issue forever alongside foreign wars as an issue, so that a concentrated effort could be made on improving badly damaged lives of workers and families. Senator Schumer calls it a "momentous 24 hours here in the US Congress, a legislative one two punch that you rarely see." Schumer negotiated a major climate change action bill for $369 billion in the Senate, that also covers tax changes to cover costs, and helps cut drug and health care expenses of Americans. The second quarter shows healthy job gains of average 375,000 a month and unemployment at 3.6%. The economy declined by 1.1% but much of this was from a slowdown in home and business construction sectors sensitive to higher interest rates and from higher inventory. Consumer spending increased by 1% during the quarter. The Fed's series of 0.75 percentage points interest rate increases had softened inflation expectations before they get entrenched in the economy. This makes it possible for Democrats to present a message to ordinary Americans that president Biden is getting things done with 2 legislative achievements. A $280 billion bill for investment in the semiconductor industry in the US. And a huge win on climate change with the $269 billion Schumer is negotiating in the US Congress. It is the opposite of what Republicans are saying is Biden's failure to tackle inflation. Appropriately Biden and Schumer are calling this the bill the Inflation Reduction Act of 2022. How did Schumer get this done? After the Ukraine war and EU decision to shut down Russian oil supplies, cut oil and gas use by 15%, and the climate change action inducing fires and floods, there is increasing awareness about climate change action as vital for our future all over the world. This gives more confidence to Democrats to negotiate a temporary continuation of oil and gas, with increased exports of US LNG to Europe. Senator Manchin from an energy producing state of West Virginia was brought over to Schumer's side with this idea. What Biden gets is a 40% reduction of US carbon emissions over 2005 levels, enough to get within reach of the 50% he promised at COP26 in Glasgow. It is a win-win for all sides and for the American people, and shows that patience and hard work, and persistence in the face of adversity can bring results. ...

It will take a complete shift in America's company leadership to hands on CEO's who are with and understand the workers on America's assembly lines, who can live some days and nights with workers on the production line to see and feel the problems first hand. President Biden's payments to these workers gave them enough room to make a definite choice that they would not take the risks during the pandemic and the stress and opted for shifting to other jobs. Employers struggled to fill vacancies and raised wages in response. To reduce inflation the Fed opted to raise rates to slow the demand for goods and services in the economy which has led to a moderating of inflation from the high of 7% in 2022 to falling below 5% by April 2023. Fed chairman Powell's aggressive attitude to inflation was based on not letting an inflationary psychology set in, that could damage the interests of workers and families who had already suffered from the pandemic's effects. Krugman says in NYT that inflation is receding and its causes lie mainly in pandemic related supply chain issues not fiscal efforts to fix dilapidated infrastructure, invest in fighting climate change, or help for needy workers and families.  He looks at Fed chair Jerome Powell’s discussion on inflation and this he says shows that fiscal policy or government spending to fight the pandemic and US needs for infrastructure and science/chips played at most a distinctly secondary role. What Krugman does not say is that this does not mean that inflation is not an issue for many families living from paycheck to paycheck. Harris clearly spelled out a Plan for housing costs and cost of food and this is the kind of effort needed to tackle this issue secondary or not in astatistical sense. Also not given recognition is that the government spending is changing the very nature of the US economy by creating more potential for it to grow till 2030 in a way that would not be possible if this investment by president Biden was not wisely made. One has only to look at Germany to see its crumbling rail system and failing infrastructure to see that what Biden did right and Merkel did wrong. ...

The US Justice Department imposes a $225 million fine on Teva Pharmaceutical and requires it to sell its Pravastatin drug line as part of a deferred prosecution settlement on price fixing charges. COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Mr. Modi of India will attend and will meet Denmark's prime minister Mitte and other leaders before the COP26 in Glasgow.  ...

Gas prices are determined by the world price determined by OPEC and Russia, says Ip.  Trump will increase inflation says this report because of tariffs he plans of 60% on imports from China and 10% from other places. That would increase inflation by 1.4 to 1.7% say analysts. Greg Ip of WSJ offers more clues. Inflation linked bonds see inflation dropping to 2.2% in 2025 instead of 2.6% predicted earlier.
