Class of 1977 was first after the Cultural revolution. In 1977 China held its first competitive national university entrance examination since 1965. A period of 12 years of the cultural revolution till 1977 were a lost decade in terms of education and getting the best minds and training them for careers in various fields for development and modernization. The year 1977 with the reinstatement of university entrance exams was remarkable in the outpouring of energy as young people prepared for entrance exams in a period of a few weeks. Textbooks were hard to find, for over ten years most had no schooling and worked in rural areas doing farming work. Students scrambled to find teachers to guide them. 273,000 were admitted to universities that year- only 4.7% of the the students taking the test. In comparison 58% of nine million students in 2007 were admitted to universities three decades later in 2007. Li Keqiang is one of these students who worked really hard to get into Peking University. Obama, speaking at Macomb Community College, talks about his plan to help community colleges, Community colleges are used by working adults for job retraining and learning new skills. Obama said that jobs requiring at least an associate degree are projected to grow twice as fast as jobs requiring no college experience. He said it would be difficult to fill those jobs without the training and education offered by community colleges. $12 billion in funds will be given to community colleges for ten years starting with the fiscal year beginning October 2009. The money will go toward programs that get community colleges to lift graduation rates and better train and educate students for jobs. Some of it will also go to modernizing of facilities, and some to the development of an internet curriculum available to students everywhere. Government officials say the plan would increase by 5 million the number of people who graduate from community colleges over the next 12 years. The new federal money will come from savings from the federal plan to end the role of private banks in the federal education lending system. Rep George Miller, the California Democrat who heads the House Education and Labor Committee, said that he would include the community college plan into the student loan bill, which he expects to introduce on July 15, 2009....

This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. A diverse set of skills helps find more stable jobs. The most resilient were people who studied different disciplines say economics and biology. The CUET, Common University Entrance Test will provide a uniform test for all parts of the country. It is now required for all 45 Central Universities to admit undergraduate students. The computer based test offered in July each year will be conducted by the National Testing Agency based on the National Council of Educational Research and Training (NCERT) syllabus for Class 12. It will replace institution specific exams.

Under PM Trudeau of the Liberals Party Canada opened its door to immigration and meeting labor shortages. This put a strain on housing and social services when in 2022 1 million people were added to the population, now 41.6 million. Canada under Mark Carney of the Liberals party sets new temporary residents target from 670000 in 2025 to 385000 in 2026 and 370000 in 2027 and 2028. 

"We needed to bring our immigration level to a more sustainable level," says Canada's finance minister, Francois-Philippe Champagne. For the first time there is a drop in population of British Columbia and Ontario. Only Alberta increased population. There are 2.8 million non permanent residents mostly international students and temporary foreign workers or 6.5% of the population in 2025.
