Is Norway endorsing the position of a former president of the US to "Drill, Baby Drill.?" It would cost upwards of 1 trillion dollars to fix US inaction on climate change to 2028. Norway is drilling like crazy to help Germany tackle the cutoff from Russian oil and gas supplies. It is also pursuing climate change action and green energy. The result is some confusion about where it is heading. The Guardian comments on this position taken by Norway. It can only be seen as oil and gas meeting a transition period's needs, yet with the severity of cliamte change events in the form of fires and floods in the world in 2024, is this a tenable position? Norwegians will say their cleaner fossil fuel production takes the place of dirty coal plants in Europe. How could Germany manage without Russian oil and gas without Norwegian supplies they ask. Others say Norway gets a quarter of its GDP from oil and gas. It is at the same time the country that is way ahead in renewables, most of its grid runs on renewables. And yet it has cut greenhouse gas emissions only by 11% since 1990 4 times less than Germany. Norway will come up for more criticism considering that its push on fossil fuels in 2023-24 is reducing investment for shift to a fossil free world. It is not an issue that can be talked away or not confronted head on as it is the harbringer of something worse- doing nothing for 4 years to 2028 that is proposed on the back of stuff that is being done by Norway- a US presidential candidate promising to relegate climate change action to zero by denying it exists and by saying "Drill, Baby Drill," at the RNC Convention in Milwaukee. ...

With domestic oil consumption growing at 10% a year, and the Arab Spring leading to increased subsidies and social spending, the Saudis are looking at nuclear power to generate some of the supply of electricity. Saudi Arabia expects to have no reserve margin of supplies by 2020 at current levels of domestic consumption. Details of the $825 billion stimulus plan. Renewable energy does well under the plan including production tax credit for renewables, with $32 billion for a "smart" electrical grid for which GE makes components and lobbied for. Renewable energy producers win an extension of production tax credits now convertible into cash for companies whose losses leave them unable to use the credits. Transportation infrastructure green projects did not do so well, with $32 billion for transportation projects and only $10 billion for mass transit projects.The Natural Resources Defense Council had compiled a list of more than 80 environmentally friendly infrastructure and transportation projects worth about $405 billion. Only a small number of these projects made it. What is in the stimulus to create jobs and stimulate capital investment? Businesses get bonus depreciation, which speeds up depreciation deductions for companies that invest in plant and equipment. The stimulus doubles the amount small businesses can immediately write off for capital investments and purchasing new eqipment, and gives incentives for businesses to invest in renewable energy. States get help with $90 billion going to increase the federal share of Medicaid payments, and an additional $79 billion to help states avoid cutbacks in education and other services. And there is a "Make Work Pay" tax credit for $500 per worer and $1000 per couple. Experts say the effects of the stimulus will be felt in the latter part of 2009 and into 2010. Which is one reason the view of economists that there would be a second half recovery does not reflect conditions on the ground. Goldman has revised its view to 2010 and even that may be optimistic. One example of what has happened in the stimulus in this respect is that the earlier optimistic view of largeinvestments in science and technology, broadband networks, and transportation projects for fast rail and transit have all been trimmed down. Part of the reason may be that the bill for the nation's banking system revival may be larger than realized as an additional amount of $15-20 billion is being negotiated for Bank of America and more money will go to Citigroup. $6 billion is shown for highspeed internet access for rural and underserved areas. Science facilities get $10 billion. Repair of public infrastructure (read roads and bridges) gets $31 billion. School modernization gets $21 billion. And modernization of health information technology systems gets $20 billion which its hoped will provide equivalent or higher returns to pay for some of the universal health care costs, and preventative care gets $4 billion. There is a tax credit for R&D work on energy innovations and renewable energy production of $20 billion, and $32 billion for a "smart electricity grid." These are the proactive parts of the stimulus that create something new and make improvements. They add up to $144 billion. So much money goes to shore up the existing services and supplement incomes, and to relieve stresses on the banking system, and other ways to shore up the system, that the proactive expenditures are only a small fraction or 17% of the $825 billion stimulus. And all the time the federal deficit and debt increases with these huge outlays just to shore up the system. The Heritage Foundation Data Analysis Director Mr. Beach told Congressmen at a discussion chaired by Congressman Cantor (R), on January 16, 2009, that the federal debt would reach 92% of the nation's GDP in 2009 from 58 billion or 70% in 2008, with the $825 billion for stimulus. The Supreme Court ruling on EPA mercury regulations gives smaller plants with coal fired plants more leeway in installing scrubbers. Large companies have already committed to installing scrubbers for coal fired plants. Regulations are only one reason for the shift to natural gas from coal. Lower prices of natural gas and increasing supplies are a major reason. The U.S. will reduce dependence on coal for energy from 39% to 36% in 2015, with natural gas increasing from 27% to 31%, and renewable solar wind energy making up about 13%, according to EIA.

The $369 billion climate and tax package that is coming out of a deal arranged by Schumer in the US Senate could be a path breaking action. It would enable president Biden to get close to the climate goals he promised last year of cutting US carbon emissions by 50% by 2030 over 2005 levels to combat effects of climate change. Senator Manchin a holdout because he comes from a coal mining state was a holdout. He was persuaded to join as the new legislation provides for support for transmission lines and other investment during a transition period so that it does not affect the economy in his state. The transition period is now accepted as Europe now looks at gas and coal as a temporary resource following the cutoff of Russian supplies and the US will be shipping more LNG to Europe during this period. The vote for this legislation is planned under reconciliation so that the vice president MS. Harris can cast the deciding vote for Democrats in a 50-50 split Senate. Republicans oppose the legislation. Manchin now says it will reduce inflation. Briefly it will give $7500 to every buyer of an electric vehicle EV, and $4000 for a used EV. It would give rebates for heat pumps that increase home energy efficiency. Billions of dollars would be spent for clean energy industries, and for solar, wind, geothermal, other renewable energy projects. Democrats want to get the legislation through the Senate quickly by next week, and so secret were Schumer's negotiations that most Democrats did not know about it. Coming on the heels of the $280 billion CHIPS and Science bill for $280 billion investment in US semiconductor industry, this will be a big win for president Biden and shows the persistence and patience of Mr. Biden is paying off.   ...

The Yangtze river has never recorded less rainfall than this year since records began in 1961. That hyper growth is being followed by slight or flat growth both situations China and the world could have avoided if a steady growth pattern was put in its place. Common sense and wisdom would have done better than economists and business  in the US and local governments in China that dictated a self-interested pattern of hyper growth that led to ravaging communities in the US and the EU by shipping all manufacturing to China, then starting to reverse this process as the same ravaged communities in the US and EU responded in elections in the US and EU. None of the participants in this now take responsibility for their role in the changing climate and natural disasters one sees in 2022. China now faces the task of rebuilding its entire fossil fuel driven industry along renewable energy lines, when it is at the end of a property driven, land sale driven boom, with local governments finances precarious.   ...

Japanese prime minister Noda setup a council to look at three energy options, the first to phase out nuclear energy completely by 2030, the second to reduce dependence to 15%, and the third to keep nuclear dependence at current level of 20-25%. Renewable energy use goes up from 10 to 20% under all the options. At one point it appeared that the government would choose the second option. Now with growing public opposition the government is considering the first option seriously to phase out nuclear energy. After the passage of the legislation doubling the sales tax to 10% in three years, and increasing unpopularity, the government is looking for ways to accomodate public opinion. Noda will now meet with nuclear protesters. A recent poll in the Asahi Shimbun shows 43% favoring zero-nuclear policy, and 31% supporting the 15% option, only 11% support keeping nuclear energy at the 20-25% option.

First to be upgraded is the Hamburg to Berlin line which has the most passenger and freight traffic in Germany. One can see signs of this everywhere, landing at the Frankfurt main rail station one can see a building falling apart that dates back to the 1900 period, that is a sign of the way infrastructure was neglected in Germany till now.

  $112 billion out of $170 billion in new investments resulting from Biden's 2 climate laws, and the bulk of the 200,000 new jobs are being pushed by president Biden into Republican states. Republican voting states including many southern states are getting the largest share of the hundreds of billions of dollars in renewable energy investments by the Biden administration. Two new climate laws were passed by Biden without many Republican votes in 2022. WSJ offers a visual guide to where new manufacturing investment is taking place. It shows that three fourths of the $170 billion in investments by companies are going to Republican voting states. On a state wide basis this amounts to $112 billion for Republican states. Most of the public is unaware of the role of the climate laws in this new investment in manufacturing. This is why other presidents talked about manufacturing investment including previous presidents Republican and Democrat, president Biden has done the country a great service by making much needed investment in manufacturing and creating a new sense of hope in once neglected communities. Investments are being attracted to these states many in the south with easier land development and lower costs for labor, electricity, and lower taxes. This gives Republican states the ability to use their advantages in the best way and overcome the failure of many Republicans in Congress to support these investments with president Biden putting together bipartisan support.  ...

To do this the Biden administration passed laws to fund a entire new electric car industry, renewable energy industry, and promoting other industries in advanced technologies, including aerospace, to bring back America's leadership in manufacturing of most of the twentieth century with a bold vision for the future. Approval process by government is now much stricter and the approval process takes longer for new wind turbines. A leading renewable energy developer BayWa re. estimates 45% of the old turbines installed 20 years ago would not be approved under today's stricter standards. As these become unprofitable a lot of new turbines have to replace older ones. After years of gains suddenly in 3 years the wind power capacity installed each year is dropping sharply, and is in deep trouble. Especially because wind energy plays a big role in Germany, accounting for 25% of total electricity production in 2019, solar only has 10%. For all of Germany only 290 MW was installed in first half of 2019, 80% drop from same period 2018.  In 2018 2800 MW of wind turbines were installed, and that was down from 5000MW in 2017. Problems in addition to stricter approval standards is the resistance from the public which fears wind turbines close to residential areas could affect health of residents. In Bavaria 10H ban is imposed on new installations, requiring 10 times the height of the wind turbine as minimum distance from homes. Other issues are wildlife and the impact on  birds in the area. 300 turbines for 1200 MW are blocked for this reason. Other reasons are military concerns, FM radio beacons. It used to take 10 months for approval. Now the process is so long that the technology itself has changed by that time. Commercial risks are growing for operators in this environment as new costly regulations come into place. A regulation in Brandenburg requires payment of 10,000 euros to neighboring municipalities per wind turbine. Subsidy eligibility is also being cut. ...

An estimated 80% of India's coal plants use obsolete technologies, making this an obvious area for improvement. India plans to make solar the source of 100GW of 175GW it plans to generate in renewable energy by 2022. Yet it must not be forgotten that coal is a dominant source for the foreseeable future and shifting to clean coal technologies is an area that should get top priority from the government. Today India is the third largest in terms of carbon emissions after the U.S and China.

PM Modi asks India's youth to help bring about an end to the leakage of public funds that end up illegally in private hands when these funds are desperately needed to build roads, bridges, housing, logistics centers for exports, airports and ports on a scale similar to the United States and EU nations. Only by doing this and focussing every penny for building infrastructure and international trade under Made in India can India meet the aspirations of 1.2 billion people and set the pace for the 0.5 billion people in other parts of south and south east Asia including neighboring Indonesia- 1.7 billion people. The US and European Union would be grateful that this happens as it secures the future also of the US and the EU nations through a new manufacturing supply chain. With this effort India would integrate efforts for renewable energy and combating climate change with the US, European Union, and the nations of Latin America and Africa on a new scale that is needed. Jobs come with infrastructure and Made in India manufacturing, it is the foundations that have to be put in just as for a house being built.
