U.S. Secretary of State Clinton and Turkey's foreign minister Davutoglu met in early August 2012 and agreed to set up intensive operational planning and coordination of the two countries efforts on Syria to end the Assad regime. Syria borders Turkey, Israel, Iraq, Jordan and Lebanon, placing it in a pivotal geographical location. Because of this unique geography what happens in Syria affects Turkey because of the Kurdish minority in Syria, it affects Lebanon because of Syrian support to Hezbollah, it affects Jordan because of demands for democracy there, and it affects Israel because of the Golan Heights. Meantime the Syrian democracy protests continue with the military crackdown by the Assad government, which has ruled Syria since Hafez Assad, an air force commander, took power in 1970. After his death power was passed on to his son, as has happened much too frequently in the Middle East, resulting in the stifling of any movement for change and participation in government. An added complication is that Assad comes from the minority Alawite sect in a largely Sunni country.

Friedman's ambivalent position on the situation in Syria on one hand in a recent op-ed on Israel pointing to the need for the U.S. to concentrate its attention on Bethlehem, Pennsylvania, instead of Bethlehem, Israel; and on the other speaking of the situation being out of control in Syria with the proxy war between Sunni and Shiite. This exceptional report by Chulov in the Guardian shows the changes in the war in Iraq and Syria in 2015-2016 since the downing of a Russian jet by Turkey in late 2015. It says that the Syrian government's future was uncertain in late 2015 with Turkish support for rebel forces in the north. During this period Russia curtailed trade and tourism relations with Turkey, and improved relations with the Kurds. Russia intervened in northern Syria directly to prevent a collapse of Syrian government forces in the north. Kurdish forces were already controlling large parts of the Syrian territory adjoining Turkey, and Turkey was concerned about the support to Kurds within Turkey from Kurds in Syria and a historical movement for  Kurdish independence. In April 2016 Russia made a move to win Turkish support by saying it would support the territorial integrity of Syria, so that no support would be given to the Kurds. As the U.S. consistently supported the Kurds in the fight against ISIS, Turkey under prime minister Erdogan changed its policy of support for rebel forces in Syria to focus on what it perceived as the threat fom Kudish control of the region at its Syrian borders. Rebel forces were told to focus not on the Syrian government forces but on ISIS, leading to withdrawal of support in Aleppo. What remains now of the war in Syria and Iraq is Iranian influence in Iraq, the Russian influence from support of the Syrian government in Damascus, and for the first time U.S. ground forces in the north with 900 troops supported by artillery on the side of the Kurds. The next stage in the war to take ISIS controlled Raqqa is being negotiated between Russia, Turkey and the U.S., according to this report.  ...

Efforts to secure greater autonomy under a decentralized framework for the central government in Libya. The eastern region which contains most of Libya's oil was left out in the sharing of resources when the Gaddafi regime centralized power in Tripoli. Because of this the sentiment is strong in the area around Benghazi for a decentralized government. Benghazi also led the fight against Gaddafi's forces. Under the Ottoman Empire the country known of Libya today was governed as three provinces. It was only after Italy invaded Libya in 1934 and put the three provinces under its control that Libya wa created. The federal monarcy created in 1951 by the UN also provided for relatively independent provinces under a national government. The transitional leaders in Tripoli are gradually accepting the older framework of decentralized government as the right approach for the future Libyan government.

Turkey's prime minister Erdogan wins a third term. He wins half of the vote and gets 325 seats in parliament. But he fails to get the 330 seats in parliament needed to make changes to the constitution and submit it to a referendum. This also falls short of the 367 absolute majority to get a new constitution adopted by parliament without a referendum. WSJ says the Turkish prime minister appeared to get the message from Turkish voters- any change in the constitution should be done by national consensus and he needs to soften his authoritarian edges. In accepting the results he said: "We'll go to the opposition and we'll seek consultation and consensus. The responsibility has risen and so has our humility." Erogan's party gets credit for managing the economy, increasing exports fourfold in the last ten years and tripling per capita income. This also comes at a critical time in the Middle East as Turkey seeks to provide a role model for Egypt, Libya, Syria, Tunisia, Iraq and other countries in the Middle East becoming free from dictatorial rule and trying to establish democracy....
