After a long year of uncertainty this is what it comes down to. The new turnaround plan developed by CEO Fritz Henderson and the government's auto task force will leave the government owning more than half of GM. Under this plan GM will get an additional $11.6 billion in loans from Treasury, on top of the $15.4 billion already received. THer government will get half of the ownership of the company in payment for half of these two loans. And GM will use stock instead of cash to pay off half of the $20.4 billion it owes a United Auto Workers fund to cover retiree health care. That transaction will leave 39% of GM in the hands of the UAW. This happens just as another agreement was reached to leave the UAW with 55% ownership of restructured Chrysler, and FIat SpA getting 35%, with the US government and lenders owning the rest. What happens to bondholders? They were told to swap $27 billion of unsecured debt for a 10% company stake. GM and the government give bondholders little choice, if they do not do so GM's Fritz Henderson says GM will file for bankruptcy. In 2011 hourly workers will be less than 40,000. Market share will shrink to 18% in 2014 from 22% in 2008. The number of dealers will drop to 3605 by 2011, down 42% from 2008, and GM will kill the Pontiac brand. Much of the company will have disappeared, showing how market forces are at work in our system in destroying companies, and leaving them as a fragment of what they once were, if management gets complacent and makes a series of errors. Its a big development and shows the savy shown by the government auto task force's leaders in setting up the arrangements. A smaller GM will emerge. But this is an understatement if ever there was one. Here is a company that had close to 200,000 workers in 2000, with hourly workers close to 150,000. See the graph. ...

Bayer CEO, Marijn Dekkers, plans to divest its plastics business, called Material Science. The plastics division requires large investments with lower returns than can be made in health care or the agricultural crop science business. Crop Science generated earnings before interest and taxes of 1.81 billion euros in 2014, and Health Care helped by 5 new prescription drugs reported EBIT of 3.58 billion euros, compared to poor returns of 555 million euros on the polyurethane and polymers used for laptops to soccer balls in the Materials Science division. CEO Dekkers is a Dutch born executive who worked for 25 years in the U.S. Since taking over in 2010 he has brought a significant culture change to Bayer, by insisting on speed and agility from executives. Division heads with marketing backgrounds are preferred to science degrees, and the planning orientation of the company is being changed to one where the company executives are not afraid to take risks based on incomplete information. Dekkers prefers an IPO for the $10 billion plastics business to generate more cash and reduce the debt of 20 billion euros. He acquired the over the counter drug business of Merck for $14.2 billion, and has boosted drug sales with the introduction of Xarelto in partnership with J&J, eye treatment Eylea, cancer drugs Stivarga and Xofigo, pulmonary hypertension drug Adempas. Sales of these 5 drugs are expected to go up from 2.9 billion euros in 2014 to 4 billion euros in 2015, contributing significantly to Bayer's profits. Dekker's venture capitalist type focus on profit margins is showing results in share price performance- Bayer's share price has advanced 60% in 2015 mid-March price of 145.85 euros compared to the prior year month. In the small town of Leverkusen, Germany, where Bayer is located, there were initially fears that Dekkers was "too American" and too focussed on shareholder value to understand the need to respect tradition. Since then Germans have realized that Dekkers understands tradition and is only bringing necessary change- the transition to being a life sciences company makes sense to shareholders in Germany, for employee representatives on the supervisory board the guarantee of current level of 17,000 jobs in the plastics division for a few years shows his concern for job protection during the transition period. For Dekkers who left Holland in 1985, and has a U.S. passport with an American wife and kids who speak no Dutch or German, the important thing is to get the right balance- he says the system of 99-1 where 99% of the information had to be in before a decision could be made is making the change to 90-10 where only 90% of the information is now necessary to go ahead, even if he would like to see it at 80-20. Bayer still sponsors the local soccer team known as Bayer Leverkausen, and 26 other clubs. Dekkers steps down at the end of 2016....

Stephen Bosworth was appointed by Hillary Clinton as U.S. Representative for North Korea Policy. He is one of America's best diplomats who served in several postings overseas before becoming Dean of the Fletcher School of Law and Diplomacy, Tufts University, Medford, Massachusetts. Prof. Drezner points to the work done by Bosworth in keeping dialogue with North Korea alive, till a solution can be found. He also cites Chinese analysts who say pressuring China comes from a worn playbook, that China would not agree to reunification on the Korean peninsula, to bring U.S. influence right up to its borders. South Koreans have been wary of reunification because of the decade long experience of integrating East Germany. As a result new solutions need to be found and the valuable work of diplomats like Bosworth is badly needed to keep dialogue alive for a solution to be found.

As the US gets serious about defeating the Taliban and Al Quaeda militants in Afghanistan and in Pakistan's border areas in Waziristan and the Northwest Frontier Province, and as Pakistan's army and government are at loggerheads and are also each in its own way unable or unwilling to take action against these militants operating out of or near the border areas between Afghanistan and Pakistan, it appears that the situation will result in the US having to make some tough decisions including going ahead anyway regardless of agreement with Pakistan. At the same time Defense Secretary Gates is saying that he wnats to see the Afghan army numbers to be doubled from the present 65,000 to be able to spread out across the country and not just be stuck in the urban areas. Any success the US and NATO see in Afghanistan would stem from some of these tough decisions including some tough decisions of a different nature that deal with Afghan government provincial officials tacit involvement in the opium growing areas. Like Iraq this will be a tough one for the US and the Europeans to sort out and make take a lot of patience and effort and some disappointments on the road before serious and lasting results that do not compromise basic American and European goals and intentions. With these goals and intentions the American and the Europeans seek to leave behind a peaceful modernizing state keeping its own faith and traditions with tolerance for others, at the same time that it respects women and economic development and modern education in science and technology that would make this development possible. And these goals would have to be applied as the vital test for the whole region Iran, Afghanistan, Pakistan, and India and for the basis of all policy towards the region, foreign policy, economc policy, development policy and regional issue policy like that of Kashmir. ...

Gaza Palestine Peace deal by DJT where all hostages are exchanged for Israel stopping war in Gaza and pulling back to one half of Gaza October 14 2025. Hamas supporters Turkey and Qatar were involved. The talks were held in Sharm-al-Sheikh seaside resort in Egypt and final talks at the villa of Gen. Rashad Intelligence Chief of Egypt. Jared Kushner and Steve Witkoff for the US got Israel's participation. For Israel the fatigue from the long war would give it a respite. It was achieved by not getting into the smaller details so the Israeli withdrawal from all of Gaza. Israel said it will withdraw from half of Gaza and establish its presence in the other half of Gaza as Israel tries to figure out a way to ensure its security and end threats from Gaza Palestinian area. For the world community including the US and European leaders in Egypt including Britain, Spain, Germany, and other leaders this was an opportunity to remove divisions in their countries on the issue of Palestine as the continuation of the war had led to hunger and flattened most of Gaza's buildings. The issues of Palestine and Israel's right to exist without wars and threats, of new settlements, once again are left for another day as the oil rich kingdoms of the Middle East and the Arab countries, US, Israel and Europe fail to open a new chapter for Israel and for Palestine. Most importantly the Palestinian and Israeli leaders exercizing the foresight to bring peace in the ways that have ended strife over territory and control in places like the Irish Republic, Northern Ireland and Britain which have been in conflict from the year 1500. It is striking how little was gained from initial events leading to the war and how little the war had to do with the problems of illegal migration, of cost of living, of infrastructure neglect facing the US, Europe. It is certain that the peace deal will now allow the focus on the problems facing the US and Europe, removing the distraction of this sudden flareup of conflict that never should have happened.  ...

There are serious differences in what Ukraine says it received $67 billion military aid and $31 for budget needs compared to the $350 billion figure cited by DJT. DJT calls Zelensky as not legitimately representing Ukraine as no elections can be called in Ukraine in wartime and Zelensky's term expired in 2024, saying should'nt the people of Ukraine be at the table. He also says Ukraine was at the table for 3 years and even a half baked negotiator could have settled this war. What DJT means is that Ukraine could have settled it by promising to stay out of NATO, and remain neutral not joining the EU. It would have given up control over formerly Russia supporting parts of Ukraine in the east that Russia now controls. Ukraine would have returned to being a buffer zone between Western Europe and Russia of today. Even today this has not changed as any peace would not reverse the status quo of control of these eastern regions by Russia. On NATO Russian Foreign Minister Lavrov says- "Trump (DJT) is the first, and so far only Western leader to publicly and loudly say that one of the root causes of the Ukraine situation is the impudent line of the previous administration to draw Ukraine into NATO.” Zelensky's popularity has fallen in Ukraine as the war drags on. DJT says US has put $350 billion in Ukraine and asked for an agreement committing half of Ukraine's rare earth resources to the US. Zelensky says he cannot sell the state out. Zelensky's estimate of US assistance is $67 billion military aid and $31 billion in aid for the budget. ...

This report in The South China Morning Post in Hong Kong, gives insights into the Chinese position in trade war with the U.S.  China has its own internal groups which support China being able to take a leadership role in world affairs. Xi Jinping made giving China a prominent role in the world a feature of his presidency. China  has this internal audience and its own sense that China's resurgence was won with hard work and cooperation, plus dedication of the Chinese people. In the past Japan and South Korea also used state subsidized industries, and subsidies to gain leadership in key business sectors involving high technology. China would see this state subsidies model as its own model of development. From this standpoint the U.S. demands on subsidies as unfair competition could be seen as changing a key part of its economic model.  Asking China to put everything in writing and show tangible proof of enforcement as the U.S. insisted in talks, was too much for the Chinese side. China said trust us to do this, and lift the tariffs based on our verbal assurances. The U.S. having seen decades of no progress on this point, wanted tangible proof before tariffs were lifted. Added to the demands on subsidies were the demands for no more of what the U.S. calls stealing of U.S. technology through forced transfer of technology by U.S. firms as a condition to operate in Chinese markets. With the U.S. lagging in 5G technology and Huawei ahead the issue resonates on the U.S. side. Add to this Mr. Trump's key voter base includes the former Democratic party supporting workers who have shifted to him because of trade agreements and policies of Clinton and Obama that hurt American workers through seemingly endless closure of manufacturing plants from Chinese competition.   ...

Daily cases of coronavirus reach a high of 75,000 with increases in the upper midwestern states of Wisconsin, Illinois,  in Kentucky, Tennessee in the south, and in western states. Most of the increase is in the rural areas of the country in the second wave. In the first wave the high density urban areas such as New York and Los Angeles were worst hit with the rural areas not being hit. This time Chicago is in the worst hit midwestern areas.
