The head of the hospital group that represents 39 public hospitals in the Paris region APHP, Mr. Hirsch, says that by October 24 about 800 to 1000 coronavirus cases in intensive care ICU are expected taking up 70 to 90 percent of capacity in the Paris region.This has placed added urgency to the actions of the French government and tougher measures are expected following the Macron announcement of a curfew in Paris region and eight metropolitan regions in France.

After 3 by-elections in Toronto and Montreal Carney likely to have slim majority in Canadian parliament with 173 seats. The Liberals party has a 10-15% lead over the next party the Conservatives. Under Justin Trudeau Liberals had fallen behind the Conservative party in polling, only to be revived by Mark Carney of the Central Bank of England who sidelined some of the more controversial parts of Trudeau policies and gaining a big win in the recent elections. Carney has tried to find a way to keep Canada independent of US policy and able to chart its own path in the face of US tariffs and trade policy.

Yellow vest protests will be banned in worst hit neighborhoods in Paris. The Paris police chief was replaced after violence, looting and arson in the Champs Elysees area of Paris. 10,000 gilets jaunes yellow vest protestors marched in Paris. Police have come under criticism for excessive use  of force. Hand held rubber bullet launchers and explosive sting grenades are some of the devi ces used  by police. He says there should be a hardening of France's doctrine of law and order.
